On 10-01-14, officers of the Johnson City Police Department arrested Heather Nichole Hicks (510 Johnson Ave. Elizabethton, TN, 28 years old) and charged her with one count of Theft of Property over $1,000.00.  The arrest is the result of an investigation into a report that was filed by the victim who stated that the defendant had rented property and failed to complete the payments or return the property.  Mrs. Hicks was transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond.  Arraignment is set for 10:30 a.m. on 10-03-14 in Washington County General Sessions Court.

On 9-30-14, officers of the Johnson City Police Department responded to 1500 Bell Ridge Rd., #22, in reference to a domestic disturbance. During the investigation, officers were advised by the victim that she had been thrown to the floor of the apartment and choked by her boyfriend. The victim had evidence of injuries that would corroborate her allegations.  At the conclusion of the investigation, John A. Tucker, 34 years of age, of 1500 Bell Ridge Rd, #22, Johnson City, was arrested for Aggravated Domestic Assault. He is currently being held in the Washington County Detention Center in lieu of a $5,000.00 bond.  An initial court appearance at the Washington County Justice Center by Mr. Tucker has been set for 9-30-14 at 1:30 p.m. The victim did not need nor request medical attention.

On 10/05/2014, officers of the Johnson City Police Department arrested Chester A Miller (229 Chalybeate Springs Rd/ 59 years old) and charged him with Driving Under the Influence 4th Offense, Driving While Revoked 3rd Offense, and Violation of the Light Law.                                                                     

 At approximately 10:30 p.m., a GMC pickup was observed making a u turn in the intersection of Knob Creek Rd., and W. Market St. Officer also observed the vehicle only had one functioning headlight. A traffic stop was conducted in the vicinity of Indian Ridge Rd near Harding Ave. After conducting a DUI investigation Miller was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a Bond Hearing.  Arraignment is set for 1:30pm on 10/06/14 in Washington County General Sessions Court.

     On October 6, 2014, officers of the Johnson City Police Department were dispatched to the Johnson

City Medical Center Emergency Room on a possible stabbing. Upon arriving, officers found that a

Johnson City male had been brought to the hospital with multiple stab wounds. A preliminary

investigation revealed that the victim had been stabbed at his residence at 1060 Ingleside Terrace,

Johnson City during an altercation with one of his roommates. The victim received multiple stab wounds

to his head and upper torso, none of which are considered life threatening, when he was assaulted.

     An arrest warrant has been issued for the arrest of Zachery Smith-Lyon, a  21 year old black male,

of 1060 Ingleside Terrace, Johnson City, Tennessee for Attempted First Degree Murder. Anyone having

any information pertaining to this incident, or the possible whereabouts of Zachery Smith-Lyon is urged

to contact the Johnson City Police Department’s Criminal Investigation Division at 423-434-6166. For

The arrest stems from an investigation into a report that on 09/26/14 Hale is accused of stealing a car from a relative at a residence located in Johnson City.

Michael Lynn Hale is charged with Theft of Property over $1,000.00. He is currently being held in the Washington County Detention Facility on a $10,000.00 bond and is scheduled to appear in Washington County Session Court on 10/08/14 at 1:30 PM.

On Wednesday, October 08, 2014 officers of the Johnson City Police Department arrested Elijah J. Koniak, 18, of

894 Fairview School Road, Blountville, TN on one charge of criminal simulation. The arrest was the result of an

investigation into a counterfeited $100 bill that was passed at Hardee’s, 2702 North Roan Street.  Koniak was transported

to the Washington County Detention Center and placed under a $10,000.00 bond and his arraignment is scheduled

for Thursday, October 09, 2014 at 1:30 pm.

On 10/8/14, officers of the Johnson City Police Department arrested Robert A Rutledge (181 Grande Ave. Johnson City, TN, 54 years old) and charged him with two counts of Aggravated Assault .

At approximately 5:00 p.m., officers were dispatched to 181 Grande Ave Apt 4 in reference to a disturbance. Upon arrival officers were met by a highly intoxicated Mr. Rutledge. During the course of the investigation it was determined that Mr. Rudledge had been in a verbal argument with his neighbor. When the neighbor told him to leave he became enraged and began another argument with another acquaintance of the apartment complex. During the argument Mr Rutledge choked the victim and went back to his residence were he began to argue with his roommate.  During that argument Mr Rutledge became physical again and choked the victim. The victim’s daughter  intervened and was able to stop the attack.  

Police arrested Mr. Rutledge , and transported him to the Washington County Detention Center, where he is being held pending his arraignment. Arraignment is set for 1:30 p.m. on 10/09/14, in Washington County General Sessions Court.

On 10/9/14, Officers of the Johnson City Police Department arrested Christopher Grady (116 Spring City Dr., lot 65, 49 years old) charging him with being a fugitive from justice.

On 10/7/14, Montgomery Sheriff’s Department, Montgomery Alabama, requesting the Johnson City Police Department to be on the lookout for Grady who is a resident of Johnson City. Grady was wanted by their department in reference to a home invasion robbery that occurred on 10/4/14 where Grady is accused of donning clothing matching that of a police officer, entering the residence of an elderly female victim, pulling a handgun, then handcuffing her before stealing a large amount of currency, antique jewelry and assorted gold/silver. Grady evaded police in Montgomery Alabama after a vehicle pursuit.

On 10/9/14, Investigators observed Grady leaving his residence in his vehicle. Grady was placed into custody and is currently being held in the Washington County Detention Facility in lieu of $100,000.00 bond and is scheduled to appear in Washington County Session Court on 10/13/14, at 1:30 PM.

On 10/10/14, Officers of the Johnson City Police Department arrested Margaret C. Grady 50 yr. old female, 116 Spring City Dr lot #65, Johnson City TN 37601.

The arrest stems from a request from the Montgomery Sheriff’s Department, Montgomery Alabama requesting the Johnson City Police Department to be on the lookout for Grady who is a resident of Johnson City. Grady was wanted by their department in reference to a home invasion robbery on 10/04/14 in which Grady is accused of assisting in the robbery of an elderly female in Montgomery Alabama.

On 10/10/14 Johnson City officers located Grady at her residence. Grady was taken into custody and charged with being a Fugitive From Justice. She is currently being held in the Washington County Detention Facility with no bond and is scheduled to appear in Washington County Session Court for a bond hearing  on 10/13/14 at 1:30 PM.

On 10/13/14, at approximately 1:30 a.m., officers of the Johnson City Police Department responded to an armed robbery at the Scotchman, 526 Suncrest Dr., Gray.

The suspect is only described as a male, approximately 6’0, 200lbs, wearing blue plaid shirt and blue jeans. The suspect covered his face and demanded cash from the clerk while brandishing a weapon. The suspect received an undetermined amount of cash and fled the store on foot.

Investigators are asking anyone with information on this case to contact the Johnson City Police Department’s Criminal Investigation Division at (423) 434-6166. On 10/13/2014, officers of the Johnson City Police Department arrested Ernest Johns, 34, who resides at  512 W Pine St Johnson City TN. The arrest is due to an investigation involving a suspicious male entering vehicles within the Johnson City downtown area. The defendant, which matched the description, was then located near Cherry St/Spring St with stolen property in his possession. The defendant has been charged with Auto Burglary and Public Intoxication. He is being held at the Washington County Detention Center on a $5,000.00 bond. He is scheduled to appear in General Sessions Court on Tuesday October 14th at 1:30pm.

On 10-13-14, officers of the Johnson City Police Department arrested Chandra Leigh Nave (115 Country Garden Dr.), 27 years old and charged her with one count of Forgery over $1,000.00 and one count of Theft of Property over $1,000.00.  The arrest is the result of an investigation into a report that was filed by the victim who stated that a business check was stolen from her business then forged and passed in Johnson City.  Ms. Nave turned herself into police and was transported to the Washington County Detention Center, where she is being held in lieu of a $20,000 bond.  Arraignment is set for 9:30 a.m. on 10-14-14 in Washington County General Sessions Court.

On 10/14/14, Investigators with the Johnson City Police Department arrested Gerardo Andre Soto (463 Jackson Bridge Rd. Jonesborough, 32 yrs old) charging him with False Reporting and Theft under $500.  The arrest stems from an investigation into forged checks at the Krogers, located at 1805 W. State of Franklin Rd.  On 09/02/14 Mr. Soto filed an Affidavit of Forgery with Eastman Credit Union, 421 N. State of Franklin Rd, stating two checks written at Kroger on 08/23 and 08/24 were forged.  The total value of both checks was $249.  An investigation into this matter revealed that Mr. Soto actually wrote and signed the checks himself.  Mr. Soto is being held in the Washington County Detention Center in lieu of a $6,000.00 bond.  He is scheduled for Arraignment in General Sessions Court on 10/15/14 @ 9:00 am.

On 10/18/14, officers of the Johnson City Police Department arrested Julius M. Bowling (513 Lamont St. Johnson City, TN, 29 years old) and charged him with  Aggravated Assault, 2 counts of Simple possession, and Unlawful Drug Paraphernalia .

At approximately 2:47 a.m., officers were flagged down at the corner of Spring St and Cherry St. in reference to a unknown subject laying in the middle of the road. When officers arrived on scene they observed a white male unconscious, laying on the road in a large pool of blood. Officers immediately obtained witness statements and located the suspect  Julius Bowling fleeing the scene in his vehicle. A traffic stop was conducted on his car and Mr. Bowling was detained. During the traffic stop a strong odor of marijuana was emitting from the vehicle so a vehicle search was conducted. Items located during the search were a small amount of marijuana, powder cocaine, and a metal grinder. 

Police arrested Mr. Bowling , and transported him to the Washington County Detention Center, where he is being held on a $23,000 bond. Arraignment is set for 1:30 p.m. on 10/20/14, in Washington County General Sessions Court.

On 10/18/14, officers of the Johnson City Police Department arrested Dylan A. Woodfin (707 One Half E. Elk Ave, Elizabethton, TN, 22 years old) and charged him with  Manuf/Del/Sales of Schedule VI, 2 counts of Simple possession, 2 counts Unlawful Drug Paraphernalia, Open Container Violation, and Improper Display of Plates.

At approximately 10:51 p.m., officers observed a white Honda Prelude traveling on University Pkwy with its license plate not illuminated. Officers stopped the vehicle and made contact with the driver, Mr Dylan Woodfin.  Mr. Woodfin was visibly shaking so officer asked if there was anything illegal in the vehicle and he stated, ”Yes” and then  handed the officer a glass pipe containing marijuana. Officers had Mr. Woodfin exit the vehicle and during a search of his person, 3 pills were found that were identified as Oxycodone and Morphine.  A search of the vehicle was then conducted and officers located a glass jar containing roughly 28 grams of marijuana, 2 cut straws with white powder residue, an open container of beer, and a set of scales.  

Police arrested Mr. Woodfin , and transported him to the Washington County Detention Center, where he is being held on a $9,000 bond.  Arraignment is set for 1:30 p.m. on 10/20/14, in Washington County General Sessions Court.

On 10/20/14, Investigators with Johnson City Police Department arrested Susanne Harrison (1276 Powder Branch Rd, 47 yrs old) and charged her with four counts of Forgery under $500 and Theft of a Motor Vehicle over $1,000.00.  The arrest stems from an investigation into a stolen Nisan Maxima from 814 Hamilton Street and 4 checks that were in the vehicle at the time it was stolen.  The checks were passed at Food City, 2120 S Roan St and Food City, 509 N State of Franklin Road.  Ms. Harrison is being held in the Washington County Detention Center in lieu of a combined bond of $14,000.00.  She is scheduled for an arraignment in General Sessions Court of Washington County on 10/21/14 at 1:30 pm.

On 10/20/14, Officers of the Johnson City Police Department arrested Michael Duncan, 20 yr. old male, 1307 Ballard Rd, Johnson City, TN. Also arrested was a juvenile male.

The arrest stems from an investigation into a report that on 10/20/14 Duncan and the juvenile male entered a residence and physically assaulted a male and female victim. After assaulting the victims the suspects are accused of stealing $2,000.00 and numerous gold rings.

Michael Duncan is charged with Aggravated Robbery. He is currently being held in the Washington County Detention Facility on a $20,000.00 bond and is scheduled to appear in Washington County Session Court on 10/21/14 at 1:30 PM. The juvenile male is scheduled to appear in Juvenile Court at a later date.

On 10/22/2014 at approximately 1100 hours officers of the Johnson City Police Department arrested Cody W Hughes, 20 yoa, of 1609 Orleans St, Johnson City, TN charging him with two counts of Reckless Endangerment, Felony evading, reckless driving, and driving on a suspended license. The incident occurred on 10/12/2014 at 02:19am when officers responded to 2463 Lakewood Dr. in reference to a noise complaint. When officers arrived on a scene the suspect was observed driving at a high rate of speed through the apartment complex. The suspect vehicle came around the corner almost hitting a police vehicle and at this time the officer exited his vehicle and ordered the suspect to get out of his car. The suspect then took off at a high rate of speed placing the officer in danger.. The suspect lost control of his vehicle crashing into a fence. The suspect then fled from officers on foot, but was later apprehended by Greene County Sheriff’s deputies on 10/22/14.

The suspect were then placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a 12,000 bond. The suspect is scheduled to appear in General Sessions Court on 10/23/14 at 1330 hours to be arraigned.
