    On September 18, 2018, at approximately 4:50 am, officers responded to a report of a subject that was threatening to assault another in the area of Watauga and Market St. After checking the area, an officer located a subject matching the description of the suspect walking on Wilson Ave.  He was yelling obscenities and swinging knives, in a jabbing motion.  When the officer asked the subject to stop and speak with him, the subject cursed at the officer and charged toward him with the knives.  The officer was able to deploy his Taser in self-defense, and subdue the subject.  The subject was identified as Christian McKay, 23 years of age, 106 Waterfront Ln, Butler, TN.  The suspect was medically cleared and transported to the Washington County Detention Center charged with Disorderly Conduct, Resisting a Stop and Aggravated Assault.  He is being held on $50,000 bail and is scheduled to appear in Washington County General Sessions Court on Wednesday, September 19, 2018, at 10:30 a.m.

On 09/18/2018, Officers of the Johnson City Police Department arrested Joshua L Morton (General Delivery, Johnson City, TN years old). Joshua L Morton was charged with Fugitive from Justice for Crime in Another State.

On 09/18/2018 at 12:26 hours, Officers responded to the Red Roof Inn at 210 Broyles Dr. due to an anonymous tip that the suspect Joshua L. Morton was staying at the hotel and had a full extradition warrant out of Kansas for parole violation. Upon arrival, Officers were informed that Mr. Morton had just checked out of the hotel within the past half hour. Officers checked the area and discovered Mr. Morton at the Red Roof Inn’s gazebo. Mr. Morton was identified and detained due to the confirmed warrant out of Kansas.

Police arrested Mr. Morton and he was transported to the Washington County Detention Center. Mr. Morton will have a bond hearing set for 09/18/2018 at 1:30 p.m.

    On 9/18/18, officers of the Johnson City Police Department arrested 21-year-old Shannon Costner, 1109 University Pkwy, Apt 1205, Johnson City, and 19-year-old Jose Rojas, 359 Horseshoe Bend Rd, Jonesborough, for Burglary and Theft Under $1,000 dollars. The arrest was the result of an investigation into the burglary of the maintenance room of the Monarch Apartment Complex.  At approximately 11:15 a.m., officers were dispatched to Monarch Apartments and spoke with the property manager and the maintenance manager. The investigation revealed suspects entered the maintenance room through an unlocked door at approximately 5:37 a.m., and took approximately $652.00 of tools.  The theft was caught on surveillance video and both suspects were positively identified.  Officers located both suspects at the apartments during the day.  They were transported to the Washington County Detention Center and their Bonds were set at $10,000. They are scheduled to appear in Washington County General Sessions Court for on September 19th, 2018, at 1:30 p.m.

On 09/20/2018, Officers of the Johnson City Police Department arrested Jonathan Cross, 35 years old, 107 Tamassee Dr, Johnson City,  for two counts of attempted 2nd degree murder. The arrest stems from an investigation of shots fired in the street in front of Cross’ residence at approximately 5 am on the morning of 09/18/2018. Cross was involved in a domestic dispute with his girlfriend who called her father to come and get her. The father arrived and was walking away with his daughter when Cross came out of the house and produced a handgun. Cross struck his girlfriend in the face with the gun, causing significant facial injuries to her. He then pointed the gun at the father and fired a shot. The victim was able to duck and only suffered a graze wound to the head. The victim was able to wrestle the gun away from Cross and the two began to fight. The victim was later treated and released from the hospital and questioned by police investigators. Cross’ girlfriend was also transported to the hospital and was treated and later released.  Cross was transported to the Johnson City Medical Center for treatment for his injuries and was admitted. He was released on today’s date and transported to the Washington County Detention Center where he is being held in lieu of a $100,000 bond on two counts of attempted 2nd degree murder. Cross’ court date is set for 09/21/2018 at 1030 am in the General Sessions Court of Washington County.

                On 09/21/18, at 11:32 p.m., officers of Johnson City Police Department arrested Mike Thomas, 39, 206 Whitney St, Johnson City, TN, 37604 and charged him with 3 counts of Felony Reckless Endangerment, 2 counts of Convicted Felon in Possession of a Firearm, 2 counts of Possession of a Firearm While Under the Influence, 2 counts of Possessing a Firearm During Commission/Attempt to Commit a Dangerous Felony, Possession of Methamphetamine for Resale, Possession of Crack Cocaine for Resale,  DUI (1st Offense), and Leaving the Scene of an Accident.

                The arrest stems from an investigation into a vehicle wreck that occurred at N. Roan St & Liberty Bell Blvd. Witnesses stated that Mr. Thomas was involved in a vehicular collision. When he exited his vehicle, he grabbed a rifle and fired a shot in an unknown direction with it. Then Mr. Thomas left the scene before police could arrive. Mr. Thomas was located quickly after officers arrived, about a block away from the crash and appeared to be impaired. Mr. Thomas’s rifle was found hidden in a bush near where he was located.  A handgun, methamphetamine, and crack cocaine were found inside his vehicle.

                Mr. Thomas was arrested and transported to the Washington County Detention Center, where he is being held on an $84,000 bond. An arraignment is set for 09/24/18, in Washington County General Sessions Court.

On 09/18/2018 officers of the Johnson City Police Dept arrested 47 year old Mr Timothy D Blair of 405 S Barton St Johnson City TN. charging him with Felony Domestic Vandalism and Domestic Assault.

Officers made contact with Mr Blair at his residence where  he had assaulted his girlfriend.  In addition, he was also in the process of vandalizing her vehicle by chopping holes in it with a pick-axe. This resulted in several thousand dollars’ worth of damage. Mr Blair is being held in the Washington County Detention Center on an $11,000 bond and is set to appear in the Washington County Sessions Court on 09/24/2018.

On 09/26/2018, officers of the Johnson City Police Dept arrested 30 year old Adam L. Jessee of 444 Gravely Rd in Kingsport, Tn  charging him with felony shoplifting.

At approximately 3:30 p.m on 09/16/18, officers responded to WalMart, 3111 Browns Mill Rd, and met with loss prevention who stated that Mr. Adam Jessee had placed 171 fishing lures inside his clothing and had exited the store without paying for them.  Total value of the merchandise was $1252.  A warrant for Mr. Jessee’s arrest was obtained.  In the meantime, Mr. Jessee was arrested in Sullivan County on a separate charge.  After bonding out of their detention center, he was transported to Johnson City and turned over to the Johnson City Police Department.  Mr. Jessee was, subsequently, transported to the Washington County Detention Center where he is being held on a $5000 bond.  Arraignment has been set for 09/26/18 at 1:30 p.m. in Washington County General Sessions Court.

On 9/25/18, the Johnson City Police Department arrested Robert Thomas (209 W. Fairview Ave., 36 years old) and charged him burglary to a motor vehicle, theft of property under $1,000, (2 cts.) identity theft, and (2 cts.) fraudulent use of a debit card.

The arrest comes as a result of an investigation of an auto burglary that occurred at 71 Cherry St. on 9/17/18. Through the course of the investigation, Thomas was identified as the suspect.

On 9/25/18, Robert Thomas was found to be incarcerated in the Washington County Detention Center on another agencies charges. The arrest warrant was served on him there. Thomas was arraigned on 9/25/18 and his next scheduled court appearance is set for 10/8/18 in Washington County General Sessions Court.

On 9/25/2018, officers of the Johnson City Police Department arrested Justin Plumlee (2600 First St., Johnson City, TN 37604, 37 years old) and charged him with aggravated assault, disorderly conduct, resisting arrest, and simple possession.

At approximately 3:15 p.m. on 9/25/2018, officers were dispatched in reference to a domestic disturbance.  Contact was made with the victim, who claimed she was assaulted by Plumlee.  She had visible marks from an assault on her person.  Plumlee was found in the residence and had a small amount of marijuana on his person.  He became belligerent with officers, yelling and screaming obscenities and racial slurs in the front yard, and repeatedly pulled away from officers.

Plumlee was arrested and transported to the Washington County Detention Center, where he was held on a $50,000 bond.  Arraignment was set for 1:30 p.m. on 9/26/2018 in Washington County General Sessions Court.

On 09/28/2018 officers of the Johnson City Police Department arrested Michael Gosnell (39 years old, General Delivery, Johnson City, TN 37601) on the charges of 2 counts of Theft of Property over $1,000, Forgery over $1,000, Criminal Simulation over $1,000, Criminal Simulation over $2,000, and Theft of Property over $2,000.

At approximately 07:25 a.m., Mr. Gosnell was located lying on a mattress at 1913 S. Roan St., where the property is posted no trespassing. Mr. Gosnell had 3 active warrants out of Johnson City and was transported to the Washington County Detention Center where he is being held in lieu of a $15,500 bond. His arraignment is set for 10/01/2018 at 01:30 p.m. in Washington County General Sessions Court.

On 09/29/18, officers of the Johnson City Police Department arrested Justin L Hall (134 Treadway Dr., Johnson City, TN., 31 years old) charging him with Felony Evading and Speeding.

At approximately 7:44 p.m., officers observed a silver Honda SUV traveling on S Roan St well above the posted speed limit.  A traffic stop was attempted however; the driver of the vehicle fled from the area.  Shortly after discontinuing the stop attempt, officers located the vehicle parked in front of a business at 108 University Pkwy, and made contact with Mr. Hall.  During the investigation Mr. Hall confirmed he was the owner of the vehicle in question and admitted to fleeing from the traffic stop to avoid being issued a traffic citation.

Hall was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 10/01/18 at 1:30 p.m., in Washington County General Sessions Court.

On 10/02/18, the Johnson City Police Department arrested Joshua Dain Lowe (34 yrs old, 108 S. 9th St. Watauga, TN) and charged him with Theft of Property (Motor Vehicles) over $1,000.  The arrest stems from an investigation into a Honda Accord that was stolen from 1402 E. Watauga Ave on 08/30/18.  Mr. Lowe is being held in the Washington County Detention Center in lieu of a  $3,000 bond.  He is scheduled for Arraignment in General Sessions Court on 10/03/18 at 9:00 am.

               On 10/03/18, at 12:17 a.m., officers of Johnson City Police Department arrested Erika Story, 24, 420 S. Broadway St, Johnson City, TN, 37601 and charged her with 2 counts of Aggravated Assault, Possessing a Firearm During Commission/Attempt to Commit a Dangerous Felony, Felony Reckless Endangerment, and Vandalism (under $1,000).

               The arrest stems from an investigation into a vehicle wreck that occurred at 2102 E. Fairview Ave. The wreck occurred due to Ms. Story, driving a Honda Accord, and another vehicle chasing each other in the area of E. Fairview Ave. Ms. Story lost control of her vehicle and crashed into a chain linked fence. Ms. Story and her passenger had to be transported to the hospital due to injuries they sustained from the vehicle wreck. It was discovered that Ms. Story had a firearm in her possession at the time of the incident.

               Ms. Story was arrested and transported to the Washington County Detention Center, where she is being held on a $51,000 bond. An arraignment is set for 10/03/18, in Washington County General Sessions Court.

On 10/03/18, the Johnson City Police Department arrested Ardessa Rodgers (163 Kate St, Johnson City, TN, 29 years old). Rodgers was charged with forgery and identity theft.

 

The arrest stems from an investigation into a fraudulent apartment lease that was forged by Ardessa Rodgers using another person’s name and information.

 

Rodgers is currently being held at the Washington County Detention Center on a $5,000 bond. Her preliminary hearing is set for 1:30 p.m. on 10/03/18 in Washington County General Sessions Court.

FBI Releases 2017 Crime Statistics

After two consecutive years of increases, the estimated number of violent crimes in the nation decreased 0.2 percent in 2017 when compared with 2016 data, according to FBI figures released today. Property crimes dropped 3.0 percent, marking the 15th consecutive year the collective estimates for these offenses declined.
The 2017 statistics show the estimated rate of violent crime was 382.9 offenses per 100,000 inhabitants, and the estimated rate of property crime was 2,362.2 offenses per 100,000 inhabitants. The violent crime rate fell 0.9 percent when compared with the 2016 rate; the property crime rate declined 3.6 percent.
These and additional data are presented in the 2017 edition of the FBI’s annual report Crime in the United States. This publication is a statistical compilation of offense, arrest, and police employee data reported by law enforcement agencies voluntarily participating in the FBI’s Uniform Crime Reporting (UCR) Program.
The UCR Program collects information on crimes reported by law enforcement agencies regarding the violent crimes of murder and nonnegligent manslaughter, rape, robbery, and aggravated assault as well as the property crimes of burglary, larceny-theft, motor vehicle theft, and arson. (The FBI classifies arson as a property crime, but it does not estimate arson data because of variations in the level of participation by the reporting agencies. Consequently, arson data is not included in the property crime estimate.) The program also collects arrest data for the offenses listed above plus 20 offenses that include all other crimes except traffic violations.
In 2013, the FBI’s UCR Program initiated the collection of rape data under a revised definition within the Summary Reporting System. The term “forcible” was removed from the offense name, and the definition was changed to “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.” In 2016, the FBI Director approved the recommendation to discontinue the reporting of rape data using the UCR legacy definition beginning in 2017.
Of the 18,547 city, county, university and college, state, tribal, and federal agencies eligible to participate in the UCR Program, 16,655 agencies submitted data in 2017. A high-level summary of the statistics submitted, as well as estimates for those agencies that did not report, follows:
  • In 2017, there were an estimated 1,247,321 violent crimes. The estimated number of robbery offenses decreased 4.0 percent, and the estimated number of murder and nonnegligent manslaughter offenses decreased 0.7 percent when compared with estimates from 2016. The estimated volume of aggravated assault and rape (revised definition) offenses increased 1.0 percent and 2.5 percent, respectively.
  • Nationwide, there were an estimated 7,694,086 property crimes. The estimated numbers for two of the three property crimes showed declines when compared with the previous year’s estimates. Burglaries dropped 7.6 percent, larceny-thefts decreased 2.2 percent, but motor vehicle thefts rose 0.8 percent.
  • Collectively, victims of property crimes (excluding arson) suffered losses estimated at $15.3 billion in 2017.
  • The FBI estimated law enforcement agencies nationwide made 10.6 million arrests, (excluding those for traffic violations) in 2017.
  • The arrest rate for violent crime was 160.7 per 100,000 inhabitants; the arrest rate for property crime was 388.7 per 100,000 inhabitants.
  • By violent crime offense, the arrest rate for murder and nonnegligent manslaughter was 3.8 per 100,000 inhabitants; rape (aggregate total using the revised and legacy definition), 7.2; robbery, 29.3; and aggravated assault, 120.4 per 100,000 inhabitants.
  • Of the property crime offenses, the arrest rate for burglary was 61.7 per 100,000 inhabitants; larceny-theft, 296.0; and motor vehicle theft, 28.2. The arrest rate for arson was 2.8 per 100,000 inhabitants.
  • In 2017, 13,128 law enforcement agencies reported their staffing levels to the FBI. These agencies reported that, as of October 31, 2017, they collectively employed 670,279 sworn officers and 286,662 civilians—a rate of 3.4 employees per 1,000 inhabitants.
The FBI launched the Crime Data Explorer (CDE) on June 30, 2017, in response to the need for law enforcement, the media, academia, and the American public to easily search for and find data from the UCR system. The CDE is a web-based, interactive environment where users can query, view, and download crime data. The CDE significantly changes the way UCR data is consumed and provides more specific and timely information. The 2017 crime data is now available in the CDE.
Caution Against Ranking: Each year when Crime in the United States is published, some entities use the figures to compile rankings of cities and counties. These rough rankings provide no insight into the numerous variables that mold crime in a particular town, city, county, state, tribal area, or region. Consequently, they lead to simplistic and/or incomplete analyses that often create misleading perceptions adversely affecting communities and their residents. Valid assessments are possible only with careful study and analysis of the range of unique conditions affecting each local law enforcement jurisdiction. The data user is, therefore, cautioned against comparing crime data of individual reporting units from cities, metropolitan areas, states, or colleges or universities solely on the basis of their population coverage or student enrollment.

On 10/4/18, officers of the Johnson City Police Department arrested Jessica Dicharo of Lake Station, IN, age 34, and charged her with Possession, Deliver, Sell, of Methamphetamine and Unlawful Drug Paraphernalia.

At approximately 0945 a.m., officers were assisting the Tennessee Department of Corrections with a Probation/Parole sweep when Ms. Dicharo arrived at the facility. Upon searching Ms. Dicharo, TDOC officers located a pill bottle containing approximately 4.2 grams of methamphetamine and a large quantity of baggies and a set of digital scales was also located in her vehicle. She was placed under arrest and transported to the Washington County Detention Center where she is being held in lieu of a $2500 dollar bond. Arraignment is set for 10:30 a.m. on 10/5/18 in Washington County General Sessions Court.

    On 10/06/2018, officers of the Johnson City Police Department arrested Daqwain T Miller (2786 Watauga Rd., 25 years old) and charged him with Domestic Simple Assault, Vandalism over $1000, and Attempted Aggravated Burglary.

At approximately 1:30 p.m., officers responded to a disturbance at a residence on E Main St. The victim advised that Mr. Miller came to that location and began yelling and cursing at her. She retreated into the residence, at which point, Mr. Miller began kicking and striking the door in an attempt to make entry. Mr. Miller then began damaging a vehicle that was parked in the driveway, so the victim exited the home to stop Mr. Miller.  He reportedly grabbed her, forcefully throwing her to the ground, and then struck her in the face with his fist. Mr. Miller left the scene prior to officers arrival.

Police located Mr. Miller a short time later and he was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $12,000 bond. Arraignment is set for 1:30 p.m. on Monday, October 8, 2018, in Washington County General Sessions Court.

On 10/07/18 officers of the Johnson City Police Department arrested three male juveniles charging each juvenile with four counts of auto burglary.

 

At approximately 7:13pm Officers responded to 200 Elm St. which is a storage lot for a towing company, in reference to unwanted guests. Upon arrival, officers made contact with the victim and multiple witnesses who stated that as they pulled up to the storage lot, they observed three individuals on the lot burglarizing vehicles. They were able to apprehend one suspect on scene, and officers apprehended the other two suspects. All three juveniles were then transported to police headquarters and processed.

 

All three suspects were then placed under arrest and later released on citations to legal guardians. Arraignment is set for 9:00am on 10/19/18 in Johnson City Juvenile Court.
