On September 22, 2014 Officers of the Johnson City Police Department arrested Jerry Leary a 29 year old white male who resides at 804 N. North St. Johnson City, TN, 37604 and charged him with Simple Domestic Assault (T.C.A. 39-13-111) and Vandalism Over $500.00 (T.C.A. 39-14-408). The arrest stemmed from a domestic disturbance at 2693 Boones Creek Rd. Mr. Leary was placed in Washington County Detention Center in lieu of a $1,000.00 bond. Mr. Leary will appear in Washington County General Sessions Court on September 23, 2014 at 1:30 pm.

On 9/22/14, officers of the Johnson City Police Department arrested Brandon L Harris (1713 Anderson St. Bristol, TN, 34 years old) and charged him with Manuf/Del/Sell of a Controlled Substance of Schedule II, Simple Possession/Casual Exchange of Sch. VI, Unlawful Drug Paraphernalia, Prohibited Weapon, and Child Restraint Violation .

At approximately 8:00 p.m., officers stopped a white Honda Accord that was driven by Brandon Harris. While speaking with Mr. Harris officers  asked for consent to search the vehicle which Mr. Harris allowed. During the search officers located a large amount of Hydrocodone and Oxycodone pills, a small amount of marijuana, drug paraphernalia, brass knuckles, and a large sum of cash.

Police arrested Mr. Harris , and transported him to the Washington County Detention Center, where he is being held on a $13,000.00 bond. Arraignment is set for 09/23/14 at 1:30 p.m. in Washington County General Sessions Court.

On 07/31/14, Officers of the Johnson City Police Department arrested David N. Wilmot 56 yr. old male, 300 Stratford Court, Gray, TN 37615.

The arrest stems from an investigation into a report that from July 2010 to July 2014, Wilmot while working as an employee for Williams Electric Supply Company, 2824 W. Market St. was taking store product from the business and selling it on EBay under a under a dummy corporation name. The amount of property take is valued at $51,998.98.

David N. Wilmot is charged with Theft of Property over $10,000.00, a violation of T.C.A. 39-14-103. He is currently being held in the Washington County Detention Center on a $10,000.00 bond and is scheduled to appear in Washington County Session Court on 09/24/14 at 1:30 PM.

On 9/22/14, Investigators with the Johnson City Police Department arrested David Wayne Livingston (2129 Carr Rd. Apt. #7, Johnson City, 37 years old) charging him with criminal simulation, identity theft, and theft of property under $500.00. 

The arrest is the result of an investigation into a reported fraudulent check that was passed at Wal-Mart, 2915 W. Market St., Johnson City.  Loss prevention employees at Wal-Mart stated that a subject came into the business on 8/3/14 and cashed a payroll check.  The check was later found to be fraudulent.  Video was obtained of the transaction that showed David Wayne Livingston cash the check.  When the transaction was completed Livingston used a driver’s license number that was not his.

On 9/22/14, Livingston was located at his residence and arrested.  Livingston was placed in the Washington County Detention Center in lieu of a $22,000.00 bond. He was scheduled to appear in Washington County General Sessions Court at 1:30 p.m. on 9/23/14.The investigation is ongoing and additional fraud charges are pending.

On 09/21/2014 officers of the Johnson City Police Department arrested Tony D. Plater, who resides at 1012 E Market Street, Johnson City, TN, a 30 year old male, on the charges of Reckless Endangerment (by motor vehicle), Failure to Report a Crash, Failure to Comply with Financial Responsibility, and Simple Domestic Assault. Officers responded to a 911 call at 1 Unaka Court, Tyler Apartments, concerning an assault and a traffic crash.  Investigation revealed the defendant allegedly assaulted his ex-girlfriend, almost ran over another involved party, crashed his vehicle, and then left the scene of the crash.  The defendant was taken into custody charged with the above offenses and transported to the Washington County Detention Center where he is being held on $11,000 bond and awaiting a court hearing on 09/22/2014 in Washington County General Sessions Court.

On 9/24/14, Investigators of the Johnson City Police Department arrested Spring Dawn Conner (3433 McKinley Road, 35 years old) and charged her with forgery, fraudulent use of a debit card and theft under $500.00.

The arrest followed an investigation of a stolen purse from the area of Clark Manor Apartments on 8/16/14. The victim later learned her card was used at an area Wal-Mart. Store surveillance video revealed Ms. Conner using the stolen debit card to make a purchase and then sign the victim’s name on the keypad. The debit card was utilized three more times at two other stores in Johnson City.    

On 9/24/14, Investigators located Ms. Conner at her residence and transported her to police headquarters. She was subsequently placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $22,000 bond. Arraignment is set for 1:30 p.m. on 9/24/14 in Washington County Sessions Court.

On 9/23/14, officers of the Johnson City Police Department arrested Rudolph Espinoza (General Delivery, Johnson City, TN; 62 years old) and charged him with aggravated assault.

At approximately 5:30 p.m., officers were dispatched to 1201 Division St. Apt #1 in reference to an assault.  Upon arrival, officers made contact with the victim and Mr. Espinoza.  During the investigation, Mr. Espinoza admitted that he had struck the victim over the head with his walking stick after an argument about the Cherokee Nation.  The victim suffered a severe laceration to the head and was treated by medical personnel on scene.

Mr. Espinoza was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $15,000 bond.  Arraignment is set for 1:30 p.m. on 09/24/14 in Washington County’s General Sessions Court.

On 09/24/2014, officers of the Johnson City Police Department arrested Rayshawn Woods, 20 yr old male,406 East Clark Blvd. Murfreesboro, TN, and charged him with felony evading, misdemeanor evading,  possession with intent to distribute sch II & IV, Introduction into a Penal Facility and Driving on Revoked License 1st. Officers also arrested Richard North, 21 year old male, 1010 Hillcrest Dr. Murfreesboro, TN and charged him with misdemeanor evading and possession with intent to distribute sch II.

At approximately 9:30 p.m., Officers of the Johnson City Police Department initiated a traffic stop on a silver Chevrolet Impala near Mountcastle Dr and Sunset Dr. The vehicle sped away during the traffic stop but was located shortly thereafter abandoned on a nearby street. Both suspects were apprehended near Valley Dr. off of Sunset Dr. within minutes of finding the vehicle. While officers were booking Woods into the Washington County Detention Center officers located crack cocaine and numerous alprazolam pills hidden on him. Both Woods and North had multiple warrants out of Rutherford County-Murfreesboro, TN and are being held awaiting extradition back to that jurisdiction.

Mr. Woods and North were placed under arrest and transported to the Washington County Detention Center. Woods  is being held in lieu of a $42,000 bond and North is being held in lieu of an $11,000.00 bond.  An arraignment is set for 05/04/14, at 1:45 p.m., in Washington County General Sessions Court.

On 9/25/14, officers of the Johnson City Police Department arrested two male juveniles charging them with false reporting.

The arrest was the result of an investigation of an incident that occurred at Science Hill High School on 9/19/14, in which the juveniles intentionally made statements of a threatening nature in the presence of another juvenile, knowing their statements were false.

Both juveniles were arrested and then released into the custody of their parents. Both juveniles have a preliminary hearing on 10/17/14 at 9:00a.m. in Johnson City Juvenile Court.

On 09/25/2014, officers of the Johnson City Police Department arrested Eugene B Caldwell (1568 Corby Bridge Rd. Chuckey, TN., 22 years old) and charged him with Embezzlement.

At approximately 3:55 p.m., officers responded to O’Reilly Auto Parts, 3102 W. Market St. in reference to an employee fraudulently obtaining money from the business. Officers spoke with regional loss prevention who stated Mr. Caldwell had been fraudulently obtaining money by taking products out of inventory, obtaining the refund amount for each item, and placing the item back into inventory.

Mr. Caldwell was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 10:30 a.m.,  on 09/26/2014 in Washington County General Sessions Court.

On 9/25/14, Investigators of the Johnson City Police Department arrested Adren Maurice Fugate (3949 Thornton Dr., Kingsport, 23 years old) charging him with criminal simulation, fraudulent use of a credit card, and theft under $500.00.

On 9/25/14, the victim reported that his credit card number had been used at the Burger King, 2901 S. Roan St., on the previous evening, 9/24/14. The victim advised that he has not been to Johnson City, nor had he made a purchase from Burger King. During the investigation, it was determined that Fugate used the stolen credit card number to make (5) five purchases of gift cards for $100.00 each at the South Johnson City Burger King. Investigators located Fugate at another Burger King, 4707 N. Roan St., after employees shared information about the suspect and theft. Fugate was identified by employees from the S. Roan Burger King, as the same person using the stolen credit card number at their store on the previous night. 

Fugate was arrested and taken to the Washington County Detention Center where he is being held in lieu of a $12,000 bond. He is scheduled to appear at 9:00 a.m. on 9/29/14 in Washington County General Sessions Court.

On 9/25/2014 officers of the Johnson City Police Department arrested J Darrion Bizzell, of 405 Bettie Street, Johnson City, TN, an 18 year old male, on the charges of Disorderly Conduct, Resisting Stop/Halt/Frisk, and Introduction of Contraband into a Penal Facility. Officers responded to a 911 call about a fight at 510 Bert Street, the Memorial Park Community Center, and took the defendant into custody.  While being booked into the Washington County Detention Center, a marijuana joint was discovered in his pants pocket. The defendant was charged with the above offenses and is being held in the Washington County Detention Center on $12,000 bond and awaiting a court hearing on 9/26/2014 in Washington County General Sessions Court.

The arrest is due to an investigation involving the sale of methamphetamine within the Johnson City downtown area. The defendant has been charged with Possession of Methamphetamine for Resale and Unlawful Drug Paraphernalia. She is being held at the Washington County Detention Center on a $11,000.00 bond. The arrest stems from an investigation into a reported theft of a motor vehicle that occurred between 07/08/14 to 07/14/14. The vehicle was last seen at Quality Circle // Boones Creek Rd. The vehicle was found to be taken from the location to Omni Source, 808 Lynn Ave, Elizabethton TN 37643 by Paul Randall Hunley on 08/28/14 where it was crushed.

Paul Randall Hunley is charged with Theft (Possession) of Property over $1,000.00. Hunley is scheduled to appear in Washington County Session Court on 08/01/14 at 1:30 PM.

On 9/30/2014 officers of the Johnson City Police Department arrested Bradley R. Rouse, of 1207 Althea Street, Johnson City, TN, a 38 year old male, on the charges of Driving While Restrictions in Effect (Habitual Motor Offender), Violation of Light Law, and Failure to Comply with Financial Responsibility. Officers initiated a traffic stop when they observed a vehicle with a non-functioning brake light traveling west on Orleans St.  The defendant was identified as the driver and investigation revealed his license was revoked for felony DUI offenses and being a Habitual Motor Offender. The defendant was charged with the above offenses and is being held in the Washington County Detention Center on $5,000 bond and awaiting a court hearing on 10/1/2014 in Washington County General Sessions Court.

On 10/01/14 at 9:00 am, Investigators with the Johnson City Police Department arrested Gerardo Andre Soto (463 Jackson Bridge Rd Jonesborough, 32 yrs old) and charged him with False Reporting and Theft of Property under $500. 

The investigation stems from a claim of fraud on Mr. Soto’s Eastman Credit Union account.  Mr. Soto initially filed an Affidavit of Forgery with Eastman Credit Union, 421 N. State of Franklin Rd, claiming a check written to Food City, 509 N State of Franklin Rd, on 08/2/8/14 in the amount of $24.92 was forged.  A review of surveillance footage from Food City shows Mr. Soto writing and passing the check himself.

Mr. Soto is being housed in the Washington County Detention Center in lieu of a $6,000 bond.  He is scheduled for Arraignment in General Sessions Court on 10/02/14 at 9:00 am.

On 10/01/2014 at approximately 2:17 p.m., officers of the Johnson City Police Department made a traffic stop on Old Gray Stations Rd., further investigation revealed the driver of the vehicle, to be driving on a revoked license. Upon further investigation, multiple drugs were found inside the vehicle belonging to the passenger, Wade A. Honeycutt. Honeycutt admitted to officers on scene all the drugs belong to him. There were a total of 32 grams of marijuana, 12 MDMA pills, and an ounce of mushrooms. Wade A Honeycutt, 23 years of age, of 2104 East Unaka Ave., Johnson City, TN 37601 was charged with Manuf/Del/Sell Controlled Substance. The defendant was transported to the Washington County Detention Center where he will be held on a $10,000 bond. An arraignment is set for 10/02/2014 at 1:30 p.m. in Washington County Session Court.

On 10/02/14, officers of the Johnson City Police Department arrested Gilda Danner (165 Sheets Rd, Hampton, 35 years old) charging her with Forgery and Theft of Property over $500.

The arrest stems from an investigation into a report that on 08/07/14 Danner altered a check and passed it at Regions Bank located at 1408 W. State of Franklin Rd in Johnson City.

Danner is currently being held at the Washington County Detention Center on a $6,000 bond. She is scheduled to appear in Washington County General Sessions Court on Thursday, October 02, 2014 at 1:30 p.m.
