On Monday, June 2nd, 2014, at approximately 2100 hours, Officers of the Johnson City Police Department arrested Mr. William H. Sullivan, DOB 04/24/1972, General Delivery, on charges of Aggravated Assault, Resisting Arrest, Vandalism and trespassing.  The arrest was the result of an investigation into an assault that occurred in the parking lot of 2608 W. Market St. this date.  A witness followed the suspect to an address on First St. where the suspect was found and refused to cooperate with officers.  After a brief confrontation, the suspect was placed into custody and Identified as Mr. Sullivan.  Mr. Sullivan was transported to the Johnson City Medical Center where he was treated for injuries sustained during the incident and then transported to the Washington County Detention Center on a $40,000 bond with an arraignment set for Tuesday, June 3rd, 2014, at 1:30pm in the Washington County General Sessions Court.

On 6/2/14, officers of the Johnson City Police Department arrested Christopher Weston (472 Hickory Cove Rd., Rogersville, TN., 26 years old) for theft of property over $500.00. 

The arrest is the result of an investigation into a reported theft of property from Lowes, 180 Marketplace Blvd., Johnson City, TN.  Employees at Lowes advised that the suspect had switched the price tags on two items.  He then only paid approximately $50.00 for an item valued at over $500.00.  Lowes loss prevention also stated that the same subject, Christopher Weston, was under investigation in other Lowes locations in the area for doing the same thing.

On 6/2/14, Weston was released from the Sullivan County Jail and then transferred to the Washington County Detention Center on the new charges of theft of property over $500.00.  Weston is being held in lieu of a $1,000.00 bond.  A preliminary court date has been set in Washington County General Sessions Court on 6/3/14 at 1:30 p.m.

On 06/03/14, Officers of the Johnson City Police Department arrested George W. Gwinn, 11/03/71, 1726 Hill Rd., Elizabethton, Tennessee 37643.

The arrest stems from an investigation in which Gwinn is accused of going to Tennessee Best Title Loans, 2111 N. Roan Street, Johnson City, TN on two different dates, 12/05/2013 and 12/06/2013 and obtaining title loans on two different vehicles. Both loans were over $1,000.00. Gwinn is accused of not making payments on the loans and then refusing to give the location of the vehicles when Tennessee Best Title Loans attempted to repossess the vehicles. Gwinn is charged with Hindering Secured Creditor (2counts).

Gwinn is being held in lieu of a $20,000.00 bond in the Washington County Detention Facility. He is scheduled to appear in Washington County General Sessions Court on 06/04/14 at 1:30 pm.

On 06/01/2014, Officers of the Johnson City Police Department arrested Steven Smith, a 34 year old male, of 705 W Hillcrest Dr., Johnson City, TN.  Officers responded to a residential burglary that had just occurred on 917 W Hillcrest Dr. The complainant, a co-worker of the victim, noticed that a piece of equipment used in a remodeling project was being taken away from the project site by Mr. Smith. Through the course of the investigation, Mr. Smith was also found to be in possession of a firearm.  Mr. Smith was arrested and charged with burglary and unlawful possession of a weapon. Mr. Smith was transported to the Washington County Detention Center.  Arraignment was set for 06/02/2014 at 1:30pm.  Mr. Smith is being held on an $11,000 bond.

On 06/04/14, Officers of the Johnson City Police Department arrested Janeen L.  Benson, 02/18/1986, General Delivery, Johnson City, Tennessee

The arrest stems from a motor vehicle theft that occurred at the Johnson City Public Library on 05/28/14. On 06/03/14 Benson was seen driving the vehicle in the area of downtown Johnson City by family members of the victim. The vehicle was located a short time later and items recovered along with photographs of the suspect driving the car led to the arrest of Benson. 

Benson is being held in lieu of a $10,000.00 bond in the Washington County Detention Facility. She is scheduled to in Washington County General Sessions Court on 06/05/14/at 1:30 pm.

On 6/4/2014 officers of the Johnson City Police Department arrested Gerald A. Biauce, of Johnson City, TN, a 30 year old male, on the charges of Felony Possession of Schedule VI Narcotics (Marijuana) for Resale and Unlawful Drug Paraphernalia. Officers responded to a 911 call about a suspicious and possibly intoxicated male at 150 W State of Franklin Road, Downtown Square.  Officers observed the Defendant to be slightly intoxicated but further investigation revealed the Defendant was concealing approximately 11.1 grams of marijuana on his person along with a digital scale and approximately 15 empty baggies for resale.  The marijuana in his possession was also individually packaged in 6 small baggies. The defendant was charged with Felony Possession of Schedule VI Narcotics (Marijuana) for Resale and Unlawful Drug Paraphernalia and transported to the Washington County Detention Center where he is being held on $11,000 bond and awaiting a court hearing on 6/5/2014 in Washington County General Sessions Court.

On 06/04/14 at 3pm, Investigators with the Johnson City Police Department with assistance from the Jonesborough Police Department arrested Clarence Adam Williams (21 yrs old, 120 Cedar Grove Rd #3) and charged him with Theft of Property over $1,000.

The arrest was the result of a theft of power tools from a construction site located at 243 Degrasse Drive, Johnson City on May 3, 2014.  Mr. Williams was developed as a suspect after being recognized from surveillance footage of the theft was released to local media outlets.  Mr. Williams is being held in the Washington County Detention Center in lieu of a $5,000 bond.  He is scheduled for arraignment in General Sessions Court on 06/05/14 at 1:30 pm.

The Johnson City Police Department is pleased to announce that applications are now being accepted for the Department’s Junior Police Academy. The Academy will be geared toward area youth, both males and females between the ages of 15 and 18. The Academy will be held at the Johnson City Police Department Training Grounds during the week of July 7-July 11, 2014.

 

The program will focus on youth and young adults who have an interest in the law enforcement profession. It has been designed to take the mystery out of police procedures and policies while informing and educating the cadets involved toward police officers and their role in society. The cadets will attend a 40-hour course climaxing in a team-oriented competition that involves skills, knowledge, and abilities they have learned through interesting and knowledgeable instruction.

 

During their week of instruction, the cadets will experience what it is like to go through a real police academy and, although not as comprehensive or demanding, the cadets will learn the same skills. It will also aid in adding potential participants to the Johnson City Police Department’s Explorer Program.

 

The Junior Police Academy is a once- in-a-lifetime opportunity for a hands-on learning experience for young people in topics such as Crime Scene Investigations, Traffic Stops, DUI Enforcement, and Police Use-of-Force as well as learning about the Johnson City Police Department’s Explorer Program.

 

Anyone interested in participating in this academy can contact Officer Jaeda Burkey through Johnson City Police Department’s Records Division (423) 434-6125, Glenda Aschenback at (423) 434-6122, or come by the Records Division to pick-up an application. Deadline for applications will be June 20, 2014. Each class is limited to 25 students.

    On 06/07/14, officers of the Johnson City Police Department arrested David Lee Osborne, 29 yr old male, 612 Orleans St, Johnson City, and charged him with Auto Theft.  At approximately 6:34am, officers responded to 612 Orleans St in reference to an unwanted guest. Upon investigation, it was discovered that the suspect showed up at a family member’s residence pushing a motorcycle and wanting to hide it in the garage. The complainant denied this request and called police.  She advised Osborne left with the motorcycle and came back a short time later.  He retrieved his children and walked off. Officers located the suspect Osborne on foot about a block away.   He initially denied any involvement in the incident but, later admitted his role and told where the motorcycle was located.  The stolen motorcycle was identified and returned to the owner.  Mr. Osborne was arrested and transported to the Washington County Detention Center.  He is being held on a $10,000 bond and is scheduled to appear in Washington County General Sessions Court on June 9, 2014, at 1:30pm.

 On 06/08/14, officers of the Johnson City Police Department arrested Christopher Woliver, 25 yr old male, 193 Granite Drive, Duffield VA, and charged him with burglary of a motor vehicle.

At approximately 12:00 a.m., officers responded to Grand Home Furnishings Warehouse, 125 Dillon Ct., Gray, after employees reported that they had witnessed two individuals removing a couch from the rear of a delivery truck.  Upon arrival, officers located Mr. Woliver and took him into custody.  The rear door of a delivery truck was found to be opened also.  The witnesses also stated that the second subject had fled on foot prior to officer’s arrival.  The investigation is continuing at this time.

Mr. Woliver was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  An arraignment is set for 1:30 p.m. on 06/09/14, in Washington County General Sessions Court.

On 06/08/14, at approximately 9:40 pm, officers of the Johnson City Police Department arrested Carson Hughes, 30 years old, 1315 Indian Ridge Rd, Apt 104, and charged him with theft of property over $500.

Officers were dispatched to the pool area at 1301 Seminole Dr. in reference to theft of cash.  Upon arrival officers made contact with the victim who stated a large amount of cash had been stolen from her wallet.  Officers were advised Carson Hughes was suspected of taking the cash and, upon making contact with Mr. Hughes, a search of his person revealed a significant amount of cash in his pocket comparable to the amount the victim reported stolen. 

Mr. Hughes was taken into custody and transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond.  An arraignment is set for 06/09/14, at 9:00 a.m., in Washington County General Sessions Court.

On 6/8/14, officers of the Johnson City Police Department arrested Donny Bryant, 28 yr old male, 303 Royal Circle, Apt. 62, and charged him with Aggravated Assault (Domestic related) and Felony Vandalism.

The arrest was the result of an investigation that took place on 5/29/14 after officers made contact with a female victim who stated the defendant had strangled her with a power cord and broke her laptop computer during a domestic dispute.  Mr. Bryant had left the scene before officer’s arrival.  Based on evidence at the scene officers obtained a warrant for Mr. Bryant at this time.

On 6/8/14, at 8:30 p.m., officers made contact with Mr. Bryant who was walking on S. Beech St. in Johnson City.  Mr. Bryant was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $60,000 bond.  An arraignment date is pending in Washington County General Sessions Court.

   On 06-09-2014 at approx. 12:53 AM, officers of the Johnson City Police Dept. were called to Franklin Woods Hospital to investigate an assault.  Upon officers’ arrival it was determined that the assault was domestic related and had occurred the previous night at 127 Trenton Dr. in Johnson City, TN.  The victim, wife of the defendant, claimed that she and her husband had gotten into an argument that soon turned into a physical altercation.  Allegations of choking were made by the victim against the defendant during the altercation.  A warrant was taken out on the defendant for the assault. The defendant, Jonathan Caldwell, 29 yoa, of 127 Trenton Dr., Johnson City, TN, was located later that same night at his residence and subsequently arrested for the Aggravated Assault.  He was taken into custody without incident and transported to Washington County Detention Center in Jonesborough, TN.  The defendant is set for a preliminary court hearing at the Washington County Sessions Court on 06-09-2014 at 1:30pm.

On 06/09/14 at approx. 1900 hours officers of the Johnson City Police Department responded to 107 Whitney Street in reference to a stabbing. 

Upon arrival officers found that a female identified as Josephine Carter, 45 yoa, of General Delivery, Johnson City, was suffering from a single

stab wound to the chest.  Ms. Carter was transported to the Johnson City Medical Center Hospital where she underwent immediate surgery for

her injury and is currently listed in critical condition.

 

Officers were given a description of the suspect by witnesses and he was located walking near the intersection of Boone and

W. Main Streets.  The suspect, identified as Arthur A. Bass, 54 yoa, of General Delivery, Johnson City, was charged with Aggravated Assault and

was transported to the Washington County Detention Center where he is being held on a $50,000 bond.  He is scheduled to be arraigned on 06/10/14 at 1330 hours.

On 06/10/2014 at approximately 1430 hours officers of the Johnson City Police Department arrested Myra C Winters, 37 yoa, of 818 Lamont St Apt 2, Johnson City, TN charging her with Worthless Checks. Officers responded to Neebo Book Store, 824 W Walnut St in reference to bad checks. Upon arrival, officers made contact with the suspect, who had wrote a check for an amount over $500.00 on June 5 with an account that had insufficient funds. Officers then made contact with her bank, who confirmed the account had been closed on May 28 due to over 20 bad checks that had been wrote since the account was opened on May 15, 2014.

The suspect were then placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of a 5,000 bond. The suspect is scheduled to appear in General Sessions Court on 06/11/14 at 1330 hours to be arraigned.

On Tuesday, June 10, 2014, 28 year old, Jon P Layton, 121 Jax Dr. Gray, TN was arrested by officers of the Johnson City Police Department and charged with Felony Evading, driving on Revoked Driver’s License 2nd Offense and Driving left of the center line. The arrest stems from officers on patrol traveling North on S Roan St at the intersection on W Market St when they observed a black car traveling North on S Roan St pull across the double yellow line into the wrong lane of traffic at the stop light of W Market St. Officers tried to conduct a traffic stop on the vehicle when it quickly changed lanes and drove passed the patrol vehicle still heading North on S Roan St, fleeing from the patrol unit. Officer then turned the patrol car around and was able to see the black car pull into Church parking lot. Officers observed the driver exit the vehicle and he began running away from officers on foot. The driver was identified and located shortly a few blocks away. Layton was placed into custody and transported to the Washington County Detention Center where he is being held in lieu of $11,000 bond. He is scheduled to appear in General Sessions Court on June 11, 2014 at 1:30 PM.

On 6/12/14, officers of the Johnson City Police Department arrested Myra C. Winters (818 Lamont St. Apt 2, 37 years old) and charged her with 51 counts of worthless checks.

On 6/10/14 officers responded to Neebo Book Store, 824 W. Walnut Street, in reference to bad checks. During the course of that investigation it was found that Winters had passed multiple bad checks throughout the city. Winters opened a checking account with a zero dollar balance and maintained that zero dollar balance during the life of the account. She passed a total of 51 worthless checks at 20 different businesses, totaling $7,730.00.

The suspect was already in custody at the Washington County Detention Center on related charges from another agency. The warrant was served on her charging her with 51 counts of passing worthless checks.  She is being held in lieu of a $51,000 bond. Arraignment is set for 10:30 a.m. on 6/13/14 in Washington County General Sessions Court.

On 6/10/14, officers of the Johnson City Police Department arrested Johnathan Binder, (1108 E. Myrtle Ave., 23 years old) and charged him with felony vandalism.

The arrest came as the result of an investigation into a vandalism reported by a former spouse of Binder’s in April of 2014.  During the incident, a vehicle belonging to her was vandalized with damages valued over $500.00.  A vehicle that Binder was driving was shown on video surveillance leaving the scene of the vandalism and a warrant was placed on file for his arrest.

On 6/10/14, the warrant was served on when Binder when he was checked by Washington County Sheriff’s Office deputies.  He was placed under arrest and transported to Washington County Detention Center where he was being held in lieu of $10,000.00 bond.  He was scheduled for arraignment at 1:30 p.m. on 6/12/14 in Washington County General Sessions Court.
