On 01/13/14, officers of the Johnson City Police Department arrested John Anthony Tucker, 33 years old, 608 N Roan Street, Apt. 6, Johnson City, TN charging him with aggravated assault domestic. Officers responded to 608 N Roan St. in reference to a domestic. A female called 911 stating that she was being assaulted. Upon officers arrival, John Tucker fled on foot. The female said that he had pushed her to the ground and was hitting her. She said that he had pulled a box cutter type knife on her. After an investigation officers located John Tucker at a nearby residence. John Anthony Tucker is being held at the Washington County Detention Center on a $10,000 bond. Arraignment is set for 1:30 p.m. on 01/14/14 in Washington County General Sessions Court.

On 1/14/14, officers of the Johnson City Police Department arrested Shawnda Jones (127 North Creek Drive, 25 years old) and charged her with theft over $1,000.
On 11/13/13, officers responded to a theft call at Welmont Urgent Care, 378 Marketplace Blvd. The medical facility stated that Mrs. Jones was there seeking medical treatment. Upon her exit from the room, the room was cleaned and staff noticed an Otoscope Ophthalmoscope was missing from the room, which was used on Mrs. Jones while she was being examined.
On 01/14/14, the warrant was served on Mrs. Jones at the Washington County Detention Center when she was released on an unrelated charge. Mrs. Jones is being held in lieu of a $10,000 bond. Arraignment is set for 1:45 p.m. on 1/15/14 in Washington County Sessions Court.

On 01/15/14, officers of the Johnson City Police Department arrested Kearra Shaneise Brown (226 E Chilhowie Avenue, 21 years old) and charged her with embezzlement over $1,000.00.
At approximately 1:20 p.m., officers responded to an embezzlement call at Belk’s, 2011 N. Roan Street. An investigation showed that between November 30, 2013 and January 9, 2014, Ms. Brown had used store gift cards to embezzle an estimated $1,870.
Ms. Brown was placed in the Washington County Detention Center in lieu of a $10,000 bond. Her arraignment hearing is set for 1:45 p.m. on 01/16/14 in Washington County General Sessions Court.

The arrest stems from an investigation in which Heaton is accused of obtaining prescription medication from two different medical providers at the same time violating the Tennessee Drug Fraud Law.
Heaton is scheduled to appear in Washington County General Sessions Court on 03/11/14 at 1:30 pm.

On 1/16/14, officers of the Johnson City Police Department arrested Jordan R. Combs (137 Horseshoe Circle, 24 years old) and charged him with false reporting and resisting stop, frisk, halt.
At approximately 2:30 p.m., officers observed a male subject get out of a vehicle on N. Roan Street and slam the door. The vehicle then followed the male into a parking lot. Officers responded to check the welfare of the subjects at which time the male ran from the scene. The male was asked to stop several times by officers, but refused. Officers were able to stop the male subject a short time later. After several lies as to his identity he was identified as Jordan R. Combs.
He was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $6,000.00 bond. His arraignment hearing is set for 1:45 p.m. on 1/17/14 in Washington County General Sessions Court.

On Thursday, January 16, 2014 Cheyenne C Lowery, W/M, 30, 170 Hall Rd, Jonesborough, TN was arrested by officers of the Johnson City Police Department and charged with failure to illuminate tag, driving on revoked license 2nd offense, violation of financial responsibility law, possession of prohibited weapon, possession of drug paraphernalia and possession of a schedule VI controlled substance- for resale (marijuana). The arrest is the result of a traffic stop after the vehicle he was driving was observed on S Greenwood Dr without any illumination for the license plate. During the stop, a record check revealed that Lowery’s license is revoked due to a prior DUI and that he had one previous driving on a revoked license incident. During the investigation, a zip lock bag containing two separate baggies of a leafy green substance was found on his person. Another separate baggie containing a leafy green substance was also found on Lowery, along with a digital scale and “brass knuckles.” The three separate baggies of the leafy green substance had a combined weight of approximately 16.6 grams. He was also found in possession of $972 cash in his wallet in assorted denominations. Lowery was subsequently placed in custody and transported to the Washington County Detention Center where he is being held in lieu of a $23,000 bond. He is scheduled to appear in General Sessions Court on January 17, 2014 at 10:30am. The $972 cash and vehicle were seized.

On 01/16/14, officers with the Johnson City Police Department arrested Kathleen Marie Sterling (1 Trivette Concourse #8, Johnson City, TN., 24 years old) and charged her with Burglary (3 counts), Theft under $500 and Theft over $1,000 (2 counts). The arrest stems from an investigation into a burglary that was reported on 1/16/14 at 125 W. Market St. The victim reported that several items had been stolen from the business overnight and that during the last few weeks, several items had been taken from his home and a vehicle. Kathleen Sterling was arrested and transported to the Washington County Detention Center. She is being held in lieu of a $60,000 bond. Arraignment is set for 1:30 p.m. on 01/21/13 in Washington County General Sessions Court.

On 01/15/14, Investigators with the Johnson City Police Department arrested Jonathan Ray Pennington (903 Embreeville Rd., Johnson City, TN, 32 years old) and charged him with two counts of Aggravated Robbery. Chad Raymond Miller (1903 Pleasant View Dr., Johnson City, TN, 31 years old) was arrested and charged with one count of Aggravated Robbery.
On 08/21/13, officers responded to the Boone Creek Pharmacy, 4729 N. Roan Street, Suite 2, in reference to an Aggravated Robbery. The complainant advised that a white male suspect entered the store and passed the pharmacist a note demanding narcotics. He then brandished a firearm and the pharmacist complied with the suspect’s demand. The suspect fled the store with the narcotics. On 10/18/13, another robbery occurred at the West Towne Pharmacy in which two subjects wearing masks entered the pharmacy and demanded narcotics. One of the suspects brandished a firearm during the robbery. Both suspects fled on foot from the scene. Security video captured both robberies.
On 01/14/14 Investigators with the Johnson City Police Department received information concerning the two defendants and their involvement with the Boones Creek Pharmacy robbery. Additionally, Jonathan Pennington was charged in connection with the robbery at the West Towne Pharmacy. Both subjects were transported to the Washington Co. Detention Center. Jonathan Pennington was held on an $80,000 bond and Chad Miller was held on a $40,000. Arraignment was set for 9:00 a.m. on 01/16/14 in Washington County General Sessions Court.

On 1/16/14, officers of the Johnson City Police Department arrested Tiffani M. Randolph (1606 Marbleton Rd, 40 years old) and charged with forgery, theft under $500, and two counts of fraudulent use of a credit card.
On 11/5/13, a report was filed with ETSU campus police of a stolen wallet. The same day as the theft, the victim’s stolen credit card was use at two separate locations. During the course of the investigation, video surveillance obtained from one of the businesses aided in the identification of the person who was using the stolen credit card. Tiffani Randolph was positively identified as the person using the stolen card.
Ms. Randolph was released from Unicoi County Detention Center on 1/16/13 on unrelated charges and transported to the Washington County Detention Center, where she is being held in lieu of a $4,000 bond. Arraignment is set for 1:45 p.m. on 1/17/14 in Washington County General Sessions Court.

On 1/17/14, Investigators of the Johnson City Police Department arrested Crystal Gail Coffman (3406 W. Market St., Johnson City, 41 years old) charging her with theft of property over $1,000.
On 1/13/14, the victim reported that her car title, credit card and jewelry were taken from her by someone she allowed to stay with her. During the investigation, it was found that Coffman took the stolen car title to a business in Elizabethton and obtained a loan.
On 1/17/14, Investigators located Coffman and transported her to the Washington County Detention Center where she was being held in lieu of $10,000 bond. Arraignment is set for 1:30 p.m. on 1/20/14 in Washington County General Sessions Court.

On Sunday, January 19, 2014, at approximately 3:30 p.m., officers of the Johnson City Police Department arrested 22 year old Michael A Jones of 914 W. Watauga Ave., Apt 308, Johnson City. The arrest stems from an investigation into a domestic disturbance at 914 W. Watauga Ave, Apt 308, in which Mr. Jones allegedly assaulted his roommates with a knife. The assault resulted in one of the roommates receiving minor wounds, not requiring medical attention. Mr. Jones is charged with 2 counts of aggravated assault – domestic related. He is currently being held at the Washington County Detention Center on a $30,000 bond. He is scheduled to appear in Washington County General Sessions Court on Tuesday, January 21, 2014, at 1:30 p.m.

On 01/19/14 at approximately 0200 hours officers of the Johnson City Police Department arrested Michael E. Martin, 18 yoa, of 1214 Brockius Ave, Abington, PA, and charged him with Theft of Property over $1000, Driving Under the Influence, and Underage Consumption of Alcohol. Mr. Martin was arrested after he was observed driving a vehicle north on John Exum Parkway near Garden Drive in a vehicle with only three wheels and no headlights. Further investigation revealed that the vehicle being driven by Mr. Martin had been stolen in Greeneville, TN earlier this date.
Mr. Martin was transported to the Washington County Detention Center where he is being held in lieu of a $12,000 bond. He is scheduled to appear in General Sessions Court on 01/21/14 at 1330 hours to be arraigned.

On 1/09/14, Investigators of the Johnson City Police Department arrested Michael Jason Tolley (914 West View Circle, 35 years old) charging him with aggravated burglary and theft under $500.
On 12/04/13, officers responded to the victim’s apartment where they were advised that Tolley came to her apartment looking for her grandson. The victim said she left Tolley outside at the front door and did not invite him inside. She returned to him with information and he left. Later she determined her wallet was missing from her purse which was by the doorway.
On 1/21/14, Tolley was served with a warrant at the Washington County Detention Center where he is currently being held in lieu of a $21,000 bond. Arraignment is set for 9:30 a.m. on 1/22/14 in Washington County General Sessions Court.
