On 09/10/14, Officers of the Johnson City Police Department arrested Michael Daniel Rhodes 22 yr. old male, 359 Rhodes Private Drive, Piney Flats, TN37686.

The arrest stems from an investigation into a report that on 08/23/14 Rhodes posing as the owner of a vehicle which was not his, sold the vehicle to a salvage company, that then took it to a scrap yard where it was sold and subsequently crushed.

Rhodes is charged with Theft of Property over $500.00, a violation of T.C.A. 39-14-103. He is currently being held in the Washington County Detention Facility on a $5,000.00 bond and is scheduled to appear in Washington County Session Court on 09/11/14 at 1:30 PM.

       On 09/12/2014, officers of the Johnson City Police Department arrested Michael A. Penley 810 Magnolia Ext Apt 17 Johnson City, TN.

Mr. Penley was arrested for Filing False Report, Leaving the Scene of an Accident, Failure to Exercise Due Care, and Failure to Comply with Financial Responsibility.

The arrest is the result of an investigation of a single vehicle crash on Cherokee Road near Sinking creek Road. Mr. Penley is being held at the Washington County

Detention Center in lieu of a $6,000 bond. A preliminary hearing is set for 09/15/2014 in General Sessions Court.

On 09/11/14, Officers of the Johnson City Police Department arrested Brandon L. Miller 29 yr. old, 415 Cash Hollow Rd Johnson City, TN 37601.

The arrest stems from an investigation into a report that on 09/04/14 Miller is accused of stealing a red Ford pick-up truck from a residence in Johnson City and then using the stolen pick-up, went to another residence and stole a motorcycle using the truck to haul the motorcycle to an address in Carter County.

Brandon Miller is charged with one count of Theft of Property over $500.00, one count of Theft of Property over $1,000.00. He is currently being held in the Washington County Detention Facility on a $15,000.00 bond and is scheduled to appear in Washington County Session Court on 09/12/14 at 1:30 PM.

On 09-11-14, officers of the Johnson City Police Department arrested Amanda Lea Callahan, (126 Bunker Hill Rd. Bluff City, TN), 27 years old and charged her with one count of Fraudulent Use of a Credit Card over $500 and one count of Theft of Property over $500.  The arrest is the result of an investigation into a report filed by the victim who stated that her credit card had been used in Johnson City without her permission.   Ms. Callahan was placed under arrest and transported to Washington County Detention Center, where she is being held in lieu of a $10,000 bond.  Arraignment is set for 10:30 a.m. on 09-12-14 in Washington County General Sessions Court.

                On 9/12/14, officers of the Johnson City Police Department arrested Aaron B. Light (3517 Reservoir Rd, years old) and charged him with Manufacture/Deliver/Sell Schedule VI, two counts of Manufacture/Deliver/Sell Schedule IV, Simple Possession of Schedule II and Unlawful Drug Paraphernalia. 

                At approximately 16:45 hours, Officers conducted a traffic stop on a red Ford Focus that was traveling the wrong way on a one way street at the intersection of W Main St and Buffalo Street.  Upon approaching the vehicle and making contact with the driver (Mr. Light), a strong odor of marijuana was detected coming from the vehicle.  Upon conducting a search of the vehicle, officers located approximately 358 grams of marijuana, $1,957 in U.S. currency, as well as Clonazepam tablets, Alprazolam tablets, and Oxycodone tablets.  Officers also located several items of drug paraphernalia inside the vehicle. 

                Mr. Light was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $32,000 bond.  Arraignment is set for 1:30p.m. on 9/15/14 in Washington County General Sessions Court.

On Saturday, September 13, 2014, Rudy Ocon, W/M, 29, 120 Parsley St, Erwin, TN was arrested by officers of the Johnson City Police Department and charged with public intoxication, simple assault, aggravated assault x 3 and sexual battery. The arrest stems from a 911 call in regards to a fight on the W Market St side of Numan’s Bar. During the investigation, a female victim stated that Ocon had touched her breast without her consent. A physical altercation ensued between Ocon and several other individuals, which eventually led to Ocon brandishing a pocket knife and making threats according to three of these individuals. Ocon was placed in custody on the aforesaid charges and transported to the Washington County Detention Center without incident where he is being held in lieu of a $36,500 bond. He is scheduled to appear in General Sessions Court on September 15, 2014 at 1:30pm.

On 03/14/14, officers of the Johnson City Police Department arrested Salvador Ponce (3503 Highway 81 S,

56 years old) and charged him with DUI 4th and possession of a handgun while intoxicated.

At approximately 9:30 p.m., officers received calls of a vehicle driving erratically on South Roan St. The vehicle was

located in the parking lot of Maytag Laundry on S. Roan St.,  and the driver was identified as Salvador Ponce. Officers noticed a

strong odor of alcohol on Ponce’s breath as well as an open container of alcohol in the passenger seat. Ponce was

placed under arrest,  for DUI 4th and during a search of the vehicle a loaded revolver was found near the driver’s seat.

He was transported to The Washington County Detention Center, where he is being held without bond and is scheduled to be

arraigned on September 15, 2014 in Washington County Sessions Court.

On 09/13/14, officers of the Johnson City Police Department arrested Sara McTier (918 Katies Way, Gray; 52 years old) and charged her with one count of embezzlement over $500.00

At approximately 4:56 p.m., officers responded to 112 Sunset Drive, Kroger, and found McTier detained by loss prevention employees. According to loss prevention, McTier was observed several times taking cash from her register. Upon questioning, McTier admitted to Kroger’s loss prevention officers that she had taken an estimated $600.

Officers took custody of McTier and transported her to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Her arraignment is set for 1:30 p.m. on 09/15/14 in Washington County’s General Sessions Court.

On 09/13/2014, at 2:49 pm, officers of the Johnson City Police Department (JCPD) arrested Ms. Pamela Roberts, age 47, of 2456 Lakewood Dr. in Johnson City, after she allegedly broke into a neighboring apartment and caused an altercation with the resident.  Ms. Roberts is accused of breaking through the back door of the victim’s home and once inside, a physical altercation ensued between Ms. Roberts and the victim in the living room, pinning the victim against a couch.  Ms. Roberts then allegedly tried to strangle the victim with a tack hammer.  The victim was able to get from free from Ms. Roberts and call 911.  Ms. Roberts left the apartment, but came back a short time later while police were responding to the scene.  When officers arrived, Ms. Roberts was inside the victim’s apartment again, in a second altercation.  Ms. Roberts had to be pulled from the victim’s home and placed into custody.  Ms. Roberts was charged with two counts of Aggravated Burglary.  She was transported to the Washington County Detention Center, where she is being held on a $30,000.00 bond.  Ms. Roberts’ arraignment is set for 1:30 pm on 09/15/2014 in Washington County General Sessions Court.

On 9/15/14, officers of the Johnson City Police Department arrested Christopher W. Hurt, (1006 Milligan Hwy. #B Johnson City, TN, 24 years old) and charged him with one count of criminal simulation over $1,000.00 and one count of theft of property over $1,000.00. 

The arrest is the result of an investigation into a report that was filed by the victim who stated that Mr. Hurt passed a check at the business which was later returned due to it being counterfeit. 

Mr. Hurt was transported to the Washington County Detention Center where he is being held in lieu of a $20,000 bond.  Arraignment is set for 10:30 a.m. on 9/15/14 in Washington County General Sessions Court.

On 9/11/14, officers of the Johnson City Police Department arrested Alexis Reece (8 Mistletoe Ct., 18 years old) and Matthew Peeler (185 Boone Dr., 20 years old) and charged them both with theft over $1,000. 

The arrest came as a result of an investigation into a theft which occurred at a north Johnson City residence that Reece and Peeler were visiting. Several items of property were stolen during the time the two were there and they both left once the adult residents became aware of their presence. Upon noticing the items missing combined with the fact the pair left quickly, police were called to report the theft.   

Warrants were obtained for Reece and Peeler and both were taken into custody on 9/11/14.  They were both placed under arrested and transported to Washington County Detention Center where they were being held in lieu of $10,000 bond.  Arraignment is scheduled for both at 1:45pm on 09/15/14 in Washington County General Sessions Court.

On 09/15/2014, Officers of the Johnson City Police Department arrested Mark Andrew Ricer Jr, 34 years old, 922 Johnson Ave, Johnson City, TN,  after an investigation of an Auto Burglary and attempted Theft of a Motor Vehicle, at Jay Sweeny Used Autos, 320 W Main St. Upon arrival at the scene Officers made contact with the complainant who stated that Mr. Ricer opened the vehicle door to two vehicles and entered them.  Mr. Ricer was seen attempting to manipulate the ignition in an attempt to steal the vehicle.  He was also seen entering another vehicle on the car lot. Mr. Ricer was charged with two counts of Auto Burglary and attempted Theft of Property  over $1000. He is currently being held at the Washington County Detention Center under a $15,000 Bond.  He is scheduled to appear in Washington County General Sessions Court on 09/16/2014 at 10:30 am.

On 9/16/14, Investigators with the Johnson City Police Department arrested Andrew Ryan Givens (605 Carter Sells Rd. Lot 11, 24 years old) and charged him with Aggravated Robbery and Felony Reckless Endangerment (4 counts). 

On 3/3/14, Officers with the Johnson City Police Department responded to a report of an Aggravated Robbery at Bevins Pharmacy, 1301 N. Roan Street, Johnson City.  The pharmacist reported that a subject entered the pharmacy, brandished a firearm and demanded Oxycodone and Oxymorphone.  The suspect then discharged the firearm with individuals inside the pharmacy and a round went into the ceiling.  The pharmacist complied with the suspect’s demand and gave him the medication.  The suspect then fled the scene.  A witness was able to obtain the suspect’s vehicle information as he fled the scene.  Continued investigation produced leads which identified Andrew Givens as the suspect in the pharmacy robbery.

On 9/16/14, Andrew R. Givens was located at 605 Carter Sells Rd., Lot 11.  He was arrested and transported to the Washington Co. Detention Center and charged with Aggravated Robbery and 4 counts of Felony Reckless Endangerment.  He is being held on a $90,000 bond and his arraignment is scheduled for 9/17/14 at 1:30 pm in Washington Co. General Sessions Court.

On 9/17/14, Investigators of the Johnson City Police Department arrested Donald Anderson (308 W. Poplar St., Johnson City, 50 years old), James Fair (1821 E. Fairview Ave., Johnson City, 57 years old), and Josh Fair (1821 E. Fairview Ave., Johnson City, 27 years old) charging each with Theft over $500.00 and Theft under $500.00.

On 9/15/14, OmniSource, 115 Alabama St., Johnson City, reported a theft of more than 5,000 lbs. of metal, valued at $800.00, from their facility. On 9/16/14, OmniSouce again reported that more than 1,200 lbs. of metal valued at $120.00 was taken overnight. Investigators with the Johnson City Police Department, assisted by the Washington County Sheriff’s Department, took the three men into custody at Davis Recycling, 639 Woodlyn Rd. when they brought their second load of material to sell for the day. The material was identified by employees of OminSource as being the same material stolen from their facility on the previous reports.

All three were arrested and taken to the Washington County Detention Center where they are each being held in lieu of a $6,000 bond. All are scheduled to appear at 1:30 a.m. on 9/18/14 in Washington County General Sessions Court.

On 09/17/14 at 2 pm, Investigators with the Johnson City Police Department arrested Quincy Edward Roark (430 Furnace Creek Rd. Mountain City, 46 yrs old) and charged him with 4 counts of Fraudulent Use of a Credit Card, three counts of Theft of Property under $500, and one count of Theft of Property over $500.

Investigators received information from the Johnson County Sheriff’s Office about a credit card that had been stolen from Becker Labs in their jurisdiction, yet used numerous times within Johnson City.  The subsequent investigation revealed Mr. Roark used the stolen credit card at Holiday Inn, Motel 6, Dick’s Sporting Goods, and Krystals.

Mr. Roark is being held in the Washington County Detention Center in lieu of a $10,000 bond.  He is scheduled for Arraignment in General Sessions Court on 09/18/14 at 1:30 pm.

On 09/19/2014 at approximately 5:00 p.m., Officers of the Johnson City Police Department arrested Loria E. Hathaway, 43yoa, 1412 Colony Park Dr. #7, Johnson City. Contact was made with Ms. Hathaway during an investigation into a hit and run traffic crash involving one of her family members. Ms. Hathaway’s vehicle was found to have a “home-made” year sticker on the vehicle’s registration plate. Ms. Hathaway told officers she had made the sticker because she was unable to properly re-register the vehicle.  Ms. Hathaway was also found to be driving on a suspended license when officers had made contact with her. Ms. Hathaway was charged with Altering, Falsifying or Forging Auto Titles or Plates as well as Driving on Suspended License 1st offense. Ms. Hathaway is currently being held at the Washington County Detention Center in lieu of an $11,000 bond and is scheduled for arraignment in Washington County General Sessions Court on Monday, 09/19/2014 at 01:30 p.m.

On 09/20/2014 at approximately 1245 hours officers of the Johnson City Police Department arrested Chris L Hicks, 35 yoa, of 529 Laurel Rd, Johnson City, TN charging him with Strong Arm Robbery. Officers responded to 1409 Narrow Ln. Apt 5 in reference to a robbery that had just occurred. Upon speaking with the victim, she stated she was standing outside with the suspect when he forcefully took her purse from her arm and took off running on foot. She then chased after the suspect, but was unable to catch him. After a brief investigation the suspect was located in the area by officers and placed into custody. Hicks  was charged with Strong Arm Robbery and transported to the Washington County Detention Center where he is being held in lieu of a 25,000 bond. The suspect is scheduled to appear in General Sessions Court on 09/22/14 at 1330 hours to be arraigned.

On 09/21/2014, at approximately 8 p.m., JCPD Officers arrested Brent A Taylor, 29, 114 Wilson Ave, Apt. 1, on two counts of Aggravated Assault – Domestic. The charges stem from an incident 09/11/2014 in which Taylor allegedly bit off the tip of his girlfriend’s nose and broke a bone in his mother’s wrist. According to witnesses and one victim, the suspect had been drinking liquor and had taken several forms of narcotics when he became enraged and assaulted both females in a bedroom of a the apartment where he resides. A warrant was obtained for the suspect on the date of the offense, but he was being medically treated in the interim. The suspect is currently being held at Washington County Detention Center on a $100,000 bond and is set for arraignment on 09/23/2014 at 1:30 p.m.
