On 4/3/2020, officers of the Johnson City Police Department arrested Kipplan Arnett (114 Herman Johnson Loop, Roan Mountain, TN) and charged him aggravated assault (2 cts.), aggravated burglary and theft under $1,000.

 

On 4/3/2020 at approximately 10:24 a.m., officers responded to the area of 3500 W Market St. in an attempt to serve a warrant on Arnett. The arrest warrant on Arnett was in reference to an incident that occurred at the above address on 03/29/2020. Officers made contact with Arnett and placed him in custody.

 

On 4/3/2020, Arnett was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond.  Arraignment is set for 1:30 p.m. on 4/6/20 in Washington County General Sessions Court.

On 04/04/2020, officers of the Johnson City Police Department arrested Ronald C. Lowe (507 N. Boone St, 26 years old) and charged him with 4 counts of Aggravated Assault and Possession of a Firearm While Under the Influence.

At approximately 7:45 p.m., officers responded to 507 N. Boone St. Victims advised that they were confronted by Mr. Lowe outside the apartment building as he was brandishing a handgun. Mr. Lowe appeared intoxicated when he confronted a group of four men on the sidewalk .The men ridiculed Mr. Lowe before he went back to his apartment to retrieve a handgun. Mr. Lowe returned to the sidewalk as he pointed a gun at the four men. 

Police located Mr. Lowe in his apartment of 507 N. Boone St. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of an $81,000 bond. Arraignment is set for 1:30 p.m. on 04/06/2020 in Washington County General Sessions Court.

On 4/04/2020 at 07:00 p.m. Officers of the Johnson City Police Department arrested Michael J. Felt (2804 Granbrook Dr, Johnson City, TN 27 years old) and charged him with two counts of Aggravated Assault.

Officers were dispatched to 2804 Granbrook Dr to investigate a 911 call of a domestic dispute.  Upon the Officers arrival they were informed by the female victim who is related to the suspect and a male companion that they were physically assaulted causing serious physical injuries.  

The suspect was transported to Washington County Detention Center where he is being held in lieu of a $20,000 bond. An arraignment is set for 4/06/2020 at 1:30 p.m. in Washington County General Sessions Court.

On 04/03/2020, the Johnson City Police Department arrested Shelby Smith (19 years old, General Delivery). Ms. Smith was charged with Theft over $1,000.

This arrest comes as a result of an investigation into a stolen vehicle. It was found that Ms. Smith took a vehicle without the owner’s permission on 03/28/20. Ms. Smith was involved in a motor vehicle crash while driving the stolen vehicle later that day.

On 04/03/2020, Shelby Smith was placed under arrest and booked into the Washington County Detention Center, where she has since been released on a $1,000 bond.  Ms. Smith’s next court appearance is not set at this time.

On 4/8/2020, officers of the Johnson City Police Department arrested Ricky Blevins (876 Pardee St., Johnson City, 31 years old) and charged him with aggravated assault (6cts.), possession of a firearm while under the influence and public intoxication.

 

On 4/8/2020, at approximately 6:30 p.m., officers responded to the Keystone Community on reports that a man was waiving a firearm and threatening people. Several witnesses assisted officers in locating Blevins, who was found intoxicated. He was taken into custody without incident and the firearm was located.

 

On 4/8/2020, Blevins was placed under arrest and transported to the Washington County Detention Center, where he is being held without bond pending an appearance in Washington County General Sessions Court.

On April 11th 2020 at 07:42am, Officers of the Johnson City Police Department arrested Michael David McAllister, 36 years old, 1651 Highway 81 N, Jonesborough, TN, 37659 and charged him with Possession of Methamphetamine with Intent to Sell, Unlawful Drug Paraphernalia, and Possession of a Firearm in Commission of a Dangerous Felony.

The arrest stems from Officers responding to a man asleep behind the wheel of a vehicle in a local parking lot. While on scene, officers observed a glass pipe inside Mr. McAllister’s vehicle. A subsequent search discovered drug paraphernalia, approximately 22grams of a substance consistent with methamphetamine, and a handgun.

Mr. McAllister was arrested and taken to the Washington County Detention Center where he was being held on an $11,000 bond. His arraignment was set for April 13th 2020 at 01:30 pm in Washington County General Sessions.

Due to heavy rainfall overnight, the Johnson City Police Department would like to issue a warning to motorists as the daylight hours approach.  Several low-lying areas throughout the city have experienced flooding, making some roadways impassable.  We urge motorists to use caution, and remind them not to drive through standing water.  Morning commutes may be delayed, as many roadways are currently flooded.  Roads such as Riverview Rd., Lafe Cox Rd., Old Stage Road at Old Gray Station Rd, Watauga Ave. at W. State of Franklin, and Carroll Creek Rd. in the area of Knob Creek Rd. are all experiencing flooding.  Many other areas throughout the city also have standing water.  Be aware of emergency personnel throughout the area and obey any signage indicating a road closure.

If you encounter a flooded roadway, remember “Turn Around, Don’t Drown.” The depth of water on the roadway can be deceiving and vehicles of any size can be swept way.

On 04/14/20, the Johnson City Police Department arrested Katrina Michelle Nance (312 Fox Hollow Ln, Bluff City, TN, 38 years old) charging her with Identity Theft and Theft of Property Under $1,000

 

On 10/02/18, officers responded to Target 2116 N Roan St in reference to a female shoplifting. Upon officer’s arrival, contact was made with loss prevention. He said that the female loaded a shopping cart with merchandise valued at $299. He said that she then went to customer service to try and fraudulently return the items. She then tried to push the shopping cart out the doors when she was stopped. Katrina Nance used her cousin’s identity during the incident and was issued a misdemeanor citation.

 

On 02/25/20, the victim came to the Johnson City Police Department to report that Katrina Nance had used her identity during an arrest.

 

Katrina Nance was located in Carter County and was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 04/15/20 in Washington County General Sessions Court.

On 04/16/2020, officers of the Johnson City Police Department arrested Christa Bailey, General Delivery, 27 years old, and charged her with felony Possession of Methamphetamine.

At 11:07 pm, officers conducted a traffic stop on a vehicle with an inoperable driver side headlight. During the investigation, a police canine alerted on the vehicle and a search was conducted. Officers located a substance consistent with methamphetamine inside the vehicle where Ms. Bailey had been sitting.

Ms. Bailey was placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of a $5,000 bond. Arraignment is set for 04/16/2020 in Washington County General Sessions Court.

On 4/15/20, officers of the Johnson City Police Department arrested Alfred R Moretz (233 Pedro Shoun Ln, 67 year old) and charged him with false reporting, and driving on a revoked license.

At 7:11 a.m., officers responded to the area of S. Boone St and W. Main St in reference to a motor vehicle crash. During the investigation, Moretz gave false statements in regards to operating the vehicle. A check of Moretz’s driving history showed his license status to be revoked.

Moretz was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment is set for 1:30 p.m. on 06/28/20 in Washington County General Sessions Court.

On 4/16/2020, officers of the Johnson City Police Department arrested Timothy Fellers (105 Springfield Ln Jonesborough, TN 37659, 51 years old) and charged him with felony vandalism.

At approximately 11:18 p.m. on 4/15/2020, officers responded to 3518 W Market St., 11-E Motel, to investigate a vandalism to one of the rooms. Officers found the suspect, Timothy Fellers, on the property outside the hotel. Officers spoke with an employee of the business who said that while conducting her morning rounds, she had noticed that room 38, Fellers' room, had the front window smashed out. Upon further investigation, it was determined that Fellers had also vandalized two mirrors, a television, and a toilet in the same room. The total damage to the room was approximately $1,100.

Fellers was placed under arrest and transported to Washington County Detention Center, where he was held on a $1,000 bond. Arraignment is set for at 1:30 p.m. on 4/16/2020 in Washington County General Sessions Court.

On 4/16/20, officers of the Johnson City Police Department arrested Brandon S. Brian (106 Terrace Ct., 29 years old) and charged him with evading arrest by Motor Vehicle, reckless driving, light law violation, and driving on a suspended license.

 

On 3/22/20, officers attempted a traffic stop on W. Market Street near Lammons Lane on a truck for a violation of the light law.  The vehicle, which was driven by Mr. Brian pulled into a parking lot and stopped.  As officers approached the vehicle the vehicle accelerated at a high rate of speed in an attempt to evade officers.  It was also found that Mr. Brian has a suspended driver’s license.  A warrant was obtained for Mr. Brian at that time.

 

Officers were notified by Washington County Sheriff’s Office they had Mr. Brian in custody for unrelated charges.  The warrant was served by the  Johnson City Police Department and Mr. Brian was arraigned on 04/17/20 in Washington County General Sessions Court.

On 04/18/20, officers of the Johnson City Police Department arrested Valdare Johnson (902 E. Watauga Ave., 29 years old) and charged him with domestic aggravated assault, misdemeanor vandalism, and resisting arrest.

 

At approximately 1:45 a.m., officers responded to a domestic disturbance at the victim’s residence.  During the course of the investigation officers discovered that Mr. Johnson had physically assaulted the victim with a knife and had vandalized her vehicle. The victim sustained only minor injuries.

 

Mr. Johnson was located at 902 E. Watauga Ave. inside the residence. Mr. Johnson was placed under arrest and transported to the Washington County Detention Center where he is being held on a $12,000 bond. Arraignment is set for 1:30 p.m. on 04/20/20 in Washington County Sessions Court.

On 4/17//2020, officers of the Johnson City Police Department arrested Andrew J. Coleman (404 E. Chestnut St. 38 years old) and charged him with Theft (Possession of Stolen Property) over $10,000.

 

At approximately 12:40 P.M. officers located an Audi Q7 that was stolen out of Johnson City at 404 E. Chestnut St. Officers made contact with Mr. Coleman at the residence and an investigation revealed him to have taken possession of the vehicle on 4/11/2020.

 

Mr. Coleman was transported to the Washington County Detention Center. He is scheduled to appear in Washington County General Sessions Court on Monday, April 20th at 1:30 PM.

On 04/19/2020, at approximately 0500 am, Officers of the Johnson City Police Department arrested 52 year old Bobby Thompson of 120 W Unaka Ave, and 37 year old Benjamin Hyatt of 904 Huffine Rd and charged them with Burglary, Possession of Burglary Tools, and Theft over $2500. Hyatt was also charged with 16 counts of criminal simulation when he was found to be in possession of counterfeit currency in his wallet.

At 0455 am, Officers responded to a burglar alarm at Ross’s, 3211 Peoples St. When officers arrived, they observed two suspects inside the business. The two suspects fled out of the back of the building and were apprehended.  It was discovered that the suspects entered an adjoining vacant business of what once was Rugged Warehouse by prying a back door open. The two then used tools to bust through an adjoining wall to gain access into Ross’s. They then stole thousands of dollars’ worth of various items and were in the process of taking those items through the hole when officers arrived and took them into custody.

Thompson and Hyatt are being held in the Washington County Detention Center and have an arraignment scheduled for Monday, April 20, 2020, at 130 pm, in the Washington County General Sessions Court.

On 4/18/20, officers of the Johnson City Police Department arrested Adam Jessee (2700 W Market St Apt 22, 32 years old) for being a fugitive from justice.

 

At approximately 8:26 p.m., officers responded to the area of 2700 W Market St. In reference to a vehicle that was involved in a previous shoplifting incident being found at the Johnson Inn. Officers located the driver Mr.  Jessee who was found to be a fugitive from justice from Washington County VA.

On 4/19/20, officers of the Johnson City Police Department arrested Kacei E. Pierce (125 Bayless Rd, 27 years old) and charged her with burglary and shoplifting.

 

On 4/19/20 at approximately 6:09 p.m., officers responded to 3111 Browns Mill Rd., Walmart Department Store, in reference to a shoplifting.  During the course of the investigation the suspect, later identified as Kacei Pierce, was observed concealing merchandise inside other items of merchandise. Pierce was then observed concealing smaller items inside her pocketbook. Pierce also switched tags between different items of merchandise. Pierce passed all points of sale and was stopped by officers and loss prevention. During the course of the investigation it was determined that Pierce had been trespassed by Walmart on 3/19/20.

 

Pierce was then placed under arrest and was transported to the Washington County Detention Center. Pierce was charged with one count of burglary and one count of shoplifting.     On 4/20/2020 at 1:52p.m., officers of the Johnson City Police Department arrested Mack Cooke (2859 Highland Grove Dr., Johnson City, TN) and charged him with Aggravated Assault, Vandalism and interference with emergency calls.

Officers were dispatched to 2859 Highland Grove Dr. to investigate a 911 call of a domestic dispute.  Upon the officers arrival they were informed by the female victim, who is related to the suspect, that she was physically assaulted causing physical injury.

Mr. Cooke damaged her personal property and put her in fear of physical injury with a weapon.  Mr. Cooke was transported to the Washington County Detention Center where he is being held on a $20,000.00 bail. An arraignment is set for 4/21/2020 at 1:30 p.m., in Washington County General Sessions Court.

On 4/20/2020 Officers of the Johnson City Police Department arrested Cecil Eugene Rutledge III, ( 421 Lambeth Dr.  20 years old) and charged him with Aggravated Assault, Felony Reckless Endangerment, and Felony Vandalism.

At approximately 6:35pm Officers responded to 2606 N Roan St., Baymont Inn, room 600 due to a threats call. During the incident the victim was at the hotel room visiting two subjects. The victim stated that he was threatened with two firearms by the suspect inside the hotel room. The victim then exited the room and 911 was called. After Officers spoke with the victim an attempt was made to contact the suspect in room 600. Officers spoke with a female near the doorway. The female then shut the door to get the suspect. As Officers stood outside the room they heard one gunshot go off from inside the room. Shortly after Officers secured the scene and detained the female and suspect. During the investigation Officers retrieved two firearms from the bedroom and located the bullet entry hole. The suspect was placed under arrested, transported to the Washington County Detention Center, and is being held on a $50,000 bond. Arraignment is set for 1:30pm on 5/21/2020 in Washington County Sessions Court.

On 4/20/20, officers of the Johnson City Police Department arrested Troy A. Wilder (1303 N. Barton St., 36 years old) and charged him with felony evading arrest and driving on a revoked license.

 

On 4/19/20 at approximately 12:15 a.m., officers initiated a traffic stop on a vehicle in which Mr. Wilder was the front seat passenger. When the vehicle stopped, Mr. Wilder forced the driver to exit the vehicle and shifted into the driver’s seat. Mr. Wilder then fled the traffic stop in the vehicle and officers were unable to locate him.

 

Mr. Wilder was taken into custody after officers located him outside his residence at 1303 N. Barton St. Mr. Wilder was transported to the Washington County Detention Center where he is being held on a $10,000 bond. Arraignment is set for 1:30 p.m. on 4/21/20 in Washington County General Sessions Court.
