On 09/04/2015, officers of the Johnson City Police Department arrested Daphny R.  Jones (208 Mary Kay St, Greeneville, TN, 33 years old) and charged her with Identity Theft, Violation of Light Law, and Driving on a Revoked License.

At approximately 11:50 p.m., officers responded to a call of a possible drunk driver in the area of Milligan Hwy and Twin Oaks Dr. A vehicle matching the provided description was located in the area and stopped for a traffic violation. The driver, Jones, provided a relative’s personal information to officers because her driver’s license was revoked. Officers were able to determine Ms. Jones’ true identity and she was taken into custody.

Jones was arrested and transported to the Washington County Detention Center where she is being held in lieu of a $11,000 bond.  Arraignment is set for 09/08/2015 at 1:30 p.m., in Washington County General Session Court.

    On Monday, September 7, 2015, at approximately 12:01 hrs, 31 year old Terry Trivett, 441 Cedar Grove Rd, Johnson City,  was traveling 50 MPH in a 30 MPH zone when he was stopped by JCPD. As the officer exited his vehicle to approach, Trivett fled the stop in his vehicle.  Mr. Trivett was taken into custody by assisting officers at the intersection of Milligan Hwy and Swadley Rd.  Mr Trivett was charged with Felony Evading arrest, Driving on a Revoked License, Speeding, and Financial Responsibility.   He was taken to the Washington County Detention Center where he is being held on a $6,000.00 bail.  His arraignment is scheduled for Tuesday, September 8, 2015, at 1:30 pm, in Washington County General Sessions Court.

On 09/04/15, officers of the Johnson City Police Department responded to K-Mart, 3019 Peoples St., in reference to a shoplifting complaint.   Bailey Templeton, 18 yoa, of 115 Country Gardens Road, Elizabethton, was taken into custody by the store’s loss prevention personnel after they observed her push a shopping cart full of merchandise valued at over $647 past all points of sale.   Ms. Templeton was arrested by Johnson City Police and charged with Theft of Property over $500.  She was booked into the Washington County Detention Center on a $5,000 bond and is scheduled to be arraigned on Tuesday, 09/08/15.

                On 9/5/2015 officers of the Johnson City Police Department arrested Luke Hutchison, 27 years old, 309 Quail Dr., Johnson City.

                On 9/5/2015 at approximately 2:00 PM, officers were dispatched to 309 Quail Dr. in reference to a domestic disturbance. Mr. Hutchison was placed under arrest on simple domestic assault charges stemming from the incident and was transported to the Washington County Detention Center.

                While they were processing Mr. Hutchison at the Detention Center, officers discovered that he had heroin hidden on his person. In addition to the domestic assault charge, Mr. Hutchison was charged with simple possession of schedule I narcotics and introduction of contraband into a penal facility.

                Mr. Hutchison is being held in the Washington County Detention Center on a $7,000 bond. His arraignment is scheduled for 9/8/2015 at 9:00 AM in Washington County General Sessions Court.

   On Tuesday, September 08, 2015, Officers of the Johnson City Police Department arrested Amanda

Nicole Booth, 31, 1202 Lenoir Ave SW, Lenoir, NC, on a charge of felony shoplifting from J C Penney’s,

in the Johnson City Mall.  Booth was apprehended by loss prevention employees with $643.50 worth

of cosmetics and one shirt in her possession, for which payment was not made.   Booth was transported

to the Washington County Detention Center and placed under a $5,000.00 bond with arraignment

scheduled in Washington County General Sessions Court on 09-09-15, at 1:30 pm.

Walgreens Robbery

On September 8, 2015, at approximately 9:11 p.m., the Walgreens Pharmacy located at 2104 Bobby Hicks Highway, Gray, Tennessee was attempted to be robbed by a lone white male subject.

The white male as pictured in the attach photos, entered the pharmacy, brandished a firearm and attempted to rob the employees of the pharmacy demanding various narcotics. The subject fled the pharmacy on foot without obtaining any narcotics, but did assault the Pharmacist by hitting him over the head with the pistol. The Pharmacist did receive injuries that required further treatment from a local medical facility.

The suspect is described as a white male, approximately 5’9” to 5’11” tall, weighing between 160-180 pounds wearing khaki colored shorts, a black t-shirt, a khaki colored camouflage “boonie” hat and a black back pack. He was also described as having a blondish colored goatee and wearing black rimmed glasses. The subject also has a tattoo of a cross on his outer left leg calf area as seen in the attached pictures.

The Criminal Investigation Division of the Johnson City Police Department is asking for assistance in identifying the male subject shown in the attached photos to contact us at 423-434-6166. On 9/8/15, investigators of the Johnson City Police Department arrested Jennifer Cook Daniels (2701 S Roan St, Lot 69, 31 years old) charging her with theft over $500.

On 7/23/15, the victim reported that his vehicle had been taken by Daniels. The vehicle had been listed as stolen since that date, but was located by patrol officers on 9/8/15 after a witness reported seeing Daniels with the vehicle.

On 9/8/15, Daniels was arrested and booked into Washington County Detention Center where she was being held under a $5,000 bond. Arraignment was set for 1:30 p.m. on 9/9/15 in Washington County General Sessions Court.

On 9/8/15, investigators of the Johnson City Police Department arrested Jessica Lea Slone (357 N Pickens Bridge Rd, 36 years old) charging her with filing false reports.

On 8/17/15, Slone made a report with Johnson City Police Department that alleged she had been a victim of assault. It was subsequently determined that the details of the alleged incident had been fabricated by Slone.

On 9/8/15, Slone was arrested and booked into Washington County Detention Center under a $5,000 bond. Arraignment was set for 1:30 p.m. on 9/9/15 in Washington County General Sessions Court.

On September 9, 2015, officers of the Johnson City Police Department arrested Aaron Charles Garland (401 Northeast St. Elizabethton, 21 years old) and Dallas Latwan Sarden (1108 W Summer St. Apt F-26 Greeneville, TN 22 years-old) and charged them each with one count of First Degree Murder and one count of Robbery.

On August 18, 2015, officers of the Johnson City Police Department responded to 1740 Nathaniel Dr. Apt 24 in reference to a death investigation. The victim, Karen K. Parker (59 years old), was found deceased in the residence. The Criminal Investigations Division responded to the scene and an investigation into the circumstances surrounding the death of Ms. Parker was initiated. Through the course of an investigation, two suspects were identified as persons involved in the death of Parker. The Washington County Grand Jury returned a true bill after hearing circumstances of the case on September 2, 2015. Today, Garland and Sarden were booked into the Washington County Detention Center where they are being held in lieu of a $100,000.00 bond pending arraignment in Washington County Criminal Court.

SUBJECT: Felony Narcotics Arrest                             DATE: 9/10/2015           TIME: 1:00 p.m.

On 9/9/15, investigators of the Johnson City Police Department arrested Wesley Edwin Clouse (age 20) and a female juvenile both residing at 405 W. Pine St. Apt.1 and charged them with Manufacture/Delivery and/or Sale of Schedule IV, Possession of Schedule VI,  Unlawful Drug Paraphernalia and Maintaining a Dwelling Where Narcotics Are Kept or Sold. Mr. Clouse was additionally charged with Possession of a Firearm in the Commission of a Dangerous Felony and Contributing to the Delinquency of a Minor.

At 6:30 p.m., officers responded to 405 W. Pine St. Apt.1 to check the welfare of Mr. Clouse after receiving information he was making threats to kill certain people. Upon contact with Mr. Clouse and the juvenile, officers could smell marijuana coming from the apartment. After obtaining consent to search the apartment, officers found 29.1 grams of marijuana, 442 Xanax pills, drug paraphernalia and a 38 cal. handgun.

Mr. Clouse was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $36,000 bond. Arraignment is set for 1:30 p.m. on 9/10/15 in Washington County General Sessions Court.

The juvenile was placed under arrest and transported to Johnson City Juvenile Detention Center where a hearing is set for 9:00 a.m. on 9/11/15.

On Thursday, September 10, 2015 officers of the Johnson City Police Department arrested Glenda L. Woods, 28, of

136 Bear Wallow Hollow, Pikeville, KY and Devonna M. Thacker, 32, 1907 Booker Fork, Pikeville, KY on a charge of

Theft of Property over $500.   Both females were caught with four purses taken from Belk’s in the Mall valued at $1,022.00

after driving to 3122 East Oakland Avenue where Woods fled on foot and was caught after a brief chase.

While being booked at the jail, five Suboxone strips were found to be in Thacker’s possession.  Woods was placed

into the Washington County Detention Center under a $12,000.00 bond and Thacker was placed under an

$11,000.00 bond and each are scheduled for arraignment in Washington County General Sessions Court

on 09-11-15.

On 9/11/2015, investigators of the Johnson City Police Department arrested James Boardwine (116 W Walnut St, 36 years old) charging him with theft over $500.

Boardwine had been arrested earlier the same day on several misdemeanor offenses and was identified as the suspect in a felony shoplifting that occurred at WalMart, 3111 Browns Mill Rd, on 08/15/2015.

Boardwine was located in the Washington County Detention Center where he is being held on unrelated charges and was served with the felony warrant. He is being held in lieu of a$5,000 bond. His arraignment is set for 1:30 pm on 9/14/2015 in Washington County General Sessions Court.

On 9/12/2015, officers of the Johnson City Police Department arrested Charles Waycaster,41 YOA , who resides at 1505 Cherokee Rd Johnson City TN. The arrest is due to an investigation which determined that the defendant assaulted his wife during a domestic altercation and vandalized his apartment in an access of $500.00 worth of damage. He is charged with Domestic  Assault and Felony Vandalism over $500. He is being held at the Washington County Detention Center on a $6,000.00 bond and is scheduled to appear in General Sessions Court on Monday September 14th at 1:30pm.

                On 9/12/2015, officers of the Johnson City Police Department arrested Leon Swafford (3115 W Walnut St. Apt 5, Johnson City TN, 32 years old) and charged him with Domestic Aggravated Assault. At approximately 8:30 p.m. officers responded to 3115 W Walnut St Apt 5 in reference to a couple fighting. Officers met with the victim who stated her husband Leon Swafford had physically assaulted her. Officers observed bruising around the victims neck that was consistent with being choked. Leon Swafford was placed under arrest and is being held at the Washington County Detention Center in lieu of a bond hearing. Arraignment is set for 1:30p.m. on 9/14/15 in Washington County General Sessions Court.

On 09/14/2015 at approximately 11:15 p.m., officers of the Johnson City Police Department initiated a traffic stop on a vehicle that failed to have the brake light illuminated. Officers determined the driver of the vehicle’s license was currently revoked for DUI, was a Habitual Motor Offender, and performed poorly during field sobriety. The suspect was identified as Michael Story,55 years of age, of 1979 Michael Dr. Johnson City, TN 37604. Story was charged with Violation of Light Law, Driving on Revoked Multiple, Felony Habitual Motor Offender, and Driving Under the Influence 2nd. Story was transported to the Washington County Detention Center where he will be held without bond. An arraignment is set for 09/16/2015 at 1:30 p.m. in Washington County Sessions Court.

On 9/15/15, at approximately 9:04 pm, the Walgreens Pharmacy located at 429 N. State of Franklin Rd., Johnson City was robbed at gunpoint by a lone white male subject. The suspect is described as 5’11, 185 pounds, sunglasses, wearing khaki colored pants, black hooded sweatshirt, a dark backpack, and a multi colored bucket style hat. The witnesses described a tattoo of some sort on the side of the suspect’s neck. The suspect entered the pharmacy, brandished a firearm and demanded narcotics. The subject fled the pharmacy on foot with an undisclosed amount of narcotics.

This robbery may be related to the previous Walgreens Pharmacy at 2104 Bobby Hicks Highway, Gray, on 9//8/15. That release and photographs are below.

On 9/11/15, investigators of the Johnson City Police Department arrested Brandon Horvath (1117 Jay St., 28 years old) charging him with auto burglary, fraudulent use of a debit card and theft under $500.

On 8/21/15, the victim reported an auto burglary that occurred near the 400 Block of N. Broadway St. A debit card that was taken from that car was used at several locations in Johnson City on the same morning. Video evidence from these separate locations was able to help identity Horvath as the person using this stolen debit card.

On 9/11/15, Horvath was served at the Washington County Detention Center, where he was already being held on unrelated charges. Horvath is being held in lieu of an $11,000 bond. Arraignment was held at 1:30 pm on 9/14/15 in Washington County General Sessions Court.

On 9/14/15, Investigators with the Johnson City Police Department arrested Adam P. Hemphill (W/M, 18 yoa, 1605 Carter Ave., Johnson City, TN) on charges of Auto Burglary, Theft of Property over $500 and Credit Card Fraud under $500.

On 7/25/15, Officers with the Johnson City PD received a report of an Auto Burglary that occurred at 800 Briarcliff Rd.  The victim reported that someone entered her vehicle and stole property from inside, including her debit card.  Her debit card was then used at 4 locations within Johnson City.  Video surveillance was obtained from some of the locations and the suspect was identified.  A warrant was then obtained for the defendant.

On 9/14/15, the defendant was located and taken into custody.  He was transported to the Washington Co. Detention Center, where the warrant was served.  He was held on a $16,000 bond and was scheduled to appear in General Sessions Court on 9/15/15 at 1:30 pm.

On 9/11/15, officers of the Johnson City Police Department arrested Wanda Strong (509 Woodhaven Dr., 37 years old) charging her with theft over $1,000.

On 5/22/15, Eastman Credit Union contacted the Johnson City Police Department regarding checks that had been deposited in an account that were written from a closed account. The money was then withdrawn from an ATM. Strong was identified as the person depositing the check and withdrawing the money.

On 9/11/15, Wanda Strong was arrested and transported to the Washington County Detention Center, where she was being held in lieu of a $10,000 bond. Arraignment was set for 1:30 p.m. on 9/14/15 in Washington County General Sessions Court.
