    On 08/07/18, officers of the Johnson City Police Department arrested Kenneth A. McKinney (1602 Baxter St, Johnson City; 48 years old) and charged him with Driving Under the Influence (4th Offense), Violation of Implied Consent Law, Driving on Revoked License, and Violation of Motorcycle Helmet Law.

At approximately 12:30 am, officers observed a subject driving a yellow motor scooter south on Milligan Highway near Twin Oaks Dr and the passenger did not have a helmet on.  A traffic stop was initiated on the scooter and contact was made with the driver who was identified as Mr. McKinney.  Immediately, officers observed a strong odor of alcohol on Mr. McKinney and he was very unsteady on his feet.  Mr. McKinney refused to submit to any standard field sobriety tests or chemical tests. 

Mr. McKinney is currently being held in the Washington County Detention Center awaiting to appear before a judge for a bond hearing.  His arraignment hearing is set for 08/07/2018 at 1:30 p.m. in Washington County’s General Sessions Court.

On August 7, 2018, Officers of the Johnson City Police Department arrested a juvenile on 1 count of Aggravated Assault after an investigation into a domestic disturbance call. Upon arrival, Officers found that a domestic disturbance between brothers led to a juvenile threatening the other with a knife. Officers transported the juvenile to the Johnson City Juvenile Detention Center where he was further processed.

On Tuesday, August 08, 2018 at approx. 11:10 pm, Officers of the Johnson City Police Dept. arrested Mr. Steven Robinson, age 50, for Aggravated Assault. During an altercation between Mr. Robinson and an acquaintance, Mr. Robinson hit the acquaintance in the head with a blunt object causing severe lacerations to the victim’s head. The victim was taken to the hospital and treated for his injuries. Mr. Robinson is being held at the Washington County Detention Center with a $21,000 bond, charged with Aggravated Assault and is awaiting a hearing in Sessions Court on 08/08/2018 at 1:30pm.

On 8/7/18, the Johnson City Police Department arrested Tyler Ray Knight (106 Elk St Greeneville Tn, 27 years old) and charged him with auto burglary, identity theft, theft under $1,000 and credit card fraud under $1,000. 

The arrest comes as a result of an investigation into an auto burglary that occurred on the night of 10/21/17 in the parking lot of McDonald’s at 826 W Walnut St. The victim reported her debit card had been stolen from her vehicle and subsequently used the same night at the Wal Mart on W Market St. The investigation revealed Knight as being the perpetrator of these crimes.

Knight was taken into custody from the Greene County Sheriff’s Office where he had been held on unrelated charges. Knight was transported to the Washington County Detention Center, where he is being held in lieu of a $22,000 bond. Arraignment is set for 1:30 p.m. on 8/8/17 in Washington County General Sessions Court.

On August 7, 2018, Officers of the Johnson City Police Department arrested Andre Spillman, 20 years old, of 143 Timber Ridge Rd, Jonesborough, charging him with two counts of Aggravated Assault, Violation of an order of protection, and Possession of a handgun by a convicted felon.

On the morning of August 6, 2018, officers responded to a residence on Cherokee Rd on a report of shots fired. Officers located several bullet casings in the roadway and parking lot of the residence. Two victims stated a male suspect fired several rounds at them from the roadway. The suspect was subsequently identified as Spillman.

Spillman was located on August 7, 2018 at his residence in Jonesborough and taken into custody without incident. He is being held in the Washington County Detention Center in lieu of a $20,000 bond with arraignment set for August 8, 2018 at 0900am.

On 08/08/2018, at approximately 4:46 p.m, officers of the Johnson City Police Department arrested Kathy D Whitson, age 53, of 903 Depot St in Jonesborough, Tn charging her with two counts of Aggravated Assault.

Officers responded to the area of 23 Veterans Way on a female walking around with blood on her. Upon arrival, officers located the female sitting on the sidewalk in front of the residence. She had a small laceration on the palm of her hand. The investigation revealed that the female had assaulted two males inside the residence. The female grabbed one of the victims from behind and took a wooden cane from him.  The cane contained a hidden sword inside. She had pulled the sword out and pointed it at him. The other victim came out of a bedroom and was able to get the sword away from her. She then got a butcher knife and came at him with the knife as he retreated back to his bedroom. She then stabbed his door with the knife. He said she then started stabbing a bar table, when her hand slipped down onto the blade cutting her hand. She was transported to Franklin Woods Hospital to be treated for her injury. 

Kathy D Whitson is being held at the Washington County Detention Center on a $20,000 bond. She has an arraignment set for 08/09/2018 at 1:30 p.m. in Washington County Sessions Court.

On 8/9/18, the Johnson City Police Department arrested Adam Franklin Stephens (1089 College Heights Rd., 23 years old) and charged him with 6 counts of auto burglary, 1 count of theft over $1,000, and two counts of theft under $1,000. 

The arrest comes as a result of an investigation into a series of auto burglaries that occurred in various areas of Johnson City during the early morning hours of 8/9/18. One of the victims followed the perpetrator, in his own vehicle, until police could stop him. The suspect was identified as Adam Franklin Stephens. A large quantity of stolen property was discovered in Stephen’s truck. At this time, the property has been linked to six auto burglaries. More charges are pending.     

On 8/9/18, Stephens was placed under arrest and transported to the Washington County Detention Center, where he was booked in on two warrants. Stephens is being held on a total of a $50,000 bond. Arraignment is set for 10:30 a.m. on 8/10/18 in Washington County General Sessions Court.

On 08/09/18, the Johnson City Police Department arrested David Galvin-Maynard (39 yrs old, 1812 Mary St) and charged him with Obtaining Drugs Falsely.  The arrest stems from an investigation into a prescription that was picked up at Walgreens, 429 N. State of Franklin Rd, on 08/04/18.  Video surveillance from the store showed David Galvin-Maynard, who is a neighbor to the victim, picking up the medicines without the victim’s authorization.  Mr. Galvin-Maynard is being held in the Washington County Detention Center in lieu of a $1,500 bond.  He is scheduled for Arraignment in General Sessions Court on Monday 08/13/18 at 1:30 pm.

On 08/12/18, Officers of the Johnson City Police Department arrested Gavin Colin Muse, 19 years old, 652 Oak Grove Rd apt 19 for Aggravated Assault.

The arrest stems from a shots fired call that officers responded to on the night of 08/11/2018, in the 900 block of N Barton St. The victim and witnesses were interviewed and identified Muse as the suspect who fired a gun at the victim several times, but missed. No person was shot or injured in the incident. Muse was located today at 652 Oak Grove Rd apt 19 and taken into custody. He is being held in the Washington County Detention Center in lieu of a $50,000 bond with arraignment date set for 08/14/18 at 0900am in the General Sessions Court of Washington County.

                              On 8/13/2018, officers of the Johnson City Police Department arrest Matthew Newberry, 31 years old, 260 Springview Dr. Gray, on charges of DUI 5th offense, driving on a revoked license, and failure to exercise due care.

               On 8/13/2018, officers responded to a vehicle crash on N Roan St at the intersection of Carroll Creek Rd. Investigation of the crash revealed that a vehicle driven by Mr. Newberry had been traveling northbound on Carroll Creek Rd and had struck three vehicles stopped at the intersection.

               Mr. Newberry was found to be under the influence of an unknown substance and was placed under arrest. Mr. Newberry has four prior DUI convictions in Tennessee.

               He was transported to the Washington County Detention Center where he is being held pending a bond hearing. His bond hearing is scheduled for 8/14/2018 at 1:30 PM in Washington County Sessions Court.

On 8/14/18, Officers of the Johnson City Police Department arrest Auston Haefele  (27 years old, 2700 West Market Street, Johnson City, Tennessee) for possession of methamphetamine, two counts of simple possession, possession of a prohibited weapon and possession of drug paraphernalia.

 

The arrest occurred as the result of a traffic stop. As a result of the traffic stop, a handgun and drugs were discovered inside of the vehicle.

 

Mr. Haefele was transported to the Washington County Detention Center where he was being held in lieu of a $9,000 bond. An arraignment was scheduled for 8/15/18.

On 8/15/18, officers of the Johnson City Police Department arrest Bobby “B.J.” Hairston  (36 years old, 404 Hamilton Street, Johnson City, Tennessee) and charged him with three counts of selling crack cocaine, possession of crack cocaine with intent to distribute, two counts of simple possession, and maintaining a dwelling where narcotics are kept or sold.

 

The arrest stems from an investigation into the distribution of crack cocaine that began in July 2018. During that investigation, Hairston sold quantities of crack cocaine to an individual working on behalf of law enforcement on three different occasions. On 8/15/18, investigators executed a search warrant at Hairston’s residence. During the execution of the search warrant, Hairston was taken into custody and additional crack cocaine was located.

 

Hairston was transported to the Washington County Detention Center where he was being held in lieu of an $8,500 bond. He is scheduled to be arraigned in Washington County General Sessions Court on 8/16/18 at 9:00 a.m.

On Sunday, August 19, 2018, 23 year old, Dustin James, 419 Sportsman Dock Rd Piney Flats, TN was

arrested by officers of the Johnson City Police Department. James was charged with Criminal Simulation and

Vandalism. The arrest comes after officers responded to a call at 409 S. Broadway St. The victim stated that

James attempted to pass a counterfeit $20 bill. James tried to run from the building and ran into a locked glass

door, breaking the glass. Officers arrested James and upon searching his person located 14 counterfeit $100

 bills in his pocket. James was transported to the Washington County Detention Center where he is being held

in lieu of $10,000 bond. He is schedule to appear in Washington County General Sessions Court on

August 21, 2018 at 1:30PM.

On Sunday, August 19, 2018, 49 year old, John R Coleman , 1506 King Springs Road Johnson City , TN was

arrested by officers of the Johnson City Police Department. Coleman was charged with two counts of aggravated

assault (domestic). The arrest comes after officers responded to a call at 1506 King Springs Road. The victims

stated that Coleman hit one of the victims with his shirt and then attempted to choke her with the shirt. The

victims also stated that Coleman had sprayed body spray in the faces of both victims. Coleman then threw the

can of body spray at one of the victims hitting them in the back of the head. Coleman was arrested by officers

and transported to the Washington County Detention Center where he is being held in lieu of $50,000 bond. He

is scheduled to appear in Washington County General Sessions Court on August 20, 2018 at 1:30PM.

On 8/19/18, officers of the Johnson City Police Department arrested Angel Jeffords (665 Carter Hill Rd, Piney Flats, TN, 27 years old) and Joshua Saylor (124 Witcher Ln, Erwin, TN, 29 years old).  They were charged with Motor Vehicle Theft. Ms. Jeffords was also charged with Theft of Property and Possession of Methamphetamine. 

Officers responded to the Johnson City Medical Center for a stolen vehicle. The vehicle was found at 915 W Market St, and the two individuals were seen walking away from the vehicle. While searching Ms. Jeffords, officers found a stolen cell phone and Methamphetamine on her.

Angel Jeffords and Joshua Saylor are being detained at the Washington County Detention Center. Ms. Jeffords is being held in lieu of a $10,000 bond. Mr. Saylor is being held in lieu of a $5,000 bond for his charge. Arraignment set for Monday the 20th at 9:00 AM, in Washington County General Sessions Court.

SUBJECT: Domestic Aggravated Assault                 DATE: 8/21/18   TIME: 10:34 a.m.

    On 8/21/18, officers of the Johnson City Police Department arrested 49-year-old Craig Kelly Rios, 802 Briarcliff Rd, Apt 69, Johnson City, for Domestic Aggravated Assault. The arrest was the result of an investigation into an assault that occurred at his residence.

At approximately 10:34 a.m., officers were dispatched to the residence in reference to a domestic disturbance.  The investigation revealed the two were involved in an argument the previous night.  When the victim returned to collect her belongings, Mr. Rios began choking her and twisting her neck. Officers observed the victim had injuries consistent with being assaulted.  Officers located Mr. Rios and he was transported to the Washington County Detention Center without incident.  His bond was set at  $20,000 and he is scheduled to appear in Washington County General Sessions Court for Arraignment on August 22nd, 2018, at 1:30 p.m.

    On 08/21/2018, Officers of the Johnson City Police Department arrested Jacob McCoy (165 Crocket Timbers Rd., Limestone, TN 28 years old).  Mr. McCoy was charged with one count of Aggravated Assault (Domestic).  Officers responded to a domestic disturbance at 2484 Mint Hill Rd. Upon arrival, officers made contact with the victim at her residence.  She stated that she and her boyfriend, Mr. McCoy, were in an argument at which point he assaulted her and threatened to shoot her with a firearm. The victim stated that when she called 911, Mr. McCoy fled the scene in a vehicle.  Officers searched the area and located Mr. McCoy’s vehicle, at which point Mr. McCoy was placed under arrest for Domestic Aggravated Assault.  He was transported to the Washington County Detention Center, where his bond was set at $15,000 and an arraignment was set for 08/22/2018 at 1:30 p.m. in Washington county General sessions Court.

                On 08/23/18, Investigators with the Johnson City Police Department arrested Joe Buzz Pilkington (42 yrs old, 313 Hamilton St) and charged him with numerous offenses.  The homeowner of 272 S. Austin Springs Rd filed a report on 07/24/18 claiming that while she was out of town her home was broken into.  She also claimed two vehicles, a Dodge Stealth and a BMW were taken from the property, in addition to parts from numerous other vehicles.  Throughout the course of the investigation it was discovered that the Dodge Stealth was scrapped at Davis Recycling, 639 Woodlynn Rd, by Mr. Pilkington.  Mr. Pilkington was interviewed on 08/23/18, at which point he admitted to taking both vehicles and breaking into the house.  Mr. Pilkington is charged with Aggravated Burglary, Motor Vehicle Theft over $1,000, Theft of Vehicle Parts, and Vandalism over $1,000.  He is being housed in the Washington County Detention Center in lieu of a $20,000 bond.  He is scheduled for Arraignment in General Sessions Court on Friday 08/24 at 10:00 am.

On 8/24/18, Investigators of the Johnson City Police Department arrested Needham "Tony" Rose (279 Austin Springs Rd., 59 years old), charging him with (3 cts.) reckless endangerment, possession of a handgun while under the influence, and felon in possession of a handgun.

 

On 8/23/18, officers responded to 279 Austin Springs Rd., in reference to shots being fired. When officers arrived, witnesses directed officers to the apartment where the suspect was located and subsequently taken into custody without further incident.

 

On 8/24/18, Rose was transported to the Washington County Detention Center, where he is being held in lieu of a $15,000 bond. Arraignment is set for 9:00 a.m. on 8/27/18 in Washington County General Sessions Court.

Serious Crash Investigation

On 08/24/2018, at approximately 5:30 p.m, officers of the Johnson City Police Department responded to the intersection of Liberty Bell Blvd and Coty Jones Dr in reference to a very serious crash investigation.  Upon arrival, their preliminary investigation revealed that a 2007 Kia Sedona attempted a left turn from Coty Jones onto Liberty Bell Blvd.  Meanwhile, a Honda motorcycle was traveling on Liberty Bell Blvd.  While attempting to turn, the Sedona pulled into the path of the motorcycle.  The motorcycle struck the Sedona causing the driver to be ejected.  The driver of the motorcycle was identified as Mr. Jonathan Dison, age 22, of 108 John Taylor Rd in Elizabethton.   Mr. Dison was transported to the Johnson City Medical Center where he is currently listed in critical condition.  The investigation is currently being handled by the Johnson City Police Department’s Traffic Crash Reconstruction Team.
