On 03/04/2019, officers of the Johnson City Police Department arrested 33 year old Noe Mendez Hernandez, General Delivery, Johnson City, Tennessee, charging him with Felony False Reporting, Failure to Comply with Financial Responsibility, Failure to Report a Crash, Failure to Exercise Due Care, and No Driver’s License.

 

At approximately 12:45 PM, officers were dispatched to a crash in the alleyway behind 410 Wilson Avenue.  Upon arrival, officers made contact with Hernandez outside a white Chevrolet Silverado that had went off the road and into a residential fence line.  While investigating the crash Mr. Hernandez provided false information regarding his identity and about who was driving the vehicle.  Several surrounding witnesses stated that Mr. Hernandez was in fact the driver of the vehicle when it was crashed.  Mr. Hernandez was arrested and is currently being held in the Washington County Detention Center in lieu of a $600 bond. His arraignment hearing is set for 03/05/2019 at 1:30 p.m. in Washington County’s General Sessions Court.

On 03/05/19, officers of the Johnson City Police Department arrested Benjamin James Arwood, 35 years old, 302 Herb Hodge Rd. Johnson City, TN., and charged him with attempting to obtain narcotics by fraud.

On 02/01/19, officers responded to Walgreens – 4210 N. Roan St. Johnson City, TN., in reference to a reported fraud. Arwood was reported to have called into the pharmacy multiple times and pretend to be the prescribing doctor. Arwood then attempted to alter his prescription and increase the dosage of his prescribed narcotics.

On 03/05/19, officers located and arrested Benjamin James Arwood while he was at his residence. He is currently being held in the Washington County Detention Center on a $6,000.00 bond. A preliminary court date has been set in General Sessions Court on 03/06/19 at 1:30 p.m.

On 3/06/19, the Johnson City Police Department arrested Cody Street (285 Ralph Hoss Rd, Jonesborough, 27 years old) and charged him with burglary, theft under $1,000 (7 counts), identity theft (7 counts) and forgery under $1,000 (2 counts).

The arrest comes as a result of an investigation into an auto-burglary that occurred on 12/02/2018. The victim reported that an unknown subject entered their unlocked vehicle and removed a wallet which contained the victim’s driver’s license and debit card. Through the investigation, Cody Street was developed as the suspect. Street later used the debit card to make multiple withdrawals from the victim’s account. Street also used the victim’s driver’s license to pass fraudulent checks on two occasions.

On 03/06/2019, Cody Street was placed under arrest and booked into the Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 03/07/2019 in Washington County General Sessions Court.

On 3/06/19, the Johnson City Police Department arrested Brandon Williams (100 Carter Sells Rd, 59 years old) and charged him with theft over $1,000.

The arrest comes as a result of an investigation into a stolen money order on 09/18/2018. Throughout the investigation, Brandon Williams was developed as a suspect. It was found that Williams had an accomplice cash the stolen money order.

On 03/06/2019, Brandon Williams was placed under arrest and booked into the Washington County Detention Center, where he is being held in lieu of a $200 bond. Arraignment is set for 1:30 p.m. on 03/07/2019 in Washington County General Sessions Court.

On 3/6/19, officers of the Johnson City Police Department arrested Mark Campbell (45 years old, 1501 East Millard Street, Johnson City) and charged him with five counts of selling methamphetamine and possession of unlawful drug paraphernalia. On 3/7/19, officers arrested Teresa Marrs (49 years old, 1501 East Millard Street, Johnson City) and charged her with maintaining a dwelling where narcotics are kept or sold.

 

The arrests stem from an investigation that began in September 2018 into the distribution of methamphetamine in east Johnson City. During the investigation, Campbell sold methamphetamine to an individual working on behalf of law enforcement on five different occasions. Marrs was present during three of the transactions.

 

Campbell and Marrs were Washington County Detention Center where they were being held in lieu of  $30,000 and $10,000 bonds, respectively. Campbell was scheduled to appear on 3/7/19 in Washington County General Sessions Court for arraignment. Marrs is scheduled to appear on 3/8/19 at 9:00 a.m.

On 03/7/19, at approx. 6:07 p.m., officers of the Johnson City Police Department arrested

Tamera Bailey (37 years old, of 222 Virginia Ave. NE, Norton, VA) on the charge of being a

Fugitive from Justice.  The arrest is the result of a request from another agency to check for

Mrs. Bailey at a location inside Johnson City.  She was located and the warrant from

Norton, VA was confirmed.    

Mrs. Bailey was taken into custody without incident and transported to the Washington

County Detention Center where she will be held until a scheduled appearance in Washington

County General Sessions Court on 03/8/19 at 9:00 a.m. for an extradition hearing.

    On 03/08/2019, Officers with the Johnson City Police Department arrested Holly B. Frye (606 Countryshire Ct. Kingsport, TN, 39 years old) and charged her with Evading Arrest, Improper Display of Registration, Driving on a Suspended License (1st Offense), Failure to Comply with Financial Responsibility, and Possession of Stolen Property.  At approximately 1:05 A.M., officers were on patrol when they observed a vehicle traveling south on S. Broadway St. at a high rate of speed. Officers observed the same vehicle approximately 30 minutes prior to this incident traveling recklessly near the Keystone Community.  At the time, officers could not catch up to the vehicle. When observed for a second time, officers were able to catch up to the speeding vehicle and attempted to conduct a traffic stop. The driver of the vehicle failed to stop and fled from the scene. Officers later located the vehicle that fled with the assistance of the Tennessee Highway Patrol and Washington County Sheriff’s Office. Frye was located in the front seat of the vehicle and she was positively identify as the driver of the vehicle when it fled from the attempted traffic stop. Frye ultimately admitted to driving the vehicle in question and fleeing from the police. The tag on the vehicle was found to be stolen as well.  Frye was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $12,000 bond. Arraignment is set for 1:30 p.m. on 03/08/2019, in Washington County General Sessions Court.

On 3/9/19, officers of the Johnson City Police Department arrested Samantha Dallas (1000 Stonegate Rd., Kingsport, TN, 24 years old) and charged her with fugitive from justice. Dallas had a confirmed warrant for failure to appear out of Scott County, Va.

 

On 3/9/19, officers received information from Scott County, VA., that Dallas would be arriving on a bus in Johnson City. Officers located Dallas and took her into custody without incident.

 

Samantha Dallas was placed under arrest and transported to the Washington County Detention Center, where she is being held without bond. She is scheduled for a bond hearing at 1:30 p.m. on 3/11/19 in Washington County General Sessions Court.

On 3/9/19, officers of the Johnson City Police Department arrested Michelle Hoss (133 Crickett Ln., Elizabethton, TN. 21 years old) and charged her with aggravated burglary, theft of property, and possession of drug paraphernalia.

 

On 3/9/19, at approximately 12:02 p.m., officers responded to a burglary in progress in the 500 block of Orchard Drive. Officers made contact with Hoss at the rear the residence where the vehicle she was driving was disabled and stuck in the mud. The investigation revealed that Hoss had items from the residence in her vehicle. As officers searched her, incident to arrest, drug paraphernalia was also located.

 

Hoss was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $22,000 bond. Arraignment is set for 10:30 a.m. on 3/11/19 in Washington County General Sessions Court.

On 3/10/19, officers of the Johnson City Police Department arrested Joseph M. Draper (220 Mashburn Dr. Telford TN, 22 year old) charging him with possession of methamphetamine, possession of marijuana, possession of Xanax, possession of Suboxone, and possession of drug paraphernalia, all for re-sale.

 

On 3/10/19, officers responded to a local convenience store, where citizens observed a man unconscious in a vehicle. Officers identified the man as Joseph Draper and called for EMS. While he was being treated by EMS, medical units could smell a strong odor of what was believed to be marijuana coming from Draper’s vehicle. Several pills were observed in his lap while he was being treated. Further investigation by police revealed a large quantity of methamphetamine and other drugs and drug paraphernalia arranged and packaged for re-sale in his possession.

 

Draper was medically cleared by EMS and placed under arrest. He was transported to the Washington County Detention Center, where he is being held in lieu of a $25,000 bond. Arraignment is set for 10:30 a.m. on 3/11/19 in Washington County General Sessions Court.

On 03/13/19 the Johnson City Police Department arrested Dustin Widener (30 yrs old, 275 Old Oak Ln Bluff City) and charged him with Theft of Property (Motor Vehicles) over $10,000. 

On 01/03/19 employees of Uhaul reported a theft of a 2008 U-Haul truck from U-Haul (2805 N. Roan St).  Mr. Widener rented the vehicle and never returned it.

On 03/13/19 Dustin Widener was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond.  He is schedule for arraignment in Washington County General Sessions Court on Wednesday, March 13, 2019 at 1:30 pm.

The Johnson City Police Department will be placing additional officers on the streets this St. Patrick's Day weekend on the lookout for impaired drivers.  These high visibility "saturation patrols" will be conducted all weekend in partnership with the Tennessee Highway Safety Office (THSO) Booze It & Lose It impaired-driving campaign.  The THSO is providing grant overtime funding for the JCPD to conduct these DUI saturation patrols aimed at removing impaired drivers from city streets.

The JCPD's intensified DUI enforcement efforts have resulted in 31 DUI arrests over the last five years of St. Patrick's Day holiday weekends.  The Department also recorded 18 impaired-driving crashes, seven of which resulted in occupant injuries.

The JCPD reminds everyone that buzzed driving is drunk driving.  Getting behind the wheel after even just one too many drinks can lead to disaster.  Although Tennessee's legal blood alcohol concentration (BAC) limit is .08, even a slight alcoholic "buzz" that's well below legal limits can be unsafe for drivers and can lead to their arrest for impaired driving.  The JCPD would like to encourage everyone to drink responsibly and to designate a sober driver if they plan to consume alcohol this St. Patrick's Day weekend.


Grant is funded by the Tennessee Highway Safety Office.

On 3/13/19, the Johnson City Police Department arrested Kevin Johnson (3211 Mayfield Dr, Johnson City, TN, 40 years old) and charged him with 42 counts of forgery and theft of property over $2,500.

On 2/11/19, officers responded to 9 Charleston Square in reference to a reported check fraud case. The complainant was assisting her brother, who is elderly, file a report after his bank contacted her about some suspicious activity on his account. It was found that 42 of the victim’s personal checks had been filled out and made to cash payable to Kevin Johnson. The victim’s signature was also forged on these checks. Over $2,500.00 was taken from his account.

Kevin Johnson was arrested on 03/14/19 while at his home in Johnson City, and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment was set for 1:30 p.m. on 3/14/19 in Washington County General Sessions Court.

On 03/14/19, Investigators with the Johnson City Police Department arrested Kenneth Stills (704 Rector St. Kingsport, 26 yrs old) and charged him with Theft of Property (Motor Vehicles) over $1,000. 

On 02/04/19, The victim reported the theft of a Nissan Altima from Roadrunner, 2900 N Roan St.  Pictures of the suspects were disseminated on social media which led to the identification of Mr. Stills. 

Kenneth Stills was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond.  He is scheduled for arraignment in Washington County General Sessions Court on Friday 03/15/19 at 10:00 am.

On 3/13/19, officers of the Johnson City Police Department arrested Jacob Bradshaw (23 years old, 69 Charleston Square, Johnson City) and charged him with possession of Schedule IV drugs for resale, possession of methamphetamine for resale, and resisting arrest.

 

The arrest stems from an incident in which officers were arresting Bradshaw on a warrant from another jurisdiction. Bradshaw initially resisted arrest, and was found to be in possession of methamphetamine and prescription pills.

 

Bradshaw was transported to the Washington County Detention Center where he was being held in lieu of a $2,500 bond. He was arraigned in Washington County General Sessions Court on 3/14/19.

On 3/15/19, officers of the Johnson City Police Department arrested Donald Thomas (29 years old, 1211 Division Street, Johnson City) and charged him with three counts of selling marijuana, possession of marijuana for resale, unlawful drug paraphernalia, maintaining a dwelling where narcotics are kept or sold, and violation of the drug free school zone law.

 

The arrest is the result of an investigation in which Thomas sold marijuana to an individual working on behalf of law enforcement on three different occasions. On 3/15/19, investigators executed a search warrant at Thomas’ residence. During the execution of this search warrant, additional marijuana was found and Thomas was placed under arrest.

 

Thomas was transported to the Washington County Detention Center where he was being held in lieu of a $60,000 bond. He is scheduled for arraignment in Washington County General Sessions Court on 3/18/19 at 9:00 a.m.

On 3/14/19, officers of the Johnson City Police Department arrested Carrie Chase (35 years old, of Jonesborough) and charged her with four counts of selling methamphetamine.

 

The arrest stems from an investigation into the distribution of methamphetamine in Johnson City. During this investigation, Chase sold quantities of methamphetamine to an individual working on behalf of law enforcement on four different occasions in May and June, 2018. The arrest warrant was served on Chase while she was incarcerated in the Washington County Detention Center on unrelated charges.

 

Chase is being held in the Washington County Detention Center on an additional $40,000 bond, and will be arraigned on the new charges in Washington County General Sessions Court.

On 3/15/19, officers of the Johnson City Police Department arrested Gino Fontana (27 years old, of Unicoi) and charged him with two counts of selling Schedule IV drugs.

 

The arrest stems from an investigation into the distribution of illegally diverted prescription medication. During the investigation, Fontana sold Schedule IV prescription pills to an individual working on behalf of law enforcement on two different occasions. The case was presented to a Grand Jury in Washington County, and a presentment for Fontana’s arrest was issued.

 

On 3/15/19, Fontana was located by deputies with the Unicoi County Sheriff’s Office, who apprehended Fontana after a foot pursuit. He was transported to the Washington County Detention Center, and will appear in Washington County Criminal Court at a later date for arraignment.

On 3/17/19, the Johnson City Police Department arrested Claudio Nacu (218 NW 9th Ave, Dania, FL, 28 years old) and Adelina Nacu (7575 E Arkansas Ave, Denver, CO, 29) and charged them with 150 counts each of criminal simulation.

The arrest stems from an investigation of ATM fraud at local banks. Claudio and Adelina Nacu were located at 1805 W State of Franklin Rd in Johnson City. They were found to be in possession of 150 cloned debit/credit cards. The Johnson City Police Department was assisted by the United States Secret Service and the Kingsport Police Department.

Claudio and Adelina Nacu were arrested and transported to the Washington County Detention Center, where they are being held in lieu of a $100,000 bond each. Arraignment is set for 1:30 p.m. on 3/18/17 in Washington County General Sessions Court.
