On Thursday, March 17, 2016 at approximately 5:20 p.m., Officers of the Johnson City Police Department arrested Katelyn Flanary, age 28, of 3812 Eastline Drive, Kingsport, TN, on charges of Identity Theft and Driving On a Revoked License Multiple. The arrest was made after officers received a call about a subject with outstanding warrants being located at 208 Suncrest Street. A possible suspect vehicle was stopped near the location that was driven by Ms. Flanary. Ms. Flanary originally gave the name, date of birth, and social security number of a different person and claimed this information to be hers. During the investigation, officers discovered Ms. Flanary had given the wrong identity on purpose. Ms. Flanary was also found to be driving on a revoked license. Ms. Flanary is being held at the Washington County Detention Center in lieu of a $5,000 bond with an arraignment set for Friday, March 18, 2016 at 10:30 a.m. in Washington County General Sessions Court.

On 3/17/16, at 11:45 p.m., officers of the Johnson City Police Department arrested Anthony Jamal Morrison (2610 Plymouth Rd # 205, 25 years old) charging him with aggravated assault.

 

The arrest occurred after officers responded to a domestic disturbance, at this location, involving Morrison.  Officers determined a victim, who transported himself to Sycamore Shoals Hospital, had received a laceration to his arm during an altercation with Morrison.  Investigations into the incident led detectives to suspect Morrison of using a knife to cut the victim during the altercation. 

 

On 3/17/16, Morrison was located at his residence and arrested. He was transported to the Washington County Detention Center, where he is being held at the in lieu of a $10,000 bond.  Arraignment is set for 9:00 a.m. on 3/18/16 in Washington County General Sessions Court.

                      On March 18, 2016, at approximately 4:30 P.M., the Johnson City Police Department arrested Ashley Elizabeth Browder and charged her with Forgery (4 counts), Identity Theft (4 counts), Credit Card Fraud Over $500 (1 count) and Credit Card Fraud Under $500 (3 counts). The arrest stems from an investigation into the victim receiving his credit card statement and finding multiple transactions he did not conduct during the past month. Store surveillance aided in identifying Browder as the person using the victim’s credit card.  Browder was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $56,000 bond. Arraignment is set for 1:30 p.m. on 03/21/2016 in Washington County General Sessions Court.

SUBJECT: Possession of Sch. VI Drugs for Resale               DATE: 03/20/16     TIME: 11:28 p.m.

On 03/20/2016, officers of the Johnson City Police Department arrested Rashad Reisler (2102 Bradley St, Bristol, VA, 20 years old) and charged him with Possession of Sch. VI Drugs for Resale.

 

At approximately 12:28 a.m., officers stopped a 2013 Ford Focus at W. Market St, and Veterans Way for driving without the vehicle headlights on.

 

While speaking with the driver officers could smell the odor usually associated with marijuana coming from the vehicle.

 

A K9 Officer conducted a free air sniff of the vehicle. The canine alerted on the front passenger door where Reisler had been sitting. A search of the vehicle resulted in drugs packaged for resale being found under the front passenger seat. The drugs along with money Reisler had in his possession were seized.

 

Reisler was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 03/21/2016 at 1:30 p.m. in Washington County General Session Court.

On 3/19/16, the Johnson City Police Department arrested Alice Carol McCurry (2822 W. Walnut Street Apt. 3, 37 years old) and charged her with (4 cts.) forgery under $500, and theft of property over $500.

 

On 6/29/15, officers met with the victim of a reported check fraud at the police department. The victim advised that her daughter, Alice Carol McCurry, had written 4 checks and cashed them without her knowledge or consent. The victim’s signature was also forged on all 4 documents. Video was obtained on the transactions that confirmed Alice McCurry was cashing her mother’s checks.

 

On 3/19/16, McCurry was placed under arrest and transported to the Washington County Detention Center, where she was placed under a $9,000 bond. McCurry made bond after being arrested. Arraignment was set for 3/21/16 at 1:30 p.m. in Washington County General Sessions Court.

On 5/20/16, officers of the Johnson City Police Department arrested Donald Hammonds (Johnson City, 34 years old) charging him with aggravated burglary and robbery.

 

The arrest stemmed from an investigation into a burglary that occurred on 2/13/16, in which several appliances were stolen. On 2/27/16, Hammonds entered the same residence, 1421 Piedmont St., and forcibly took money from the victim. 

 

On 3/21/16, Hammonds was located by the Bristol Police Department and ultimately transported to the Washington County Detention Center where he is being held under a $30,000 bond.  Arraignment is set for 1:30 p.m. on 3/28/16 in Washington County General Sessions Court.

On 3/21/16, the Johnson City Police Department arrested Alice Carol McCurry (2822 W Walnut St.,39 years old,) and charged her with (4cts.) forgery and theft over $500.

On 6/19/15, the victim found money had been stolen from her checking account. The investigation revealed that McCurry had passed the victim’s checks at multiple banks and businesses in the Johnson City area between the dates of 6/2/15 through 6/11/15.   

On 3/21/16, McCurry was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $9,000 bond. Arraignment was held on 03/21/16 at 1:30 p.m. in Washington County General Sessions Court.

     On 3/23/16, the Johnson City Police Department arrested Ashley Elizabeth Browder and charged her with Identity Theft (7 counts) and Credit Card Fraud Under $500 (7 counts).

The arrest comes as a result of an ongoing investigation into Browder using stolen credit cards to conduct fraudulent transactions. Another victim reported her credit cards being used at a separate area business. It was determined Browder had been using this victim’s credit card as well.  Browder was served at the Washington County Detention Center, where she is being held in lieu of a $17,000 bond. Arraignment is set for 1:30 p.m. on 3/24/16 in Washington County General Sessions Court.

On Wednesday, March 24, 2016 officers of the Johnson City Police Department arrested John F. Ress, age 70,

736 Island Road, Kingsport, TN on a charge of aggravated burglary. The arrest was the result of an

investigation where Ress was seen by a witness inside a residence on Knob Creek Road in which he did not belong

and items taken from the residence were found inside a vehicle being driven by Ress shortly after he left the

residence.  Ress was transported to the Washington County Detention Center and placed under a $3,000.00

bond with arraignment scheduled in Sessions Court on 03-24-15 at 1:30.

On 3/24/16, Bentley was arrested and transported to the Washington County Detention Center, where she is being in lieu of a $5,000 bond.  Arraignment is set for 9:00 a.m. on 3/25/16 in Washington County General Sessions Court.

On 03/25/16, officers of the Johnson City Police Department arrested Leon P. Mignott (1010 Newton St,   #303, Bristol, VA, 40 years old) and charged him with Aggravated Domestic Assault.

 

At approximately 11:50 a.m., officers responded to a road rage incident at 603 W. Market St. The investigation revealed that Leon was chasing his wife in a vehicle when he intentionally struck the vehicle with his. Both parties then left prior to officer’s arrival. Officers were able to contact the suspect by phone and all parties involved return to speak with the officers. According to both parties the argument was over the victim giving money to her son in law for her grandchildren.

Mignott was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $15,000 bond.  Arraignment is set for 03/28/2016 at 1:30 p.m. in Washington County General Session Court.

On 03/26/16, officers of the Johnson City Police Department arrested Sarah A. Reece (1807 E. Millard St, Johnson City, 28 years old) and charged her with False Reporting

 

At approximately 2:00 p.m., officers stopped a 1996 Hyundai Accent at E. State of Franklin Rd, and Legion St, for an expired license plate.

 

After arresting the driver for driving on a revoke license  Reece, a passenger in the vehicle, was asked for her personal information at which point she gave a fictions name, but her real date of birth. After officers could not verify her information she was asked for her social security number, which she stated she could not remember. Officers then confronted Reece about lying and she gave them her real name. After running her real information officers found that she had an active arrest warrant out of Washington County, TN for violation of probation.

 

Reece was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond.  Arraignment is set for 03/28/2016 at 1:30 p.m. in Washington County General Session Court.

On 03/27/16, officers of the Johnson City Police Department arrested Rachel D Osborne (1112 Carroll Creek Rd, Apt 20 Johnson City, TN, 29 years old) charging her with Manufacture/Deliver/Sell of Controlled Substance.

The arrests stems from the investigation of a shoplifting incident that occurred at Super Wal-Mart, 3111 Browns Mill Rd. Johnson City.  During a search of Ms. Osborne’s purse incident to arrest from the shoplifting charge, a total of sixty five Xanax bars were discovered.  These bars were placed inside small plastic baggies in quantities of five suggesting the prescription drugs were being sold.

Ms. Osborne was arrested and transported to the Washington County Detention Center, where she is being held in lieu of an $11,000 bond.  Arraignment is set for 1:30 p.m. on 03/28/16 in Washington County General Sessions Court.

On 3/28/16, the Johnson City Police Department arrested Ronnie D. Lester Jr. (135 Pinnacle Dr., Johnson City, 41 years old) and charged him with theft of property over $1,000.

 

On 3/16/16, employees of Murphy USA, 3109 Browns Mill Rd., reported that an employee had failed to make a deposit to the bank. Ronnie Lester was identified as the employee who was responsible for the deposit. Lester was interviewed on 3/28/16 and he admitted to embezzling the money.

 

On 3/28/16, Ronnie D. Lester Jr. was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 3/29/16 in Washington County General Sessions Court.

On 3/29/16, investigators of the Johnson City Police Department arrested Ernest B. Hamm (age 72) residing at 465 Boring Chapel Rd. while serving an arrest warrant for the sell of Schedule III narcotics (Suboxone) 4 counts and maintaining a dwelling for controlled substance or distributing. Mr. Hamm was additionally charged with Possession of Schedule II for resale (Methamphetamine), Possession of Schedule III (Suboxone) and Simple possession of Schedule VI (Marijuana).

Mr. Hamm was found to be in possession of 37 small zip lock bags of methamphetamine, 10 Suboxone tablets and approximately 2 grams of marijuana located on his person during the warrant service arrest.

Mr. Hamm was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $71,000 bond. Arraignment is set for 1:30 p.m. on 3/30/16 in Washington County General Sessions Court.
