On 6-13-14, officers of the Johnson City Police Department arrested 26 year-old Jessica Nowlin of 211 Chaney Dr. Kingsport, TN, and charged her with Theft of Property over $500.  Ms. Nowlin was arrested after she was observed by loss prevention officers with JC Penney’s conceal several cosmetic  items and attempt to leave the store without paying.  The total value of items Ms. Nowlin attempted to steal was determined to be $603.  She is currently being held in the Washington County Detention Center on a $5,000.00 dollar bond. An arraignment has been scheduled for 6-16-14 at 1:30 p.m. at the Washington County Justice Center.

Officers of the Johnson City Police Department arrested Bethany McClellan of 171 Knob Creek Dock Rd, Johnson City, TN for Felony Evading.  Officers attempted to stop McClellan on the afternoon of 6/17/2014 near W Market Street//W Watauga Avenue for traffic violations. McClellan accelerated and refused to stop her vehicle. McClellan was observed a short time later and evaded 2 other officers. McClellan was eventually apprehended at a local hotel. McClellan has charges of Felony Evading, Driving on Revoked License/multiple (6th Offense), Resisting Arrest, Reckless Driving, and other traffic offenses. McClellan is being held at the Washington County Detention Center in lieu of $36,000 Bond. She is currently scheduled to appear in Washington County General Sessions Court on 6/26/2014 at 1:30 p.m.

 Wednesday, June 18, 2014, 21 year old, Clarence A Williams, 120 Cedar Grove Rd. Johnson City, TN was arrested by officers of the Johnson City Police Department and charged with Felony Burglary from a vehicle. The arrest stems from a 911 call at 2555 Plymouth Rd (Department of Children Services) on 06/17/2014 for a suspect breaking into a car. Officers arrived on seen and spoke with witnesses who advised that a male suspect was inside of the victim’s car going through a hand bag located in the front seat. When the witness observed and confronted the suspect inside of the victims car, he quickly ran to a running car parked beside the victim’s car and fled the area. The owner of the vehicle stated that her car was left locked with the windows cracked. The suspect was able to be identified by employees at the business and a warrant was taken out for his arrest. Williams was located at his home on 06/18/2014 and placed into custody and transported to the Washington County Detention Center where he is being held in lieu of $10,000 bond. He is scheduled to appear in General Sessions Court on June 19, 2014 at 1:30 PM.

Injury Traffic Crash

            At approximately 9:05 a.m., officers were dispatched to a two vehicle traffic crash involving injuries at E. Unaka Ave. and Pine Grove Rd.  Upon arrival at the scene, the driver of one vehicle was found to be entrapped and unconscious and thought to have life threatening injuries.  Due to the seriousness of the crash, the department’s Traffic Crash Investigation Unit was called to investigate the crash.

            The preliminary investigation revealed that a 2011 Dodge Ram 1500 pick-up truck was travelling west on E. Unaka Ave. and a 1992 Acura Legend was south bound on Pine Grove Ave.  The driver of the truck was identified as 24 yr. old David Johnson of 2523 Watauga Rd., Johnson City and the driver of the Acura was identified as 24 yr. old Victor Canseco of 908 Pine Grove Rd. #2, Johnson City.  Mr. Canseco was attempting to make a left turn onto E. Unaka Ave. and drove into the path of the pick-up causing the “T”- bone collision.  The front of the truck struck the Acura in the driver’s side front and rear doors causing significant penetration into the passenger compartment and entrapping Mr. Canseco.  After extrication of the injured driver, he was transported to JCMCH by ambulance.

            Charges are pending against Mr. Canseco for Driving on a Revoked License, Failure to Yield Right of Way and Violation of Financial Responsibility.  The Traffic Crash Reconstruction Unit is currently investigating the crash with more charges possibly being placed at the conclusion of the investigation.

On Thursday, June 19, 2014 at approximately 12:00 p.m. officers of the Johnson City Police Department arrested 53 year old w/f Kathryn M Reagan of 960 Fishpond Rd, Chuckey, TN. The arrest stems from an investigation into a shoplifting call. Reagan and another subject were suspected of shoplifting. During the investigation a search was conducted and it revealed an assortment of drugs found on Reagan. She was taken into custody and transported to the Washington County Detention Center on charges of Initiation of Process to Manufacture Meth, 2 counts of Possession of Schedule II for Resale, Possession of Schedule III for Resale, and Possession of Schedule IV for resale. She is currently being held at the Washington County Detention Center on a $50,000 bond. Reagan is scheduled to appear in Washington County General Sessions Court on Friday, June 20, 2014 at 10:30 a.m. The male subject that was with Reagan was cited for shoplifting.

On 6/20/14, investigators of the Johnson City Police Department arrested Matthew Travis Lambert (2207 Hicks Rd), 23 years old and charged him with (10 counts) felony reckless endangerment and (3 counts) felony vandalism.

The arrest comes following an investigation into three shooting incidents. The first occurred at approximately 4:30 p.m. on 6/11/14 when it is believed Lambert fired several shots from his vehicle while leaving the parking lot of Sound Decisions at 3101 North Roan St. Witnesses said Lambert was upset over an apparent speedometer he claimed the employees broke while making repairs to his vehicle.

The following day at approximately 11:00 a.m., another shooting occurred; where in, a maroon Chevrolet Equinox pulled up to the business on North Roan St and someone from the vehicle fired multiple shots at the business before speeding away. The shooter struck the business and two vehicles parked out front. Lambert was identified by witnesses on the scene.

On the same day, approximately 30 minutes later, the same vehicle with the same occupant description slowly drove by a home located at 149 Leach Dr. and shot several rounds at a vehicle parked directly in front of the home before speeding away.

Lambert voluntarily turned himself in at the Washington County Detention Center after learning of his warrants. Lambert is currently being held in lieu of a $30,000 bond and scheduled to be arraigned in Washington County General Sessions Court at 1:30 p.m. on 6/23/14.

    On the 18th of June 2014, at 8:30 pm Officers of the Johnson City Police Department arrested Robert Guinn 42 (General Delivery, Johnson City, TN 37601) and charged him with Domestic Assault, Aggravated Burglary, Public intoxication, and Possession of a Prohibited Weapon.  The arrest stems from an investigation in regards to a burglary and an assault that had occurred at 1500 Bell Ridge Rd. apt. #24 on the 17th of June 2014 at about 8:00 pm.  As a result of the investigation, Officers obtained warrants for the arrest of Robert Guinn for Domestic Assault, and Aggravated Burglary.

     On 6/18/14 at 8:30 p.m. Officers located Mr. Guinn at the intersection of N. Broadway St. and E. Fairview Ave. At the time of his arrest, Robert Guinn was intoxicated and in possession of a prohibited weapon,(brass knuckles).

    Robert Guinn is being held in the Washington County Detention Facility in Jonesborough, Tn. under a $21,000 bond with an arraignment set for June the 26th 2014 , at 9:00 am.

On 6-18-14, officers of the Johnson City Police Department responded to Perkins Restaurant, 2608 N. Roan St., in reference to two intoxicated patrons that had a child with them. During the investigation, contact was made with the two individuals in the lobby of the business and it was discovered that the juvenile was the 7 year old son of the intoxicated female that the business had called 911 to report. At the conclusion of the investigation, officers arrested 33 year old Alexis Balow of 116 Spring City Dr. Lot # 34, Johnson City. Ms. Balow was arrested and charged with public intoxication along with child neglect/child endangerment. She is currently being held in the Washington County Detention Center on a $25,000.00 dollar bond. An initial court appearance was scheduled for 6-19-14 (1:30 p.m.) at the Washington County Justice Center.  The Department of Children’s Services responded to the scene to make temporary placements arrangements.

On 6/20/14, investigators of the Johnson City Police Department arrested Jennifer Danielle Davis (232 N Elm Ave. Erwin TN), 31 years of age and charged her with aggravated burglary and theft under $500.

The arrest is a result of an investigation into a burglary that occurred at 421 Wilson Ave on 5/14/14. The victim returned home to find Ms. Davis (his ex-girlfriend) in his home without his permission and; subsequently, learned multiple items were missing from his home and called police. Ms. Davis admittedly went through a side window, while the victim was not home.

Ms. Davis came to headquarters for an interview in reference to this incident and was arrested thereafter. She was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $21,000.00 bond. Arraignment is set for 1:30 p.m. on  6/23/14 in Washington County Sessions Court.

On 06/21/2014, officers of the Johnson City Police Department arrested Daniel L. Carr (1101 Afton Street, 25 years old) and charged him with Aggravated Assault and Resisting Arrest.

At approximately 4:32 p.m., officers responded to 1101 Afton Street in reference to a disturbance.  When officers arrived, they observed the victim bleeding from his throat.  Upon speaking with the victim, and witnesses, it was determined that the victim and his son, Daniel L. Carr, had been in a verbal argument that quickly turned physical.  During the argument, the suspect brandished a pocket knife and assaulted the victim, resulting in a small laceration to the throat.  Daniel L. Carr was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond.  Carr’s arraignment is set for 6/23/2014 at 1:30 p.m. in Washington County’s General Sessions Court.

On 06/24/2014, officers of the Johnson City Police Department arrested Cody A. Mashburn, 18 YOA, of 1621 Orleans St, Johnson City, and Jason Swanson, 20 YOA, of 413 Magnolia Ave, Johnson City, and charged them with Aggravated Burglary. The arrest is the result of an investigation into the attempted forceful entry of a residential dwelling located at 322 S. Broadway St after the victim phoned 911 and advised someone was trying to break into her apartment.  Upon arrival, officers took Mr. Mashburn into custody, but Mr. Swanson fled from officers on foot.  He was apprehended a short time later.  In addition to the burglary charge, Mr. Swanson was also charged with Underage Consumption, Public intoxication, and Resisting Stop/Arrest.  Both defendants are being held at the Washington County Detention Center and are scheduled to appear in General Sessions Court on Tuesday June 24th at 1:30pm.

On 6/24/14, Johnson City Police Department vice detectives arrested Noe Joya Orellana (34 years old, Greensboro, North Carolina) after receiving information from the Greensboro, NC, Police Department that he was in Johnson City.

 

Orellana was wanted by the Greensboro Police Department for indecent liberties with a minor. He was arrested without incident and charged with being a fugitive from justice.

 

Orellana was transported to the WCDC where he was being held without bond. His arraignment was scheduled for 9:00 a.m. on 6/25/14 in Washington County General Sessions Court.

On 6/26/2014, officers of the Johnson City Police Department arrested Johnathan E. Beuttel (3610 Cimarron Drive, 41 years old) and charged him with aggravated domestic assault.

At approximately 6:22 p.m., officers responded to 3610 Cimarron Drive in reference to a disturbance. Upon arrival, officers observed Mr. Beuttel strangling a female, his fiancée. In addition to the injury suffered from the strangulation, officers observed a cut on the victim’s hand and facial bruising.

Mr. Beuttel was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond.  His arraignment is set for 10:30a.m. on 6/27/14 in Washington County’s General Sessions Court.

On 06/27/2014 at 10:51PM, Officers of the Johnson City Police Department responded to a single vehicle crash on I26 Eastbound near mile 12.  Responding units discovered that a vehicle had stuck a cow that was in the roadway. The driver of the vehicle was transported to Johnson City Medical Center with life threatening injuries.  Despite life saving measures, the driver succumbed to his injuries and was pronounced dead by attending physicians.  The investigation is continuing by the Johnson City Police Department Traffic Homicide Team.  More information will be released when possible.  The name of the driver is being withheld pending notification of next-of-kin.

On 06/28/2014 at 12:00PM, officers on the Johnson City Police responded to a single vehicle crash at N. Roan St at Lambeth Dr. Investigation revealed that Mr. Daniel Fultz of Gray, TN lost control of his motorcycle. The motorcycle overturned throwing Mr. Fultz and his passenger, Pamela Ferguson of Johnson City, TN. Mr. Fultz and Ms. Ferguson were both transported to the Johnson City Medical Center for their injuries. Mr. Fultz was listed in stable condition. Ms. Ferguson was listed in critical condition. An on-going investigation is being conducted by the Johnson City Police Department’s Traffic-Homicide Team.

On 6/28/14, officers of the Johnson City Police Department arrested Justin K. Fannon (500 W Chestnut Street,

27 years old) and charged him with domestic aggravated assault.

At approximately 2:30 p.m., officers met with the victim at the Johnson City Police Department. She advised that

Mr. Fannon, her boyfriend, had assaulted her at 500 W Chestnut St. before she came to the police department.

The victim had a cut on the inside of her mouth from the assault, but no medical treatment was needed.

Police later located Mr. Fannon at the W Chestnut Street residence. He was placed under arrest and transported to

The Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment  is set for

1:30p.m. on 6/30/14 in Washington County General Sessions Court.

On 06/28/2014 at 5:11 PM, Officers of the Johnson City Police arrested 21 year-old Timmy Thurman of # 2 Mel Circle Johnson City on Warrants for 2 counts of aggravated assault.  The warrants stem from an investigation into a domestic disturbance where Mr. Thurman held a knife to his wife’s throat before dousing her with body spray and setting it on fire.  The victim suffered from second degree burns on her ear, neck and shoulder area.  Mr. Thurman left the scene prior to police arrival but was located today after information was received that he was in the area of Liberty Church Rd. in Gray.  Mr. Thurman surrendered without incident in the presence of police canine.  He was booked into the Washington County Detention Center on a $50,000 bond with additional charges pending from other jurisdictions.

    On 6/29/14, officers of the Johnson City Police Department arrested Jean Carlo Lopez (100 Carter Sell Rd.Apt 31 Johnson City, TN, 23 years old) and charged him with DUI/Child Endangerment, Driving on Suspended License, 2 counts of Reckless Endangerment, Failure to Illuminate Plates, and Stop Sign Violation.

    At approximately 5:15 a.m., officers observed a black Toyota Camry traveling on Swadley Rd with it’s license plate not illuminated. When the officer turned around on the vehicle, the vehicle took off at a high rate of speed not stopping for a stop sign.  When officers caught up to the Camry it had turned onto Ketron Ln. and turned all it lights off in an effort to evade the officers. Officers then removed the driver out of the vehicle and he was identified as Jean Carlo Lopez. Mr. Lopez had a strong smell of alcohol on his person and  Field Sobriety tests were conducted.  Mr. Lopez then performed poorly on all tests and was arrested. During the search of the vehicle Mr. Lopez had 4 other occupants in the his car. Two were children ages 3 and 1. The children were sitting on the laps of their mothers during the whole incident.   

Police arrested Mr. Lopez , and transported him to the Washington County Detention Center, where he is being held on a $20,000.00 bond. Arraignment is set for 1:30 p.m. on 6/30/14, in Washington County General Sessions Court.

On Sunday June 29, 2014, at approximately 1447 hours, Officers of the Johnson City Police Department arrested 26 year-old Ms. Kelli Becker of Apache Dr., Johnson City, TN, 37604, on charges of False Reporting and Leaving the Scene of an Accident. The arrest was the result of an investigation into a crash report that occurred on I-26 around mile marker 16 where a vehicle struck the cable barrier and fled the scene. Ms. Becker was transported to the Washington County Detention Center on a $2,500 bond with an arraignment set for Monday, June 30th, 2014, at 1:30pm in the Washington County General Sessions Court.
