On 12/28/2019, officers of the Johnson City Police Department arrested Robert Swatzell (36 years old) of 199 Norman Joines Rd. in Elizabethton TN 37643, and charged him with one count of Theft of Property over $10, 000.

 

The arrest was the result of an investigation into a string of thefts that occurred at Simply Mac, 2011 N Roan St.  An employee noticed a total of 26 items had been taken out of the inventory and could not be accounted for.  The items included 20 Iphones, a Macbook, two Ipads, cables and a case.  The approximate total value of the items were $19, 000.  During their investigation, they noticed another employee, Mr. Robert Swatzell, had been performing unusual tasks in the store recently.  After the complainant obtained the list of items taken, he confronted Mr. Swatzell on 12/28/19.  At this point, Mr. Swatzell admitted to having taken the items.

 

Robert Swatzell was taken into custody and transported to the Washington County Detention Center. He is being held in lieu of a $10,000 Bond. A preliminary hearing is set for 1:30 p.m. on 12/30/19 in Washington County General Sessions Court.

On Monday, 12/30/19, officers of the Johnson City Police Department arrested Tyler Ingram (23 years old, 485 Woods Rd, Bluff City) on the charge Aggravated Assault, four counts.

On 12/30/19 at approximately 5:28 a.m., officers received a 911 call from a driver on University Parkway stating that a passenger in another vehicle had pointed a handgun at him out of the car window.  The 911 caller followed the vehicle, and officers were able to conduct a traffic stop.  Investigation discovered a firearm in the car, and witness/victim statements indicated that a passenger, Defendant Tyler Ingram, had brandished the firearm out the window at four different victims in two separate vehicles. 

The Defendant was placed into custody on four separate counts of Aggravated Assault and transported to the Washington County Detention Center where he is being held in lieu of $50,000 bond.  Arraignment was set for 1:30 p.m. on 1/2/20 in Washington County General Sessions Court.

On 12/30/19, the Johnson City Police Department arrested Nathaniel Boggs (30 years old, 76 Mount Vernon Rd Bristol, VA) and charged him with being a  Fugitive from Justice.  

 

At approximately 9:45 p.m.,  officers investigated a traffic crash on Plymouth Rd.  The driver of one of the involved vehicles, Mr. Boggs, was found to have multiple warrants out of Mobile, Alabama for drug related charges. 

 

Mr. Boggs was placed under arrest and transported to the Washington County Detention Center, where he is being held with no bond.  arraignment is set for 1:30 p.m. on 12/31/2019 in Washington County Sessions Court.

On 1/2/20, officers of the Johnson City Police Department arrested Tiffany R. Rhea (105 W 8th Ave., 34 years old) and charged her with one count each of aggravated burglary, simple assault, and vandalism under $1,000.

 

At approximately 3:20 a.m. on 1/2/20 officers responded to 400 W Chilhowie Ave. in reference to a subject breaking a window of the residence. The suspect was gone when officers arrived. Once officers left the scene they were called back due to suspect Tiffany Rhea returning to the scene and entering the residence after breaking another window out.  Police located Ms. Rhea in the kitchen of the residence where the homeowner had restrained her. Upon further investigation it was discovered that Ms. Rhea had assaulted the resident once inside. She was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 10:30 a.m. on 1/3/20 in Washington County General Sessions Court.

On 01/03/2020, Officers of the Johnson City Police Department arrested Kevin T. Hendrix (General Delivery, Johnson City, TN 43 years old) and charged him with Aggravated Burglary.

On 01/03/2020 at 00:30 hours, Officers responded to 2822 W. Walnut St. Apt. 4 in reference to a burglary in progress. The victim told 911 that she was notified by her neighbor that her ex-boyfriend had broken into her apartment. Officers responded to the scene and discovered Mr. Hendrix was at the neighbor’s house. Further investigation revealed that Mr. Hendrix had recently moved out of the victim’s apartment and had no reason to be there. Mr. Hendrix was advised of his Miranda Rights and he admitted that he broke into the victim’s residence because he did not have a key. He also advised that he planned on consuming the victim’s food and use her shower.

Officers arrested Mr. Hendrix and he was transported to the Washington County Detention Center, charged with Aggravated Burglary. Mr. Hendrix’s bond was set at $20,000 and his arraignment was set for 01/03/2020 at 10:30 a.m.

     Officers of The Johnson City Police Department arrest Twana S. Taylor, 37 years old of Johnson City, Tennessee. During the months of October and November of 2019, Investigators of The Johnson City Police Department began an investigation into the sales of methamphetamine being distributed by Twana S Taylor. During these months Ms. Taylor sold methamphetamine to an individual acting on behalf of law enforcement four different times. Ms. Taylor was located this date and placed under arrest for four counts of Sale of methamphetamine. Ms. Taylor was transported to Washington County Detention Center on these charges. Twana Taylor is being held on a $25,000.00 bond and is scheduled to appear in Washington County General Sessions Court on 1/06/2020.

On 1/3/20, officers of the Johnson City Police Department arrested Joshua Depriest (2914 Russum Ave., Johnson City, 43 years old) and charged him with domestic aggravated assault.

 

On 1/3/20 at 11:18 p.m., officers responded to Russum Ave. regarding a man with a shotgun. Upon arrival, officers located Depriest in his garage with a shotgun on his lap. Depriest was given multiple commands to place the weapon on the ground. He was taken into custody without further incident. The investigation revealed that Depriest had pointed the weapon at a family member.

 

On 1/3/20, Depriest was placed under arrest and was transported to the Washington County Detention Center, where he is being held in lieu of a 15,000 bond. Arraignment is set for 1:30 p.m. on 1/6/20 in Washington County General Sessions Court.

On 1/5/20, officers of the Johnson City Police Department arrested Cody L Shaw (135 A J Willis Rd. Jonesborough, TN) 28 years old and charged him with Felony Evading, Reckless Driving, Falsifying Auto Plates, Driving left to center, illegal use mobile device, and driving on a revoked license for DUI.

At approximately 8:21 a.m., officers initiated a traffic stop on a beige Mazda tribute pulling a large trailer that was driving reckless and all over the roadway on Greenwood Dr. The driver refused to stop for officers and continued to travel on Greenwood Dr. towards the county. With the assistance of the Washington County Sheriff’s Office, they were able to stop the vehicle and Mr. Shaw was taken into custody without incident. During the investigation the license plate was discovered to be covered up with duct tape and the Mr. Shaw’s license was shown to be revoked for a previous DUI charge. Mr. Shaw also admitted to using his mobile device while driving.

Mr. Shaw was transported to the Washington County Detention Center,  where he is  being held in lieu of a $3,000 bond, arraignment is set for 1:30 p.m. on 1/6/20 in Washington County General Sessions Court.

On 1/5/20, officers of the Johnson City Police Department arrested Joseph L. McDonald (618 N. Barton St., Johnson City, 41 years old) and charged him with two counts of aggravated assault.

 

At approximately 5:00 p.m., officers responded to a domestic disturbance at the victim’s residence, where she advised Mr. McDonald initiated a verbal argument between herself and another male. The verbal altercation escalated at which point Mr. McDonald produced a firearm and pointed it at both the victim and the other male. The victim then stated that Mr. McDonald fled on foot to a nearby residence.

 

Mr. McDonald was located at 612 N. North St. inside the residence. Mr. McDonald was placed under arrest and transported to the Washington County Detention Center where he is being held on a $20,000 bond. Arraignment is set for 1:30 p.m. on 01/06/20 in Washington County General Sessions Court.

On 1/4/2020, officers of the Johnson City Police Department arrested Benjamin Price (1704 Woodridge Dr., Johnson City, 28 years old) and charged him with (2 cts.) aggravated assault (domestic) and simple assault (domestic).

 

At approximately 10:45 p.m., officers responded to the residence after receiving a call from a family member indicating that Price was armed and very intoxicated. Officers arrived at the home and met with the parents safely outside. Officers entered the residence and took Price into custody without incident.

 

Price was transported to the Washington County Detention Center, where he is being held in lieu of a $40,000 bond. Arraignment is set for 1:30 p.m. on 1/6/2020 in Washington County General Sessions Court.

On 01/06/2020, officers of the Johnson City Police Department arrested Dana Stevens (117 River Bluff Way, Bluff City, 18 years old) and charged him with felony vandalism.

 

On 12/07/2019, at approximately 9:00 p.m., officers responded to 3111 Browns Mill Rd., Wal-Mart, in reference to vandalism. The investigation revealed that a total of 59 paint buckets and 1 shelf had been spray painted. After assessing the extent of the damages, it was determined that the merchandise could no longer be sold. The damages totaled $1,320.00. Stevens’ identity was obtained with assistance from Loss Preventions Officers at Wal-Mart.

 

On 01/06/2020, officers of the Bluff City Police Department located Stevens at his residence. He was taken into custody and transported to the Washington County Detention Center, where he is being held in lieu of a $1,500 bond. Arraignment is set for 1:30 p.m. on 01/06/2020 in Washington County General Sessions Court.

On Monday, January 6, 2020, officers of the Johnson City Police Department arrested Joseph McDonald (618 N Barton St, 41 years old) and charged him with Burglary and Theft Under $1000.

On Saturday, January 4, 2020, officers were dispatched to 2912 Bristol Hwy (Wicom Mobile), in reference to the business being burglarized. Joseph McDonald was identified as the suspect.  

On Sunday, January 5, 2020, officers made contact with Joseph McDonald at 612 N North St. Mr. McDonald had several of the stolen products in his possession. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 pm on Monday, January 6, 2020.

On Friday, January 3, 2020, officers of the Johnson City Police Department arrested Jonathan Aloisio (3661 Old State Route 34, Limestone, TN, 37681, 44 years old) and charged him with theft over $2,500.

On Monday, December 23, 2019, Aloisio was involved in a hit and run. At the time of the crash, he was pulling a 24 foot trailer. The victim to the hit and run followed Aloisio and witnessed him stop and unhook the trailer, then fled once again.

On Monday, December 30, 2019, a citizen reported a 24 foot heavy duty trailer had been stolen and it was identified as the same trailer that Aloisio was in possession of.

Officers soon located Jonathan Aloisio on foot after the hit and run. He was arrested for leaving the scene of an accident, among other unrelated charges. Aloisio was transported to the Washington County Detention Center.

On Friday, January 3, 2020, a warrant was issued for Jonathan Aloisio for theft over $2,500 and he was served while still in custody at the Washington County Detention Center. Arraignment is set for 09:30 am on January 7, 2020 in Washington County General Sessions Court.

    On January 7, 2020, at approximately 3:42 p.m., officers responded to the parking lot at 1735 W. State of Franklin Rd in reference to a vehicle being stolen.  Officers met with the victim who provided a detailed description of the vehicle.  Shortly thereafter, officers located the vehicle on the parking lot of 2120 S. Roan St.  The driver, later identified as suspect Ralph Cross, age 40 of 1031 Eastern Private Dr. in Kingsport, Tn, refused to comply with lawful commands to exit the vehicle, therefore, the driver’s window was broken out in order to remove him from the vehicle.  Mr. Cross was placed under arrest and charged with Theft of Property (Motor Vehicle) over $10,000 and Resisting Arrest.  He was transported to the Washington County Detention Center where he is being held in lieu of $11,000 bond.  Arraignment is set for 1:30 p.m. on January 8, 2020, in Washington County General Sessions Court.

On 1/8/20, the Johnson City Police Department arrested Roy Morgan (114 McClain St, 69 years old) and charged him with worthless checks over $1,000.  

The arrest comes as a result of an investigation into a check that was passed at Tri City Transmission (225 W Market St) on 6/13/19 and was returned days later as being from an account with insufficient funds.

Multiple attempts were made to contact Morgan, but no correspondence was returned.  Morgan was charged with one count of writing a worthless check over $1,000. 

Roy Morgan was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,500 bond. Arraignment is set for 1:30 p.m. on 1/9/20 in Washington County General Sessions Court.

On 1/8/20, the Johnson City Police Department arrested Daeszhon Smith (112 Wilson Ave, 24 years old) and charged him with aggravated burglary, aggravated assault and simple possession.

The arrest comes as a result of an investigation into a reported home invasion that happened on 1/8/20 at 110 Wilson Ave #2. Upon arrival to the apartment, Officers of the Johnson City Police Department located Smith inside of the victim’s apartment. The witnesses and victim stated Smith accused the victim of stealing property from him. The altercation led into the apartment; at which point, Smith was alleged to have pulled a handgun and further threatened the victim. A black handgun was located inside the residence. After being taken into custody, a substance consistent with that of marijuana was located on Smith’s person.   

Daeszhon Smith was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $71,000 bond. Arraignment is set for 1:30 p.m. on 1/9/20 in Washington County General Sessions Court.

On 01/08/2020, officers of the Johnson City Police Department arrested Joshua N. Lowe (605 Thru Dr., Pounding Mill, VA, 28 years old) and Anastasia G. Shortridge (902 E 3rd St, Richlands, VA, 19 years old) and charged them with being fugitives from justice.

At approximately 03:06 a.m., officers responded to 112 Sunset Dr. (Kroger) to check the welfare of two subjects who had been at the location for an extended period of time. After Officers made contact with Lowe and Shortridge, Officers discovered that both subjects had full extradition arrest warrants issued out of Tazewell, Va. During the investigation, officers learned that Lowe was wanted for failure to appear on the original charge of Failure to Report a Crime. Shortridge was wanted for failure to appear from the original charge of Hit and Run. After confirmation of the warrants and extradition, Officers took Lowe and Shortridge into custody for the offense of fugitive from justice. Both were transported to the Washington County Detention Center, where they are awaiting a bond hearing. Arraignment is set for 1:30 p.m. on 1/8/2020 in Washington County General Sessions Court.

On 01/09/20, the Johnson City Police Department arrested Joseph McDonald (618 North Barton Street, Johnson City, Tennessee 37604, 41 years old) and charged him with burglary and theft over $2,500.

 

On 12/12/19, officers of the Johnson City Police Department responded to a report of a theft of tools from 525 Sells Ave (Summers Taylor Construction Site.) The resulting investigation revealed that Joseph McDonald cut the lock off of a storage container and ultimately took six power tools, valued at $4,850, during the night.

 

Joseph McDonald was served with a warrant for Burglary/Theft of Property over $2,500 at the Washington County Detention Center, where he is incarcerated for a previous burglary. McDonald is being held in lieu of a $6,000 bond with an arraignment scheduled for 10:30 p.m. on 1/10/20 in Washington County General Sessions Court.

On 1/10/2020, officers of the Johnson City Police Department arrested Tonya C. Hammonds (2444 Pondella Ave., Kingsport, 49 years old) and charged her with identity theft and simple possession.

 

At approximately 2:40 a.m., officers conducted a traffic stop on a vehicle displaying a registration plate that was not issued to it. Hammonds was identified as a passenger in the vehicle. Upon initial contact she provided a false identity. After officers were able to positively identify Hammonds, it was found that she has two felony warrants from Sullivan County Criminal Court. It is believed that Hammonds provided a false identity to avoid officers finding her active warrants. She was also found to be in possession of a diverted prescription drug.

 

On 1/10/2020, Hammonds was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $11,000 bond. Arraignment is set for 10:30 a.m. in Washington County General Sessions Court.

On January 11, 2020, at approximately 5:30 p.m., officers of the Johnson City Police Department were called to a wooded area in the 2800 block of W Walnut St. in reference to the discovery of a deceased white male, approximately 60 years of age. Upon arrival it was determined that the victim was deceased, the result of what appeared to be, a suicide. This is an ongoing investigation and no further information will be released at this time.
