   On 10/02/2017, officers of the Johnson City Police Department arrested 34 year old William Fortner, 4008 East Englewood Boulevard, Johnson City, Tennessee, and charged him with Felony Evading Arrest, Driving on a Revoked License, Possession of Unlawful Drug Paraphernalia, and Stop Sign Violation.

   At approximately 9:00 pm, officers observed a green Jeep Grand Cherokee run a stop sign and attempted to stop the vehicle at East Fairview Avenue and Steel Street.  The vehicle fled a short distance on Furnace Road where the driver exited the vehicle and fled on foot.  With the assistance of a K9 track, he driver was located and identified as William Fortner.  Mr. Fortner was found to be in possession of several syringes typical with the illicit use of methamphetamine.  Mr. Fortner is currently being held in the Washington County Detention Center in lieu of a $7,000 bond. His arraignment hearing is set for 10/03/2017 at 1:30 p.m. in Washington County’s General Sessions Court.

On 10/2/17, officers of the Johnson City Police Department arrested Whitney Ray (Johnson City, 36 years old) and charged her with theft of property over $2,500.

 

Ms. Ray’s arrest is the result of an investigation into money being payed to her after it was discovered that she manipulated the amount of money owed to her as an employee of the Double Tree Hotel. An internal investigation by management and accountants of the Double Tree Hotel, 211 Mockingbird Lane, Johnson City, revealed that over a period of a few months Ms. Ray, who worked as a server, had been skewed tips and payment for services provided by the Hotel to select guests of the Hotel.

 

On 10/2/17, Ray was booked into the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 10/3/17.

On 9/28/17, officers of the Johnson City Police Department arrested Christopher Saults (200 Miller Rd., Jonesborough, 34 years old) and charged him with stolen property (receiving or concealing) over $1,000. 

 

On 9/28/17, officers and investigators responded to a suspicious person call at the Crossings shopping Center, 3211 Peoples St. Saults fled on foot and was apprehended on W. Mountain View Rd. after stealing a bicycle. 

 

On 9/28/17, Christopher Saults was taken into custody on several outstanding warrants and searched incident to arrest.  He was found to be in possession of a key to a Buick Park Avenue that was stolen from 118 L.P. Auer Rd. on 9/25/17.  The vehicle was recovered at McDonalds, 1710 W. Market St., on 9/27/17.  Mr. Saults is being held in the Washington County Detention Center in lieu of a $10,000 bond. Saults is scheduled to appear at 1:30 p.m. on 10/9/17 in Washington County General Sessions Court.

On 10/3/17, officers the Johnson City Police Department arrested Robert L. Rose (1170 Gray Station Sulphur Springs Rd., 27 years old) and charged him with motor vehicle theft over $1,000. 

 

On 10/2/17, an officer was checking businesses in the 4700 block of N. Roan St. around midnight when he saw a silver Lincoln Town Car pull in behind a business located at 4723 N. Roan St.  The Officer went to investigate, but the male driver fled on foot in the direction of the Roadrunner, 4700 N. Roan St.  The male subject got into a blue Volkswagen Jetta and fled the scene.  While at the convenience store the officer was approached by a subject who claimed his silver Lincoln Town Car was just stolen from the parking lot of the store.  Surveillance footage at the Roadrunner shows the same person who ran from the officer is the same one who stole the Lincoln.  Pictures of the suspect were disseminated to several law enforcement agencies and he was subsequently identified as Robert L. Rose.  The Lincoln was recovered shortly afterward. 

 

On 10/3/17, Rose was placed under arrest by the Washington County Sheriff’s Office on unrelated charges.  He was transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 1:30 p.m. on 10/4/17  in Washington County General Sessions Court.

     On Tuesday, October 3rd, 2017, at approximately 6:49 PM, Officers of the Johnson City Police Department arrested Mr. Timothy Snipes, age 62, after he had pointed a revolver at a neighbor while being intoxicated. Mr. Snipes threatened a neighbor by saying he would kill him and then pointed a revolver at him.  He was also intoxicated during the incident. Mr. Snipes is being held at the Washington County Detention Center with a $21,000 bond, charged with Aggravated Assault and Possession of a Handgun While Under the Influence, and is awaiting a hearing in Sessions Court on 13/04/2017 at 1:30pm.

     On Thursday, September 28th, 2017 at approximately 1:50 PM, Officers of the Johnson City Police Dept. arrested Christopher Saults, age 34. Mr. Saults lied to officers about his identity and provided another individual’s identity. Mr. Saults is being held at the Washington County Detention Center with a $75,000 bond, charged with Identity Theft, Theft of Property, Resisting Arrest, Tampering with Evidence, Possession of Methamphetamine, and Unlawful Drug Paraphernalia. Mr. Saults is awaiting a hearing in Sessions Court on 10/09/2017 at 1:30 PM.

     On 10/1/2017 officers of the Johnson City Police Department arrested John Miller, 37 years old, 302 Princeton Road, Johnson City, and Ashley Watson, 23 years old, 302 Princeton Road, Johnson City.  On 10/1/2017 officers located a stolen vehicle parked at Princeton Greens Apartments, 302 Princeton Rd. Investigation into the stolen vehicle led officers to an apartment occupied by John Miller. An arrest warrant was obtained for Mr. Miller for the theft of the automobile. On the same day, officers executed a search warrant at his residence in an attempt to take him into custody. When officers made entry into his apartment, one of the residents, Ashley Watson told them that she did not know who John Miller was and that he was not present in the apartment. Mr. Miller was found to be hiding in the attic and refused to surrender to officers. A K-9 unit was deployed to assist with the arrest and Mr. Miller was eventually taken into custody. Officers also found narcotics and drug paraphernalia in the apartment. John Miller was placed under arrest and transported to the Washington County Detention Center on charges of possession of stolen property over $10,000, resisting arrest, simple possession, and possession of drug paraphernalia. He is being held $8,000 bond. Ashley Watson was placed under arrest and transported to the Washington County Detention Center on charges of false reporting. She is being held on a $5,000 bond.  Both individuals are scheduled to be arraigned on their charges on 10/2/2017 at 1:30 PM in Washington County Sessions Court.

On 10/3/17, the Johnson City Police Department arrested Michael Cutshaw (3590 Chuckey Pike, Chuckey, 55 years old) on a charge of fraud by a home improvement services provider.

On 3/24/17, the resident at 3020 Vicksburg Rd. reported the fraud, which had occurred when Cutshaw agreed to construct a patio at the home, but never performed the work for which he was paid.

On 10/2/17, Knoxville Police Department charged Cutshaw on an unrelated matter. He was subsequently taken into custody by JCPD on 10/3/17 and transported to the Washington County Detention Center, where he is being held in lieu of $5,000 bond. Arraignment is set for 1:30 p.m. on 10/4/17 in Washington County General Sessions Court.

Felony Arrests of Kevin Summie and Dakota Davis

On 10/3/17 at 7:30 p.m., the Johnson City Police Department arrested Kevin Summie (891 Hairetown Rd., Jonesborough, 46 years old) charging him with theft of property over $1,000 and (2 cts.) criminal simulation. Dakota Davis (427 Highland Ave, 23 years old) was also arrested and charged with (2 cts.) criminal simulation.

 

On 10/3/17, Summie cashed a fraudulent check in the amount of $1,970.33 at the Bank of Tennessee on E. Mountcastle Dr. Davis attempted to cash a similar fraudulent check at the same location but was denied.  The two then went to the Bank of Tennessee on Roy Martin Rd. and attempted to cash two more checks of similar value.  Bank of Tennessee had already been alerted by the previous branch of the possible fraudulent transactions.  An off duty officer was in the building when the two came in and was notified by one of the tellers.  Summie and Davis were taken into custody.

 

On 10/3/17, Summie and Davis were arrested and transported to the Washington County Detention Center.  Summie is being held in lieu of a $25,000 bond and Davis a $20,000 bond.  Arraignment is set for 1:30 p.m. on 10/4/17 in Washington County General Sessions Court.

SUBJECT: Possession of a Controlled Substance                                DATE: 10/05/17                 TIME: 3:52 a.m.

On 10/5/17, officers of the Johnson City Police Department arrested Willie Caffey (902 N. Barton St., 58 years old) and charged him with Light Law Violation, Driving on Revoked License 1st, Unlawful Drug Paraphernalia, Simple Possession, and Possession of a Controlled Substance Schedule II.

 

At approximately 12:39 a.m., officers made a traffic stop for a Violation of Light Law.  Mr. Caffey was driving on a revoked driver’s license. A crack pipe was found on his person. Also, a white substance, believed to be crack cocaine, and 15 tablets, believed to be hydrocodone, was found in his vehicle.

 

He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $13,000 bond. Arraignment is set for 1:30 p.m. on 10/5/17 in Washington County General Sessions Court.

On 10/4/17, the Johnson City Police Department arrested Destiny Jean Hopkins (10 Regency Square, 19 years old) and charged her with Auto Burglary, Theft under $1,000, Credit Card Fraud under $1,000. Identity Theft and Contributing to the Delinquency of a Minor. 

The arrest comes as a result of an investigation into an auto burglary that occurred during the overnight hours of 9/15/17 at 620 E Pine St, Johnson City. The victim realized her wallet had been stolen from her vehicle and later learned one of her debit cards had been fraudulently used at Ross department store (3211 Peoples St Johnson City) later the same morning. During the course of the investigation, Hopkins was determined to be one of the perpetrators involved; as well as, a juvenile accomplice.

Hopkins was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 10/5/17 in Washington County General Sessions Court.

On 10/5/17, the Johnson City Police Department arrested Logan Marie Centers (2701 S Roan St, 27 years old) and charged her with Theft under $1,000 and a Felon in Possession of a Firearm.

The arrest comes as a result of an investigation into a pistol being stolen from a vehicle at 100 Carter Sells Rd Johnson City on the evening of 10/3/17. During the course of the investigation, Centers was developed as the perpetrator of the theft. Centers was subsequently learned to have felony drug conviction charges from Washington County Criminal Court in 2013.    

Centers was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $20,000 bond. Arraignment is set for 10:00 a.m. on 10/6/17 in Washington County General Sessions Court.

     On October 7, 2017, at approximately 12:10 p.m., officers of the Johnson City Police Department arrested 29 year old Jared L Rose, 128 Bentley Parc, Johnson City and charged him with Burglary of Motor Vehicle.

     The arrest is the result of a suspicious person call at 4524 N. Roan St.  The investigation revealed that Mr. Rose had entered a Chevrolet Silverado pickup that belonged to an employee at Zak’s Furniture.  The owner of the truck then confronted Mr. Rose, who exited the vehicle and walked away from the area.  The owner also reported Mr. Rose appeared to be looking for something inside the vehicle.  Officers arrived on scene and located Mr. Rose at Bentley Parc condominiums.  He was then taken back to the scene where he was positively identified as the person inside the victim’s truck.

     Officers placed Mr. Rose under arrest for Burglary of Motor Vehicle and transported him to the Washington County Detention Center where he is currently being held on a $10,000 bond.  An arraignment is scheduled for October 9, 2017, at 1:30 pm, in Washington County General Sessions Court.

On 10/09/17, the Johnson City Police Department arrested Lawson Campbell (General Delivery) and charged him with 3 counts of Identity Theft, 3 counts of Fraudulent use of a Credit/Debit card, and Theft under $1,000.

The arrest comes as a result of an investigation into a theft that occurred at 710 W Market St on 10/03/17. Through the course of the investigation, Campbell was identified as the suspect in the incident.

On 10/09/17, Lawson Campbell was placed under arrest and booked into the Washington County Detention Center, where he is being held in lieu of a $34,000 bond. Arraignment is set for 1:30 p.m. on 10/10/17 in Washington County General Sessions Court.

Aggravated Burglary arrest of Brittney Conner

On 10/9/17, the Johnson City Police Department arrested Brittney Lee Conner (530 Washington Ave, 24 years old) and charged her with aggravated burglary and theft under $1,000.

The arrest comes as a result of an investigation into a residential burglary at 526 Washington Ave. The victim reported her home had been entered through a front window sometime between the evening of 10/7/17 and the following afternoon, while she was out of town. Multiple items including a gold ring, toiletries and clothing were learned to have been taken from the home. Through the course of the investigation, it was determined Brittney Conner to be the perpetrator of the burglary.  

Conner was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Conner’s arraignment was held on 10/10 at 1:30 pm in Washington County General Sessions Court.

     On 10/10/17, officers of the Johnson City Police Department arrested 22 year old Claudea J. Romero, 109 Clinton Dr., Johnson City, and charged her with Theft of Property over $1,000.

     At approximately 11:14 p.m., officers responded to Wal-Mart, 3111 Browns Mill Rd. in reference to an employee embezzling money.  An investigation into the matter revealed Ms. Romero, while working as a cashier, had embezzled $3,719.68 in cash and merchandise between 09/07/17 and 10/10/17.

                On 10/10/2017 officers of the Johnson City Police Department arrested Jordan Grindstaff, 32 years old, 4112 Navaho Dr. Johnson City, on charges of possession of schedule VI narcotics for resale and possession of drug paraphernalia.

                On 10/10/2017 at approximately 8:00 AM, officers of the Johnson City Police Department executed a search warrant at 4112 Navaho Dr. after an investigation into drug activity that was occurring at this residence. While searching the home, officers found marijuana and drug paraphernalia.

                The resident of the home, Jordan Grindstaff, was placed under arrest and transported to the Washington County Detention Center where he was held on a $11,000 bond. His arraignment was set for 10/11/2017 at 9:00 in Washington County Sessions Court.

On 10/12/17, officers of the Johnson City Police Department arrested Christopher S Stout, 750 Old Stage Trl, 48 and charged him with Aggravated Assault.  In addition, officers arrested Monte Powers, 3617 Mayfield Dr Apt 7, 47 years old and charged him with Driving Under the Influence and Simple Assault.

At approximately 9:25 p.m., officers responded to 113 W Holston in reference to a fight in progress.  According to witnesses, the victim was attacked by suspect Monte Powers.  Mr. Powers friend, suspect Christopher Stout exited the black Jeep Cherokee while the two were fighting and threatened the victim with a knife.  The victim received a laceration to his hand as a result.  While at the Washington County Detention Center, suspect Monte Powers and his friend suspect Christopher Stout engaged in a verbal argument that resulted in Powers elbowing Stout in the face.

Powers and Stout were transported to the Washington County Detention Center, where Stout is being held on a $5,000 dollar bond and Powers on a $2,000 dollar bond.  Their arraignment is set for 10/16/17 at 1:30 p.m. in Washington County General Sessions Court.
