On the morning of October 13, 2017, at 5:37 am, officers of the Johnson City Police Department responded to the Roadrunner Market located at 2607 S Roan St on a reported robbery. Officers met with the clerk, who stated a black male dressed in dark clothing, wearing a ski mask and sun glasses   entered the business and demanded money. Surveillance footage showed a man, approximately 6’0” tall, thin build, wearing a black ski mask, sun glasses, blue jacket, jeans, and tennis shoes enter the store carrying an object in his right hand that appeared to be a long weapon of some sort, but was covered in cloth. After taking an unspecified amount of money the suspect fled the area on foot towards Bonita Dr. A black ski mask was later found on Arbor Dr near Buffalo Rd. On 10/13/2017, officers of the Johnson City Police Department arrested Jared Shaffer, 18 years of age, of 145 Ridgecrest Rd, Jonesborough, TN and charged him with two counts of Aggravated Burglary, one count of Burglary, Theft over $1000, Theft of vehicle parts under $1000, two counts of Motor Vehicle Theft over $10,000, and Vandalism over $1000.  A 17 year old juvenile male was also arrested and charged with the same offenses.

The investigation began on 10/04/2017, when officers responded to Grindstaff Kia on Bristol Hwy on a report of a vandalism. Employees located the gate to the fence on the east side of the lot was damaged, indicating someone had driven a vehicle off of the lot. After an inventory of the cars on the lot, it was discovered that a 2014 Kia Sorento had been stolen and driven through the fence. This stolen Kia was located by Washington County Sheriff’s Office on 10/10/2017 backed into a parking spot at the rear of the Dollar General Store located at 2276 Gray Station Sulphur Springs Rd.

On 10/12/2017, at approximately 4 am, the suspects burglarized Friendship Hyundai, 3412 N Roan St, Johnson City and stole 2 sets of keys from inside the business. The suspects then stole a 2015 Mercedes C300 from the car lot and fled the area.  A dealer tag was stolen from Buchanan Auto Sales at 4108 N Roan St, Johnson City and placed on the stolen Mercedes.

During daytime hours on 10/12/2017, the two suspects burglarized a home on Sherwood Dr in Johnson City and stole an undetermined amount of gift/credit cards. After breaking into this home, the two traveled to a residence on Marshall Ct and burglarized this home, stealing a Macbook and a safe that contained two firearms and ammunition.

At approximately 9:48pm, officers from the Jonesborough Police Department spotted the stolen vehicle traveling west on W. Jackson Blvd and attempted a traffic stop. The driver fled at a high rate of speed and a pursuit ensued. The pursuit ended near a residence on Sand Ridge Ct in Washington County when the vehicle crashed and the driver, Jared Shaffer, was taken into custody along with four juvenile passengers.   Officers from the Jonesborough Police Department charged Shaffer with Felony Evading Arrest and three counts of Felony Reckless Endangerment.

The safe, firearms, ammunition, Macbook, and gift/credit cards that were stolen in the two residential burglaries were recovered and returned to the rightful owners. The stolen Mercedes sustained significant damage and will be returned to Friendship Hyundai.  Jared Shaffer and the juvenile suspect were interviewed by Investigators and both confessed to the crimes.  Shaffer was transported to the Washington County Detention Center where he is being held with a total bond amount of $116,000 on the combined charges from Johnson City Police Department and Jonesborough Police Department. He has an arraignment date set for Monday, October16, 2017 at 10:00 am. The juvenile suspect was transported to the Northeast Regional Juvenile Detention Facility and will have a bond hearing at an unspecified date and time in the Johnson City Juvenile Court.

    On October 14, 2017, at approximately 4:30 am, officers of the Johnson City Police Department arrested 50 year old Darroll C. Davis,  215 Landcastle Rd, Church Hill, TN, after being caught entering an outbuilding at 302 Wilson Ave. The homeowner had reported a burglary and upon officers arrival, Mr Davis and an accomplice fled the scene on foot. After a brief chase Mr. Davis was  apprehended. The second subject was not located.  Davis is being held under an $11,000 bond in the Washington County Detention Center on charges of Burglary and Evading Arrest. He is scheduled to appear the Washington County Sessions Court on Monday, October the 16, 2017, at 9:00 am.

    On 10/16/17, officers of the Johnson City Police Department arrested Isiaha D Milligan (2610 Plymouth Rd., Johnson City, Tn., 23 years old) and Niya T Tarter ( 1101 Beechwood Dr., Johnson City,Tn., 25 years old). Milligan was charged with Delivery of Marijuana and Driving on Revoked License. Tarter was charged with Felony Possession of Schedule VI and Unlawful Drug Paraphernalia.

            At approximately 8:35 p.m. on 10/16/17, officers were on patrol when they observed a white Chevrolet Caprice that was driven by Isiaha Milligan. Officers knew that Mr. Milligan did not have a valid driver’s license and a traffic stop was conducted. During the stop, officers were overcome by the odor of marijuana emitting from the passenger compartment of the vehicle. Officers had Milligan exit the vehicle and questioned him about the odor. Milligan then advised that there was marijuana inside the vehicle. Officers then spoke with the passenger, Niya Tate. Tate admitted to owning a backpack that contained marijuana. A search of the vehicle was conducted and officers located a Felony amount of marijuana in Tarter’s backpack. Officers then located a large sum of US currency in the glove box in several denominations which is indicative of drug sales.

Police arrested Mr. Milligan and Ms. Tarter and they were transported to the Washington County Detention Center, where both are being held on a $11,000 bond.  Arraignment is set for Tuesday, October 17, 2017, at 1:30 p.m., in Washington County General Sessions Court.

On 10/16/17, the Johnson City Police Department arrested Estevenico Chandler (2922 Woodbine Ave, Knoxville, TN. 20 years old), Brian Nolbert (2404 Fine Ave, Knoxville, TN. 19 years old) Lavelle Scott (602 University Parkway, Johnson City, 21 years old), Ashandre Stewart (1325 Iroquois St, Knoxville, TN, 20 years old), Raymond Woods (7301 Vixen Ln, Knoxville, TN. 20 years old ). All of them were charged with aggravated robbery and false imprisonment.

 

On 10/16/17, officers of the Johnson City Police Department responded to a home invasion robbery in the 800 block of E. Unaka Ave. The house cleaner reported that two black males entered the residence and one of them pointed a handgun at her. She was moved into a room in the residence and held at gun point by two black males while at least one other person ransacked the house. The suspects left the residence after taking property from the house. Two witnesses gave a vehicle description with a tag number. The vehicle was found parked at the mall a short time later by an officer. The officer saw 5 black males enter the car and a traffic stop was attempted. 4 occupants of the vehicle fled from the car when it stopped briefly but were apprehended. The driver of the vehicle continued to flee until it crashed on N. Roan St. The driver of the vehicle fled on foot but was apprehended after a brief foot pursuit. Some of the victims property was recovered. The suspects were transported to the Johnson City Police Department and interviewed. They were subsequently arrested and charged with aggravated robbery and false imprisonment.

 

On 10/16/17, the suspects were arrested and transported to the Washington County Detention Center, where they are being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 10/17/17 in Washington County General Sessions Court.

On 10/17/17, officers of the Johnson City Police Department arrested Joshua Allan White (602 Beech St., Elizabethton, TN., 32 years old) and charged him with aggravated burglary and theft of property over $1,000.

 

On 09/17/17, officers responded to a home in Johnson City in reference to a reported burglary. The victims advised that a unknown male suspect came into their home while they were there. The suspect picked up several items of property and then fled the scene on foot after a dog began barking. The victims reported over $1,000 in property stolen during the incident. Joshua Allan White was arrested on unrelated charges and found to be in possession of some of the stolen property from this incident.

 

On 10/17/17, the arrest warrant on Joshua Allan White was served on him while he was in the custody of the Washington County Detention Center. An additional $25,000 was added to his bond as a result of the new charges. Arraignment has been set for 1:30 p.m. on 10/18/17 in Washington County General Sessions Court.

On 10/17/17, Officers of the Johnson City Police Department arrested Kristen Newland (2108 Sassafras Ct, 25 years old) and charged her with Identity Theft, Driving Under the Influence, and Driving on a Suspended License.

On 10/17/17 at approximately 11:35PM, officers were dispatched to Interstate 26 in reference to a vehicle traveling at high speeds, swerving all over the road, and flashing their high beams. Officers observed the vehicle traveling Westbound and performed a traffic stop on the vehicle. The driver initially falsely identified herself as another person. After field sobriety, Ms. Newland was arrested for Driving under the Influence, and it was determined she falsified her identity. She was then correctly identified and discovered to have a suspended license for Failure to satisfy fines. Ms. Newland was then charged with Driving Under the Influence, Driving on a Suspended License, and Identity Theft. Mrs. Newland was then transported to the Washington County Detention Center.

She is being held at the Washington County Detention Center on a $12,000 bond.  Ms. Newland is due to appear in court for her arraignment at 1:30 p.m. on 10/18/17 in Washington County General Sessions Court.

On 10/17/17, officers of the Johnson City Police Department arrested the following individuals:

 

·         Joseph Adkins, 37 years old, of 921 Pickens Bridge Road

·         Brodjric Jackson, 25 years old, 403 W 9th Avenue

 

The arrests stem from an investigation into the distribution of crack cocaine. Investigators interrupted a drug transaction between Adkins and Jackson; Adkins was taken into custody without incident, while Jackson fled on foot. He was arrested after a foot pursuit. Adkins was charged with possession of crack cocaine for resale, and Jackson was charged with the sale of crack cocaine, evading arrest, resisting arrest, simple possession, and possession of drug paraphernalia. The 1st Judicial District Drug Task Force assisted with the arrests.

 

Adkins and Jackson were transported to the Washington County Detention Center where they were being held on $10,000 and $14,000 bonds, respectively. They were scheduled for arraignment on 10/18/17 in Washington County General Sessions Court.

On 10/18/17, officers of the Johnson City Police Department arrested Joshua Washington (705 E. Fairview Ave, 33 years old) and charged him with aggravated robbery.

 

On 10/17/17, officers responded to the Roadrunner, 1001 S. Roan St., in reference to a reported armed robbery of the business. The store clerk advised that the suspect entered the store and approached the counter to buy a candy bar. When the register was opened the suspect, later identified as Joshua Washington, pulled out a handgun and pointed it at the store clerk. Washington then took an undisclosed amount of money from the cash drawer and fled the area on foot.

 

On 10/18/17, officers located Washington in the area of Keystone in Johnson City. He was placed under arrest and transported back to the police department for further questioning. Washington was then transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 10/19/17 in Washington County General Sessions Court.

On 10/23/17, officers of the Johnson City Police Department responded to Tennessee Title Loans, 2508 N. Roan St., in reference to a reported armed robbery of the business. The victim, who is an employee of Tennessee Title Loans, reported that a black male suspect wearing a dark colored hooded sweatshirt or jacket, a mask, and dark colored pants, came into the business and was armed with a handgun. The victim was forced to open the cash drawers and give the suspect the money as the handgun was held on her. Also stolen during the incident was the money from the victim’s purse and some jewelry she was wearing. The victim also reported that she was struck in the head several times with the firearm. The suspect fled the business on foot running towards the Harbor House restaurant. Emergency Medical Services also responded to the scene to check the victim. She later went to the Johnson City Medical Center to be checked as a precautionary measure and was released.

On 10/19/17 officers of the Johnson City Police Department arrested Pryncess Hunter, (18 years old), of 2560 Plymouth Rd Apt #600, TN 37601. Mrs. Hunter was charged with Burglary and Assault.

 

At approximately 23:03 hours, officers were dispatched to 1001 S Roan St (Sunoco Convenience Store), Johnson City, TN 37601 concerning an assault. As a result of the investigation, officers viewed store security camera footage. Video review  shows Mrs. Hunter opening victim’s vehicle door, entering her vehicle, and assaulting her. Mrs. Hunter was arrested for Burglary and Assault.

 

 

Mrs. Hunter was transported to the Washington County Detention Center. Mrs. Hunter is being held in lieu of a $11,000 bond. An arraignment is set for 1:30 p.m. on 10/20/17 in Washington County General Sessions Court.

On 10/24/17 officers of the Johnson City Police Department arrested Kevin Brown, (34 years old), of 2141 Hawthorne St Kingsport, TN 37664. Mr. Brown was charged with Aggravated Assault (2 counts,) Evading Arrest, Aggravated Criminal Trespassing (Two Counts,) and Unlawful Possession of a Weapon.

 

At approximately 08:40 hours, officers were dispatched to 1206 Buffalo St  Johnson City, TN 37604 concerning an assault that was occurring with a firearm. As a result of the investigation, officers were advised Mr. Brown attempted to use a hammer during assault and victims were threatened with a displayed handgun. Suspect fled scene when witness called 911. Mr. Brown was arrested on Peach Blossom Ct for Aggravated Assault (Two counts,) Evading Arrest, Aggravated Criminal Trespassing (Two Counts,) and Unlawful Possession of a Weapon. Firearm was recovered from area where Mr. Brown was taken into custody.

 

Mr. Brown was transported to the Washington County Detention Center. Mr. Brown is being held in lieu of a $54,000 bond. An arraignment is set for 1:30 p.m. on 10/25/17 in Washington County General Sessions Court

Motor Vehicle Theft Arrest

On 10/27/2017 Investigators with the Johnson City Police Department arrested Anthony J. Hale, (2808 Siam Rd., Elizabethton, 29 years old), Julie Mahara, (2009 Miami Dr., Johnson City, 30 years old), and Amber Hamm, (299 Opossum Hollow Rd., Elizabethton, 29 years old) and charged them with Possession of a stolen motor vehicle. Mr. Hale also faces charges of misdemeanor theft and driving on a revoked driver license.

At approximately 10:00 A.M. officers received a report of a stolen vehicle from 1211 W. Market Street.  At 11:30 A.M. Investigators saw the stolen vehicle, now displaying a different tag, near Kroger, 112 Sunset Drive. A traffic stop was conducted and all three occupants were taken into custody. It was later learned that the tag now displayed on the car was stolen elsewhere in the city.

All three were transported to the Washington County Detention Center. Ms. Hamm and Ms. Mahara are being held in lieu of a $5000 bond. Mr. Hale is being held on a $7000 bond. All three are scheduled for their arraignment on Monday, October 30th at 1:30 P.M. in Washington County General Sessions Court.

Felony Arrest Cornelius M Warren

On 10/29/17, officers of the Johnson City Police Department arrested Cornelius M Warren (1918 Chase Common Court, Norcross, GA., 26 years old) and charged him with Felony Evading, Reckless Driving, Simple Possession, and Leaving the Scene of an Accident.

 

At approximately 12:31 a.m., officers observed a silver Audi sedan traveling on Legion St well above the posted speed limit.  A traffic stop was attempted however; the vehicle fled from the area.  Officers declined to pursue out of concern for the safety of other motorists.  Soon after, officers were dispatched to a single vehicle crash on Milligan Hwy near University Pkwy in which the driver had run away on foot.  The vehicle matched the description of the one that had previously fled from the traffic stop.  Officers located Mr. Warren walking in the area a short time later and he admitted to being the driver of the crashed vehicle.  Mr. Warren also said that he didn’t stop, because he had marijuana in his possession.

 

Warren was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $13,000 bond.  Arraignment is set for 1:30 p.m. on 10/30/17 in Washington County General Sessions Court.

Fugitive From Justice Arrest

On 10/31/17, the Johnson City Police Department arrested Jason Kelley (37 yrs old, 236 Jim Elliott Rd Elizabethton) and charged him with being a Fugitive from Justice.  The arrest stems from a stolen auto investigation in the parking lot of the Quality Inn, 1900 S. Roan St.  Mr. Kelley was an occupant in a stolen vehicle and a warrant check showed him wanted by the US Marshals Service in reference to a weapons charge.  Mr. Kelley is being held in the Washington County Detention Center without bond pending pickup from the US Marshals Service.  He is scheduled for Arraignment in General Sessions Court on 11/01/17 at 1:30 pm.

On 10/30/17, officers of the Johnson City Police Department arrested Bryan J. Farve (2719 S Roan St lot 2), 34 years old and charged him with violation of child sexual abuse registry.

At approximately 9:09 a.m., officers responded to assist probation and parole at 2719 S Roan St on a male subject who was in violation of his probation. Mr. Farve was staying at the residence with a 16 year old female. When probation and parole did a home check on 10/27/17, there was evidence that an infant had been staying at the residence also.

Officers then placed Mr. Farve under arrest and transported him to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 10/31/17 in Washington County General Sessions Court.

     On 11/1/2017 at 4:03 am officers of the Johnson City Police Department arrested James Singletary, 26 years old, 902 N Barton St, Johnson City Tn. and charged him with unlawful drug paraphernalia, simple possession/ casual exchange, possession of schedule IV, felony possession of methamphetamines for resale, and public intoxication. The arrest stems from an investigation of a suspicious vehicle at Roadrunner Market, 1702 W. Market St. Officers arrived and made contact with Mr. Singletary who was asleep in the driver seat of the vehicle. A search of his person found drug paraphernalia and a large sum of cash currency. A search of the vehicle found addition items of drug paraphernalia, Xanax, methamphetamines, and marijuana.

     Mr. Singletary was arrested and transported to the Washington County Detention Center where he is currently being held in lieu of a $22,000 bond. An arraignment for Mr. Singletary is scheduled for 11/2/2017 in Washington County General Sessions Court.

On Wednesday, November 01, 2017 at approximately 1400 hours, Officers of the Johnson City Police Department arrested Mr. David Guzman-Carreno, (23 years old,  529 Earnest Rd Chuckey, TN) on charges of Aggravated Assault, Vandalism, and Resisting Arrest.

The arrest was the result of a diturbance call at the Wal-Mart located at 2915 W Market St in Johnson City. Mr Guzman-Carreno jumped on the hood of a vehicle causing damage as he ran across the hood, roof, and trunk.  Mr Guzman-Carrenothen then ran and got into his own vehicle in an attempt to flee. The owner of the damaged vehicle tried to confront Mr Guzman-Carreno who then attempted to hit the owner with his car. After several minutes of giving verbal commands to Mr. Guzman-Carreno, officers were able to place him into custody.

Mr. Guzman-Carreno was arrested and transported to the Washington County Detention Center where he is currently being held on a $52,000 bond with arraignment set for Thursday, November 2nd, 2017 at 1:30pm in Washington County General Sessions Court.

Serious Injury Traffic Crash

     On November 03, 2017 at about 7:25 pm., officers of the Johnson City Police Department responded to a crash with injuries on State of Franklin Rd. near University Pkwy.  Upon arrival, officers found that a pedestrian was attempting to cross State of Franklin Rd. and was struck by a vehicle traveling westbound.  The pedestrian, who has not been positively identified, was transported to the Johnson City Medical Center Hospital with life-threatening injuries and is listed in critical condition.  The driver of the vehicle was not injured and is identified as Jamie Singer, age 37, of Johnson City, TN. 

At this time, no charges are pending in this crash.  The investigation is being conducted by the Johnson City Police Department Traffic Crash Reconstruction Team.
