On 3/5/16, the Johnson City Police Department arrested Stacy Leigh Stanley (Johnson City , 27  years old) and charged her with Aggravated Burglary and Theft of Property over $1,000.00.

On 12/25/15 Stanley and others entered the residence at 3903 Wayland Blvd. without the victim’s knowledge or permission and took two safes and numerous other electronic items.

On 3/5/16, Stanley was arrested and subsequently booked into the Washington County Detention Center, where she was being held in lieu of $20,000 bond. She is scheduled for arraignment at 1:30 p.m. on 3/7/15 in Washington County General Sessions Court.

On Monday, March 08, 2016, officers of the Johnson City Police Department arrested Jesse Brent Barlow,

30, of 1906 Goff Road, Knoxville, TN on a warrant for theft of property over $10,000.00. The arrest was the

result of an investigation of a stolen pickup from Chaparral Buick GMC Dealership, 3514 Bristol Highway on January 26, 2016. 

Barlow was taken into custody at the Blount County Detention Center where he was being held on an unrelated

charge.  Barlow was transported to the Washington County Detention Center and placed under a $10,000.00

bond with arraignment set for 03-08-16 in Washington County General Sessions Court at 1:30 pm.

On 3/07/16, officers of the Johnson City Police Department arrested Misty M. Harris (132 Webb Ln. Erwin, TN; 39 years old) and charged her with one count each of Shoplifting under $500, Criminal Impersonation, and Tampering with Evidence.

Just before 4:00 p.m., management at Family Dollar, 417 S. Broadway Street, attempted to detain a female, later identified as Misty M. Harris, on suspicion of shoplifting after she left the store with unpaid for merchandise.  Upon fleeing in a vehicle, officers stopped Harris, who claimed to be someone else, a few blocks from the store and recovered the stolen items.  During the stop, officers noticed something in Harris’ hand and asked her about it.  She immediately placed the item in her mouth and swallowed it.  Harris was arrested and transported to the Washington County Detention Center, where she is being held in lieu of a $3,000 bond.  Her arraignment hearing is set for 1:30 p.m. on 3/08/2015 in Washington County’s General Sessions Court.

On March 8, 2016 at approx. 10:00pm, officers of the Johnson City Police Dept. responded to a motor vehicle theft at 409 S. Broadway St.  Upon arrival, the victim advised the suspect, John

Knotts (w/m, 27 year old, general delivery), had sold his vehicle without permission to another individual for $80.00 at a residence.   A neighbor notified the victim that his vehicle was on a tow truck and the

victim immediately responded.  The tow truck driver confirmed that Knotts had sold him the vehicle.  The victim located Knotts a few minutes later at 409 S. Broadway and called 911.  Knotts

was charged with motor vehicle theft over $1000 (TCA 39-13-103) and criminal impersonation (TCA 39-16-301).  He was transported to the Washington County Detention Center where

he is being held on a $11,000.00 bond with an arraignment hearing scheduled for 03-10-16 at 1:30pm.

On 3/10/2016, Officers of the Johnson City Police Department arrested Lonnie K Cody, a 38 year old male, of 5063 Lake Forest Dr Kingsport, TN.  The arrest was a result of an investigation at 257 Old Gray Station Rd (Pal’s Restaurant).  Officers were dispatched to the business to investigate a suspicious person complaint.  Upon Officers arriving at the business, contact was made with Cody behind the business.  During the encounter, Officers discovered Cody had an active violation of probation out of Bristol, VA. The violation stems from the original offense of shoplifting 3rd or subsequent larceny offense and huffing.  After confirming that Bristol, VA would extradite Cody, he was taken into custody as a fugitive from justice.   Cody was transported to the Washington County Detention Center and held pending a bond hearing.  Cody has a preliminary court date set for 3/10/2016 at 1:30 in Washington County Sessions Court.

On 03/10/16, officers of the Johnson City Police Department arrested Dylan M. Roupas (617 W Mountain View Rd, Johnson City, TN 39 years old) charging him with Theft of Property over $1,000.00.

The arrest stems from an investigation in which Roupas is accused of stealing a motorcycle in November 2015 from a Johnson City residence.

Dylan Roupas is charged with Theft of Property over $1,000.00 and is being held in the Washington County Detention Center in lieu of a $10,000 bond. Arraignment is set for 1:30 P.M. on 03/11/16 in the Washington County General Sessions Court.

On 3/10/16, Officers of the Johnson City Police Department arrested Clay Evan Hardin (169 Dan Cole Rd, Elizabethton, 38 years old) and charged him with Theft of Property over $1,000.

 

Sometime between 12/1/2015 and 3/8/2016, a military generator, valued at $5,200, and a military general mechanics tool box with various tools, valued at $1,700, were stolen from the Tennessee Army National Guard Armory at 253 Don May Drive. Investigation into the incident led the Tennessee National Guard and detectives to suspect Hardin of the theft.  All stolen property was later recovered at one of Hardin’s family member’s residence and was turned back over to the National Guard. 

 

Hardin was placed under arrest and was transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 9:00 a.m. on 3/11/2016 in Washington County General Sessions Court.

On 03/11/2016 at approximately 2320 hours officers of the Johnson City Police Department arrested Mary S Garland, 54 yoa, of 1706 Daytona Ct, Johnson City, TN charging her with aggravated domestic assault. Officers responded to 1706 Daytona Ct. in reference to a stabbing that had just occurred. Upon arrival, contact was made with the witness, who stated he got into an altercation with the victim over money. He stated they walked outside and the victim took a fighting stance and he then tackled the victim. At this time, the defendant, Mary Garland, girlfriend of the witness came outside and stabbed the victim in the leg. The suspect was located in the area.

The suspect was then placed under arrest and transported to the Washington County Detention Center where she was being held in lieu of a $10,000 bond. The suspect is scheduled to appear in General Sessions Court on 03/11/16 at 0930 hours to be arraigned.

On 3/10/16, the Johnson City Police Department arrested Kevin Kreidler, 102 Claude Simmons Rd., 30 years old) and charged him with criminal simulation over $1,000 and identity theft.

 

On 3/8/16, employees of BB&T Bank, 2000 Franklin Terrace Ct., reported that a counterfeit check was passed at the ATM on 1/27/16. Kreidler was identified as the suspect who passed the check. Further investigation revealed that Kreidler had

opened a checking account with BB&T Bank using his brother’s identity.

 

On 3/10/16, Kreidler was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 3/11/16 in Washington County General Sessions Court.

On 03/14/2016 at approximately 1130 hours officers of the Johnson City Police Department arrested Caleb M Kidd, 20 yoa, of 238 Jonesboro Dr, Bluff City, TN charging him with aggravated assault, aggravated burglary, and possession of a deadly weapon during a felony. On 03/11/2016 at approximately 0237 hours Officers responded to 2 Eastridge Ct. in reference to a male suspect that had kicked the basement door in and made entry to the residence. Upon arrival, contact was made with the victim and two witnesses. The witnesses stated they observed the suspect kicking on the basement door and they called the victim, who was not home at this time. When the victim arrived home, she stated she tried to sneak into her house, but the suspect saw her and hit her three times in the head with a pistol. She was then able to get away and get inside locking the door. The suspect then kicked down the door, injuring one of the witnesses. He then fled the scene before officers arrived. A warrant was then obtained that night and placed on file. On 03/14/16 the suspect was located at 238 Jonesboro Dr. Bluff City, TN and placed into custody with the assistance of the Bluff City Police.

The suspect was then placed under arrest and transported to the Washington County Detention Center where they were being held in lieu of a 70,000 bond. The suspect is scheduled to appear in General Sessions Court on 03/15/16 at 1330 hours to be arraigned.

On 03/14/16, the Johnson City Police Department arrested Christy Shanks GFellers, 42 years old, of 305 Pleasant Hill Rd. Chuckey ,TN and charged her with four counts of Worthless Checks over $1000.  The arrest is the result of an investigation into a report that was filed by the victim who stated that Ms. GFellers had written checks to his business which were returned due to the account being closed.  Ms. GFellers is currently being held in the Washington County Detention Center in lieu of a $40,000 bond.  Arraignment is set for 03/15/16 at 1:30 p.m.  in Washington County General Session Court.

    On 03-15-16 officers of the Johnson City Police Department arrested 37 year old Casey D Street, of 111 Roseview Dr., Apt. #14, Johnson City, TN. 37615. The arrest resulted from an incident in which Ms. Street barged into the victim’s apartment uninvited, and intoxicated. While in the apartment Ms. Street assaulted the victim by throwing alcohol in her face and shoving her. She was taken into custody and charged with Aggravated Burglary. She is currently being held at the Washington County Detention Center on a $10,000 bond. Her arraignment is set for 03-16-16 at 1:30pm in Washington County Session Court.

On 3/16/16, Officers of the Johnson City Police Department arrested Matthew L Hale (2012 Leeland Rd #11, Johnson City, 24 years old) and charged him with Aggravated Burglary and Theft of Property over $1,000.

On 12/12/2015, it was reported to police that a subject was breaking into apartments and vehicles at 2121 S Greenwood Dr.  During the burglary, the victim reported various items stolen out of their apartment valued at $3,305.  Officers located Hale the night of the incident and charged him with Auto Burglary and Theft of Property under $500 for a separate offense.  Investigation into this incident led detectives to suspect Hale of the burglary.

Hale is already in custody at the Washington County Detention Center for a separate burglary offense.  Hale was served with the new charges and remained in custody at the Washington County Detention Center under a $30,000 bond.  Arraignment is set for 1:30 p.m. on 3/17/16 in Washington County General Sessions Court.

The Johnson City Police Department will be placing additional officers on the streets this St. Patrick's Day weekend on the lookout for impaired drivers.  These high visibility patrols will be conducted in partnership with the Tennessee Governor's Highway Safety Office "Buzzed Driving is Drunk Driving" campaign.  The Governor's Highway Safety Office is providing grant overtime funding for Johnson City officers to conduct these DUI enforcement patrols aimed at removing impaired drivers from the road during this busy holiday weekend.

 

The Johnson City Police Department reminds everyone that buzzed driving is drunk driving.  Getting behind the wheel after even just one too many drinks can lead to disaster.  In 2015, the Johnson City Police Department arrested seven DUI suspects during the weekends before and after the St. Patrick's Day holiday.  Although Tennessee's legal blood alcohol concentration (BAC) limit is .08, even a slight alcoholic "buzz" that's well below legal limits can be unsafe for drivers and lead to their arrest for impaired driving.

 

According to the National Highway Traffic Safety Administration, 29 people (28% of all crash fatalities nationwide) were killed in drunk-driving crashes over the St. Patrick's Day holiday period in 2014.  Most of these deaths could have been prevented if drivers had decided not to drink before getting behind the wheels of their cars.  Before celebrating St. Patrick's Day this year, decide whether you'll drink or you'll drive.  If you choose to drink, designate a sober, reliable driver to get you home safely from the party. If you're planning on driving, commit to not drinking.

On Wednesday, March 16, 2016 at approximately 1205 hours, Officers of the Johnson City Police Department arrested Phillip Payne, age 38, General Delivery, Johnson City, TN, on charges of Felony Shoplifting and simple assault. The arrest was made after officers responded to a call of a subject fighting with loss prevention employees in the parking lot of 2011 North Roan Street. During the investigation, it was found that Mr. Payne had concealed a felony amount of items on his person that belonged to the business. Mr. Payne is being held at the Washington County Detention Center in lieu of a $5,000 bond with an arraignment set for Thursday, March 17, 2016 at 1:30 p.m. in general sessions court.

On 03/16/16 at 4:48 pm, Richard Workman, 305 Delaware St, Johnson City, TN, 30 years old, was arrested for Tampering with Evidence, Resisting Stop/Arrest, and Simple Possession/Casual Exchange. The arrest stems from an incident at 6670 Bristol Hwy, in which Officers were investigating allegations of a drunk driver. As Officers arrived and performed a pat down of Workman, a lump was discovered in his waistband, believed to be illegal narcotics. Workman quickly grabbed the contraband, placed it into his mouth, and destroyed the evidence by swallowing it. After a brief struggle, Officers were able to safely take Workman into custody. Further search of Workman’s person also revealed that he was in possession of approximately 0.6 grams of powder cocaine. A warrant was obtained for Workman on the listed charges, and he is now being held at the Sullivan County Detention Center in lieu of a $10,000 bond pending a hearing in Sessions Court.

    On 3/17/16, the Johnson City Police Department arrested Joseph Crowther (201 Dalewood Dr, Johnson City, TN, 38 years old) and charged him with two counts of Worthless Checks over $1,000.  On 3/8/16, employees of Northridge Package Store (2902 Bristol Hwy, Johnson City, TN) reported that Joseph Crowther wrote six checks on a closed account in a week, beginning on 02/27/16.  On 3/9/16, employees of Fort Sill National Bank, 3111 Browns Mill Rd, Johnson City, TN, reported that Joseph Crowther wrote three checks on a closed account in a two day period, beginning on 03/03/16.  Joseph Crowther was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 10:30 a.m. on 3/18/16, in Washington County General Sessions Court.
