On 3/30/16, the Johnson City Police Department arrested William Greenlee (2806 Plymouth Rd, Johnson City, TN, 64 years old) and charged him with false reports, theft of property over $500, and credit or debit cards; false reports.

 

On 3/16/16, Greenlee reported that his debit card had been stolen and fraudulently used on 2/1/16, in Johnson City, at various locations. The investigation revealed that Greenlee was the person who made the transactions that he was claiming to be fraudulent. His bank had reimbursed him for the alleged fraudulent charges.

 

On 3/30/16, Greenlee was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $11,000 bond. Arraignment is set for 1:30 p.m. on 3/31/16 in Washington County General Sessions Court.

     On Wednesday, March 30th, 2016, at approximately 5:40 p.m., officers of the Johnson City Police Department arrested 48 year old w/m, George Pealer (General Delivery).  The arrest was made after officers responded to a disturbance at 1006 Henry St.  Upon investigation, it was found that the residents had invited Mr. Pealer into their home for a meal.  Mr. Pealer was extremely intoxicated and when asked to leave, he allegedly pulled out a pocket knife and made threats to the residents.  Mr. Pealer was arrested and charged with Aggravated Assault.  He is currently being held at the Washington County Detention Center on a $5,000 bond.  He is scheduled to appear in Washington County General Sessions Court on Thursday, March 31st, 2016 at 1:30 p.m.

On 04/01/16, officers of the Johnson City Police Department arrested Travis Sams (100 Forest Lane, Jonesborough; 48 years old) charging him with felony possession of Schedule II, simple possession of Schedule VI, and unlawful drug paraphernalia.

Just before 1:00 a.m., officers assisted a member of the Tennessee Highway Patrol with a traffic stop at the intersection of University Parkway and S. Roan Street. Upon making contact with a passenger, Travis Sams, it was found he was in possession of an estimated ½  gram of methamphetamine, 1 gram of marijuana, syringes, and small plastic bags. As a result, Sams was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $12,000 bond. Sams’ arraignment is set for 04/04/16 at 1:30 p.m.

    On 4/1/16, officers of the Johnson City Police Department arrested Stephen S Fair (3115 W walnut St. Apt 7, Johnson City, TN, 48 years old). Stephen S Fair was charged with Aggravated Domestic Assault.

At approximately 7:45 p.m. on 4/1/16, officers were dispatched to 3115 W. Walnut St. in reference to a domestic disturbance. Upon arrival, Officers spoke with the victim who advised that she and her boyfriend, suspect Stephen Fair, were involved in a verbal altercation over money, while in a vehicle. Once home, the victim ran to her room and locked it to get away from the suspect. The suspect then pushed in the door and began to physically assault the victim by punching and choking her. The victim then advised that the suspect picked up a wooden bed post that was snapped off from the bed, and struck her in the back with it.

Police arrested Mr. Fair, and he was transported to the Washington County Detention Center, where he is being held on a $50,000.00 bond. Arraignment is set for 1:30 p.m. on 4/4/16, in Washington County General Sessions Court.

    On Friday, April 01, 2016, officers of the Johnson City Police Department arrested Jerry W. Stonecipher, Jr,  37,

Pine Ridge Circle Apt 919A, Elizabethton, TN, on a charge of felony shoplifting. The arrest occurred at Wal Mart,

3111 Browns Mill Road, where Stonecipher was stopped by employees after he pushed a shopping cart loaded

with merchandise valued at $846.29 from the store without making payment. Stonecipher was transported to

the Washington County Detention Center and placed under a $5,000.00 bond with arraignment set in General

Sessions Court on Monday, April 04, 2016, at 1:30.

On 4/03/16, the Johnson City Police Department arrested Todd Adam Moore (608 N. Roan St., JC TN, 32 years old) and charged him Aggravated Assault.

At approx. 11:00 am, officers responded to the area of 608 N. Roan St. in reference to a shots fired call. On arrival, the victim was located and found to have been shot in the left arm. The incident was the result of an ongoing neighbor dispute at the apartment complex. The victim was transported to the Johnson City Medical Center to receive treatment for his injury, which was not life threatening. The responding officers quickly identified Todd Adam Moore as the subject involved in the shooting. He had fled the area on foot prior to police arrival.

Moore was located by officers while he was hiding under an interstate overpass close to the location where the shooting occurred. He was taken into custody without incident and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set on 4/4/16 at 9:00 a.m. in Washington County General Sessions Court.

On 4/3/16, the Johnson City Police Department arrested Ashley Thompson (1440 E Lakeview Dr., 23 years old) and charged her with theft over $500. 

The arrest comes as a result of an investigation into a series of thefts that occurred at Scotchman Exxon convenience store. The investigation was initiated on 5/29/15 and revealed that Thompson was engaging in a scheme that short changed the register after transactions were completed. This ongoing theft resulted in hundreds of dollars being stolen from Scotchman Corporation. 

On 4/3/16, Thompson was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 4/4/16 in Washington County General Sessions Court.

    On April 4th, 2016, officers of the Johnson City Police Department arrested Jeffery Wayne Alsup, P.O. Box 303, Pennington Gap, Virginia, Age 44, for being a Fugitive from Justice.  Mr. Alsup was wanted out of Lee County, Virginia, on a Violation of Probation on an original charge of Unlawful Wounding. He also had a warrant for Assault and Battery. At approximately 11:37 am., officers responded to the emergency room of the Veterans Administration where Mr. Alsup was located and arrested without incident. He was transported to the Washington County Detention Center without incident. He is being held pending a Bond Hearing, which is scheduled for April 5th, 2016 at 1:30pm.

On 4/4/16, officers of the Johnson City Police Department arrested Russell W Redding (732 W Maple St. , Johnson City, TN, 33 years old). Russell W Redding  was charged with Sales of Schedule VI Drug and Unlawful Drag Paraphernalia.

At approximately 3:00 a.m. on 4/4/16, officers were dispatched to 732 W. Maple St. in reference to a assault.  Upon arrival, Offices made contact with Mr. Redding and his girlfriend at his residence. Upon entering the residence officers noticed an overwhelming smell of marijuana to the house. In plain view, officers observed many items that are associated with illegal drug use and sales of illicit narcotics. Upon further investigation officers observed 2 bags of a large amount of a leafy green substance that is consistent with marijuana.  Police arrested Mr. Redding, and he was transported to the Washington County Detention Center, where he is being held on a $11,000.00 bond. Arraignment is set for 1:30 p.m. on 4/4/16, in Washington County General Sessions Court.

On 4/4/16, the Johnson City Police Department arrested Dustin Onza Jared Collins (363 Ravenwood Dr. Kingsport, 30 years old) and charged him with two counts of identity theft and two counts of theft of property under $500. 

 

The arrest is the result of an investigation into a report that was filed by the victim who stated that her credit card had been used by Collins without permission. 

 

Collins is currently being held in the Washington County Detention Center, where he is being held in lieu of a $22,000 bond.  Arraignment is set for 10:00 a.m. on 4/5/16 in Washington County General Sessions Court.

On 04/05/16, officers of the Johnson City Police Department arrested Dorothy M. Lawson (105 Gracie Dr, Hampton, TN; 35 years old) and charged her with Identity Theft and Simple Possession of Schedule II and IV.

At approximately 8:30 a.m., officers were dispatched to an unwanted guest at Tyler Apartments, 1 Unaka Court.   Upon arrival, officers made contact with property management who advised that subjects were on the property without permission. Officers subsequently made contact with Dorothy M. Lawson.  Upon a request for identification, Lawson identified herself using her sister’s date of birth and social security number.  After correctly identifying Lawson, she was placed under arrest. While being transported to the Washington County Detention Center, Lawson made officers aware of narcotics, methamphetamine and Xanax, hidden in her inner clothing.

Dorothy M. Lawson is currently being held in the Washington County Detention Center in lieu of an $11,000 bond. Her arraignment hearing is set for 04/06/16 at 1:30 p.m. in Washington County’s General Sessions Court.

The Johnson City Police Department is pleased to announce that applications are now being accepted for the Department’s Junior Police Academy. The Academy will be geared toward area youth, both males and females, between the ages of 14 and 18. The Academy will be held at the Johnson City Police Department Training Grounds during the week of July 11-15, 2016.

 

The program will focus on youth and young adults who have an interest in the law enforcement profession. It has been designed to take the mystery out of police procedures and policies while informing and educating the cadets involved toward police officers and their role in society. The cadets will attend a 40-hour course climaxing in a team-oriented competition that involves skills, knowledge, and abilities they have learned through interesting and knowledgeable instruction.

During their week of instruction, the cadets will experience what it is like to go through a real police academy and, although not as comprehensive or demanding, the cadets will learn the same skills. It will also aid in adding potential participants to the Johnson City Police Department’s Explorer Program.

 

The Junior Police Academy is a once- in-a-lifetime opportunity for a hands-on learning experience for young people in topics such as Crime Scene Investigations, Traffic Stops, DUI Enforcement, and Police Use-of-Force as well as learning about the Johnson City Police Department’s Explorer Program.

 

Anyone interested in participating in this academy can contact Officer Jaeda Burkey through Johnson City Police Department’s Records Division (423) 434-6125, Glenda Aschenback at (423) 434-6122, or come by the Records Division to pick-up an application. Deadline for applications will be June 24, 2016. Each class is limited to 25 students.

Chief Mark Sirois is pleased to announce the promotion of four officers within the Police Department. The promotions were effective March 21, following the recent retirement of Maj. Garry Younger and promotion of Debbie Botelho into that position.  The Police Department’s thorough promotional process consists of a written test, job-specific written exercises, and an assessment/interview. Points are also awarded for education level, and the candidate’s work history is evaluated. 

  

“Our department and our citizens are fortunate to have many qualified officers to consider for promotions,” said Chief Mark Sirois.  “These four collectively have more than 90 years of law enforcement experience and with that comes invaluable knowledge. I’m proud of each of them and the service they provide to our community.”

 

Captain Scott Jenkins– Capt. Jenkins is a 21-year veteran of the Johnson City Police Department. He holds a Bachelor of Science degree from East Tennessee State University, with a major in Criminal Justice and Criminology and a minor in Political Science. Capt. Jenkins has served in a number of capacities within the Police Department including, most recently, lieutenant on Platoon 3. He has also served as a sergeant on Platoon 2, investigator in the Criminal Investigations Division, and a member of the Department’s Bicycle Patrol Unit, Recruitment Team, and Honor Guard. Capt. Jenkins is a graduate of the 2005 Southeastern Command and Leadership Academy (UT-Chattanooga). Capt. Jenkins will remain in the Operations Division (Patrol) and will serve as the watch commander of Platoon 4.    

 

Lieutenant Kevin Peters – Lt. Peters is a 25-year veteran of the Johnson City Police Department.  He earned his Bachelor of Science degree from East Tennessee State University, with a major in Criminal Justice and Criminology and a minor in Sociology. Throughout his career, Lt. Peters has served in several different capacities, including patrol officer, traffic enforcement officer, and investigator.  He also served as a platoon sergeant, and sergeant in charge of the Department’s Community Policing Unit. He most recently served as a squad sergeant in the Criminal Investigations Division.  Lt. Peters is a 2006 graduate of the Northwestern University Center for Public Safety School of Police Staffing and Command. Lt. Peters will remain in the Criminal Investigations Division where he will serve as the assistant division commander.


 

Sergeant Keith Sexton – Sgt. Sexton brings nearly 26 years of law enforcement experience to his promotion. He has served with the Johnson City Police Department for the past eight years.  Prior to coming to the Police Department, Sgt. Sexton served 18 years with the Washington County Sheriff’s Office, with the last 15 of those being in a supervisory capacity.  He holds a Bachelor of Science degree from Bethel University, where he majored in Criminal Justice. Sgt. Sexton has served in several different capacities within the Police Department including in the Criminal Investigations Division as the Department’s Drug Enforcement Administration Task Force Officer. Sgt. Sexton will remain in the Administration Division’s Training Section and will serve as the training unit supervisor.    

 

Sergeant Chris Carney – Sgt. Carney has served the Johnson City Police Department for more than 15 years as a patrol officer. Sgt. Carney began his career as a correctional officer in the Johnson City Jail. He then transitioned to Platoon 1 as a patrol officer. Prior to joining the Police Department, he served in the U.S. Army for five years as a Military Police Officer. He is currently a member of the Police Department’s Bicycle Patrol Unit and previously served on the Explosive Ordinance Disposal Unit/Bomb Squad. Most recently, he served as a field training officer and the community policing liaison on Platoon 1. Sgt. Carney will remain in the Operations Division (Patrol) and will serve as sergeant assigned to Platoon 1.

SUBJECT: Manufacture/Deliver/Sell of Controlled Substance

On 04/07/16, officers of the Johnson City Police Department arrested Tracy L Rines (125 Bulls Gap Rd, Bulls Gap, TN, 43 years old) charging her with Felony Shoplifting and Possession without Prescription.

The arrests stems from the investigation of a shoplifting incident that occurred at JC Penny’s, 2011 N Roan St, Johnson City.  Ms. Rines was observed by loss prevention personnel concealing over $546 worth of store merchandise upon her person and in a handbag.  Ms. Rines then attempted to exit the store without paying and was apprehended.  During a search of Ms. Rines, three OxyContin, one Sertraline and one Diazepam pill were found in a small container.  Ms. Rines was unable to provide a valid prescription for these medications and was subsequently charged for possession without a prescription.

Ms. Rines was arrested and transported to the Washington County Detention Center, where she is being held in lieu of a $6,000 bond.  Arraignment is set for 10:30 a.m. on 04/08/16 in Washington County General Sessions Court.

On 4/9/16, officers of the Johnson City Police Department arrested Jack E. Sparks (126 Lynn Rd. Lot 19 Johnson City, 47 years old) and charged him with Driving Under the Influence, Habitual Motor Offender and Violation of Open Container Law.

On 4/9/16 at 3:30 a.m., officers happened upon a white Ford work van sitting in the parking lot with its parking lights on, behind a closed business that has been the victim of multiple burglaries. Officers conducted a traffic stop on the van when it pulled out of the parking lot and made contact with the driver identified as Jack E. Sparks. Officers could see open containers of beer in plain view beside Sparks. Mr. Sparks admitted to drinking three beers at Horseshoe Lounge. He agreed to perform Standardized Field Sobriety Tests and failed. Sparks license showed him to be a Habitual Motor Offender. Sparks was taken into custody and transported to Washington County Detention Center, where he is being held on a $7,000 bond.  His arraignment is scheduled for Monday, April 11, 2016 at 10:30 a.m.

     On Sunday, April 10th, 2016, at approximately 2:50 a.m., officers of the Johnson City Police Department arrested Farrell Routh, 53 yr old male, of 129 Lake Dr., Gray TN.  The arrest was made after officers responded to a domestic disturbance at 605 Carter Sells Rd, Johnson City.  Upon investigation, it was reported that Mr. Routh had been engaged in an argument with his wife when he allegedly shoved her, punched her, and grabbed her by the throat to choke her.  Mr. Routh then grabbed his wife’s cell phone and bent it until it shattered the screen.  He then broke the key to his wife’s vehicle.   Mr. Routh was arrested and charged with Aggravated Assault – Domestic related and Vandalism Under $500 – Domestic related.  He is currently being held at the Washington County Detention Center on a $21,000 bond.  He is scheduled to appear in Washington County General Sessions Court on Monday, April 11, 2016 at 1:30 p.m.

On 4/8/16, the Johnson City Police Department arrested Tony M. Whitehead (1106 Lone Oak Rd., 36 years old,) on charges of felony vandalism and misdemeanor theft.

On 1/7/16,  Marks’s Car Wash, 2302 S Greenwood Dr., was the victim of a vandalism, with damages estimated at $1,200, as the result of  an attempt to break in to the coin/change machine. Whitehead was identified as the suspect through video surveillance footage from the business.

On 4/8/1, Whitehead was arrested and subsequently booked into the Washington County Detention Center under an $11,000 bond. He was arraigned today at 1:30 p.m. in Washington County Sessions Court.

                On 4/10/2016 officers of the Johnson City Police Department arrested Atanacio Guerrero, 44 years old, 3504 Timberlake Rd., Johnson City, on charges of Failure to Maintain Control, Driving Under the Influence, Driving on a Revoked License,(2nd ), Driving While Restricted, (Habitual Motor Offender), Simple Possession,(Schedule II), and Possession of Drug Paraphernalia.

                On 4/10/2016 at approximately 2:15 PM, officers initiated a traffic stop on Mr. Guerrero’s vehicle after he was observed driving erratically on Bristol Highway. Upon stopping the vehicle and making contact with Mr. Guerrero, officers determined that he was intoxicated. It was found that Mr. Guerrero’s driver’s license was revoked for a previous DUI offense and he was found to be a habitual motor offender. When officers searched Mr. Guerrero, they located Schedule II pills and drug paraphernalia.

                Mr. Guerrero was transported to the Washington County Detention Center on the above charges and is being held on a $9,000 bond. His arraignment is set for 4/11/2016 at 1:30 PM in Washington County Sessions Court.

On 4/11/16, the Johnson City Police Department arrested Tracon Hawkins (402 Zermatt Ave., Nashville, 19 years old ) on charges of reckless endangerment and unlawful possession of a weapon.

On 4/11/16, the Johnson City Police Department and officers of East Tennessee State University responded to 911 calls of an altercation and shots fired in the parking lot at Student Quarters, 1301 Seminole Dr. Witnesses identified Hawkins as the individual who had fired a pistol in the direction of an unoccupied vehicle during the incident. Investigators were unable to locate anyone with injuries resulting from this incident.

Hawkins was arrested and subsequently booked into the Washington County Detention Center under a $2,000 bond. He is scheduled for arraignment on 4/12/16 at 1:30 p.m. in Washington County Sessions Court. The investigation into the incident is ongoing.

On 4-11-16, officers of the Johnson City Police Department arrested 24 year old Erica Chance of 124 Dove Dr. Jonesborough, TN and 26 year old Joshua Carver of 1198 Mill Springs Rd. Jonesborough, TN. Ms. Chance and Mr. Carver were both charged with Robbery following an investigation of a reported Robbery complaint on Lester Harris Ave. During the investigation, officers were able to identify the suspects and later apprehend the suspects due to them leaving the scene prior to the officer’s arrival. Each offender was transported to Washington County Detention Center in lieu of a $10,000 bond. The offenders are scheduled to appear in Washington County General Sessions Court on 04/12/2016 at 1:30pm.
