On 04/21/2020, officers of the Johnson City Police Department arrested 38 year old Jason H. Barnett of 115 Carr Road, Watauga, Tennessee, and charged him with Burglary.

 

     At approximately 6:45 pm, officers responded to 3111 Browns Mill Road (Walmart) on a shoplifting in progress.  Jason H. Barnett was observed on video surveillance intentionally replacing price tags on items to defraud the pricing system upon checkout.  Approximately $172 of property was fraudulently purchased and as Mr. Barnett was exiting the store, he was taken into custody.  Mr. Barnett had been previously trespassed from all Walmart businesses in April of 2019, thus committing the offense of Burglary.  Mr. Barnett was transported to the Washington County Detention Center where he is currently being held in lieu of a $2,000 bond.  His arraignment is set for 04/22/2020, at 1:30 pm, in Washington County General Sessions Court.

On 4/21/20, officers of Johnson City Police Department arrested Amanda Holder (37 years old) of 502 S. Barton St., and charged her with one count each of burglary and theft of property under $1,000

At approximately 8:00 p.m., officers responded to Walmart (2915 W Market St.) in reference to shoplifting. While speaking with loss prevention, they advised that Ms. Holder failed to scan two items while using one of the self-checkout registers. Ms Holder then attempted to leave the store with the merchandise in her shopping bag. During the investigation it was also discovered that Ms. Holder had previously been trespassed from all Walmart property.

Ms. Holder was taken into custody. She was transported to the Washington County Detention Center where he is being held in lieu of a combined $2,000 bond. Arraignment is set for 1:30 p.m. on 4/22/20 in Washington County Sessions Court.

     On 04/21/2020, officers of the Johnson City Police Department arrested Stephanie N. Walton (271 Bob Ford Rd. Jonesborough, TN 37659, 32 years old) and charged her with two counts of Reckless Endangerment and one count each of Driving Under the Influence, Felony Evading Arrest, Running a Red Light, Unlawful Drug Paraphernalia, and Open Container.

     The arrest is the result of an investigation for a report of a domestic disturbance near Boones Creek Rd. and Christian Church Rd.  Upon arrival officers attempted a traffic stop on a blue Ford F-150. The driver of that vehicle then ran a red light and evaded police on Boones Creek Rd.  A short distance down the road Washington County Sheriff’s Department initiated a traffic stop on that vehicle which stopped on Keefauver Rd. Contact was made with the driver who was identified as Ms. Walton.  Ms. Walton appeared to be under the influence and alcoholic containers were found in the vehicle along with syringe needles. Passengers were present in the vehicle at the time of the stop.  Ms. Walton was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $32,500 Bond.  Her arraignment hearing is set for 01:30 p.m. on 04/22/2020 in Washington County General Sessions Court.

On 4/21/2020, officers of the Johnson City Police Department arrested James E. Inabinette (34 years old, 1112 King Springs Rd. #14) and charged him with Aggravated Burglary.

 

On 4/21/2020 at approximately 8:35 P.M. officers responded to 1112 King Springs Rd. #13 in reference to a burglary in progress. When officers arrived, the victim identified a white male nearby that had kicked in the door to her apartment and caused damage to a window. The male was identified as Mr. Inabinette and an investigation found that he had made entry into the apartment by force.

 

Mr. Inabinette was taken into custody and transported to the Washington County Detention Center where he is being held in lieu of a $20,000 bond. Arraignment was scheduled for 4/22/2020 at 1:30 P.M. in Washington County General Sessions Court.

On 04/23/2020, officers of the Johnson City Police Department arrested Jared R. Courtney (211 Dodge Dr., Rogersville, TN. 37 years old). Mr. Courtney was charged with Theft of Property (Over $10,000) and Theft of Property (Under $1,000).

On 04/23/2020 at 01:15 hours officers responded to a suspicious vehicle in the area of 1105 Division St. Washington County Communication Center advised that the vehicle left the scene. Officer checked the surrounding area and an East Tennessee State University Public Safety Officer observed the suspect vehicle, which was a U-Haul box truck, traveling on W. State of Franklin Rd. The E.T.S.U. Officer observed the truck parked at Waffle House, 510 N. State of Franklin Rd.  and saw Mr. Courtney exit the vehicle. JCPD Officers made contact with Mr. Courtney in the parking lot of Waffle House. The investigation revealed that the Tennessee registration plate was reported stolen out of Elizabethton, TN. Further investigation revealed that the U-Haul box truck was reported stolen out of Kingsport, TN.

Johnson City Officers arrested Mr. Courtney and he was transported to the Washington County Detention Center. He was charged with Theft of Property (Over $10,000) and Theft of Property (Under $1.000). Mr. Courtney’s bond is set at $10,000 and his arraignment is on 04/23/2020 at 1:30 p.m at Washington County General Sessions Court.

On 5/5/13, officers of the Johnson City Police Department arrested Brittany D. Lowe (263 Hurley Hollow Rd, 31 years old) and charged her with Theft of property, Felony narcotics possession, and Driving on revoked 1st.

At approximately 7:30 a.m., officers responded to 607 Twin Oaks Dr. to investigate threats with a gun and a knife. Officers arrived and discovered all parties had left the scene. A short time later officers located a vehicle matching the description at 2607 S Roan St. Investigation revealed the vehicle had been reported stolen out of Carter County. The female identified as Brittany Lowe was in possession of the vehicle.

Brittany Lowe was placed in custody and transported to Washington County Detention Center. She is being held in lieu of a $3500 bond. Arraignment is set for 4/24/20 at 10:30 a.m. in Washington County General Sessions Court.

                On 4-23-20, officers of the Johnson City Police Department responded to an address on E Watauga Ave in reference to a suspicious person. While officers were enroute, the 911 caller continued to watch the male as he attempted an auto burglary at a neighboring residence. Upon the arrival of responding officers, the male in question was found standing beside the vehicle that the 911 caller witnessed him attempting to break in to. The male was placed into custody and identified as Christopher Coffey(DOB 4/4/78)  of 930 Hopson St. Johnson City. At the conclusion of the investigation, Mr. Coffey was charged with attempted auto burglary and public intoxication. He is currently being held in the Washington County Detention Center in lieu of a $7500.00 bond. He is scheduled to appear at the Washington County Justice Center at 10:00 a.m. on 4-24-20.

On 04/24/2020, officers of the Johnson City Police Department arrested Allen H. Weaver (1307 Woodside Dr, 40 years old) and charged him with Identify Theft.

On 04/24/2020 at approximately 9:25 p.m., officers were conducting extra patrol at 3111 Browns Mill Rd (Wal-Mart Supercenter) when they observed an occupied vehicle in the parking lot. Officers made contact with the occupants and while identifying them, discovered Weaver provided false information about his identify. During the investigation, Weaver’s true identify was revealed and that he had three outstanding arrest warrants out of Washington County, TN.  

Mr. Weaver is currently being held in the Washington County Detention Center on a $10,000 bond with arraignment set for Monday April 27rd, 2020 at 1:30 p.m. in Washington County General Sessions Court.

On 04/26/2020, officers of the Johnson City Police Department arrested Kacei E Pierce (125 Bayless Rd., Jonesborough, TN, 26 years old) and charged her with possession of methamphetamine, simple possession/casual exchange and unlawful drug paraphernalia.

At approximately 01:37 p.m., officers responded to 5104 Bobby Hicks Highway (Walgreen’s) to check the welfare of two subjects passed out inside of a vehicle. After Officers made contact with Pierce, Officers discovered that Pierce was in possession of 74 grams of a white crystalline substance that tested positive for methamphetamine. Additionally, a vehicle search revealed Pierce to be in possession of Suboxone pills and various drug paraphernalia items.  Officers placed Pierce under arrest and transported her to the Washington County Detention Center, where she is being held on a $12,000 bond. Pierce has a preliminary court appearance scheduled for 4/27/20 at 1:30 p.m. in Washington County Sessions Court.

On 4/26/20, officers of the Johnson City Police Department arrested Tyler G. Smith (205 Fairridge Rd., 28 years old) and charged him with altering/falsifying/forging auto titles or assignment of plates, driving on a revoked license, simple possession of schedule VI, and possession of unlawful drug paraphernalia.

 

At approximately 2:45 p.m. on 4/26/20, officers initiated a traffic stop on a vehicle in which Mr. Smith was the driver. The vehicle had a registration plate that had been noticeably altered with a slash through the 0 on the “20” to make the sticker appear as if it read “21”. A K9 officer arrived on scene and conducted a free air sniff of the vehicle yielding a positive result. The vehicle was searched and officers subsequently located two scales, a glass pipe, over 100 small baggies, 3.3 grams of a green leafy substance believed to be marijuana, and a cut straw.

 

Mr. Smith was taken into custody without incident ultimately charged with altering/falsifying/forging auto titles or assignment of plates, driving on a revoked license, simple possession of schedule VI, and possession of unlawful drug paraphernalia. Additionally, Mr. Smith had an active arrest warrant out of Washington County for violation of probation on original charges of possession of methamphetamine for resale and possession of a weapon by a convicted felon. Mr. Smith was transported to the Washington County Detention center where he is being held on a $4,000 bond. Arraignment is set for 1:30 p.m. on 4/27/20 in Washington County General Sessions Court.

On 4/25/2020, at 10:16 p.m., officers of the Johnson City Police Department arrested Dora Dawn Warren (2206 E. Unaka Ave., 37 years old) and charged her with arson, criminal trespassing and public intoxication.

 

On 4/25/2020, officers were called to the Johnson City Public Library, where a vehicle had been intentionally set on fire. Warren was located a short distance away while fleeing the scene. Johnson City Firefighters extinguished the fire before the vehicle became engulfed.

 

On 4/25/2020, Warren was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 4/27/2020 in Washington County General Sessions Court.

On 04/24/20, officers of the Johnson City Police Department arrested Andre E. Spillman (246 Boring Chapel Road, 22 years of age) and charged him with felony vandalism.

At approximately 2:32 a.m., officers responded to a domestic disturbance at 2610 Plymouth Rd. apartment # 209. Upon arrival officers made contact with the victim, who advised officers that she and Andre Spillman were arguing and Spillman began destroying her property. The victim advised officers that Spillman punched a hole in her wall, shattered the window to her apartment, threw a chair and destroyed it, smashed two televisions, and smashed her vehicle windshield on his way out. Officers estimated the damage was valued at over $1,300. Officer obtained a warrant charging Spillman with T.C.A. 39-14-408 Vandalism (Over $1,000).

Police located Andre Spillman at 1878 Carroll Creek Road. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 9:00 a.m. on 04/30/20 in Washington County General Sessions Court.

On 4/28/20 officers of the Johnson City Police Department arrested Derek Pearson (2782 Bob Little Rd, 39 years old) and charged him with altering of plates, simple possession/casual exchange, simple possession of methamphetamine, driving on suspended, and unlawful drug paraphernalia.

On 4/28/20 at approximately 12:30 p.m. officers were on routine patrol in the area of Econo Lodge Inn & Suites on E. Mountcastle Drive. Officers discovered a white Honda Civic bearing registration to a different vehicle. Further investigation revealed that the decal attached to the license plate had been taken from another separate vehicle. At around 12:45 p.m. officers observed the vehicle traveling on John Exum Pkwy. and initiated a traffic stop. The investigation revealed that Pearson’s license was suspended. In addition, the investigation revealed 60 baggies, a digital scale, three syringes, 4.4 grams of marijuana, and 2.2 grams of methamphetamine. Pearson was then transported to the Washington County Detention Center. Pearson was charged with one count of driving on suspended, one count of altering plates, one count of simple possession of methamphetamine, one count of simple possession, and unlawful drug paraphernalia. Pearson is being held in lieu of a $10,000 bond with arraignment set for 4/29/20 at 1:30 p.m. in Washington County General Sessions Court.

    On 04/29/2020, officers of the Johnson City Police Department arrested Tabitha Armstrong (17733 Highway 67 W, Butler, TN; 22 years old) and charged her with being a Fugitive from Justice.

At approximately 9:30 am, officers were investigating suspicious activity at the Best Western Hotel.  Officers made contact with Tabitha Armstrong and confirmed that she had an outstanding warrant with full extradition out of Watauga County, North Carolina for violation of probation.  She was taken into custody and transported to Washington County Detention Center to be held for the arresting agency.

Ms. Armstrong is currently being held in the Washington County Detention Center in lieu of a $22,000 bond.  Her arraignment is set for 04/30/2020 at 1:30 p.m. in Washington County’s General Sessions Court.

     On 04/30/2020, Investigators with the Johnson City Police Department arrested Anthony J Jackson, 44 years old,  of 2709 S Roan St, #10, and charged him with multiple drug related offenses. The arrest stems from an investigation into narcotic sales being conducted at the residence by Mr. Jackson. Narcotic investigators conducted undercover buys of crack cocaine from Jackson during the month of April. On April 30, 2020 a search warrant was executed at the residence. Jackson fled from officers but was taken into custody inside the residence. Investigators located an amount of suspected heroin, crack cocaine, and marijuana inside the residence. Also located were two handguns and $4,333 in cash was seized. Mr. Jackson was transported to the Washington County Detention Center where he is being held on two arrest warrants with a total bond amount of $90,000. Anthony Jackson is charged with two counts of Sale of Schedule II Substance, Maintaining a Dwelling where Narcotics are kept or sold, Possession of Schedule I for resale, Possession of Schedule II for resale, Possession of Schedule VI for resale, two counts of Possession of a Firearm by a Convicted Felon, Resisting Arrest, and Unlawful Possession of Drug Paraphernalia. Jackson has an arraignment date set for 05/01/2020 @ 1030 am.

                On Friday, May 1, 2020, Officers of the Johnson City Police Department arrested Dominic Parks (19 year old, 812 Morningside Dr, Johnson City, TN) on the charges of Aggravated Burglary.

At approximately 3:00 p.m., officers were dispatched to Woodstone Condos in reference to a possible theft. During the course of the investigation it was determined that Parks had forced entry into a residence that was occupied by an ex-girlfriend. After forcing entry he took a cellphone from her and left the area prior to Officer's arrival. A warrant was obtained for Parks and he later turned himself over to officers.

Mr. Park was arrested and transported to the Washington County Detention Center where he is held on a $20,000 bond. His arraignment is set for Monday, May 4, 2020 at 1:30pm in Washington County General Sessions Court.

On 05/01/2020 at 18:30 p.m., Officers of the Johnson City Police Department arrested Kenneth Richards, 56 year old, 302 W Poplar St, Johnson City TN. Mr. Richards is charged with Aggravated Assault.

Officers of the Johnson City Police Department responded to a report of a fight at the residence. Investigation concluded that Mr. Richards had been in an altercation with a neighbor, and during this he had struck the neighbor, causing a broken nose and concussion.

Mr. Richards is being held in the Washington County Detention Center lieu of a $10,000 bond awaiting arraignment in Washington County General Sessions Court on Monday 05/04/2019 at 1:30 p.m.

On 5/02/2020 at 9:30 p.m. Officers of the Johnson City Police Department arrested David Hughes (D.O.B. 03/01/77 103 Sequoyah Dr #14, Johnson City, TN) and charged him with Aggravated Assault and Resisting arrest.

Officers were dispatched to 103 Sequoyah Dr #14, Johnson City, TN to investigate a 911 call of a domestic dispute.  Upon the Officers arrival they were informed by the female victim who is dating the suspect that she was physically assaulted causing physical injuries and his actions put her in fear of serious physical injury.  The suspect then physically resisted his lawful arrest. He was transported to Washington County Detention Center where he is being held on a $26000.00 bond. An arraignment is set for 5/04/20 at 1:30 p.m. in Washington County General Sessions Court.

On 5/4/20, officers of the Johnson City Police Department arrested Eddie W. Effler (3420 Temple Hill Rd., Erwin TN, 36 years old) and charged him with aggravated domestic assault.

 

At approximately 3:00 p.m. on 5/4/20, officers were dispatched to a domestic disturbance at 209 W. Watauga Ave. where a male subject was brandishing a knife. The victim advised that a verbal altercation initiated between herself and Mr. Effler and that he produced a fixed-blade knife, stating he would “cut her guts out.” When officers arrived, victim advised that Mr. Effler fled on foot toward the area of W. Fairview Ave.

 

A short time later, Mr. Effler was located and placed under arrest in the parking lot of 208 W. Fairview Ave. Mr. Effler was transported to the Washington County Detention Center where he is being held on a $10,000 bond. Arraignment is set for 1:30 p.m. on 5/5/20 in Washington County General Sessions Court.

On 5/4/20, officers of the Johnson City Police Department arrested Ridge Conley (1220 Carrol Creek Rd, Johnson City, Tn., 27 years old) and charged him with Domestic Aggravated Assault.

At approximately 9:20 p.m., officers responded to 715 Nathaniel Ct. Apt 102 to the report of a domestic disturbance. The victim stated that his brother, Ridge Conley, threatened him with a knife and the victim attempted to take the knife from him. The victim sustained a cut on his wrist and was treated at the scene by EMS.

Police located Mr. Conley at the scene where he was placed under arrest and transported to the Washington County Detention Center. Mr. Conley is being held in lieu of a $5,000 bond with arraignment set for 1:30 p.m. on 5/5/20 in Washington County General Sessions Court.
