    On 4/4/2019, officers of the Johnson City Police Department arrested Deon S. Presnell (4017 Old Jonesborough Hwy. Jonesborough, TN, 22 years old) and charged him with 3 counts of Identity Theft, Criminal Simulation, Unlawful Drug Paraphernalia, Driving on Revoked License 4th Offense and Evading Arrest.

At approximately 5:40 p.m., officers were in the area of Willow Springs Park and noticed a red SUV with Mr. Presnell slumped over in the driver’s seat. Officers made contact with Mr. Presnell who proceeded to give officers three different social security numbers that did not match to him. Officers confronted Mr. Presnell about this and he began to flee on foot. Officers took Mr. Presnell into custody after a short foot pursuit and was able to obtain his correct identity.  Further investigation revealed that Mr. Presnell was in possession of 3 counterfeit $100 bills with all matching serial numbers along with drug paraphernalia.  Mr. Presnell was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $43,000 bond. Arraignment is set for 10:30 a.m. on 4/5/2019, in Washington County General Sessions Court.

On 04/05/2019, officers of the Johnson City Police Department arrested Taylor Vestal (204 E. Chestnut St. Johnson City, TN), 20 years old and charged her with possession of stolen property (automobile), forgery, driving on a revoked license, and possession of unlawful drug paraphernalia.

At approximately 4:12 p.m. an off duty officer from JCPD called 911 and stated they were driving behind a possible stolen vehicle that was stolen from our jurisdiction. Officers in the area confirmed that the vehicle was reported stolen and conducted a traffic stop on the vehicle. The driver, who was identified as Ms. Vestal, was found to be in possession of the stolen vehicle, counterfeit currency, unlawful drug paraphernalia, and was driving the stolen vehicle on a revoked driver’s license.

Ms. Vestal was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $13,000 bond. Arraignment is set for 1:30 p.m. on 05/08/2019 in Washington County General Sessions Court.

On 04/07/2019, at approximately 12:30 a.m., officers of the Johnson City Police Department arrested Mark Honeycutt, 52 years old, 1957 Dave Buck Rd, on the charge of Identity Theft.

 

This arrest is due to the investigation conducted during a traffic stop. Mr. Honeycutt has an active warrant out of Carter County, TN., and when asked by officers to provide his name and date of birth, Mr. Honeycutt provided his brother’s information. Mr. Honeycutt was placed in custody for Identity Theft.

 

Mr. Honeycutt was transported to the Washington County Detention Center where he is being held in lieu of  a $10,000 bond. Mr. Honeycutt is scheduled to be arraigned on Monday April 8, 2019 in the Washington County General Sessions Court.

On 4/10/19, officers of the Johnson City Police Department arrested Lance Hugley (515 Pardee St., Johnson City, 27 years old) and charged him with possession of a firearm, possession of methamphetamine, possession of drug equipment, driving on suspended license, and violation of light law.

 

On 4/10/19, at approximately 2:00 am, officers performed a traffic stop on a vehicle with an inoperable headlight. The driver was identified as Lance Hugley and a records check revealed that his license were suspended. Upon searching the vehicle, a loaded firearm, methamphetamine and drug equipment was located.

 

Lance Hugley was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $22,000 bond. Arraignment is set for 1:30 p.m. on 4/10/19 in Washington County General Sessions Court.

                On 04/10/19, the Johnson City Police Department arrested Braden Autrey (21 yrs old, Al Sliger Rd Jonesborough) and charged him with Theft of Property (Motor Vehicles) over $10,000.

                On the morning of 04/09/19, a female started her 2010 Dodge Journey in the driveway of a residence on Ian Dr.  She went back inside briefly and when she came out she saw a white male driving off in her vehicle.  Surveillance video from a neighboring residence provided a good picture of the suspect and the vehicle owner confirmed it was the same subject she saw stealing her vehicle.  The picture was released to local law enforcement and he was subsequently identified as Braden Autrey. 

                Mr. Autrey is being held in the Washington County Detention Center in lieu of a $4,000 bond.  He is scheduled for arraignment on 04/11/19 at 1:30 p.m. in Washington County General Sessions Court.

On 4/10/19 at approximately 8:30 AM, officers of the Johnson City Police Department arrested Matthew Shell (31 years of age, Unicoi, TN), charging him with two counts of Aggravated Assault and one count of Resisting Arrest.

Officers were dispatched to Franklin Woods Hospital in reference to a man threatening a security officer with a knife. Officers arrived and found Mr. Shell at the entrance to the emergency room holding a knife and threatening the security officer.  He then made the same threats to the responding Johnson City Officer. Mr. Shell would not obey commands to drop the knife, he was eventually subdued by the police officer using a Taser.  There were no injuries to the security officer or the police officer.  Mr. Shell suffered a minor cut to the face, was treated by hospital staff, and then released.   

Mr. Shell was transported to the Washington County Detention Center where he was held on a $25,000 bond. His arraignment hearing is set in Washington County General Sessions Court on 4/11/19 at 1:30 PM.

               On 04/06/19, at 4:30 a.m., officers of Johnson City Police Department arrested Jonathan Beck, 28, 117 Sun St, Johnson City, TN, 37615 and charged him with Aggravated Assault.

               The arrest stems from an investigation at the Greyhound Bus Station located at 137 W. Market St on 04/05/2019 at 6:30 p.m. Witnesses stated they saw Mr. Beck in a verbal argument with the victim. As the argument became more heated, Mr. Beck put his vehicle into reverse and backed into the victim as he was unloading items from Mr. Beck’s vehicle. After striking the victim with his vehicle, Mr. Beck fled the scene. A warrant was obtained for Mr. Beck and he was taken into custody at his home without incident.

               Mr. Beck was arrested and transported to the Washington County Detention Center, where he is being held on a $10,000 bond. An arraignment is set for 04/08/19, in Washington County General Sessions Court.

On 4/12/19, officers of Johnson City Police Department arrested Floyd D Wynn (191 Archer Rd., Jonesborough, TN, 61 years old) and charged him with criminal simulation, simple possession, and unlawful drug paraphernalia.

At approximately 6:40 p.m., officers responded to Roadrunner Market (1702 W. Market St.) in reference to a subject attempting to use a counterfeit $100 bill. Upon arrival officers made contact with Mr. Wynn. He advised officers that he was unware that the bill was counterfeit and then proceeded to inform officers that he had a second bill in his sock that was also determined to be counterfeit. Police placed Mr. Wynn into custody. A search incident to arrest revealed two containers of marijuana and a pipe. Mr. Wynn was transported to the Washington County Detention Center where he is being held in lieu of a $15,000 bond. Arraignment is set for 1:30 p.m. on 4/15/19 in Washington County General Sessions Court.

On 04/12/2019, Officers of the Johnson City Police Department arrested Jonelle O’Brien (1818 W Lakeview Dr, Johnson City, TN years old). Jonelle O’Brien was charged with felony possession of methamphetamine.

On 04/12/2019 at 19:08 hours, Officers responded to 1818 W Lakeview Dr. to assist a bail bondsman that discovered drugs on a subject they arrested. Officers made contact with the bail bondsman at the listed location. She stated while she was arresting Ms. O’Brien, she observed a small plastic bag of a white crystal substances drop from Ms. O’ Brien’s pants. The white crystal substance had the consistency of methamphetamine and the plastic bag and its contents weighed approximately 3.47 grams.  The bag was seized and a warrant was obtained on Ms. O’Brien for felony possession of methamphetamine. The bail bondsman arrested Ms. O’ Brien and she was transported to the Washington County Detention Center on a separate charge. The warrant that was obtained on Ms. O’ Brien was served at the Washington County Detention Center. Ms. O’ Brien’s bond was set at $10,000 and her arraignment was set for 04/15/2019 at 1:30 p.m.

On 04/13/2019 at 10:33 p.m., Officers of the Johnson City Police Department arrested Armon Rakel Grant (General Delivery, 22 years old) and charged him with Burglary of a Motor Vehicle and Theft of Property.

Officers responded to 1102 Claiborne St in response to an unknown male who was inside a vehicle that did not belong to him. Upon officer’s arrival I made contact with the suspect, Armon Rakel Grant. Upon investigation it was determined that Mr. Grant took a pair of pants off of the porch of the residence, and had been inside one of the victim’s vehicles, due to some of his belongings still being in the vehicle. The victims stated that they did not know Mr. Grant and that he had no reason to be on their property or in any of their vehicles.

Mr. Grant was placed under arrest for Burglary of a Motor Vehicle and Theft of Property. Mr. Grant is being held in the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 4/15/19 in Washington County General Sessions Court.

On 13th of April 2019 at approximately 00:16 hours an officer of the Johnson City Police Department responded to a vandalism that occurred outside of 906 Huffine Rd. The victim's vehicle, a Subaru Outback, had been spray-painted on three of the four sides of the vehicle. Later in the night Jonesborough Police notified Johnson City Officers that they had possible suspects in the vandalism. The investigating Johnson City Officer made contact with three 17-year-old juvenile suspects in the presence of their legal guardians. The three juveniles were forth coming and admitted to the previously mentioned vandalism. The three juvenile suspects were charged with one count each of Felony Vandalism, and released back into the custody of their legal guardians per juvenile probations recommendation.

On 4/15/19, the Johnson City Police Department arrested Jerrie Boyd (1824 Mary St, Johnson City, 42 years old) and charged her with Criminal Simulation.

The arrest comes as a result of an investigation into a female that attempted to pass counterfeit money at 408 N Broadway St on 4/7/19. Through the course of the investigation Boyd was identified as the suspect.

On 4/15/19, Jerrie Boyd was placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of a $500 bond. Arraignment is set for 1:30 p.m. on 4/15/19 in Washington County General Sessions Court.

On 4/16/19, Officers of the Johnson City Police Department arrested Hunter L. Marich (213 Highland Ave, 19 years old) and charged him with Speeding, Felony Reckless Endangerment, Driving on Suspended License 1st, and Failure to Comply with Financial Responsibility.

At approximately 11:15 a.m. officers were conducting traffic radar enforcement in the area of W. Market St. and Faith Cir. when they observed a maroon Subaru Impreza travelling  69 M.P.H. in a 40 M.P.H. zone. As this vehicle was continuing westbound on W. Market St it was observed continuing at a high rate of speed, changing lanes erratically and eventually ran another vehicle off the roadway. After stopping this vehicle the driver was identified Hunter L. Marich in which he was  requested to provide proof of insurance and he was unable to provide any. A records check of his driver’s license revealed that they are currently suspended for failure to pay citations.

Mr. Marich was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $2,000 bond. Arraignment is set for 1:30 p.m. on 4/17/19 in Washington County General Sessions Court.

On 4/16/19, Officers of the Johnson City Police Department arrested April K Peterson (519 Joy Ct., 37 years old) and charged her with Shoplifting and Identity Theft.

At approximately 1:30 p.m. officers were dispatched to 2011 N. Roan St. Belk at the Mall in reference to a shoplifting incident. Officers arrived and discovered that Ms. Peterson had stolen two pair of earrings from the business. Officers requested her to provide her identification to complete the necessary paperwork and she advised that she did not have identification. At that time she was requested to provide her Social Security number to identify her and she provided a number belonging to a separate male attempting to avoid arrest.

Ms. Peterson was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $2,500 bond. Arraignment is set for 1:30 p.m. on 4/17/19 in Washington County General Sessions Court.

On 04/17/19, the Johnson City Police Department arrested Christopher Brown (33 yrs old, 415 E Holston Ave Johnson City) and charged him with Possession of Stolen Property and Convicted Felon in Possession of a handgun. 

The arrest stems from an incident that occurred that occurred 07/13/18 in which Officers from Sullivan County Sheriff’s Office and Johnson City Police Department were searching for Mr. Brown in a black Ford Focus.  He was a suspect in two armed robberies that occurred in Piney Flats (Dollar Tree and Subway) earlier that day.  An Investigator attempted to stop the Ford Focus on Browns Mill Rd, at which point Mr. Brown fled and attempted to enter I-26 at State of Franklin before crashing on the entrance ramp.  Mr. Brown fled the vehicle, ran onto the bridge, and a standoff ensued for 3 hrs.

Investigators conducted an inventory search of the Ford Focus, which yielded evidence linking Mr. Brown to the robberies.  Also found was a Phoenix Arms .22 caliber pistol which had been reported stolen by the Washington County Sheriff’s Office in March 2015.  A records check showed Mr. Brown was also a convicted felon.

Mr. Brown is being held in the Washington County Detention Center in lieu of a $35,000 bond.  He is scheduled for Arraignment in Washington County General Sessions Court on Thursday April 18th at 1:30 pm.

On 4/16/19, officers of the Johnson City Police Department arrested Denzel O. Medina (1032 Gray Station Rd, 19 years old) and charged him with embezzlement.

At 3:21 p.m. officers responded to Belk in the Johnson City Mall in reference to an employee that was observed stealing items and processing fraudulent returns for a total of $1,422.49. During the investigation Denzel Medina admitted to the theft.

Medina was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of $5,000 bond. Arraignment is set for 1:30 p.m. on 4/17/19 in Washington County General Sessions Court.

On 04/16/19, officers of the Johnson City Police Department arrested Joshua Walker (174 Burbank Rd, 37 years old) and charged him with theft of a motor vehicle.

 

At approximately 10:48 a.m., officers responded to 6575 Bristol Hwy, Waffle House, in reference to a stolen vehicle. Upon arrival officers made contact with the victim who said his car was missing. The victim also said that a male, identified as Joshua Walker, had approached him and told him that he knew where to find his car. After speaking to and searching Walker, officers discovered keys to the missing vehicle on Walker’s person. The missing vehicle was found shortly after in the parking lot of Food City nearby.

 

Walker was placed under arrest and transported to the Sullivan County Detention Center. Arraignment is set for 9 a.m. on 4/17/19 in Sullivan County General Sessions Court.

On 4/15/19, officers of the Johnson City Police Department arrested Joshua W. Maines (427 E Sullivan St, Kingsport, 34 years old) and charged him with Possession of Methamphetamine for resale, Simple Possession SCH I, Simple Possession SCH VI, Unlawful Drug Paraphernalia.

 

At approximately 10:33 a.m., officers responded to 135 Pinnacle Dr. Woodsprings Suites, in reference to a male passed out in a silver Nissan pickup. During the investigation Joshua Maines informed officers he had an active warrant out of Sullivan County. After the warrant was confirmed, Maines was placed in custody and during a search of his person officers discovered Methamphetamine and $593 in cash, consistent with the sale of narcotics. During a search of his vehicle, officers located a small amount of Marijuana, and a loaded syringe containing Heroin.

 

Maines was transported to the Washington County Detention Center where he is being held in lieu of a $2,500 bond. Arraignment is set for 1:30 p.m. on 4/20/19 in Washington County General Sessions Court.
