On 01/21/2014 at approximately 2:00 PM officers of the Johnson City Police Department arrested Amanda R. Cross, 25 yoa, of 1933 N Hill Dr. Tazwell, TN and Benjamin W. Hopson, 27 yoa, of 1933 N Hill Dr. Tazwell, TN charging them both with Manufacturing Controlled Substance, simple possession, and drug paraphernalia. Officers responded to 502 Swadley Rd. Apt 1 in reference to a report of trespassing. During the investigation, a finished one pot meth lab was discovered inside the apartment, along with ½ gram of a white substance believed to be methamphetamine, and drug paraphernalia.
Both suspects were then placed under arrest and transported to the Washington County Detention Center where they were being held in lieu of a $12,000 bond. Both are scheduled to appear in General Sessions Court on 01/22/14 at 1330 hours to be arraigned.

On 01/22/14 officers of the Johnson City Police Department arrested 21 year old Cynthia Brooke Spradlin of 916 Pardee Street Johnson City, Tn. and charged her with Aggravated Domestic Assault. The arrest stems from an investigation into a report of a domestic dispute at Spradlin’s residence. A male stated that Spradlin punched him in the face several times, hit him with a kitchen chair, and threatened him with a knife. Spradlin is being held in the Washington County Detention Center under a $15,000 bond and is scheduled for arraignment on 01/22/14 at 1:30 pm in Washington County General Sessions Court.

On 1/22/14, Investigators of the Johnson City Police Department arrested Andy Lane (807 Buffalo St., Apt. 2, Johnson City, 35 years old) charging him with auto burglary and theft of property under $500.
On 10/26/13, the victim reported that his vehicle was burglarized while parked in the downtown area of Johnson City. The victim reported that several unique items were stolen from his vehicle during the burglary.
On 1/22/14, Investigators were at Lane’s residence on an unrelated matter when they found the items that linked him to the 2013 burglary. Lane was arrested and transported to the Washington County Detention Center where he is being held in lieu of $11,000 bond. Arraignment is set for 1:30 p.m. on 1/23/14 in Washington County General Sessions Court.

The arrest is the result of an investigation into the theft of $1,000.00 in cash from a Johnson City victim. Testerman was arrested and transported to the Washington County Detention Center where she is being held in lieu of a $5,000.00 bond. The Johnson City Police Department wants to warn residents of a potential scam. Attached is a copy of a letter and a check that a local resident received by mail earlier this week promising a large sum payment by declaring him “the winner of an International Sweepstakes”. This company advised the recipient to pay a processing fee & the taxes due on the winnings in advance to them via Western Union. The company’s letter further states once they receive the recipient’s requested payment via Western Union, the company will then mail out their winnings. In essence, you lose anything you have sent. Due to these company’s headquarters being outside the United States, victim’s have no recourse in getting their money back due to international jurisdiction issues.
The Johnson City Police Department urges all residents to remain vigilant and on guard when receiving requests by mail, as well as by phone, from people promising easy money in exchange for processing fees or taxes. Often, as observed in this letter, errors in grammar are found in the documents that you receive which is a good indicator that the business/company is fictitious. It is always a good practice to keep your personal information secure by not revealing anything regarding banking information, date of birth, or social security numbers to anyone over the phone. Scammers use this information to gain access to your financial institution and often open up accounts in your name elsewhere.
Residents are encouraged to contact their local police department to report suspicious activity such as this and to never give out your personal information to anyone who contacts you. Those needing to do business with you from your financial institution or health provider already have that information and would never ask you for it, or to verify it, over the phone or by mail.

On 01/25/2014, officers of the Johnson City Police Department arrested Rene Sanchez (5661 HWY 11E, Piney Flats, TN, 35 years old) and charged him with Violation of Light Law, DUI 3rd Offense, Driving on Revoked License, Violation of Implied Consent, and Identity Theft.
At approximately 2:06 a.m., officers performed a traffic stop on a vehicle that had a headlight out. Officers made contact with the driver, Rene Sanchez, who was not in possession of his driver’s license. When Sanchez was asked for his information to verify his identity, he supplied false information.
Sanchez was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a bond hearing only. His arraignment hearing is set for 1:30 p.m. on 1/25/14 in Washington County General Sessions Court.

On 01/26/2014, officers of the Johnson City Police Department took Robyn A. McLoyd (129 Arlington Rd, Johnson City, age 48) into custody for an outstanding warrant charging her with Evading Arrest (by motor vehicle) and Reckless Driving.
The warrant came as a result of an attempted traffic stop of Mrs. McLoyd on 01/24/2014 at approximately 8:15 pm. After stopping for a moment, Mrs. McLoyd pulled away, crossing over a curb and side walk before fleeing at a high rate of speed south on S. Roan St.
Mrs. McLoyd was taken into custody and transported to the Washington County Detention Center where she is being held on an $11,000.00 bond. Mrs. McLoyd’s arraignment is set for 1:30 p.m. on 1/27/14 in Washington County General Sessions Court.

On 1/26/14, officers of the Johnson City Police Department arrested a 16-year-old male and charged him with Interference with Utility and Reckless Burning.
At approximately 8:00 p.m., officers responded to an undisclosed address in reference to a juvenile threatening to burn down the residence. Upon arrival, officers found that the juvenile damaged his custodian’s power meter with a brick and set fire to a piece of clothing in an attempt to burn down the home.
The juvenile was placed in the Upper East Tennessee Regional Juvenile Detention Center.

On 1/29/14, officers of the Johnson City Police Department arrested Jerry L. Proffitt (304 S. Broadway Street, 50 years old) and charged him with theft over $1,000.
On 12/10/13 at approximately 1:30 p.m., a white male entered Greater Eastern Credit Union, 105 Mountain Home Drive. The male (Jerry Proffitt) opened an account with the bank and then deposited a $1,680.00 check and immediately removed $1,000 of the check, leaving the remainder in a savings account. The bank was then notified that the check was a fraudulent check. Mr. Proffitt was notified and refused to pay back Greater Eastern Credit Union the $1,000.00 that he had removed from the account.
On 1/29/14, Proffitt was located at his residence and was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 9:00 a.m. on 1/30/14 in Washington County General Sessions Court.

On 1/29/14, Johnson City Police Department vice investigators arrested Daniel Hylmon (201 S North Street, Johnson City, 23 years old), and charged him with promotion of methamphetamine manufacture, initiation of the process to manufacture methamphetamine, possession of methamphetamine with intent to distribute, possession of drug paraphernalia, and aggravated child abuse.
The arrest comes after investigators received a tip in reference to methamphetamine being manufactured at Hylmon’s residence. After receiving consent to search the residence, investigators discovered a large amount of “one pot” meth labs, along with a quantity of finished methamphetamine.
Agents from the 1st Judicial District Drug Task Force, Task Force Officers from the Drug Enforcement Administration and the Johnson City Fire department also responded to assist.
Hylmon was transported to the WCDC where he was being held in lieu of a $80,000 bond. His arraignment was scheduled for 9:00 a.m. on 1/30/14 in Washington County General Sessions Court.

At approximately 9:58 p.m., officers responded to 602 University Pkwy #9 in reference to a domestic disturbance call. Upon arrival, a female stated her boyfriend was very intoxicated and that he had choked her. Mr. Hise had fled the scene but was located a short time later walking on University Pkwy.
Mr. Hise was taken into custody and transported to Washington County Detention Center, where he is being held in lieu of a $5,000 bond. An arraignment is set for 1:30 p.m. on 01/30/14 in Washington County General Sessions Court.

On 1/30/14, Johnson City Police Department vice investigators arrested Devin Hunter (Greensboro, NC, 24 years old), and charged him with the sale of crack cocaine, possession of crack cocaine with intent to distribute, introduction of contraband into a penal facility, and violation of the drug free school zone law.
The arrest comes after Hunter sold an undercover detective a quantity of crack cocaine. Hunter was taken into custody, and transported to the Washington County Detention Center. While being booked into the jail, booking staff located additional crack cocaine that Hunter had concealed internally.
Hunter was being held in lieu of a $40,000 bond. His arraignment was scheduled for 10:30 a.m. on 1/31/14 in Washington County General Sessions Court.

On 02/02/14, investigators of the Johnson City Police Department arrested Kenneth Brackett II (11 Madison Ct, 41 years old) and charged him with aggravated assault (domestic related).
At approximately 6:00 a.m., officers responded to 11 Madison Ct, in reference to a domestic disturbance call. Upon arrival, the victim stated that he was sleeping when awoken by his son, Mr. Brackett, stabbing him in the neck and chest area. The victim was transported to an area hospital for non-life threatening injuries to his neck and chest.
Mr. Brackett was taken into custody and transported to the Carter County Jail, where he is being held in lieu of a $5,000 bond. An arraignment is set for 03/07/14 in Carter County General Sessions Court.

The Johnson City Police Department is requesting that citizens be aware of any incoming out-of-state cellular calls that they receive. The Better Business Bureau is warning cell phone users about a scam that can add unauthorized charges to their monthly wireless bills. The scam is known as the "one ring" scam because victims' phones ring only once before the call is disconnected. If a victim tries to return the call, they are often charged a $19.95 international call fee plus $9 a minute for the duration of the call. Scam artists are counting on victims to be curious enough about a call from an unfamiliar number that they will call back right away. The calls typically originate from outside the United States. Area codes for these calls include 268, 274, 473, 809 and 876. The Better Business Bureau recommends that if you do not recognize an out-of-state telephone number on your caller ID, ignore it and do not call back. Also, you should check your cell phone bills carefully and inform your carrier if you find any unauthorized charges.

On January 29, 2014, a white female entered Dempsey Jewelers located at 3018 Peoples Street, Johnson City and inquired about purchasing a three to four carat diamond engagement rings. While trying on three rings, the female grabbed the rings and ran out of the store without paying for them. The three rings were valued at $93,400.00.
On February 6, 2014, a warrant was issued after an investigation revealed that the unknown female was actually, Kingsley Michelle Perkins, 5/13/85 of 631 N. Mclin Creek Road, Conover, North Carolina. With assistance of the Conover North Carolina Police Department, Kingsley Michelle Perkins was taken into custody and charged with being a Fugitive from Justice. Kingsley Perkins waived extradition and was transported back to Johnson City where she was arrested and charged with one count of Theft of Property over $60,000.00.
Perkins was booked into the Washington County Detention Center in lieu of a $100,000.00 bond. She will be arraigned on February 10, 2014 at 1:30 p.m. in the General Sessions Court of Washington County, Tennessee. The investigation is continuing and more arrests are anticipated.

On 02/08/14, Officers of the Johnson City Police Department arrested Tamara M. Arnold, W/F, age 30,, 1812 Todd Dr., Johnson City, Tenn. The arrest is the result of an investigation into a domestic assault. Officers were dispatched to 1812 Todd Dr. on Feb. 07, 2014 and upon arrival, they found the victim at her house with redness on her face and abrasions on her neck. The victim advised officers that she was assaulted by her daughter, Tamara Arnold. The victim advised that Ms. Arnold slapped her in the head and choked her multiple times while threatening to kill her. Tamara Arnold left the scene prior to officers’ arrival, however she was located at the residence in the early morning hours. The victim was transported to the hospital to receive treatment for her injuries. Tamara Arnold was transported to the Washington County Detention Center where she is being held in lieu of $15,000 bond and is awaiting her arraignment on Feb. 10, 2014 at Washington County General Sessions Court at 1:30 pm.

On 02/09/14, officers of the Johnson City Police Department arrested William Clinton Raining, age 22, 2415 Kellersville Rd., Banner Elk, NC after an investigation into a motor vehicle collision. During the investigation, officers discovered that the crash was caused by Mr. Raining, who intentionally slammed his brakes several times, finally causing a vehicle behind him to crash into the rear of his vehicle. He was charged with four counts of felony reckless endangerment and taken to the Washington County Detention Center where he is being held in lieu of $25,000 bond. Court date is set for February 11, 2014 at 1:30 pm in Washington County General Sessions Court.
