On 8/25/18, officers of the Johnson City Police Department arrested Matthew Dewbre (2517 Towson Ave, Fort Smith, AK 72901, 32 years old) and charged him with Possession of a stolen vehicle. At approximately 11:22 a.m., while officers were on extra patrol at the 11-E Motel, officers observed a white male, later identified as Dewbre, pacing back and forth on the motels’ top balcony. Dewbre was visibly shaking and sweating as he stood near a reported stolen vehicle out of Elizabethton, TN.  Dewbre had the vehicle keys in his possession at which point he was placed under arrest for possession of a stolen vehicle. He was transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 8/27/18 @ 1:30pm in Washington County Sessions Court.

On 08/25/2018 officers of the Johnson City Police Department arrested Jessica Luttrell (30 years old, 231 Cherry Grove Rd., Jonesborough, TN 37659) on the charge of Vandalism (Domestic.)

At approximately 02:25 a.m., Ms. Luttrell scratched her ex-boyfriend's vehicle in several places on both sides of the vehicle. Ms. Luttrell also kicked her ex-boyfriend's apartment door causing damage to the door frame and threw a chair from the porch into the wooded area behind the apartment complex. 

Mr. Davis charged with Vandalism over $1,000 and was transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond.  Her arraignment is set for 08/27/18 at 01:30 p.m. in Washington County General Sessions Court.

On 08/24/2018 officers of the Johnson City Police Department arrested Mahaila Coffey  (123 Coffey Cr Whitesburg TN, 19 years old) and charged her with Felony Vandalism

  Charges were place after a video from social media was shown to officers. The video showed Ms Coffey and and another subject in the process of vandalizing property at Monarch Apartments.

Ms Coffey is being held in the Washington County Detention Center on an $5000 bond. She is set to appear in the Washington County Sessions Court on 08-30-2018 at 1:30pm.

On 08/25/18 officers of the Johnson City Police Department arrested Diana Howell, 2560 S Roan St Apt 611 Johnson City TN, and Jordan Patterson, 408 W Main St Apt 3 Church Hill TN, for Felony Shoplifting and Possession of Methamphetamine.

 

Officers responded to Belk, 2011 N Roan St, in reference to shoplifting in progress. Loss prevention gave descriptions of the two females, and they were detained as they exited the department store. Investigation revealed Howell and Patterson had concealed multiple items of jewelry and clothing with a value of $1193.50, then exited the store without rendering payment. After consenting to a search of their belongings, officers located a clear crystal substance consistent with methamphetamine that Patterson took ownership of.

 

Howell and Patterson were transported to the Washington County Detention Center were Howell is being held in lieu of a $1,000 bond and Patterson is being held on a $2,000 bond with an arraignment in Washington County General Sessions Court on 08/27/18 at 1:30pm.

On 08/27/18, officers of the Johnson City Police Department arrested Shawn Lee Thrift (2700 W Market St, 34 years old) and charged him with two counts of Aggravated Assault, Identity Theft, Possession of Schedule VI drugs with Intent to Sell, Simple Possession, Resisting Arrest, Driving on a Revoked License, and Misuse of Registration.

The arrest stems from officers searching the area of a local motel for a person who fled on foot. Information led officers to 2700 W Market St as a possible location for that person. Officers observed Mr. Thrift pull into the parking lot and contact was made with him outside his room, which was the room they were there to check. Upon initial contact Mr. Thrift identified himself using another person’s name and personal information, which officers quickly discovered, was false. During a pat down of Mr. Thrift a bag of what is believed to be marijuana was discovered in his pocket. During the officers attempt to place Mr. Thrift under arrest he became combative and grabbed officers weapons on at least two occasions. Once under control other narcotics were found on Mr. Thrift’s person as well as his true identity being established, it was discovered that Mr. Thrifts license is revoked and the vehicle he drove into the parking lot had the incorrect license plate displayed.   

Mr. Thrift was taken into custody and transported to the Washington County Detention Center where he is currently being held in lieu of a $76,000 Bond. His arraignment is set for 08/28/18 in General Sessions Court.

On 8/29/18, the Johnson City Police Department arrested Thomas Cousineau (Johnson City, 48 years old) and charged him with criminal simulation over $1,000.

 

On 8/16/18, Thomas Cousineau passed a counterfeit check at the Eastman Credit Union, 421 N. State of Franklin Rd.

 

On 8/29/18, Thomas Cousineau was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $350 bond. Arraignment is set for 1:30 p.m. on 8/30/18 in Washington County General Sessions Court.

On 8/31/18, the Johnson City Police Department arrested Richard Fountain (4321 Simerly Creek Rd., Unicoi, 25 years old) and charged him with theft of property over $1,000 and (5 cts.) theft of property under $1,000.

 

The arrest comes as a result of an investigation of several shoplifting events that occurred between 8/7/18 and 8/8/18 at multiple Johnson City businesses. Through the course of the investigation, Fountain was identified as the suspect.

 

On 8/31/18, Richard Fountain was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 9/4/18 in Washington County General Sessions Court.

On 8/31/18, the Johnson City Police Department arrested Kelly M. Spoltore (119 Land’s End Ct., Johnson City, 42 years old) and charged her with false reports.

 

The arrest comes as a result of a warrant service at 119 Land’s End Ct. Spoltore told officers that the subject they were looking for was not there. Investigators obtained a search warrant and subsequently took the subject they were looking for into custody.

 

On 8/31/18, Kelly Spoltore was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 9/4/18 in Washington County General Sessions Court.

    On 08/31/18, officers of the Johnson City Police Department arrested Travis Lynn Jones (500 Elizabethton Hwy, Bluff City; 45 years old) and charged him with Aggravated Domestic Assault and False Imprisonment.

At approximately 9:29 pm, officers responded to the Park N Stay Inn in reference to a domestic disturbance.   Contact was made with Mr. Jones girlfriend, she stated her boyfriend, Travis Jones had been physically abusive towards her and that she tried to leave him but he told her he would kill her if she left.  Victim stated that Mr. Jones threw her on to the bed and started choking her.  She advised she was able to call 911 without him knowing.  Mr. Jones also forced victim in to the bathroom against her will when officers arrived but she was able to escape and let officers in.   

Mr. Jones was located in the bathroom of the motel room.  He is currently being held in the Washington County Detention Center in lieu of a $6,000 bond.  His arraignment hearing is set for 09/04/2018 at 1:30 p.m. in Washington County's General Sessions Court.

On 9/1/18, the Johnson City Police Department arrested Kimberly Duncan (1298 W. Jackson Blvd., Jonesborough, 29 years old) and charged her with criminal simulation and theft of property under $1,000. 

The arrest comes as a result of an investigation where fake money was utilized to make a purchase at 113 Cherry St., Suite 80, on 7/13/18. Through the course of the investigation Duncan was identified as the suspect.

On 9/1/18, Kimberly Duncan was placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 9/4/18 in Washington County General Sessions Court.

On 8/22/18, the Johnson City Police Department arrested Angel Jeffords (Piney Flats, TN, 27 years old) and charged her with credit card fraud over $1,000 and theft of property under $1,000.

 

On 9/6/18, the Johnson City Police Department arrested Joshua Saylor (Unicoi, TN, 28 years old) and charged him with credit card fraud over $1,000 and theft of property under $1,000.

 

On 7/24/18, the victim reported that she left her wallet on the counter of SunTrust Bank, 207 Mockingbird Ln., and someone picked it up. A short time later, the victim noticed that there were multiple charges on the credit cards that were in the wallet. Angel Jeffords and Joshua Saylor were identified as the persons who picked up the wallet and used the credit cards.

 

On 8/22/18, Angel Jeffords was located at the Washington County Detention Center, where she was being held on unrelated charges and charged with this offnece. She being held in lieu of a $750 bond. Her next appearance is at 1:30 p.m. on 10/11/18 in Washington County General Sessions Court.

 

On 9/6/18, Joshua Saylor was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $750 bond. Arraignment is set for 10:30 a.m. on 9/7/18 in Washington County General Sessions Court.

On 9/08/2018 officers of the Johnson City Police Department arrested Austin Noel of 269 Mountain View Rd, Kingsport, TN, 23 years old, and charged him with T.C.A. 39-13-102 Aggravated Assault (Domestic) and T.C.A. 65-21-117 Interference with emergency calls.

At approximately 03:25 a.m., officers were dispatched to 2208 S Greenwood Dr. (Evergreen Court Apartments) after a neighbor heard a female screaming for someone to call 911. Once officers arrived and secured scene, medical personnel were immediately requested to treat female victim (She was later transported to Franklin Woods Hospital.) During investigation, it was determined that an argument turned physical after victim and defendant returned to residence from a Downtown Bar & Grill. During altercation, victim advised me that defendant threw her against a window, shoved her head into a television, covered her mouth to keep her from screaming, took her cell phone by force to prevent her from call 911, took her to the ground, dragged her by the hair back into the apartment, threw her against a car, and strangled her to where her breathing was restricted. Physical evidence at the scene matched victim’s description of the events.

On scene, officers placed Mr. Noel under arrest and transported him to the Washington County Detention Center, where he is being held in lieu of a $11,000 bond. Arraignment is set for 1:30 p.m. on 9/10/2018 in Washington County General Sessions Court.

On 9/10/18, William D. Killen (Johnson City, 49 years old) was arrested and charged with two counts of identity theft.

 

In May of 2017, the Johnson City Police Department began an investigation into identity theft that occurred in February 2013 and January 2014. The victim reported that she believed that her ex-husband, William Killen, opened two different credit card accounts in her name after their divorce. The case was presented to a Carter County Grand Jury and  resulted in an arrest warrant being issued for Killen.

 

On 9/10/18, William Killen was arrested by the Carter County Sheriff’s Office and transported to the Carter County Detention Center, where he is being held in lieu of a $5,000 bond. He is scheduled to appear in Carter County Criminal Court on 11/28/18.

On 9/12/2018, officers of the Johnson City Police Department arrested 28 year old Kayla Walker, 220 Main St, Piney Flats, Tennessee, and charged her with Felony Evading Arrest, Felony Reckless Endangerment, Driving on a Suspended License, and Reckless Driving.

At approximately 1:00 AM, officers observed a dark colored Saturn ION and another white vehicle travel the wrong way on a one-way street at W Main St and W Unaka Ave.  A traffic stop was attempted on both vehicles.  A Tennessee Highway Patrol unit was in the area and assisted as both vehicles ran through several red lights and drove at high rates of speed evading the attempted stop.  At one point, the Saturn appeared to be pursuing the trooper, as he was pursuing the white vehicle.  Once the driver of the Saturn observed a secondary unit, it fled north on the Bristol Hwy.  The trooper pursued the white vehicle into Sullivan County, and was able to take that driver into custody.  The driver of the Saturn was later identified as Kayla Walker.  A warrant was obtained and Walker was located at her residence.  Walker was taken into custody is currently being held in the Washington County Detention Center in lieu of a $21,500 bond. Her arraignment hearing is set for 9/13/2018 at 1:30 p.m. in Washington County’s General Sessions Court.

On Sept 13, 2018, the Johnson City Police Department responded to an armed robbery that occurred at Select Seven Credit Union located at 333 E Main St. At approximately 3:00 pm, a white male walked into the business, brandished a firearm and demanded money from the bank teller. The suspect is described as being between 40 and 45 years of age. He was wearing a baggy royal blue button up shirt, black gloves, blue jeans, boots, a blue baseball cap, and sunglasses. Nobody was injured in the incident and the suspect fled on foot towards Colonial Way. Aggravated Burglary Arrest

    On September 13, 2018, officers responded to a report of a residential burglary in progress.  Upon arrival the residents stated they found a man in their basement who fled from the house when he was discovered.  A canine officer followed a track and located the suspect, later identified as Glendon R. Wilkerson, 39 years of age, hiding in a wooded area nearby.  He was taken into custody and charged with aggravated burglary, theft, possession of methamphetamine, unlawful drug paraphernalia, and possession of marijuana for delivery/sale.  Wilkerson is currently being held on a $32,000 bail and scheduled to appear in Washington County Session court on 09/14/2018, at 10:30 a.m.
