On 07/20/18 Investigators with the Johnson City Police Department arrested Savannah Surber (24 yrs old, 360 Eastern Star Rd Kingsport) and charged her Possession of Stolen Property over $1,000.  The arrest stems from the investigation into a Pontiac Sunfire that was reported stolen by the Elizabethton Police Department.  The vehicle was recovered at the 11-E Motel, 3500 W. Market St.  Ms. Surber is being held in the Washington Co. Detention Center in lieu of a $5,000 bond.  She is scheduled for Arraignment in General Sessions Court on 07/23/18 at 1:30 pm.

On 07/20/2018, Officers of the Johnson City Police Department arrested Terry M Dalton, 37 years old, of 3620 Hazelnut Dr, Kingsport, TN and charged him with methamphetamine possession, delivery, sell, manufacturing,  unlawful drug paraphernalia and maintaining a dwelling for controlled substance or distributing .

 At approximately 10:54 a.m., Officers responded to 207 E Mountcastle Dr to assist another agency in locating a wanted subject.   After Officers located and took Dalton into custody, Dalton was found to be in possession of 58 grams of methamphetamine.    

Dalton was placed under arrest and charged with methamphetamine possession, delivery, sell, manufacturing, unlawful drug paraphernalia and maintaining a dwelling for controlled substance or distributing.  Dalton was transported to the Washington County Detention Center and is being held on a $21,000 bond.  Dalton has a preliminary court date set for 07/23/2018 at 1:30 in Washington County Sessions Court.

On 07/25/2018, Officers of the Johnson City Police Department arrested Marcus A. McCullough (402 Roger Lane, Johnson City, TN 28 years old) and charged him with Strong Arm Robbery.

At approximately 10:50 p.m., Officers were dispatched to 207 Edna Court in reference to a possible domestic disturbance.  Upon Officers arrival and speaking with the Victim it was determined to be a Strong Arm Robbery.  The suspect, identified as Marcus McCullough, was seen by witnesses pushing the victim to the ground and then kicking and punching her. Mr. McCullough also stole a cellphone, money and a pack of cigarettes totaling approximately $300 before fleeing to a nearby housing complex. Officers were given the apartment the suspect was see running into, from bystanders who observed him running from the scene.  Upon making contact with Mr. McCullough he was arrested and transported to the Washington County Detention Center for Strong Arm Robbery.

He is currently being held at the Washington County Detention Center in lieu of a $10,000 bond.  Mr. McCullough is due to appear in court for his arraignment at 1:30 p.m. on 07/26/2018 in Washington County General Sessions Court.

On 07/27/18, Officers of the Johnson City Police Department arrested Tracey Nicole Gembala (169 S. Austin Springs Rd. Johnson City, TN  37601, 46yrs. old)

at 0300hrs. and charged her with being a fugitive from justice.  Saint Lucie County Sheriff’s Dept. in Florida notified Johnson City Police Dept. that Gembala could

possibly be located at her listed address and they had a warrant for grand theft with full extradition with a bond of $50,000.00.  Officers located Gembala at this

residence and placed her under arrest for being a fugitive from justice.  She was transported to the Washington County Detention Center where she has a bond

hearing set for 07/30/18 at 1330hrs. in General Sessions Court.

On 8/26/18, the Johnson City Police Department arrested Jaylon Tyreece Shepard (19, 1101 Welbourne St) and Fred Mark Mathena (18, General Delivery) on charges of Aggravated Burglary, Auto Burglary, and Theft Over $1,000.

On 8/21/18, the residents at 1914 Forest View Dr reported a burglary that occurred at their residence sometime during the previous night. Throughout the morning, they had noticed several items missing from their home and vehicles.  During the subsequent investigation, Shepard and Mathena were developed as suspects.

0n 8/26/17, Shepard and Mathena were arrested and booked into Washington County Detention Center in lieu of $30,00 bond each and are scheduled for arraignment on 8/27/2017 at 1:30 p.m. in Washington County Sessions Court.

On Thursday 07/26/18, Units with Johnson City Police Department responded to a disturbance call at Low-Rate Towing, 103 Ashe St, at approximately 3 pm.  According to staff of the tow lot, a white male had entered the property and taken a 2008 Jeep Patriot and driven off the lot.  An employee of the tow lot began following the vehicle while calling 911.  The vehicle pulled into the lot of Monarch Apts, 1109 University Pkwy, at which point the driver left the Patriot and got into a Honda Element which left the area.  The employee of the tow lot continued to follow the Element, which drove to Hospitots, 1719 W. Market St.  The male suspect fled on foot and  K-9 team deployed to track him.  

Officers made contact with the female driver of the Element at Hospitots, who initially advised she had been carjacked by a stranger at Monarch Apartments.  She was questioned further, at which point she admitted she was not carjacked and she knew the male subject.  She was identified as Morgan Mcghee and was transported to Headquarters.

The male subject was apprehended back at Monarch Apts.  He was transported to Headquarters as well.  He was identified as Joshua Haywood.  The investigation revealed that Mr. Haywood had the Jeep Patriot towed in to Low-Rate earlier in the week to have some work done on the vehicle and had taken the vehicle without paying the tow lot.  The Jeep Patriot had been reported stolen out of Wytheville, VA.  As a result of the investigation, Joshua Haywood (31, Max Meadows, VA) was charged with Theft of Services over $1,000, Possession of Stolen Property over $2,500, and Evading Arrest.  Morgan McGhee (24, 585 W. Spiller St Wytheville, VA) was charged with False Reporting and Theft of Services over $1,000.  They area both being held in the Washington County Detention Center in lieu of a $6,000 bond each.  They are scheduled for Arraignment in General Sessions Court on Friday 07/27/18 at 10:00 am.

News Release- Smalls

On 7/27/18, officers of the Johnson City Police Department arrested Davian Smalls (35 years old, of Johnson City) on a warrant charging him with especially aggravated robbery. Additional drug charges were placed after the warrant was served.

 

In May 2018, an armed robbery was reported in which a female victim was robbed at gunpoint. During the robbery, the suspect struck the victim in the head several times with the handgun. During the investigation, Davian Smalls was identified as the suspect.

 

Investigators located and served the arrest warrant on Smalls on 7/27/18. During the arrest, Smalls was found to be in possession of quantities of crack cocaine, marijuana, and various pills. He was additionally charged with possession of crack cocaine for resale, two counts of simple possession of Schedule IV drugs, simple possession of Schedule VI drugs, possession of drug paraphernalia, and maintaining a dwelling where narcotics are kept or sold.

 

Smalls was transported to the Washington County Detention Center where he was being held in lieu of a combined $74,000 bond. He is scheduled to be arraigned in Washington County General Sessions Court on 7/30/18 at 9:00 a.m.

On 7/30/18, the Johnson City Police Department arrested Shannon Delray Neeley (336 Stage Coach Ln., Dante, VA, 40 years old) and charged him with auto burglary and theft under $1,000.

The arrest comes as a result of an investigation into an auto burglary that occurred on the evening of 7/29/18 at Price Less Foods, 1950 S. Roan St. The victim reported she went into the grocery store and when she returned to her car, she found her Samsung cell phone had been stolen from her vehicle. Through the course of the investigation, Neeley was revealed to be the perpetrator of the theft.  

On 7/30/18, Neeley was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $650 bond. Arraignment is set for 1:30 p.m. on 7/31/18 in Washington County General Sessions Court.

On 7/31/18, officers of the Johnson City Police Department arrested Dandre M. Cook (22 years old, 144 Quail Hollow Rd., Elizabethton) and charged him with Possession of Schedule VI for Resale, Unlawful Drug Paraphernalia, and Speeding.

 

At approximately 12:30 p.m., officers stopped a vehicle being driven by Dandre Cook for speeding on E. Main St. near Hilltop Rd.  Upon making contact with Mr. Cook, the officer detected a strong smell of marijuana coming from the vehicle.  A police K9 was called to the stop location and positively alerted on the vehicle for possible narcotics.  A search of the vehicle revealed a black backpack belonging to Cook containing a 1-quart mason jar containing 25g of marijuana, plastic baggies, and a set of digital scales all of which are used in the distribution and sale of marijuana.  Based on the evidence collected from the vehicle, Cook was arrested and charged with the listed offenses.

 

Mr. Cook was taken into custody and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.   Arraignment is set for 1:30 p.m. on 8/1/18 in Washington County General Sessions Court.

On 07/31/18, officers of the Johnson City Police Department arrested Justin A. Powell ( 37 years old, 1402 Lynnwood Dr.) and

charged him with Vandalism over $1000, a felony.

 

At approximately 4:24 p.m., officers responded to Walmart Supercenter on Browns Mill Rd.  Loss Prevention Specialists met officers

and advised that a male subject had been inside the store opening cell phone cases and throwing them on the ground.  They also led

officers to electronics where the male was still damaging merchandise.  Employees pointed out the male subject who was opening cell cases

as an officer approached.  Mr. Powell was detained and taken back to the loss prevention office to be processed as well as to obtain a total on the damages.  The total of damages were $1476.00, which is a felony amount.

 

Mr. Powell was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a

$10,000 bond.  Arraignment is set for 9:00 a.m. on 08/01/18 in Washington County General Sessions Court.

On 08/01/18, Investigators with the Johnson City Police Department arrested Jerry Lee Greer Jr. (21 yrs old, 202 Spring Dr) and charged him with Motor Vehicle Theft over $1,000.  The arrest stems from an investigation into a 1997 Ford Escort stolen from an address on Birdie Dr on 06/25.  The vehicle was recovered in Elizabethton on 07/01 and evidence was found inside the vehicle that linked back to Mr. Greer.  He is being held in the Washington County Detention Center in lieu of a $2,500 bond.  He is scheduled for Arraignment in General Sessions Court on Thursday 08/02 at 9:00 am.

On 07/30/18 at approximately 3:19pm officers of the Johnson City Police Department arrested Robert A Bowers,42 year old male, 704 Clamar St Johnson City TN 37601, for Felony Evading, Reckless Driving, Driving on a Revoked License 4th offense.        

On 07/14/18 at approximately 1:57am officers observed a gray Toyota Camry run the red light at N State of Franklin Rd and S Greenwood Dr. Officer was able to catch up to the vehicle and observe it lose control striking the guardrail. Officer attempted to initiate a traffic stop and the vehicle fled at a high rate of speed. After further investigation it revealed Robert Bowers to be the driver of the vehicle.

Robert Bowers was arrested is being held in the Washington County Detention Center on a $10,000 Bond. A court appearance is scheduled for 08/01/18 at 13:30 hours in Washington County Sessions Court.

On 08/01/2018 officers of the Johnson City Police Dept arrested Mr Daniel Vargas Paredes (1308 Knob Creek Rd #7, 27 years old) and charged him with Aggravated Domestic Assault.

 At approximately 8:13 pm,  Mr Daniel Vargas Paredes became angry with his wife after she refused to leave their two infant children alone with him because of his intoxication. Mr Paredes threatened his wife with a handgun and forced her to flee the residence without the children. Officers were able to take Mr Paredes into custody and secure the firearm without further incident. The children were returned to their mother unharmed.

Mr Paredes was arrested and is being held in the Washington County Detention Center on a  $25,000 bond. He is scheduled to appear in The Washington County Sessions Court on August 3rd at 10:30 am

On 8/2/18, the Johnson City Police Department arrested Ashley Nicole Taylor (1042 Old Blairs Gap Rd., Kingsport, 22 years old), charging her with burglary and theft over $1,000.

 

On 7/2/18, Hardee’s, 2702 N. Roan St., Johnson City, reported that deposit money was missing from the safe. The investigation revealed that Taylor was terminated from her employment but possessed the keys to the business and codes to the safe. Evidence showed that Taylor returned to the business and took the deposit.

 

On 8/2/18, Taylor was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $20,000 bond. Arraignment is scheduled for 1:30 pm on 8/3/18 in Washington County General Sessions Court.

On 08/03/2018 Officers of the Johnson City Police Department arrested Christy St Claire, 26 year old female, 406 Elk St. Greenville TN 37745, for Fugitive from Justice.

 

At approximately 2312hrs officers responded to Econolodge, 207 E. Mountcastle Dr. in reference to suspicious activity. During the investigation, officers came into contact with Christy St Claire.

A record check revealed St Claire to have an active warrant out of Buchanan County Virginia for Delivery of Schedule III drugs with surrounding states extradition. Christy St Claire was placed under arrest and transported to the Washington County Detention Center. St Claire is being held without bond pending arraignment on 08/03/2018 at 01:30 P.M. in Washington County General Sessions Court.

     On 08/03/18, officers of the Johnson City Police Department arrested Robert Oliver (37 years old of Johnson City, TN.) and charged him with aggravated kidnapping and rape.

     On 08/01/18, officers responded to Franklin Woods Hospital in reference to an alleged sexual assault.  The victim, a 35 year-old female, reported she had been at 108 Wesley St., Johnson City, with Robert Oliver when he sexually assaulted her, and prevented her from leaving the area.  The victim was later able to seek medical attention at the hospital, where she reported the assault.

     On 08/03/18, Robert Oliver was located at 108 Wesley St.  He was placed under arrest and transported to the Johnson City Police Department for further questioning.  Mr. Oliver was later transported to the Washington County Detention Center, where he is currently being held in lieu of a $50,000 bond.  An arraignment is set for 08/06/18, 1:30 pm, in Washington County General Sessions Court.

     On 08/03/18, at approximately 11:36 pm, Officer Carman was conducting extra patrol of the Downtown Square parking area.  He observed a male subject arguing with another group of males, and the subject lifted his shirt to display a black handgun, while threatening the group.  Officer Carman called for the subject to stop and show his hands.  The male fled on foot, but was taken in to custody after a foot pursuit.  The loaded weapon was located nearby, where the subject had tried to discard it.  The subject smelled strongly of alcohol and was in possession of a marijuana “blunt.”  The subject was identified as Christian Sweet, 21 years of age, 818 Hamilton St, Johnson City, TN.  The subject was transported to the Washington County Detention Center charged with Felony Reckless Endangerment, Possession of a Handgun While Under the Influence, Evading Arrest, and Simple Possession of Marijuana.  His is being held on $13,000 bail with an arraignment scheduled for Monday, August 6, 2018, at 1:30 pm, in Washington County General Sessions Court.

On Sunday, August 05, 2018 at approx. 12:30 pm, Officers of the Johnson City Police Dept. arrested Mr. William Bonney, 1415 Colony Park Dr Apt 3, age 41, for Aggravated Assault.

At approximately 12:00 p.m., officers responded to the Mr. Bonney’s apartment. The victim stated that she was at the location to retrieve some belongings she had left there. During the discussion about her belongings Mr. Bonney allegedly confronted her with a shotgun, which he pointed towards her face and kicked her. A witness corroborated the victim’s account of the incident.  

Mr. Bonney was placed under arrest and is being held at the Washington County Detention Center in lieu of a $10,000 bond, charged with Aggravated Assault. Mr. Bonney is scheduled for an arraignment in Washington County Sessions Court on 08/06/2018 at 1:30pm.

     On 8/3/2018 at 11:11 am officers of the Johnson City Police Department arrested Kalista Sells, 37 years old, 1614 Highland Rd, Kingsport, TN and charged her with identity theft and resisting arrest. The arrest stems from an investigation of a possible shoplifting from Walmart, 2915 W. Market St. Officers initiated a traffic stop on the suspect vehicle and made contact with its occupants. Ms. Sells, a passenger, provided false information belonging to another individual and upon being placed into custody she resisted arrest.

     Ms. Sells was arrested and transported to the Washington County Detention Center where she is currently being held in lieu of a $6,000 bond. An arraignment for Ms. Sells is scheduled for 8/6/2018 in Washington County General Sessions Court.

On 8/6/18 at 11:55 a.m., the Johnson City Police Department arrested Robert M Atwell Jr (11153 Almond Ave, Marceline, MO, 40 years old) charging him with Violation of the Sex Offender Registry.

 

On 8/6/18 at 8:52a.m., officers responded to Southside Elementary School in reference to Atwell being on the property who was identified as a sex offender registered in the state of Missouri.  Investigators discovered Atwell was there with another female to register her child for school.  Atwell was in violation of the Tennessee sex offender registry when he entered the school property while not having a reason or relationship involving custody or responsibility for the child.

 

On 8/6/18, Atwell was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 1:30 p.m. on 8/7/18 in Washington County General Sessions Court.
