     On 5/22/14, officers of the Johnson City Police Department cited a juvenile male, charging him with false reporting and being a juvenile in possession of a handgun. The arrest results from an investigation into the juvenile making a complaint on 5/22/14 that he was wounded during a shooting incident. Evidence from the investigation determined the youth was not wounded in the originally stated manner. The juvenile was issued a citation to appear in Johnson City Juvenile Court and released to his legal custodian.

On 03/26/14, a 2012 Z520 20FT purple Ranger Bass Boat with trailer was stolen from 3970 Bristol Hwy. The theft occurred between 7 and 8 PM. The boat was equipped with a Mercury 250 horsepower Pro XS Opti with Torque Master G/C. Anyone with any information on the theft is asked to call the Johnson City Criminal Investigation Division at 423-434-6166 or the Crime Stoppers Number at 423-434-6158,

On 05/23/14, Investigators with the Johnson City Police Department arrested two male juveniles, 16 and 17 yrs old and charged them with one count each of False Reporting. The arrests stem from a reported armed robbery that occurred on 05/17/14 at Lakewood Village Apts, 2463 Lakewood Drive, Johnson City.  The juveniles initially reported they were robbed of their money at gunpoint.    Both juveniles were released on juvenile summons in lieu of custody for False Reporting and released to their parents.  Both juveniles will appear in the Johnson City Juvenile Court at a later date.

On 05/24/2014 at 12:30 a.m., Officers of the Johnson City Police Department arrested Deon Antwan Hughes, 21, 155 2nd St., Bristol, VA 24201. The arrest stems from a traffic stop during a Tennessee Highway Patrol sobriety checkpoint. A vehicle was stopped that had a pungent smell of marijuana. The passenger, Mr. Hughes, was observed by officers attempting to consume marijuana in order to destroy it. A search also revealed a marijuana cigarette on his person. Mr. Hughes was charged with Simple Possession and Tampering with Evidence. He is being held at the Washington County Detention Center in lieu of a $51,000 bond and is scheduled for arraignment in Washington County General Sessions Court on Monday, 05/26/2014 at 01:30 p.m.

On 5/24/14, officers of the Johnson City Police Department arrested Rachel Burrell (662 Shadowtown Rd., 38 years old) and charged her with felony shoplifting.

At approximately 11:00 a.m., officers responded to Walmart, 3111 Browns Mill Rd. in reference to a female shoplifting.  Upon arrival, employees stated that Burrell had been observed via video surveillance filling a shopping cart with various items worth more than $500 and then leaving the store without paying.

Ms. Burrell was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond.  Arraignment is set for 10:30 a.m. on 05/27/14 in Washington County General Sessions Court.

On 05/25/2014 at approximately 2228 hours officers of the Johnson City Police Department arrested Narvell K McDermott, 28 yoa, of 1308 Knob Creek Rd Apt 6 Johnson City, TN charging him with Manuf/Del/Sell Controlled Substance, Driving on revoked license, light law violation, evading arrest and motor vehicle theft. Officers were traveling South on S. Roan St. when a vehicle was observed with a brake light out. Upon stop of the vehicle the driver fled on foot and was apprehended shortly after. During the investigation 44.6 grams of crack cocaine were found and $667 dollars in cash was found on the suspect’s person, which was seized. The suspects license was also revoked and upon contacting the owner of the vehicle it was discovered that the vehicle had been taken without the owner’s consent.

The suspect was then placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $22,000 bond. The suspect is scheduled to appear in General Sessions Court on 05/27/14 at 1330 hours to be arraigned.

Aggravated Robbery arrest

On 05/25/14, officers of the Johnson City Police Department arrested Christopher A. Elliott (2701 S. Roan St. #20), 29 years old, and charged him with Aggravated Robbery and Felony Reckless Endangerment. 

The arrest came as the result of an investigation into a robbery that occurred in March 2014 in the lot of Super 8 Motel, 108 Wesley St., Johnson City.  During the robbery, a female victim’s property was taken by Elliott who fled the scene in a vehicle.  In doing so, the female and another victim were dragged and thrown by Elliott’s vehicle resulting into substantial injury to the female.   During the course of the investigation, Elliott was identified as a suspect and a warrant was issued for his arrest. 

Police located Mr. Elliott in the 2900 block of W. Walnut St. on 05/25/14 after he had fled from Washington County Sheriff’s Office deputies in an earlier, unrelated incident.  He was taken into custody without incident and transported to Washington County Detention Center, where he is being held in lieu of $50,000 bond.  Arraignment is scheduled for 05/28/14 at 9:00a.m. in Washington County General Sessions Court.

Update on delinquent citation payments since the initial release of the list on 04/24/2014 see original release here, JCPD News Release delinquent-citations.

 

To date, 311 cases have been paid. It should be remembered that in these cases except parking citations, the individual has already received multiple mailings. For example:

Individuals cited by an officer

•         By signing the citation, promised to appear in court or satisfy the citation by payment.

•         Have already received at least two mailings from the State of Tennessee warning them of a pending license suspension.

•         As a result of not satisfying the citation, possibly now driving on a suspended license.

Individuals cited under the Traffic Safety Camera program

•         Have received at least three mailings.

•         First notice advising of citation and providing a number of days to satisfy.

•         Second notice, providing another time period to satisfy, and a notice about additional  fees that will be added, as well as civil collection possibilities.

•         Third notice, advising of the total due, including additional fees, and again the potential for collection attempts. 

 

The Police Department will provide the final listing to the City of Johnson City Finance Director for submission to a collection agency, June 01, 2014.

On 5/28/14, officers of the Johnson City Police Department arrested a 15 year old female charging her with Vandalism over $500.

 

At approximately 12:21 p.m., officers responded to a report of vandalism in south Johnson City.  Upon arrival, officers located a vehicle that had extensive damage to the passenger side front fender.  Upon further investigation, it was determined that the vehicle was damaged by being kicked repeatedly.  The suspect was a known acquaintance of the victim.  The juvenile was charged with vandalism over $500 and released to the custody of her guardian.  A court date is pending in Johnson City Juvenile Court.

On 5/25/14, officers of the Johnson City Police Department arrested Amy M. Crawford (404 Welbourne Street, Johnson City, TN; 42 years old) and charged her with Aggravated Burglary, Child Abuse, Simple Assault-Domestic, and Public Intoxication.

At approximately 3:00 p.m., officers responded to a report of a domestic dispute at 508 E. Fairview Avenue.  The victims of the incident reported that Ms. Crawford had arrived at the scene, and after arguing with them outside, made entry to the home without permission.  Once inside, Ms. Crawford engaged in a physical altercation with the victims, one of which was a 4-year-old child.  Officers located Ms. Crawford a short distance away from the residence, and found her to be unsteady on her feet, slurred in speech, and smelling of alcohol.

Police arrested Ms. Crawford and transported her to the Washington County Detention Center, where she was held on a $30,000 bond. Arraignment was set for 1:30 p.m. on 5/27/2014 in Washington County General Sessions Court.

On May, 4, 2014, three Johnson City businesses and one church was burglarized by the unknown white male subject pictured below. 

The Hosanna Church located at 715 Sunset Drive, the Val U Pharmacy located at 2811 W. Market Street, the Sun Loan Company located at 1409 W. Market Street and the Exxon Convenience Store located at 917 N. State of Franklin Road was broken into by a lone white male subject. The subject is described as a white male, approximately 18-27 years of age with brown hair wearing a red two tone shirt.

The Criminal Investigation Division of the Johnson City Police Department is asking for assistance in identifying the male subject shown in the attached photos to contact us at 423-434-6166. **UPDATE **

On May 29, 2014, officers of the Johnson City Police Department with cooperation from deputies of the Washington County Sheriffs Department arrested an Erwin, Tennessee man in connection to a string of burglaries that ocurred on May 4, 2014 in Johnson City.

Arrested was Joshua L. Fender, 1/13/1988 of 1085 7th Street, Erwin, Tennessee. Fender was charged with five business and church burglaries occurring in the early morning hours of May 4, 2014.

Joshua L. Fender was charged with five counts of Burglary and three counts of Theft of Property under $500.00 and booked into the Washington County Detention Center where he is being held in lieu of a $53,000.00 bond. Fender is scheduled to be arraigned on May 30, 2014, in the General Sessions Court of Washington County, Tennessee.

On May, 3, 2014, a house under construction located at 243 Degrasse Drive, Johnson City where several construction type tools were stolen by an unknown white male. 

Attached are pictures from a surveillance camera at the construction site showing a dark colored (appears black) Pontiac vehicle, believed to be a late 90”s to early 2000’s Grand Am pull onto the site and a white male subject exit the vehicle. The male wearing tan colored pants and a white shirt then proceeds to load up tools valued in excess of $1,900.00 from the construction site before leaving.

On 5/31/14 officers of the Johnson City Police Department arrested 22 year old Lance H. Hugley of 515 Pardee Street Johnson City, Tn and charged him with Aggravated Burglary and Simple Domestic Assault.  The charges stem from an incident at 139 Rowe Lane Johnson City where Hugley entered the residence through a window and became involved in a scuffle with a relative inside the residence.  Hugley is being held in the Washington County Detention Center under an $11,000 bond and is scheduled for arraignment in Washington County General Sessions Court on Monday June 2nd at 9:00 am.

   On Saturday May 31, 2014, at approximately 8:45 PM, officers of the Johnson City Police Department arrested Stephanie Duggar, 28 year old w/f of Johnson City, TN.   The arrest stems from an investigation of an aggravated assault (domestic) that occurred at 502 Swadley Road in Johnson City.  Duggar was involved in a domestic dispute which she is believed to have struck the victim in the head and caused a laceration to the victim’s back.  Duggar is being held at the Washington County Detention Center in lieu of bond and is scheduled to appear in Washington County General Sessions Court Monday, June 2, 2014, at 1:30 pm.

On 6/1/14, officers of the Johnson City Police Department arrested Thomas Earl Williams (128 Leach Dr. #306 Johnson City, TN., 29 years old) charging him with forgery X 5 counts and theft of property under $500.00 X 6 counts. 

On 3/25/14, officers responded to Tri-Cities Automotive Detailers – 4 Worth Circle #4 Johnson City, TN., in reference to report of stolen checks.  During the course of the investigation it was found that multiple checks had been written and cashed from the stolen checkbook.  All of the checks were written to Thomas Earl Williams, who is also a former employee of Tri-Cities Automotive Detailers.  The bank that cashed the checks confirmed that Thomas Earl Williams was the person who cashed the stolen checks.

On 6/1/14, Thomas Earl Williams was arrested and transported to the Washington County Detention Center where he is held in lieu of a $11,000.00 bond.  A preliminary court date has been set for 6/2/14 at 1:30 p.m. in Washington County General Sessions Court.

On 6/2/14, officers of the Johnson City Police Department arrested Michael B. Dugger (Johnson City, 22 years old) and charged him with aggravated burglary and theft over $500.

On 5/21/13, officers responded to the victim’s apartment. The victim advised when he returned home from work, several items were missing from his apartment. During the investigation, information was obtained from the victim about a person who may have knowledge about the case. That person was located and willingly came to police headquarters to discuss the case. He admitted that while at the victim’s residence he purposely left the rear door of the residence unlocked, so that Michael Dugger could burglarize the residence with ease.

Mr. Dugger initially fled the state shortly after the burglary occurred. He was located and arrested in Arkansas on unrelated charges. He was then extradited back to Tennessee, due to pending charges from Carter County Sheriff’s Office. He was transported from Carter County Sheriff’s Office to the Washington County Detention center, where he is being held in lieu of a $25,000 bond. Arraignment is set for 1:30 p.m. on 6/2/14 in Washington County General Sessions Court.
