On 9/15/15, officers of the Johnson City Police Department arrested James Riano (109 Oscar Banks Rd., Apt 16, 38 years old) charging him with hindering a secured creditor.

On 4/16/15, Tennessee Title Loans contacted the Johnson City Police Department regarding a secured loan the business had with James Riano. The information provided showed that Tennessee Title Loans attempted to receive payment from Riano since March of 2015, but they were unable to locate him or the property he used as collateral. 

On 9/15/15, James Riano was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment is set for 1:30 p.m. on 9/22/15 in Washington County General Sessions Court.

On 09/16/15 at approximately 6:00 p.m., Investigators with the Johnson City Police Department arrested Richard Dugger (32 yrs old, 2420 Vines Street, Johnson City) and charged him with Theft of Property over $1,000.  The arrest stems from an investigation into stolen jewelry from a residence on Kipping St.  Mr. Dugger was performing construction work at the house when several items of custom made gold jewelry, valued at over $5,000, were taken.  The subsequent investigation revealed that Mr. Dugger sold the items at various gold dealers in the city, resulting in the recovery of the majority of the jewelry.  Mr. Dugger is being held in the Washington County Detention Center in lieu of a $5,000 bond.  He is scheduled for Arraignment in General Sessions Court on Friday 09/18/15 at 10:30 a.m.

     On September 17, 2015, at about 1:14 am., officers of the Johnson City Police Department responded on a two vehicle crash on E. Watauga Ave. at Center St.  Officers found that a 2015 Volkswagon GTI, driven by Preston Huff, age 31, 811 E. Unaka Ave., Johnson City, Tenn. was traveling at a high rate of speed on E. Watauga Ave. just past E. Oakland Ave. and struck a 2000 Ford Mustang in the rear.  The Mustang, driven by Adam F. Cates, 679 Piney Flats Rd., Piney Flats, Tenn. , was knocked off the roadway into a vacant lot where it overturned.  The Volkswagon came to rest next to the entrance of Carnegie Park along E. Watauga Ave.  The driver of the Ford Mustang, Adam Cates, died from his injuries at the scene.  A female passenger in the Volkswagon received injuries and was transported to the Johnson City Medical Center Hospital where she is being treated. Preston Huff was placed under arrest and charged with vehicular homicide, aggravated assault and possession of drug equipment.  He was taken to the Washington County Detention Center and is being held in lieu of $150,000 bond.  A court date is set for September 18, 2015 at 10:30 am. In Washington County General Sessions Court.

The investigation is being conducted by the Johnson City Police Department Traffic Homicide Team.

On 09/17/15, officers of the Johnson City Police Department arrested Dylan E. Smith ( 3692 W. Market St. , 21 years old) and charged him with one count of Burglary.  The arrest is the result of an investigation into a report filed by the victim who stated that Mr. Smith had gained entry into his business located at 2530 E. Oakland Ave. without his permission.  Mr. Smith is currently being held in the Washington County Detention Center in lieu of a $10,000 bond.  Arraignment is set for 1:30 p.m. on 09/18/15 in Washington County General Sessions Court.

On 09/17/15, Officers of the Johnson City Police Department arrested Ginger Dawn Holtsclaw 30 yr. old female who resides at 144 Rolling Acres Dr., Johnson City, Tennessee.

The arrest stems from an investigation into a report that on 09/15/15 on 09/16/15 officers responded to an address in Johnson City on a report of a stolen vehicle. On 09/17/2015 Johnson City Police Officers were dispatched to 1112 Lakeview Drive #4 on a report of suspicious activity at the address. Upon officers arrival, a female was observed running from the scene. Officers stopped the female and identified her as Ginger Holtsclaw. The stolen vehicle was located in the parking lot of the complex.

Ginger Dawn Holtsclaw is charged with Theft of Property over $1,000.00. She is currently being held in the Washington County Detention Facility on a $10,000.00 bond and is scheduled to appear in Washington County Session Court on 09/18/15 at 9:00 AM.

On 09/18/15, officers of the Johnson City Police Department arrested Gary Taylor (107 Lilac Lane, Rockwood, Tennessee; 21 years old) charging him with aggravated assault, and possession of a firearm while intoxicated.

Shortly after midnight, officers responded to 734 W. Maple Street, the Sigma Chi Fraternity, on the report of a disturbance. Upon arrival, officers discovered that the occupants of a red vehicle, possibly a Dodge Neon, were involved in an altercation with members of the fraternity and fired several shots from a handgun at the feet of a person while fleeing from the scene. Within minutes, officers stopped a vehicle matching the description and made contact with the intoxicated occupants, one of which was Taylor. Upon searching Taylor’s vehicle, a handgun was discovered.

Taylor was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $21,000 bond. His arraignment is set for 1:30 p.m. in Washington County’s General Sessions Court.

On 09/22/15 at 4 pm, Investigators with the Johnson City Police Department arrested an Erwin man on a charge of Worthless Checks.  John Bradley Tucker (28 yrs old, 2327 River Hill Rd., Erwin) was placed under arrest and charged with Worthless Checks over $1,000.  The arrest stems from an investigation into bad checks passed at Eastman Credit Union, 113 Broyles Dr. Johnson City.  Records show that Mr. Tucker passed 4 checks on a closed  account for a total of $1,900 and surveillance footage shows Mr. Tucker quickly withdrawing the funds he deposited from the ATM.  Mr. Tucker is being held in the Washington County Detention Center in lieu of a $10,000 bond.  He is scheduled for Arraignment in General Sessions Court on 09/24/15 at 9 am.

On 9/22/15 at approximately 1:48 p.m, officers of the Johnson City Police Department were dispatched to a very serious traffic crash that had just occurred on Interstate 26 westbound near the Gray exit.  Upon arrival, officers discovered that one of the drivers involved in the crash had, unfortunately, passed away as a result of injuries sustained in the crash.  Further investigation revealed the decedent to be Mr. Jeremy Stevens, age 35, of 206 W. Chilhowie Ave in Johnson City.  According to witnesses at the scene, Mr. Stevens had been operating a motor scooter in the right hand lane of Interstate 26.  Mr. Stevens encountered some uneven pavement and, subsequently, lost control of his vehicle.  The scooter overturned expelling Mr. Stevens onto the roadway.  A second vehicle, in the left lane, struck the motor scooter at this point.  A third vehicle swerved to avoid the second vehicle and the motor scooter.  In the process of doing so, the third vehicle struck Mr. Stevens as he was tumbling in the roadway.  The crash created a full closure of the westbound lanes for approximately three hours. The investigation is being conducted by the Traffic Homicide Unit of the Johnson City Police Department.

On 09/22/15, officers of the Johnson City Police Department arrested Bryan A. McMullen (3101 Browns Mill Road; 51 years old) and charged him with DUI 4th offense.

Shortly after 11:00 a.m., officers were dispatched to check an unconscious male in the driver’s seat of a vehicle at Creekmore Drive at E. Oakland Avenue. Upon arrival, two motorists stated that the subject had been in the intersection for the last ten minutes. Officers and medical personnel made contact with the driver, Bryan A. McMullen, and found no medical issues, but noted a strong smell of alcohol and other indicators of impairment.

McMullen was placed under arrest and transported to the Washington County Detention Center, where he is held awaiting a bond hearing. His arraignment is set for 09/23/15 at 10:00 a.m. in Washington County’s General Sessions Court.

On 9/22/15, officers of the Johnson City Police Department arrested Gregory W. Richardson (2701 S. Roan Street #81; 37 years old) and charged him with Aggravated Domestic Assault.

At approximately 2:30 p.m., officers were dispatched to Heritage Trailer Park regarding a physical domestic dispute.  Officers made contact with the victim, a roommate of Gregory Richardson, who had minor cuts across his torso.   According to the victim, Richardson cut him with a box cutter during an argument over money. 

Richardson was determined to be the primary aggressor of the incident, and was taken into custody.   He was transported to the Washington County Detention Center, where he is being held on a $10,000 bond. His arraignment is set for 1:30 p.m. on 9/23/2015 in Washington County’s General Sessions Court.

On 9/23/2015, officers of the Johnson City Police Department arrested Tamera C. Stanley (428 Coal Chute Rd., Elizabethton, TN, 54 years old) and charged her with three counts of Theft of Property (over $1000.00), two counts of Theft of Property (over $500.00) and two counts of Theft of Property (less than $500.00).

The arrest is the result of an investigation into stolen funds that were redirected from Stanley’s employer to her personal bank accounts. Through the course of an investigation, it was determined Stanley redirected patient account funds totaling $9,479.62 from her employer, a Johnson City health care provider. Stanley was transported to the Washington County Detention Center where she is being held in lieu of a $42,000.00 bond. She is scheduled for arraignment in Washington County General Sessions Court on Thursday September 24, 2015 at 1:30 PM.

     On 09/23/15, at approximately 4:30 p.m., Johnson City Police Department investigators arrested Spencer Xavier Forney (405 Whitney St, 23 years old) on felony and misdemeanor theft charges.  An investigation into several thefts that occurred at Numan’s Café and Sports Bar, 225 E Main St., led to charges of Theft Over $500 and Theft Under $500 against Forney. Forney was booked into Washington County Detention Center and was being held in lieu of a total bond of $6,000. His arraignment was scheduled for 9/24/15 at 1:30 p.m.

On 9/24/15, officers of the Johnson City Police Department arrested Tammy Moncrief (202 Winter Street, Johnson City, TN 37604; 55 years old) and charged her with Aggravated Assault.

At approximately 10:40 a.m., officers responded to a 911 call regarding a fight in progress.  On arrival, officers located the victim, who was bleeding severely from multiple lacerations to both arms.  According to multiple witnesses, Tammy Moncrief assaulted the victim with a knife for antagonizing her. Officers located Moncrief a short distance from the scene, where she was taken into custody.

Tammy Moncrief was transported to the Washington County Detention Center, where she is being held on a $50,000 bond. Her arraignment is set for 10:30 a.m. on 9/25/15 in Washington County’s General Sessions Court.

On 09/24/2015, officers of the Johnson City Police Department arrested Tim Surcey (1825 Lakeview Dr., 20 years old) and charged him Embezzlement (theft over $1,000).

 

At approximately 1:59 p.m., officers were called to Auto Zone, 1017 W. Market St., where they met with  Loss Prevention and the District Manager. The investigation revealed that the Parts Sales Manager has been Embezzling money from the business for the past six months totaling at least $3,600.

 

Surcey was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 09/25/2015 at 10:30 a. m. in Washington County General Session Court.

Alonso News Release

                On September 24th, 2015 Officers of the Johnson City Police Department arrested Aldo Q Alonso (a 31 year old W/M who resides at 3500 Timberlake Rd. in Johnson City Tennessee) on a warrant which was discovered by Tennessee Highway Patrol on an unrelated traffic stop.

The warrant stemmed from an investigation of a crash at the intersection of Bristol Highway and Creekmore Drive in Johnson City on 6/23/2015 at approximately 1810 hours. During the investigation it was alleged that Mr. Alonso and a female driver in another vehicle were weaving in and out of traffic at a high rate of speed on Bristol Highway during an apparent dispute. The incident ended when the female driver collided with an unrelated motorist and Mr. Alonso left the scene. As a result of the investigation, warrants were obtained for both Mr. Alonso and the female driver charging them with Reckless Endangerment.

               Mr. Alonso is being held at the Washington County Detention Center on a $10,000 bond awaiting arraignment.

                On September 26th, 2015 Officers of the Johnson City Police Department arrested Jeremy A Roark (a 39 year old male of 219 Mashburn Rd. in Telford Tennessee) as a result of him driving while being listed as a Habitual Motor Offender by the TN Department of Safety.

The arrest stems from a traffic stop in which officers observed Mr. Roark’s vehicle traveling in the oncoming lane of the roadway on both E Myrtle Av. and New St. and initiated a traffic stop. During the stop he was not found to be impaired, however a check of Mr. Roark’s driver’s license showed that it was revoked and that he was listed as a Habitual Motor Offender by the Tennessee Department of Safety on 2-9-2010 with a history of multiple traffic offenses. He was arrested as a result.

               Mr. Roark is being held at the Washington County Detention Center in lieu of a $6,000 bond awaiting arraignment.

   On 9/27/15, officers of the Johnson City police Department arrested Austin Forkpa (1307 Ballard Rd., Johnson City, 20 years old) and charged him with Sales of Schedule II (Crack Cocaine) and Possessing a firearm during the commission of a felony.

 

   At approximately 8:13a.m., officers assisted ETSU Public Safety Officers with a traffic stop of a vehicle that was suspected to be involved in an armed robbery/ shots fired call that occurred at 1301 Seminole Dr. During the stop suspect Austin Forkpa was observed evading the stop by foot carrying a black backpack.  A search of the area revealed a black backpack that was identical to the one Forkpa was carrying. Inside the backpack was a large amount of crack cocaine, a loaded 9mm Ruger handgun and the suspect’s ID.

    

   Mr. Forkpa was taken into custody and was placed under arrest for Sales of Schedule II and Possession of a firearm during the commission of a felony. He was transported to the Washington County Detention Center where is being held in lieu of a $20,000 bond. Arraignment is set for 10:30 a.m. on 9/28/15, in Washington County General Sessions Court.

On 9-28-15, officers of the Johnson City Police Department arrested 28 year old Judy Kiser of 346 Heaton Rd. Elizabethton. Ms. Kiser was charged with felony evading arrest, reckless endangerment and failing to stop/frisk/halt following an investigation of a reported suspicious vehicle complaint at 832 N State of Franklin Rd. During the investigation, officers attempted to stop Kiser when she jumped into a vehicle and fled the scene. She eluded an attempted traffic stop and endangered the motoring public with her negligent driving. After she fled, officers located the vehicle she was driving wrecked into a guardrail on Indian Ridge Rd. just west of Brandonwood Dr. She was seen fleeing the crash scene on foot and ultimately apprehended in a field a short distance away. The offender was transported to Washington County Detention Center in lieu of a $21,000 bond. The offender is scheduled to appear in Washington County General Sessions Court on 09/29/2015 at 1:30pm.

On 9/30/15, the Johnson City Police Department arrested Joseph Paul Fletcher (925 Hopson St, 18 years old) and charged him with theft of property over $1,000.

On 8/21/15, the victim reported a theft that had occurred at her residence at The Haven At Knob Creek, 1185 W Mountainview Rd. in July. Fletcher was identified as the person suspected of taking personal property from the residence.

On 9/30/15, Fletcher was booked into the Washington County Detention Center where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 10/01/15 in Washington County General Sessions Court.
