On 3/6/2020, officers of the Johnson City Police Department arrested Dominque R. Adeyinka (704 University Pkwy., 28 years old) and charged him with convicted felon in possession of a handgun, possession of unlawful drug paraphernalia and failure to operate headlights.

 

At approximately 10:20 p.m., officers conducted a traffic stop on a vehicle for a light law violation at the intersection of Orleans St. and Jay St. Officers smelled the odor of marijuana emitting from the inside of the vehicle. Officers utilized a police K9 to conduct a free air sniff of the exterior of the vehicle. The K9 gave a positive alert to the odor of illegal narcotics, which resulted in a search of the vehicle. A search revealed a grinder, with what is believed to be marijuana residue, inside the vehicle along with a loaded handgun. Further investigation revealed that Adeyinka had a felony conviction on his criminal record.

 

On 3/6/2020, Adeyinka was transported to the Washington County Detention Center, where he is being held in lieu of an $11,000 bond. Arraignment is set for 1:30 p.m. on 3/9/2020 in Washington County General Sessions Court.

On 3/7/2020 at 7:00 a.m. Officers of the Johnson City Police Department arrested Brandon Delano (D.O.B. 9/24/1970, General Delivery. Johnson City, TN) and charged him with Burglary and Theft of Property Under $1000.

Officers were dispatched to Walmart, 3111 Browns Mill Rd. to investigate two separate shoplifting incidents that occurred on 2/25/2020 and 3/5/2020. Brandon Delano had entered the store on both dates and concealed various merchandise and exited the store. Further investigation revealed, Delano had signed a trespass notice at Walmart on W. Market St. on 5/14/2019 and had previously been convicted of Shoplifting at Walmart in Washington County Sessions Court on 5/21/2019.

Delano was apprehended on warrants at 207 E. Mountcastle Dr. He was arrested and transported to Washington County Detention Center where he is being held on a $22,000.00 bond. An arraignment is set for 3/9/2020 at 1:30 p.m. in Washington County General Sessions Court.

On 03/02/2020, the Johnson City Police Department arrested David Lynn Tucker (30 years old, 112 N Creek Dr, Johnson City). Mr. Tucker was charged with theft over $1,000.

This arrest comes as a result of an investigation into a stolen vehicle in the Keystone Community. It was found that after the theft, Mr. Tucker sold the vehicle to be scrapped. 

On 03/02/2020, David Tucker was placed under arrest and booked into the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.  Mr. Tucker’s next court date is set for 3/17/2020 in Washington County General Sessions Court.

On 3/9/20, officers of the Johnson City Police Department arrested Hayley Boyd (124 Pond Rd, Jonesborough, TN) 27 years old and charged her with shoplifting, criminal trespassing, simple possession, and identity theft.

At approximately 1:00 p.m., officers responded to Walmart for a reported shoplifter. Mrs. Boyd was found to have concealed numerous pieces of merchandise. Upon making contact with Mrs. Boyd she provided the name, birthdate, and social security number belonging to a family member, which she claimed was her own. It was later found that she had provided a false identity to hinder officers from finding an active warrant for her arrest and that she had been previously trespassed from all Walmart locations. Mrs. Boyd was also found to be in the possession of marijuana, Xanax, and Suboxone. 

Mrs. Boyd was placed under arrest and transported to the Washington County Detention Center, where she is being held on a $2,500 bond. Arraignment is set for 1:30 p.m. on Tuesday, 3/10/20 in Washington County General Sessions Court.

On 03/10/2020, the Johnson City Police Department arrested Christopher Sparks (31 years old, General Delivery). Mr. Sparks was charged with theft over $1,000.

This arrest comes as a result of an investigation into a stolen generator at East Tenn Rent-Alls. It was found that Mr. Sparks rented a generator on 04/21/2018, valued at $1,500, and failed to return it. On 07/11/2018, a report was filed and an arrest warrant was later issued.  

On 03/10/2020, Christopher Sparks was placed under arrest and booked into the Washington County Detention Center, where he is being held in lieu of a $350 bond.  Mr. Sparks’ next court date is set for 3/11/2020 in Washington County Sessions Court.

On 03/12/20, the Johnson City Police Department arrested Eric Jordan Stowell (Homeless, 28 years old) and charged him with one count of vandalism over $2,500, four counts of reckless burning and one count of theft under $1,000. 

The arrest comes as a result of an investigation into a set of suspicious fires that occurred at Iris Glen Waste Management area (1705 E Main St) on the afternoon of 3/8/20. Further examination of the area revealed there had been extensive vandalism conducted to the main office at this same location. Stowell was developed as a suspect in this incident, due to him having been arrested earlier this same day while still carrying a sign that had been removed from Iris Glen property.

Stowell was served with a warrant at the Washington County Detention Center where he was being held on unrelated charges. Stowell is being held in lieu of a $10,000 bond. An arraignment is set for 10:30 a.m. on 3/13/20 in Washington County General Sessions Court.

On 03/14/2020, officers of the Johnson City Police Department arrested Heather Campbell (39 years of age) 815 E. Maple St. Johnson City TN 37601, and charged her with one count each of Identity Theft, Forgery, Driving Under the Influence, Driving on a Revoked License and Financial Responsibility.

 

The arrest was the result of a person driving erratic and possibly under the influence. The caller told E911 a white Honda bearing TN Tag 7J38Y3 swerved across multiple lanes of traffic and struck a sign on N. Roan St. The caller followed the vehicle into the parking lot of 2000 N. Roan St.  (Taco Bell). Officers arrived and observed the Honda occupied by one female parked in the parking lot. Officers made contact with Heather Campbell. She was uneasy on her feet and could not balance. Officers asked if she would perform Field Sobriety due to her condition. She agreed and performed poorly. Due to her condition officers felt she was not able to operate a vehicle safely and placed under arrest for suspicion of driving under the influence. I asked Heather Campbell for her information and she gave the identity and info of her twin sister. She consented to have a blood withdrawal and signed her twin sister’s name on the form.  Heather Campbell was subsequently booked in under her twin sister’s name at the Washington County Detention Center. Later into the evening Heather Campbell admitted to Correction Officers her true identity. Heather Campbell had a Revoked license and no Financial Responsibility.

 

New charges were added to the existing warrant and her sister name was taken off as the suspect. Heather Campbell is being held in lieu of a $17,000 bond. A preliminary hearing is set for 1:30 p.m. on 03/16/2020 in Washington County General Sessions.

On 3/14/2020, Officers of the Johnson City Police Department arrested Valerie Saylor (112 Mountain View Circle, 37 years old) and charged her with Criminal Simulation and Simple Possession.

At approximately 7:50 p.m., officers responded to 3111 Browns Mill Rd. in reference to a shoplifting that had already occurred. Officers made contact with Ms. Saylor who was found to have a counterfeit $100.00 bill, as well as suboxone and marijuana in her possession. Ms. Saylor was placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of an $11,000 bond. Arraignment is set for 1:30 p.m. on 3/16/2020 in Washington County General Sessions Court.

     On 3/15/2020 at 3:25 p.m. Officers of the Johnson City Police Department arrested Willie Caffey (D.O.B. 12/05/58, 1106 Fremont St, Johnson City, TN) and charged him with Manufacture/Deliver/Sell Controlled substance, Simple possession/casual exchange and Unlawful Drug Paraphernalia

     Officers were dispatched to Roadrunner Mart 900 Sunset Dr. to investigate a 911 call of a man down in his vehicle in the parking lot.  Upon the Officers arrival they discovered a male with an open bottle of an alcoholic beverage in his lap and not answering to knocks on his car window. The Officers opened his door to check on him and he woke up when his car door was opened. Further investigation revealed that he was in possession of crack cocaine and drug paraphernalia. He was arrested and transported to Washington County Detention Center where he is being held on a $4000.00 bond. An arraignment is set for 3/16/2020 at 1:30 p.m. in Washington County General Sessions Court.

On 3/17/2020, officers of the Johnson City Police Department arrested Christopher A. Spears (100 Kings Rd,, 23 years old) and charged him with burglary and theft of property under $1,000.

 

At approximately 2:30 p.m., officers responded to 3111 Browns Mill Rd., Walmart Supercenter, in reference to a male that had been detained by loss prevention employees for shoplifting. During the investigation, it was discovered that Mr. Spears had previously been trespassed from the establishment for prior shoplifting incidents. Mr. Spears was seen by employees concealing multiple electronic items passing all points of sale without paying for the items when he was apprehended.

 

On 3/17/2020, Mr. Spears was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment was set for 1:30 p.m. on 3/18/2020 in Washington County General Sessions Court.

On 03/19/2020, officers of the Johnson City Police Department arrested Kacei Pierce (125 Bayless Rd, Jones, 26 years old) and charged her with shoplifting and burglary.

 

On 03/19/2020, at approximately 3:52 p.m., officers responded to 3111 Browns Mills Rd., Wal-Mart Supercenter, in reference to a shoplifting. Ms. Pierce had concealed and swapped tags on numerous items. She passed all points of sale without rendering a total payment of $110.28. Additionally, asset protection provided a signed notification of restriction from Wal-Mart on 11/02/2019. Ms. Pierce has a prior shoplifting conviction from 06/19/2013.

 

On 03/19/2020, officers placed Ms. Pierce under arrest at Wal-Mart Supercenter. She was taken into custody and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 03/20/2020 in Washington County General Sessions Court.

On 03/19/2020, the Johnson City Police Department arrested Robin Moffitt (40 years old, 144 Mason St, Greeneville). Ms. Moffitt was charged with theft over $1,000 and abuse, neglect, or exploitation of an elder.

This arrest comes as a result of an investigation into a missing person report. It was found that Ms. Moffitt picked up the victim, an elderly male, from his home in Johnson City. Ms. Moffitt took the victim to Walmart where she made a purchase of $1095.50 using the victim’s debit card. Ms. Moffitt later returned the victim to his residence.   

On 03/19/2020, Robin Moffitt was placed under arrest and booked into the Washington County Detention Center, where she is being held on a $1,500 bond.  At this time the, Ms. Moffitt’s next court date has not been set.

On 03/20/2020, officers of the Johnson City Police Department arrested Douglas J. Palmer (125 George Bowers Rd., Elizabethton, TN 37643, 31 years old) and charged him with one count of Burglary.

The arrest is the result of an investigation for a report of a shoplifting occurring at 3111 Browns Mill Rd. Upon arrival officers made contact with the complainant who alleged that Mr. Palmer was shoplifting from the business before attempting to leave the premise. Mr. Palmer was alleged to have stolen various merchandise valued respectively worth $169. He was observed on video surveillance concealing items and being a lookout while his fiancé placed items into a backpack. While exiting the premise Mr. Palmer was detained at the front vestibule and escorted to the loss prevention office for processing. Once in the loss prevention office it was discovered that Mr. Palmer was trespassed from Walmart property and had direct knowledge that he was not supposed to be on the premise. Mr. Palmer was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $3,000 Bond. His arraignment hearing is set for 01:30 p.m. on 03/23/2020 in Washington County General Sessions Court.

     On 3/18/20, officers of the Johnson City Police Department arrested Carrie Stephens (217 Toll Branch Spur, Johnson City, TN. 37601, 40 years old) and charged her with two counts of aggravated assault, shoplifting, and introduction of contraband into a penal facility.

     On 3/13/20 at approximately 8:30 p.m. officers were dispatched to Belk Department store in reference to a shoplifting. Prior to officer’s arrival dispatch stated that the suspect, later identified as Carrie Stephens, had fallen into a hole and threatened to stab two loss prevention associates with a needle. The investigation revealed that Stephens had concealed approximately $360 worth of jewelry in her underwear. A search of her pocketbook revealed a broken needle. In addition to the jewelry, Stephens attempted to steal two jackets valued at $130 and a pocketbook valued at $78. Stephens was then transported to the Washington County Detention Center. In the booking area Stephens attempted to ingest two white pills. Stephens is being held in lieu of a $36,000 bond. Arraignment was set on 3/19/20 and a preliminary hearing was scheduled for 4/2/20 in Washington County General Sessions Court.

On 3/22/2020, officers of the Johnson City Police Department arrested Jason Nickles (45 years old, 1009 Buffalo St., Apt. 4) and Angela Ashley (41 years old, 216 S. Main St., Elizabethton) on multiple felony charges resulting from an attempt to evade police officers.

 

On 3/22/2020 at approximately 5:30 a.m.,  officers responded to 216 McKinley Church Rd. on a 911 call of suspicious persons behind the residence. Nickles and Ashley attempted to flee the premises in a blue Chrysler Town and Country van as officers approached, nearly striking them in the process.  The van repeatedly rammed a stationary police car multiple times before becoming stuck in mud.  Ashley then fled on foot and was apprehended after a brief pursuit. She then fraudulently used another person’s identification in an attempt to mislead police and medical personnel.

 

0n 3/22/2020, Nickles was arrested on two counts of Aggravated Assault, Evading Arrest, Driving on a Revoked License and Resisting Arrest. He was booked into Washington County Detention Center and was being held under a bond of $102,000. Ashley was charged with Identity Theft, Assault, Evading Arrest and Resisting Arrest. She was booked in under a $4,000 bond. Nickles and Ashley have arraignment set in Washington County General Sessions Court for 3/23/2020 at 1:30 p.m.

On 3/27/20, officers of the Johnson City Police Department arrested Michael Jeremy Grindstaff, (General Delivery, Johnson City, Tn. 39 years old) and charged him with aggravated assault, introduction of contraband into a penal facility, and vandalism. 

 

At approximately 7:15 a.m.,  officers observed Mr. Grindstaff vandalizing the business of Capone’s at 227 W. Main St.  As officers approached and identified themselves,  Mr. Grindstaff pulled a knife out in a threatening manner and was disarmed by officers without incident.  Mr. Grindstaff was placed under arrest and transported to the Washington County Detention Center.  During a search at the detention center Mr. Grindstaff was found to be in possession of two hypodermic needles that he had placed in a body cavity.

 

Mr. Grindstaff is currently being held in the Washington County Detention Center in lieu of a $30,000.00 bond,  arraignment is set for 1:30 p.m. on 3/30/20 in Washington County Sessions Court.

On 3/29/2020, officers of the Johnson City Police Department arrested Katlin Strickler (114 Meadowview Dr. Jonesborough, TN 20 years old) and William Gross (1616 Seminole Dr. #110, Johnson City, 21 years old), charging each with aggravated domestic assault.

 

At approximately 11:25 p.m. officers responded to 1616 Seminole Dr. in reference to a physical domestic disturbance. Officers located Strickler and Gross covered in blood from a physical altercation. There were conflicting accounts of the events that took place regarding who started the fight, and who escalated the violence. Strickler stated she was placed into a choke hold by Gross. Gross stated that Strickler brandished a knife and pointed it at him during the incident.

 

On 3/29/2020, Stickler and Gross were placed under arrest and transported to the Washington County Detention Center, where they are being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 3/30/2020 in Washington County General Sessions Court.

      On 03/31/2020, the Johnson City Police Department arrested James Clay (37 years old, General Delivery). Mr. Clay was charged with Burglary, Theft under $1,000 and Resisting Arrest.

This arrest comes as a result of an investigation into a burglary that occurred at the Greer Convenience Store (815 W Walnut St). Upon investigation, it was found that Mr. Clay used a large rock to break a window to the business where he was able to take approx. $105 worth of merchandise. Mr. Clay was later located by officers and upon being detained, attempted to flee.

     

      On 03/31/2020, James Clay was placed under arrest and booked into the Washington County Detention Center, where he is being held on a $12,000 bond.  Mr. Clay’s arrangement is set for 04/01/20 at 1:30P.M .

On 4/2/2020, officers of the Johnson City Police Department arrested Emory Jackson (1 Preservation Circle 40 years old) on a warrant for 2 counts of aggravated assault, aggravated burglary, and theft of property.

 

On 4/2/20 at approximately 7:43 p.m., officers responded to the area of 3406 W Market St. in reference to Mr. Jackson seen leaving the Park N Stay Motel.  While in route officers observed Mr. Jackson in the parking lot of the EZ Discount Tobacco Store on W. Market Street.  Officer placed Mr. Jackson into custody. 

 

Mr. Jackson was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $40,000 bond.  Arraignment is set for 1:30 p.m. on 4/3/20 in Washington County Sessions Court.
