On Thursday 07/26/18, Units with Johnson City Police Department responded to a disturbance call at Low-Rate Towing, 103 Ashe St, at approximately 3 pm. According to staff of the tow lot, a white male had entered the property and taken a 2008 Jeep Patriot and driven off the lot. An employee of the tow lot began following the vehicle while calling 911. The vehicle pulled into the lot of Monarch Apts, 1109 University Pkwy, at which point the driver left the Patriot and got into a Honda Element which left the area. The employee of the tow lot continued to follow the Element, which drove to Hospitots, 1719 W. Market St. The male suspect fled on foot and K-9 team deployed to track him.
Officers made contact with the female driver of the Element at Hospitots, who initially advised she had been carjacked by a stranger at Monarch Apartments. She was questioned further, at which point she admitted she was not carjacked and she knew the male subject. She was identified as Morgan Mcghee and was transported to Headquarters.
The male subject was apprehended back at Monarch Apts. He was transported to Headquarters as well. He was identified as Joshua Haywood. The investigation revealed that Mr. Haywood had the Jeep Patriot towed in to Low-Rate earlier in the week to have some work done on the vehicle and had taken the vehicle without paying the tow lot. The Jeep Patriot had been reported stolen out of Wytheville, VA. As a result of the investigation, Joshua Haywood (31, Max Meadows, VA) was charged with Theft of Services over $1,000, Possession of Stolen Property over $2,500, and Evading Arrest. Morgan McGhee (24, 585 W. Spiller St Wytheville, VA) was charged with False Reporting and Theft of Services over $1,000. They area both being held in the Washington County Detention Center in lieu of a $6,000 bond each. They are scheduled for Arraignment in General Sessions Court on Friday 07/27/18 at 10:00 am.
