On 03/17/2019, officers of the Johnson City Police Department arrested Israel Branham of 104 Crockett Ct, Johnson City TN, (41 years old) and charged him with one count of Altering, Falsifying or Forging Auto Titles or Assignment of Plates TCA 55-5-116.

 

Officers performed a traffic stop at N Broadway St/E Myrtle Ave on a gold Saturn due to expired registration.  The driver was approached and found to have a revoked license through a search through NCIC. A closer look at the license plate showed that the registration decal was from another vehicle. Suspect Israel Branham was a passenger in the vehicle and stated that he was in possession of the vehicle due to his mother being the owner. The license plate was taken off of the vehicle and taken to headquarters to be logged into evidence. Suspect Israel Branham was placed under arrest and transported to Washington County Detention Center where he is being held in lieu of a $5,000 Bond. His arraignment is set for 1:30 p.m. on 03/18/19 in Washington County Sessions Court.

On 03/14/19, officers of the Johnson City Police Department arrested Carrie Beth Chase, 36 years old, Jonesborough, TN., and charged her with forgery.

On 06/25/18, officers responded to Select 7 Bank – 716 W. Market St. Johnson City, TN., in reference to a reported forgery of a check. They advised that Carrie Beth Chase brought in a check that was made out to her for cash in the amount of $426.00. The account holder on the check Chase was attempting to cash reported he never wrote her a check for anything. Employees at Select 7 found that the signature on the check did not match what they had on file for the account holder.

On 03/14/19, officers served the arrest warrant on Carrie Beth Chase while she was in the Washington County Detention Center on unrelated charges. Chase is currently being held in lieu of a $5,000.00 bond. A preliminary court date was set on 03/15/19 at 1:30 p.m. in General Sessions Court in Jonesborough, TN.

On 3/20/2019, officers of the Johnson City Police Department arrested Jilliam M. Laby (120 Shaw Ln. Limestone, TN, 27 years old) and charged her with Possession of Schedule IV Drugs and Unlawful Drug Paraphernalia.

On 3/20/19 at 8:42 p.m., officers responded to the area of 1903 N. Roan St. on a stolen vehicle that was found by its owner. The previously reported stolen 2010 Toyota Camry, was in the possession of two females. Jillian Laby, the passenger of the Camry was found to be in possession of Schedule IV drugs during the course of the investigation. Laby was taken into custody and transported to Washington County Detention Center, where she is being held on a $10,000 bond.  Her arraignment is scheduled for Thursday, March 21, 2019 at 1:30 p.m.

On 03/20/19, the Johnson City Police Department arrested Arthur Sanders (2604 Austin Village Blvd, Johnson City, 40 years old) and charged him with hindering secured creditors over $10,000.

 

The arrest stems from an investigation of several items that were rented from Rent-A-Center in Johnson City. Through the investigation it was found that Arthur Sanders had rented $10,500 worth of merchandise from the business and since moved from the address on the agreement after only making approx. $900 in payments on the items.

 

Arthur Sanders has since been released from the Washington County Detention Center from a $1,500 bond. His preliminary hearing is set for 1:30 p.m. on 03/21/19 in Washington County General Sessions Court.

The Johnson City Police Department is investigating a home invasion that occurred on 3/11/19 at approximately 6:00pm in the 2500 block of Louise St, Johnson City. During the incident an 85 year old  male was assaulted and stabbed. A witness described the suspect to be a white male, approximately 30 to 50 years old. He was wearing a dark toboggan, a dark coat and dark pants. He is known to have a mustache but it is currently unknown if he has any other facial hair. The male suspect was last seen walking south in the 2500 block of Louise St carrying a large black trash bag over his shoulder that appeared to be full.

 

A reward has been offered in this case for any information that leads to an arrest and the conviction of the suspect.

On 3/22/19, officers of the Johnson City Police Department arrested Shaun O West (1705 Nathaniel Dr Apt 40, Johnson City, 38 years old) and charged him with Aggravated Assault under the Domestic Violence Law. The arrest was the result of an investigation into an assault occurring at 1705 Nathaniel Dr, apt 40. 

 

At approximately 7:12 am., officers responded to a domestic call, where a female victim called 911 stating that Mr. West had been choking her to the point she was almost losing consciousness. Upon arrival, the investigation revealed the incident started when the victim attempted to awaken Mr. West and make him leave her apartment. An argument ensued and the victim stated Mr. West began choking her. Victim stated she attempted to get out of the room at least three times, but he would not allow her. Officers observed that she had visible red marks all around her throat and had marks on her face.  

                                                                                                                                                                                                               

Mr. West was arrested at the residence without incident and charged with Domestic Aggravated Assault. He was transported to the Washington County Detention Center without incident.  He is being held in lieu of a $7,500 bond. Arraignment is set for 1:30 pm. on 3/25/19, in Washington County General Sessions Court.

On 3/23/2019, officers of the Johnson City Police Department arrested Randell E. Lucy (1607 E Fairview Avenue, 31 years old) and charged him with false reporting.

 

At approximately 9:30pm, officers arrived at the residence and attempted to locate a wanted subject. Upon arrival at the residence, officers made contact with Mr. Lucy, inquiring about the whereabouts of the wanted subject. During the investigation Lucy provided officers with false and misleading information regarding the whereabouts of the wanted subject. Mr. Lucy denied the subject being inside the residence, however the investigation revealed the subject was inside the residence, and Lucy was attempting to prevent officers from locating and arresting the subject. Ultimately, the wanted subject was located inside the residence and taken into custody without incident.

 

Mr. Lucy was also found to have an active arrest warrant issued by the Johnson City Police Department and was taken into custody for the active arrest warrant as well as false reporting. Mr. Lucy was transported to the Washington County Detention Center, where he is being held on a $5,000 bond. Arraignment is set for 1:30pm on 3/25/2019 in Washington County General Sessions Court.

On 3/24/2019, officers of the Johnson City Police Department arrested Sara Hensley (22 years old, 4105 Sullivan Gardens Dr. Kingsport, TN) and charged her with Aggravated Burglary, Vandalism (under $1000), and Theft of Property (under $1000).

At approximately 6:45 p.m. on 3/23/2019, officers responded to 1006 Milligan Hwy. Apt B, and spoke with the victim, who reported a burglary to his residence. He reported that a firearm had been stolen from a gun safe and some of his personal belonging had been vandalized.  After a brief investigation a suspect was identified as Sara Hensley.  She was later located in Sullivan county, where she was arrested, and the firearm was recovered.   

Ms. Hensley was arrested for Aggravated Burglary, Vandalism (under $1000.) and Theft of Property (under $1000.) The Johnson City Police Department is investigating a missing person case. Twenty five year old Athina Hopson has not been seen or heard from since Monday, March 18th, 2019. Athina may also go by the name Athina Huff. She was last contacted in the area of Garden//Belmont in the Carver Community of Johnson City, TN around 9:00 a.m. on the 18th.

On 3/28/2019, officers of the Johnson City Police Department arrested Anita K. Hankal (1007 Borowood Ct. Jonesborough, TN; 63 years old) and charged her with Theft of a Motor Vehicle.

 

At approximately 12:30 a.m, officers located a Ford F-350 at the Roadrunner Market at 607 Twin Oaks Dr. that had been reported stolen on the previous date. Officers noticed a female sleeping in the back of the cab of the truck and made contact identifying her as Ms. Hankal. When questioned, Ms. Hankal admitted to taking the truck from her ex-husband’s residence which is where the victim was having the truck serviced for repair. Ms. Hankal admitted to driving the truck to the Roadrunner Market where she parked it prior to officers making contact with her.

 

Ms. Hankal was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is scheduled for today at 1:30 p.m. in Washington County General Sessions Court.

On 3/28/19, the Johnson City Police Department arrested Mark Young (W Millard St, Johnson City, TN, 46 years old) and charged him with criminal simulation.

 

On 3/28/19, officers of the Johnson City Police Department responded to Regions Bank (1212 E Watauga Ave), in reference to an individual attempting to pass a counterfeit check. Officers identified Mark Young as the person who was attempting to pass the check.

 

Mark Young was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $3,000 bond. Arraignment is set for 1:30 p.m. on 3/29/19in Washington County General Sessions Court.

On 3/28/19, the Johnson City Police Department arrested a juvenile in connection to the monument vandalism at Duncan Retreat that occurred on 3/12/19.

A news release was issued in reference to this case and a tip was received that led to the arrest of the juvenile. The juvenile will appear in Johnson City Juvenile Court at a later date.

On 3/28/19, the Johnson City Police Department arrested Joshua Aquino (Rockingham Rd, Gray, TN, 30 years old) and charged him with 11 counts of fraudulent use of a credit card and theft of property over $1,000.

On 3/15/9, the victim reported that Joshua Aquino used his credit card without his permission. The unauthorized charges began on 1/19/19 and ended on 2/20/19 and took place at various locations in Johnson City.

Joshua Aquino was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $650 bond. Arraignment is set for 1:30 p.m. on 3/29/19 in Washington County General Sessions Court.

On 3/28/2019 at 10:00 a.m. Officers of the Johnson City Police Department arrested Tesla J. Robinson (Age 26, 326 Historic Hills Rd Kingsport, TN) and charged her with Convicted Felon in possession of a handgun, Felony possession of methamphetamine and Unlawful drug paraphernailia. Officers also arrested Adam W. Bear(Age 34 2125 Ramah Rd Kingsport, Tn) and he is charged with also being a convicted felon in possession of a handgun.  

Officers were dispatched to 2681 Boones Creek Rd in reference to a suspicious vehicle in the parking lot. Officers arrived and made contact with Robinson and Bear inside a vehicle. As a result of a brief investigation Robinson was found to be in possession of a handgun, methamphetamine and drug paraphernalia while being a convicted felon. Bear was found to be in possession of a handgun while being a convicted felon.

Robinson and Bear are being held at the Washington County Detention Center. Robinson on a $12,000.00 bond and Bear on a 10,000 bond. Both subjects are set for arraignment on 3/29/2018 at 10:30 a.m. in Washington County General Sessions Court.

On 3/28/2019, Officers of the Johnson City Police Department arrested a juvenile suspect and charged him with Aggravated Assault.

 

On 3/4/2019 at approximately 6:15 p.m, officers were dispatched to 1212 Claiborne St. in reference to a stabbing. Upon arrival, officers met with the victim who stated that she and the juvenile suspect had been in an argument. During the argument, the juvenile suspect proceeded to stab the victim in her hand and then fled the scene before officers arrived.

 

On this date at approximately 12:15 p.m, officers responded to the victim’s address where the juvenile suspect was located and taken into custody. The juvenile will appear in Johnson City Juvenile Court at a later date.

    On 03/29/2019, officers of the Johnson City Police Department arrested Michael Piccioni of 1339 Gibson St, Johnson City TN, 33 years old, and charged him with one count of Aggravated Domestic Assault.

Officers received report of suspect Michael Piccioni threatening to kill his ex-girlfriend while holding a large knife. He had reportedly threatened to kill her earlier in the day.  At that time, the victim locked herself in a roommate’s room.  Around 0245 hrs this date, the victim and witness were sitting in the living room when suspect Michael Piccioni entered the room with the large knife.  He threatened the victim again and cut the cord to her nebulizer.  He then slapped her in the face. The witness feared for their life and called police at that time. When officers arrived, Piccioni was found in his bedroom and the large knife was located as well.  Michael Piccioni was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $20,000 bond.     On March 29, 2019, at approximately 0620 hours, officers of the Johnson City Police Department responded to an erratic driver, possibly intoxicated, in the parking lot of Burger King, 1910 S Roan St.  When officers arrived on scene, the vehicle was found in the parking lot of the Quality Inn 1900 S Roan St.  The vehicle was running and parked in a way that blocked in vehicles that were legally parked.  An officer saw a white male leaving the scene on foot, and made contact with him.  While speaking with the male, the officer determined he was intoxicated and placed him under arrest.  The male, later identified as Kelton Brzostowski, 24yoa, 22 Angus Ct, Johnson City, TN, took off running, actively trying to evade police.  An officer was able to apprehend him after a short foot pursuit.  Mr. Brzostowski later admitted to being in possession of the previously mentioned vehicle. In the vehicle, officers located 12.8 ounces of a green leafy substance believed to be marijuana, and a scale.  On his person, Mr. Brzostowski had $784 in cash and brass knuckles.  Mr. Brzostowski was charged with one count each of Public Intoxication, Resisting Arrest, Weapon Law Violation, Unlawful Drug Paraphernalia, and Possession of Marijuana with the Intent to Distribute.  He is being held at the Washington County Detention Center in lieu of a $5,000 bond with an arraignment set for April 1, 2019, at 1:30pm.

  On 03-30-2019, officers of the Johnson City Police Department arrested Samantha Shipley, 41 years of age, 1116 Edgewood Street Johnson City, TN, and charged her with Possession of Methamphetamine, for resale.

This arrest stems from an investigation following a traffic stop in east Johnson City.  Shipley was a passenger in a vehicle in which the driver was arrested and found to have a misdemeanor amount of methamphetamine.

A further search of the vehicle revealed Shipley was in possession of a felony amount of Methamphetamine along with drug paraphernalia consistent with the sale of narcotics.  Shipley was also found to be in possession

of misdemeanor amounts of marijuana and pills.  Shipley is being held at the Washington County Detention Center in lieu of $11,000 bond and is due to appear for her arraignment at 1:30 p.m. on 04-01-2019, in Washington County General Sessions Court.

On 4/1/19, officers of the Johnson City Police Department arrested Ashley E. Douglass (404 Welbourne St) 34years old and charged her with Aggravated Assault.

At approximately 5:09 p.m., officers responded to 404 Welbourne St. Once officers arrived we were approached by the victim who advised that he had went inside the residence in reference to retrieving some belongings for Mrs. Douglass husband. At that time Mrs. Douglass let the victim into the residence, locked the door, and then pulled a butcher knife on him and threatened to cut him for no reason.

Mrs. Douglass was located inside the residence. She was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. The arraignment is set for 1:30 p.m. on 4/2/19 in Washington County General Sessions Court.

SUBJECT: Possession of Firearm (Convicted Felon)           DATE: 4/3/19                     TIME: 8:39 a.m.

On 4/3/19, officers of the Johnson City Police Department arrested Robert Blevins (237 Elmer Walker Rd. 51 years old) and charged him with possession of a firearm during the commission of a dangerous felony, convicted felon in possession of a firearm, evading arrest, possession of methamphetamine, possession of drug paraphernalia and simple possession.

At approximately 8:40 a.m., officers responded to McDonalds (1710 W Market St) in reference to a subject asleep in a vehicle. While officers were on scene with Fire and EMS, suspect Robert Blevins ran from his vehicle after first responders observed a firearm under his driver’s seat. Officers apprehended Mr. Blevins after a short foot pursuit. While investigating the scene, three firearms as well as various narcotics were located. Officers were able to confirm that Mr. Blevins is a convicted felon.

Mr. Blevins was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 4/4/19 in Washington County General Sessions Court.
