On 12/11/2019, officers of the Johnson City Police Department arrested Glenn Solomon Jr (41 years old) of 1309 Lynnwood Dr, Johnson City, TN 37601 and charged him with one count of being a Fugitive from Justice.  The arrest was the result of an active warrant from the Harris County Sherriff’s Office in Houston, Texas.  Harris County contacted the Johnson City Police Department with information that Mr. Solomon was currently residing at 1309 Lynnwood Dr. in the city limits.  Officers responded to that residence and were able to make contact with Mr. Solomon on the premises.  He was positively identified and, subsequently, arrested and transported to the Washington County Detention Center.  He is currently being held in that facility awaiting a bond hearing with  a preliminary hearing  set for 1:30 pm on 12/12/2019 in Washington County General Sessions Court.

According to an annual survey conducted by the National Association of State Directors of Pupil Transportation Services, throughout the school year there are more than 17 million violations that put children entering and exiting a school bus at risk nationwide. Most of those incidents are because a driver ignored the stop sign arm and flashing red lights on a school bus. In an attempt to increase driver awareness and keep our school-aged children safe when boarding and de-boarding school buses, the Johnson City Police Department
will be conducting extra traffic enforcement in areas that frequently have reports of vehicles driving past stopped school buses. 

“Failing to stop when approaching a stopped school bus is a misdemeanor punishable by a fine of between $250 and $1,000,” said Johnson City Police Officer Adam Miller. “We take these violations very seriously, as they jeopardize the safety of our children as well as the motoring public and pedestrians.”

Tennessee State Law requires all vehicles to come to a complete stop at a safe distance from a stopped school bus when traveling in the same direction. Drivers traveling in the opposite direction must stop unless there is a physical barrier dividing the road or pavement. Drivers are also required to stop for a stopped school bus if there is a two-way continuous turn lane.

In addition to reminding drivers to stop for school buses, the Johnson City Police Department also encourages parents to review with their students best practices for school bus stop safety. Parents should accompany younger children to and from the bus stop and remain with them as they wait for the bus. All students should stand back from the curb and confirm all traffic has stopped before entering the road to board the school bus or stepping into the road to exit the school bus.

“The Johnson City Police Department is asking drivers to be alert and allow our children to arrive to and from school safely,” said Sgt. Sparks. “During these months that bring cold weather and hazardous driving conditions we ask drivers to be even more vigilant.”

Miller reminds drivers to clear their windows of frost, ice, or snow, be aware of road conditions and pay attention as school buses stop often.

Parents and drivers are encouraged to report locations where traffic is not obeying the laws during school bus stops to the Johnson City Police Department.

Tennessee Law 55-8-151: The driver of a vehicle upon a highway, upon meeting or overtaking from either direction any school bus that has stopped on the highway for the purpose of receiving or discharging any school children, shall stop the vehicle before reaching the school bus, and the driver shall not proceed until the school bus resumes motion or is signaled by the school bus driver to proceed or the visual signals are no longer actuated. The driver of a vehicle upon a highway with separate roadways need not stop upon meeting or passing a school bus that is on a different roadway or when upon a controlled-access highway and the school bus is stopped in a loading zone that is a part of or adjacent to the highway and where pedestrians are not permitted to cross the roadway.  For the purpose of this subsection (a), "separate roadways" means roadways divided by an intervening space that is not suitable to vehicular traffic.

On 12/12/19, the Johnson City Police Department arrested Christopher Lee Michaels (1112 King Springs Rd, 30 years old) and charged him with auto burglary and theft under $1,000.

The arrest comes as a result of an investigation of an auto burglary that occurred at 105 S Boone St (First Presbyterian Church) on 11/17/19. The victim was attending a meeting at the church. When the victim returned to his vehicle, he found someone had entered it and stolen multiple items. During the course of the investigation, Christopher Michaels was developed as a suspect.   

Michaels was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $2,500 bond. Arraignment is set for 10:30 a.m. on 12/13/19 in Washington County General Sessions Court.

On December 12, 2019, at approximately 4:52 p.m., officers of the Johnson City Police Department were called to a parking lot of The Double Tree Inn, 211 Mockingbird LN. in reference to an unresponsive male located in a vehicle. Upon arrival it was determined that the victim was deceased, the result of what appeared to be, a self-inflicted gunshot wound.  This is an ongoing investigation and no further information will be released at this time.

On December 16, 2019, the Johnson City Police Department arrested Christopher Milhorn (35 yrs old, 161 Earl Ave. Elizabethton) and charged him with Auto Theft over $10,000. 

The arrest stems from an investigation into the theft of a 2015 Kia Sedona van from Econo Lodge, 207 E. Mountcastle Dr, on July 12, 2019.  The victim had been come in from out of town and met up with Mr. Milhorn, who was a childhood friend of his wife.  Mr. Milhorn allegedly took the van after they fell asleep. 

Mr. Milhorn is being held in the Washington County Detention Center in lieu of a $5,000 bond.  He is scheduled for Arraignment in General Sessions Court on Tuesday December 17, 2019 at 10:00 am.

On 12/17/19, officers of the Johnson City Police Department arrested Daniel A. Brent (114 Victory Ln., 28 years old) and charged him with aggravated assault (domestic).

 

At approximately 9:39 p.m., officers responded to the victim’s home regarding a stabbing. Upon arrival, it was discovered Brent had started a verbal altercation with the victim. He then took the victim’s phone and ultimately grabbed a knife and threatened the victim. The victim was able to get the knife away from Brent and also struck Mr. Brent with a golf club in self-defense.  The victim was able to get away from Brent and called 911.

 

Mr. Brent was placed under arrest and was transported to the Washington County Detention Center, where he is being held in lieu of a 25,000 bond. Arraignment is set for 1:30 p.m. on 12/18/19 in Washington County General Sessions Court.

On 12/17/19, officers of the Johnson City Police Department arrested Brittney Lacy (213 Longview Ave, Jonesborough, TN, 30 years old) and charged her with driving under the influence 4th offense, leaving the scene of an accident, violation of DL restrictions, following too closely, and simple possession.

At approximately 4:00 p.m., officers responded on a crash at the intersection of N State of Franklin Rd and W Oakland Ave. Upon arrival officers made contact with one of the drivers of the crash who advised them that a gray vehicle had just left the scene. The vehicle was located and stopped by officers a short distance from the crash site. The driver was identified as Brittney Lacy, and investigation led to Lacy being placed under arrest for DUI 4th offense. A search of the vehicle led to the discovery of .92g of marijuana inside of the middle console.

Ms. Lacy was placed under arrest for driving under the influence 4th offense, leaving the scene of an accident, following too closely, violations of DL restrictions, simple possession, and transported to the Washington County Detention Center, where she is being held in lieu of a bond hearing.

Arraignment is set for 1:30p.m. on 12/18/19 in Washington County General Sessions Court.

On 12/19/19, officers of the Johnson City Police Department arrested Kenneth Miller (604 Pardee St, Johnson City TN, 37601, 40 years old.) and charged him with domestic aggravated assault.

At approximately 8:44 a.m., Officers were dispatched to 604 Pardee St. in reference to a domestic disturbance. When officers arrived they made contact with a female victim. During the investigation the victim stated the suspect, Kenneth Miller, struck her in the head with a glass plate.  Mr. Miller was taken into custody without incident. 

Kenneth Miller was arrested and transported to the Washington County Detention Center, where he is being held on bond set at $2,500.

Arraignment is set for 10:30 a.m. on 12/20 /19 in Washington County General Sessions Court.

On 12/19/19, officers of the Johnson City Police Department arrested Glenn K. Fitzgerald (1127 E. Main St. Apt. 1, 43 years old) and charged him with aggravated assault (domestic) .

 

On 12/17/19, at approximately 6:50 p.m., officers responded to W. Oakland Ave. and N. Roan St. in reference to a female getting pushed out of a moving vehicle and into the roadway. The investigation revealed that the victim had been into an altercation with her boyfriend, Glenn K Fitzgerald, where he had struck her multiple times with his fist, prior to pushing her out. The victim stated that she had tried to get out of the vehicle when it stopped but Fitzgerald continued to assault her. She stated that he pushed her from the vehicle while traveling on N. Roan St. The victim sustained road rash from the incident and stated that she believed her foot was ran over by the vehicle as Fitzgerald fled the scene.

 

A warrant was obtained for Fitzgerald and he was located at his residence this date. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 12/20/19 in Washington County General Sessions Court.

    On 12/20/19 at approximately 7:16 am., officers of the Johnson City Police Dept. responded to a motor vehicle crash with serious injuries in the 1000 block of E Watauga Ave.  Upon arrival, officers found that a 2016 Scion IA driven by Joe Greer Jr, 37, Gate City VA, was traveling east on E Watauga Ave when he struck a 2007 Honda Civic, which was parked on the right side of the road. After striking the Civic the Scion struck the vehicle owner Laurel Banner, 24, Erwin TN, who was scraping the ice from her windshield. Banner received serious injuries and is currently in the Johnson City Medical Center ICU. The investigation is being conducted by the Johnson City Police Department Traffic Crash Reconstruction Team as is ongoing.

On 12/21/2019, Officers of the Johnson City Police Department arrested Kevin O. Odell (505 Crown St., 53 years old) and charged him with Domestic Aggravated Assault.

At approximately 3:00 p.m., officers responded to a home shared by Mr. Oliver and the victim. The victim stated that during an argument, Mr. Oliver struck her with a hammer multiple times. The victim received minor injuries to her left hand and right arm as a result of the assault.

Mr. Oliver was placed under arrest without incident and transported to the Washington County Detention Center where he is being held in lieu of a $10,000 bond. Arraignment is set for 12/23/2019 at 1:30 p.m. in Washington County General Sessions Court.

     On 12/21/2019, the pedestrian, Laurel Banner, age 24, Erwin, TN, that was struck by a vehicle the day prior, died from injuries.  She was struck by a vehicle on E. Watauga Ave. near Oakland Ave. as she was cleaning ice from her vehicle’s windshield.  Ms. Banner had been receiving treatment at the JCMCH.  The ongoing investigation is being conducted by the Johnson City Police Department Traffic Crash Reconstruction Team.

On 12/20/19 officers of the Johnson City Police Department arrest Joseph McDonald (618 N Barton St, 41 years old) and charged him with Burglary and Theft Over $2500.

On 12/20/19 officers were dispatched to 616 Collins Dr (Precision Piping and Plumbing), in reference to a burglary at the business. The investigation led investigators to McDonald’s residence on N Barton St, where some of the property was recovered.

McDonald was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $15, 000 bond. McDonald is scheduled to appear in Washington County General Sessions Court for arraignment on 12/23/19 at 9:30 a.m.

On 12/23/19, officers of the Johnson City Police Department arrested Jonathan B. Aloisio, 3661 Old State Route 34, Limestone TN, 44 years old and charged him with driving on revoked license (first offense), failure to exercise due care, failure to maintain financial responsibility, leaving the scene of an accident, unlawful possession of a weapon, possession of methamphetamine with intent to resell, possession of unlawful drug paraphernalia, and possessing a firearm during commission of a dangerous felony. Officers also arrested Amy N. Hyder, 1005 Lincoln Ave Johnson City, TN, 37 years old and charged her with possession of methamphetamine with intent to resell and possession of unlawful drug paraphernalia.

At 1:29 a.m., officers responded to a hit and run crash at N. State of Franklin Rd. and W Market St. The victim advised 911 that she followed the vehicle that struck her to the area of 208 Lamont St, where the driver, Mr. Aloisio, and the passenger, Ms. Hyder, ran on foot from the vehicle. Officers were able to locate both Mr. Aloisio and Ms. Hyder hiding behind 601 W Watauga Ave. Two bags were located where Mr. Aloisio and Ms. Hyder were taken into custody. Inside the two bags officers located various drug paraphernalia, Methamphetamine, Marijuana, cash, and a firearm. Both Jonathan Aloisio and Amy N. Hyder were placed under arrest and transported to the Washington County Detention Center. Mr. Aloisio is being held in lieu of a $24,000 bond and Ms. Hyder is being held in lieu of a $10,000 Bond. Arraignments for Mr. Aloisio and Ms. Hyder are set for 1:30 p.m. on 12/23/19 in Washington County General Sessions Court.

On 12/24/19, officers of the Johnson City Police Department arrested Thomas C. Madison (1410 E. Watauga Ave., 53 years old) and charged him with aggravated domestic assault and simple domestic assault.

 

At approximately 8:52 a.m., officers responded to a possible domestic altercation at 1410 E. Watauga Ave. A family member of Madison advised that they were involved in a verbal argument. They stated the argument then escalated and Madison pushed them on the bed, then began choking them. Another family member of Madison heard the argument and attempted to pull Madison away to prevent the continuing assault. Madison then grabbed that family member by the hair and pulled them away from him.

 

On 12/24/19, Madison was placed under arrest and transported to Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 12/26/19 in Washington County General Sessions Court.

                                                                On 12/25/19, officers of the Johnson City Police Department arrested Jake M. Quillen (910 Bert St, 27 years old) and Laci M. Gossett (910 Bert St, 28 years old) and charged them with two counts auto burglary and theft of property under $1000. Mr. Quillen was also charged with simple possession schedule III, simple possession schedule IV, and unlawful drug paraphernalia.

 

At approximately 1:17p.m., officers responded to the victim’s house and she that she found Mr. Quillen and Ms. Gossett passed out in her fiancés work van. The victim also stated that her car had been rummaged through. After Mr. Quillen and Ms. Gossett were gone, the victims discovered that some personal items had be stolen from their vehicles. Officers located Mr. Quillen and Ms. Gossett at 910 Bert St. Mr. Quillen and Ms. Gossett both admitted to sleeping in the victim’s work van and taking items from both vehicles. Officers also found several Xanax and Suboxone as well as a syringe in Mr. Quillen’s possession after he was placed under arrest. 

 

Mr. Quillen and Ms. Gossett were placed under arrest and transported to Washington County Detention Center, where Jake M. Quillen is being held in lieu of a $20,000 bond and Laci M. Gossett is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 12/26/19 in Washington County General Sessions Court.

On 12/25/19, officers of the Johnson City Police Department arrested Gabriel Church, 500 Stanley Ave, 24 years old, and charged him with felony domestic vandalism.

At 7:35 pm, officers responded to the victim’s residence. He told officers that his son, Gabriel Church, appeared to be intoxicated and that he had destroyed approximately $1,630 worth of the victim’s personal property.

Mr. Church was placed under arrest for felony domestic vandalism. He was transported to the Washington County Detention Center where he is being held in lieu of a $2,000 bond. Arraignment is set for 12/26/19 in Washington County General Sessions Court.

The Johnson City Police Department will be placing additional officers on the streets this New Year’s holiday on the lookout for impaired drivers.  These high visibility “saturation patrols” will be conducted all weekend in partnership with the Tennessee Highway Safety Office (THSO) Booze It and Lose It impaired-driving campaign.  The THSO is providing grant overtime funding for the JCPD to conduct these DUI saturation patrols aimed at removing impaired drivers from city streets.

 

Drink and drive and you’ll get more attention that you want. The Johnson City Police Department and the Tennessee Highway Safety Office remind you: Booze It and Lose It. A DUI costs more than you think. The Johnson City Police Department reminds everyone that buzzed driving is drunk driving.  Tennessee’s legal blood alcohol concentration (BAC) limit is .08, but even a slight alcoholic “buzz” below that legal threshold can be unsafe for drivers and lead to their arrest for impaired driving.  The JCPD reminds everyone if you drive impaired, you can lose your license, your freedom, or your life. 

 

During last year’s New Year’s Eve holiday, beginning December 30, 2018 and ending January 1, 2019, Johnson City Police Department arrested five (5) motorists suspected of driving while impaired.  Johnson City Police Department will host high visibility DUI patrols to discourage the number of potentially impaired drivers on city roadways this weekend, and throughout New Year’s Eve helping to ensure the roads are as safe as possible for everyone to enjoy their holiday.

On 12/29/19, the Johnson City Police Department arrested Alexander Eastridge (20, 204 Dry Branch Rd., Laurel Bloomery) on charges related to a domestic altercation and setting off a fire alarm.

On 12/29/19 around 4 a.m., JCPD officers responded to 1109 University Pkwy., Apt. 2404, on a call of an assault. At the same time, Johnson City Fire Department units responded to a fire alarm at the same location. Officers located Eastridge outside the building and observed him to be intoxicated. The investigation revealed that he had assaulted his girlfriend and another female and was drinking under the age of 21. Furthermore, Eastridge had torn a fire extinguisher and its housing off a wall in the hallway of the building, thus activating the fire alarm for no legitimate purpose.

Eastridge was arrested on charges of False Reporting (Emergency Alarms), Domestic Assault, Simple Assault, Underage Consumption and Public Intoxication. He was subsequently booked into Washington County Detention Center in lieu of an $8,500 bond and is scheduled for arraignment on 12/30/2019 at 1:30 p.m. in Washington County Sessions Court.
