On 5/8/14, Johnson City Police Department vice investigators arrested William Duncan (1715 Sand Bar Rd, Chuckey, 27 years old), and charged him with initiation of the process to manufacture methamphetamine.

 

The arrest comes after investigators conducted a traffic stop in reference to an investigation into citizen complaints of methamphetamine being manufactured at a local apartment complex. This traffic stop lead to the discovery of a nearby vehicle where investigators discovered an active “one pot” meth lab in the trunk.

 

Task Force Officers from the Drug Enforcement Administration and the Tennessee Methamphetamine Task Force also responded to assist.

 

Duncan was transported to the WCDC where he was being held in lieu of a $10,000 bond. His arraignment was scheduled for 10:30 a.m. on 5/9/14 in Washington County General Sessions Court.

On 05/10/14 officers of the Johnson City Police Department arrested Michael Howe, (38 years old), 417 Barnett Dr., Kingsport, TN and Robert Clark, (40 years old), 162 Franklin Heights Rd., Jonesborough, TN and charged them with theft of property over $1,000.

The arrest is the result of an investigation into a reported theft of property from Factory Direct, 3207 N. Roan St., Johnson City, TN.  The Kingsport Police Department followed up on a tip they received stating a known location where stolen property was located.  The investigation revealed that two delivery drivers had been selling furniture they had stolen from the Factory Direct warehouse. 

Michael Howe and Robert Clark were arrested and placed under a $10,000 bond.  They are currently being held in the Washington County Detention Center.  A preliminary court date has been set in Washington County General Sessions Court on 05/12/14 at 9:00 a.m.

On May, 4, 2014, three Johnson City businesses and one church was burglarized by the unknown white male subject pictured below. 

The Hosanna Church located at 715 Sunset Drive, the Val U Pharmacy located at 2811 W. Market Street, the Sun Loan Company located at 1409 W. Market Street and the Exxon Convenience Store located at 917 N. State of Franklin Road was broken into by a lone white male subject. The subject is described as a white male, approximately 18-27 years of age with brown hair wearing a red two tone shirt.

The Criminal Investigation Division of the Johnson City Police Department is asking for assistance in identifying the male subject shown in the attached photos to contact us at 423-434-6166. On 05/12/2014 at approximately 4:16 p.m., officers of the Johnson City Police Department were dispatched to a stolen vehicle at 180 Marketplace Blvd (Lowe’s). The complainant, Jason Vela, told officers someone hadstolen his vehicle from the parking lot of Old Navy. The vehicle Mr. Vela was reporting as being stolen matched the description of a vehicle that was involved in a hit and run wreck on Interstate 26. The wreck occurred approximately 20 minutes before thecomplainant called in to report his vehicle stolen.

At approximately 5:15 p.m., a caller to 911 reported a suspicious vehicle at the rear parking lot of Blankenship Pharmacy (222 E Watauga Ave). Upon arrival, it was discovered thatthe suspicious vehicle was the hit and run vehicle and the vehicle reported stolen by complainant. After transporting the complainant to Blankenship Pharmacy, Mr. Vela finally admitted to driving the vehicle and leaving the scene of the accident when he realized he had parked the vehicle underneath a video surveillance camera.

Jason E. Vela, 42years of age,of 750 Hairetown Rd., Jonesborough, TN 37659 was charged with Filing a False Report and transported to the Washington County Detention Center where he will be held on a $4,000 bond. An arraignment is set for 05/13/2014 at 1:30 p.m. in Washington County Session Court.

Johnson City Police Request public assistance in identifying this PAPERHANGER!


On 5/6/14, officers of the Johnson City Police Department responded to a report of a counterfeit check. The check was passed at Bank of Tennessee, 1328 W State of Franklin Rd. The suspect presented the check, provided what appeared to be a valid identification, took the cash and left the bank. The bank became suspicious after the transaction, called the account holder, and discovered that the suspect had forged his name on the check.

Preliminary investigation has revealed that the identification that was presented during the transaction was also fraudulent. The police department is asking for your assistance in identifying the suspect shown in the photographs.  He was described as being 25- 30 years old, approximately 6’0 ft and 210lbs with brown hair.

    On May 15, 2014, at 1:28 a.m., Officers of the Johnson City Police Department were dispatched to 103 Sugar Mill Drive on suspicious activity. The complainant stated that a grey pickup was seen in front of the neighborhood’s club house and that someone was loading items into the back of it. The suspect vehicle was seen on N. State of Franklin Road shortly after the call was dispatched. The vehicle was stopped in the parking lot of 3111 Browns Mill Rd. The occupants were identified as Chad Green 31 years of age and the passenger, his wife, Crystal Green 37 years of age, both of 308 Hill Dr, Bristol, VA. It was determined that a patio set valued at over $1000 had been taken from 103 Sugar Mill Drive. The patio set was recovered from the bed of Green’s truck. Chad Green was also found to be driving on a suspended license. Chad Green was charged with theft of property over $500 and Driving on a Suspended License. He is being held in lieu of a $6,000 bond. Crystal Green was charged with theft of property over $500 and is being held in lieu of a $5,000 bond . Both are being held  in the Washington County Detention Center and are scheduled to be arraigned in General Sessions Court on 05-15-2014, at 1:30 p.m..

     On May 15, 2014, at approximately 6:00 p.m., officers of the Johnson City Police Department responded to 2700 W. Market Street, Johnson City, Tennessee (Johnson Inn) in reference to shots fired in a vehicle in the parking lot. Upon arriving, officers found a white Ford Windstar van sitting in the front parking lot area and a white male slumped over the center console of the vehicle bleeding profusely. A closer look determined that the male subject, identified as a Casey Jones, 5/20/1991 of 608 N. Barton Street, Johnson City had been shot once in the head causing him to die as a result of this injury.

     Officers identified witnesses and developed a suspect in the case. After releasing a detailed description to patrol units, the suspect identified as a Coty Bishop, 6/11/1995 of 316 Littleton Road, Jonesborough, Tennessee was apprehended. After determining that Bishop and Jones had been into an altercation and as a result, Bishop discharged a firearm in the direction towards Jones, Coty Bishop was charged with one count of Second Degree Murder and with one count of Tampering with Evidence and booked into the Washington County Detention Center in lieu of a $150,000.00 bond. Bishop will be arraigned in the General Sessions Court of Washington County on May 16, 2014 at 1:30 p.m.

    On Thursday, May 15, 2014, officers of the Johnson City Police Department arrested Dylan John Bordner, 20 year old white male, General Delivery,  and charged him with 2 counts of simple possession, 5 counts of auto burglary, resisting arrest, and identity theft. At 5:37 a.m. officers responded to an auto burglary in progress. Officers found a suspect matching the description fleeing into a field near the residence. Officers apprehended Bordner and he admitted to gaining entry to approximately 20 vehicles that were left unlocked.  Bordner was arrested and transported to Washington County Detention Center, where he is being held on a $63,000 bond. He is scheduled to appear in Washington County General Sessions Court on Friday, May 16, 2014, at 10:30 a.m.

On Thursday, May 15, 2014 at approximately 11:32 p.m. officers responded to 1512 E Chilhowie Ave in reference to a domestic assault. Officers arrested and charged Rudolf Espinoza, age 62, 1512 E. Chilhowie Ave., Johnson City, Tenn. with felony domestic assault .  The investigation revealed that Espinoza grabbed his girlfriend around the neck and choked her, then threw her into the bedroom floor. Espinoza was booked into the Washington County Detention Center on one count of aggravated assault and is being held in lieu of $20,000 bond.  Court date is scheduled for  May 16, 2014 at 1:30 p.m. in Washington County General Sessions Court.

On 5/16/14, Investigators of the Johnson City Police Department arrested William Largent (361 Rockhouse Rd., 56 years old) charging him with Theft over $1,000.

An arrest warrant was obtained in 2006 after Tennessee Department of Transportation reported an All-Terrain Vehicle was stolen from their facility in Johnson City. The ATV was later recovered in Watauga County, NC, and was in the possession of Largent. Largent had been incarcerated at the Carter County Jail on unrelated charges and was served with the 2006 warrant upon his release.

Largent was transported to the Washington County Detention Center where he is being held in lieu of an $11,000 bond. Arraignment is scheduled for 1:30 p. m. on 5/16/14 in Washington County General Sessions Court.

On 5/16/14, officers of the Johnson City Police Department arrested Dylan J. Bordner (Johnson City, 20 years old) and charged him with four counts of burglary and two counts of theft under $500.

On 5/15/14, at approximately 5:30 a.m., officers responded to a report of a burglary to an automobile at 2316 Princeton Lane. The compliant advised he observed an unknown white male, leaning inside his vehicle. The complainant advised that he startled the subject and he fled from the area on foot. The owner of the vehicle called 911 and advised them of the person’s clothing description. Officers observed the subject running into a field and after a brief search located him in the area. Officers placed the Bordner into custody and after being advised his Miranda Rights, he admitted to breaking into multiple vehicles. After the initial incident and arrest, several other vehicles were reported to have been burglarized in that area. In those reports, property found in the possession of Bordner was linked to the victims.

These additional charges were placed on Bordner at the Washington County Detention Center, where he is being lieu of an additional $42,000 bond. Arraignment is set for 10:30 a.m. on 5/19/14 in Washington County General Sessions Court.

Fire Death Investigation

On 5/17/14, Investigators of the Johnson City Police Department were called to 408 E. Watauga Ave., Apt 7, after members of the Johnson City Fire Department responded to a fire at the apartment building. After the fire was suppressed, members of the Johnson City Fire Department located the body of Gilbert King. Investigators learned that King was the sole occupant of the residence and were able to identify him as the victim. The investigation into the cause of the death is ongoing and his body has been sent to Bill Jenkins Forensic Pathology for autopsy. The cause of the fire is unknown and will remain under investigation by the Johnson City Fire Marshall’s office.

On 5/19/14, officers of the Johnson City Police Department arrested Angela Cooter (218 Clarks Creek Road, 39 years old) and charged her with forgery, identity theft and theft under $500.

 

On 12/16/13, a check was fraudulently cashed at Wal-Mart, 3111 Browns Mill Road.  The check was stolen from the victim’s residence and her name was forged, prior to being cashed. Video surveillance provided evidence that Angela Cooter cashed the check.

 

On 5/19/14, Cooter was placed under arrest after she was involved in a motor vehicle crash.  She was transported to the Washington County Detention Center, where she is being held in lieu of a $12,000 bond. Arraignment is set for 1:30 p.m. on 5/20/14 in Washington County General Sessions Court.

On 5/19/14, Investigators of the Johnson City Police Department arrested Christopher Hansen (413 Panorama Dr., WV, 56 years old) and Mark Barnett (1734 Mary St., 28 years old) charging both with aggravated assault, possession of a handgun while intoxicated and unlawful possession of a weapon by a convicted felon.

On 5/19/14, at approximately 7:34 p.m., officers of the Johnson City Police Department responded to a disturbance at 1734 Mary St. Upon arrival, they made contact with Barnett who was on the ground and had received several stab wounds to his upper torso. Witnesses advised that Hansen was inside a nearby residence with a handgun. Officers located Hansen and took him into custody. After speaking with several witnesses and the victim, investigators determined that Barnett and Hansen went to the property of Calvin Ball Jr., uninvited, and initiated a confrontation. Ball and Barnett were in a verbal altercation that became physical and during that physical altercation; Hansen provided a firearm to Barnett who used the firearm to strike Ball in the face. The firearm fell to the ground and Barnett recovered it and began striking Ball in the back. Ball took out his pocket knife, after observing the firearm, and stabbed Barnett. Hansen took the firearm from Barnett and ran to Barnett’s residence where he was taken into custody by police. The firearm used in the incident was located in Barnett’s residence. Barnett was transported to the Johnson City Medical Center for non-life threatening injuries.

Hansen was transported to the Washington County Detention Center. A bond hearing is scheduled for 1:30 p.m. on 5/20/14 in Washington County General Sessions Court.

On 5/20/14, Barnett was released from the Johnson City Medical Center and was transported to the Washington County Detention Center where he is being held without bond. Barnett’s bond hearing will be on 5/21/14 at 1:30.pm. in Washington County General Sessions Court.

On 05/21/14 at 11:30 am, Investigators with the Johnson City Police Department arrested Tracy Beals (707 Hoover St, 27 yrs old) and charged her with Identity Theft and Theft of Property under $500.

The arrest stems from an investigation into the theft of the victim’s wallet from Studio 13 tattoo parlor, 504 W Oakland Av, on 04/08/14.  On 05/09/14 Tracy Beals used the victim’s identification at the Washington County Clerk’s Office in order to obtain a vehicle title and registration.  She was also found to be in possession of the victim’s wallet by Investigators with the Carter County Sheriff’s Office on 05/09/14.

Ms. Beals is being held at the Washington County Detention Center in lieu of an $11,000 bond.  She is scheduled for Arraignment in the Washington County General Sessions Court on 05/22/14 at 9:00 am.

On 05/21/14 officers of the Johnson City Police Department arrested Daniel Anthony Zurvalec, 30 yr old male, 230 Old Mill Rd, Blountville, and charged him with Driving under the Influence - 4th Offense, Driving on a Revoked license - 5th Offense, Simple Possession, Failure to Obey a Traffic Control Device, and Failure to Provide Financial Responsibility.

At approximately 1:36 a.m., Mr. Zurvalec was stopped for running a red light at N. Roan St. and John Exum Parkway.  Officers made contact with Mr. Zurvalec and administered field sobriety tests.  Mr. Zurvalec was arrested as a result of these tests.  Mr. Zurvalec’s driving history was also checked and it was determined that this was his 4th offense of driving under the influence and 5th offense of driving on a revoked license.  A subsequent search of Mr. Zurvalec was done and several prescription pills where found on his person for which he did not have a prescription.

 

Mr. Zurvalec was transported to the Washington County Detention Center, where he is being held until a bond hearing.  An arraignment is set for 1:30 p.m. on 05/22/14 in Washington County General Sessions Court.
