On November 3, 2017, at approximately 7:25 p.m., officers of the Johnson City Police Department responded to a motor vehicle crash with injuries on W. State of Franklin Rd. near University Pkwy.  Upon arrival, officers found that a pedestrian was attempting to cross State of Franklin Rd. and was struck by a vehicle traveling westbound.  The pedestrian has been identified as 44 year old James H. Mullins of Johnson City, TN.  He was transported to the Johnson City Medical Center where he later died of his injuries.  The driver of the vehicle was not injured, and no charges are pending in this crash.  The investigation is being conducted by the Johnson City Police Department Traffic Crash Reconstruction Team.

On 11/5/17, at 7:48 p.m., officers of the Johnson City Police Department arrested James E. Burgess (4 Horseshoe Bend, Johnson City, 36 years old) and charged him with Domestic Aggravated Assault after an investigation into a disturbance at his home. 

 

On this date at approximately 6:35 p.m., Officers were dispatched to meet a subject in reference to a domestic incident which occurred at the 4 Horseshoe Bend address.  The investigation revealed that the defendant and his wife were involved in a verbal argument.  During the argument, the defendant fired an arrow from his recurve bow that stuck the wall just above his wife’s head.  Due to the defendant displaying and using a deadly weapon he was charged with Domestic Aggravated Assault. 

 

Mr. Burgess is currently being held at the Washington County Detention Center on a $25,000.00 bond while awaiting his scheduled appearance in Washington County General Sessions Court on Monday, 11/6/17 at 1:30pm

On 11/6/17 at 10:30 a.m., the Johnson City Police Department arrested Jonathan C. Garland (150 Sugar Hollow Rd, Jonesborough, 29 years old) charging him with Theft of Services over $1,000.

 

On 9/26/17, Econo Lodge Inn and Suites reported a theft of services from their hotel.  It was reported that on 8/17/2017 and 8/18/2017, Garland rented two rooms for two nights at their hotel and paid the bill of $1,328.05 with his credit card.  Garland then later contacted his credit card company and reported that the charges were fraudulent and they charged back the card for the full amount, leaving the hotel out the money.

 

On 11/6/17, Garland was arrested and charged with Theft of Services over $1,000.  He is being held at the Washington County Detention Center in lieu of a $5,000 bond.  Arraignment is set for 1:30 p.m. on 11/7/2017 in Washington County General Sessions Court.

                On 11/6/2017, officers of the Johnson City Police Department arrested Gregory Dean, 46 years old, 110 Tucker Hollow Rd, Fall Branch, on charges of vandalism over $2,500 and aggravated burglary.

                On 11/6/2017 at approximately 5:15 PM, officers responded to Quality Inn, 119 Pinnacle Dr, in reference to an intoxicated subject that was vandalizing property. When officers arrived, they made contact with Mr. Dean and discovered that he had caused extensive damage to his hotel room using a sledgehammer. Mr. Dean also attempted to pry open the door of another hotel room using a crowbar. When the occupant of this room fled, Mr. Dean was able to get into the room and attempted to take property. Mr. Dean appeared to be under the influence of an unknown substance and admitted to using meth earlier in the day.

                Mr. Dean was placed under arrest transported to the Washington County Detention Center where he is being held on a $30,000 bond. His arraignment is scheduled for 11/7/2017 at 1:30 PM in Washington County Sessions Court.

On 11/08/2017, Investigators of the Johnson City Police Department arrested Jason Byrd (712 N Barton St, 32 years old) and charged him with two counts of Burglary, Theft over $1000, and Theft under $1000.

The arrest stems from an investigation into two separate burglaries that occurred at Princeton Drug Store, 105 Broyles Dr. The first burglary occurred on the early morning of January 03, 2017. Officers answered a burglar alarm at the business and discovered the glass to the front door had been busted out and entry had been made into the business. Security footage from surveillance cameras showed a white male enter the business and taking money from the business. The second burglary occurred on November 02, 2017, when officers again answered a burglar alarm at the same business and discovered the glass to the front door had been busted out and entry had been made. Once again, security footage from surveillance cameras showed a white male similar in build and clothing enter the business. This time, the burglar stole an undisclosed amount of prescription narcotic medication.

Investigators were able to identify a suspect vehicle from nearby surveillance cameras that led to the development of identifying Byrd as a suspect. On November 8, 2017, Investigators searched an apartment that Byrd had recently stayed at and discovered clothing, and a tool bag that matched the suspect seen breaking into the business. Byrd was located at this apartment and placed under arrest and transported to the Washington County Detention Center, where he is being held on two separate arrest warrants with a total bond amount of $31,000.

On 11/9/17, Investigators of the Johnson City Police Department arrested Richard Owens (180 Jarret Buck Loop, 50 years old) and charged him with False Reporting, Reckless Endangerment (1 count), Simple Possession of Schedule II Narcotic, Possession of Drug Paraphernalia and Unlawful Possession of a Weapon (2 counts).               

 

On 11/8/17, at approximately 8:55 p.m., officers of the Johnson City Police Department responded to the area of Hamilton Street and Hillcrest Drive in reference to a call of “shots fired”. Upon arrival, officers located spent shell casings in the roadway on Hamilton Street, east of Hillcrest Drive. Officers obtained information on 2 vehicles that left the scene.

 

While officers were at the incident location, Owens was dropped off at the Johnson City Medical Center with a single gunshot wound. He is being treated at the JCMC at this time for a non-life threatening injury. Upon speaking with Owens, his account was different than other statements taken from witnesses concerning his own involvement in the incident. Evidence shows that gunfire was exchanged between Owens and another person. There is no evidence or reports at this time indicating that anyone else was injured in the exchange of gunfire.

 

Both vehicles that left the scene were located a short time later. One of those vehicles was identified as being the vehicle that dropped Owens of at the JCMC. Evidence of the crime was then transported in that vehicle to another location. A search led to the arrests of Miranda Johnson (1716 Orlando Drive, 27 years old) and Danny Runyon (171 Old Stoney Creek Rd., Elizabethton, 37 years old), charging them with Tampering with Evidence. The investigation is ongoing and other charges are pending.

On 11/9/17, officers of the Johnson City Police Department arrested Jason Brett Hopkins (1434 N. Bellick St. Witchita, KS, 36 years old) and charged him with three counts of Aggravated Assault, five counts of Vandalism Under $1000 and Evading Arrest.

On 11/9/17 at 9:00 a.m., officers responded to the area of Peachtree St. and E. Hillcrest Dr. several witnesses reported a red Ford Ranger was driving erratic and hitting trash cans on Peachtree St. Officers found five trash cans damaged and trash scattered everywhere in the 900 block of Peachtree St. Approximately 10 minutes later, a witness called 911 saying a red Ford Ranger, driven by a white male, attempted to run over her husband at 1411 N. Roan St. Officers made contact with three males who stated they noticed the red Ford Ranger as it jumped the curb at a residence where they were working in the yard, a white male driver got out , then got back into the truck and ran through a hedge directly into the path of the three victims. The driver fled the scene.  Officers witnessed the same truck run a red light and evade officers who attempted to conduct a traffic stop. The driver identified as Jason Hopkins, drove through a residential yard and struck a tree, Hopkins ran on foot behind a house where officers were able to apprehend him. Hopkins had several bottles of alcohol in his truck and smelled of alcohol. Tennessee Highway Patrol assisted with the crash and subsequent DUI charges.

Jason Hopkins was arrested and is currently being held at Washington County Detention Center on a $52,000 bond. An arraignment is set for 10:30 a.m. on 11/10/2017 in Washington County General Sessions Court.

On 11/10/17, officers of the Johnson City Police Department arrested Matthew Young (40 years old, of 113 E 10th Avenue) and charged him with the sale of methamphetamine, maintaining a dwelling where narcotics are kept or sold, and violation of the drug free school-zone law.

 

The arrest stems from an investigation into the distribution of crystal methamphetamine, during which Young sold the drug to an individual working on behalf of law enforcement.

 

Young was transported to the Washington County Detention Center where he is being held in lieu of a $20,000 bond. He is scheduled to be arraigned on 11/13/17 at 9:00 A.M. in Washington County General Sessions Court.

    On 11/12/17, officers of the Johnson City Police Department arrested 49 year old Deborah Upshaw of 1436 E. Lakeview Dr, apartment 302, and charged her with Aggravated Domestic Assault and Misdemeanor Vandalism.  The arrest was the result of a 911 call about a domestic disturbance at the residence.   When officers arrived, they made contact with Upshaw and a male companion in the apartment.  The man’s pants were cut in several places and he had a cut on his left forearm.  The man stated he and Upshaw had an argument during which Upshaw took a kitchen knife and cut his clothes while he was wearing them and then cut his arm with the knife.   He also stated Upshaw threw his laptop computer outside and broke the screen.  Upshaw was arrested and charged with Aggravated Domestic Assault and Misdemeanor Vandalism and taken to the Washington County Detention Center.  She is being held under a $25,000 bond and has an arraignment set for Monday, 11/13/17, at 1:30 pm, in Washington County General Sessions Court.

On 11/13/2017, officers of the Johnson City Police Department arrested Taylor Harrison (510 Sunnyvale Drive,   22 years old) and charged him with Aggravated Domestic Assault.

 

At approximately 12:00 a.m., officers responded to 510 Sunnyvale Drive in reference to a domestic assault.         Victim advised officers that her boyfriend, Taylor Harrison, had assaulted and choked her. The victim suffered a bruise to her face and scratches to her neck. Officers offered victim medical treatment, but victim refused.         Victim advised Officers that Harrison had been verbally threatening her before the assault.

 

Officers located Harrison outside in front of victim’s residence. He was placed under arrest and transported to    the Washington County Detention Center, where he is being held in lieu of a $15,000 bond. Arraignment is set    for 10:00 am on 11/13/17 in the Washington County General Sessions.

On 11/13/17, the Johnson City Police Department arrested William Smith (37 years old, 1015 Knoxville College Dr., Knoxville) and Kevin Dockery (21, 200 Hemlock St., Alcoa) on multiple charges related to burglary, assault and vehicle theft.

On 11/13/17, officers responded to reports of a possible robbery attempt at 1506 Bell Ridge Rd. As officers searched the area for two males who had fled in the victim’s vehicle, and subsequently on foot, in the area of King Springs Road and Bell Ridge Road, it was learned the events actually began in Unicoi County as a possible home invasion and kidnapping. Smith and Dockery were located after brief foot pursuits and a police K-9 track in the area of Miami Drive and Orlando Drive.

Both men were arrested and subsequently booked into Washington County Detention Center on 11/13/2017.

Smith was charged with aggravated burglary, aggravated assault, motor vehicle theft over $10,000, possession of Schedule II narcotics for resale and evading arrest. He is being held in lieu of $100,000 bond and is scheduled for arraignment today at 1:30 pm in Washington County Sessions Court.

Dockery was charged with motor vehicle theft over $10,000 and evading arrest. He was being held in lieu of $11,000 bond and is scheduled for arraignment today in Washington County Sessions Court.

Unicoi County Sheriff’s Department detectives are currently investigating the offenses that occurred in their jurisdiction.

On 11/16/17, the Johnson City Police Department arrested Joshua Lowe (108 S. 9th St, Watauga, 33 years old) and Christopher McKinney (2701 S. Roan St., Johnson City, 31 years old)

Lowe was charged with possession of stolen property over $1,000, burglary, and theft under $1,000. McKinney was charged with burglary and theft under $1,000.

 

On 11/16/17, at approximately 3;45 a.m., officers of the Johnson City Police Department responded to a suspicious vehicle in the area of Best Western Hotel, 2406 N. Roan St.  The investigation revealed that Lowe was in possession of a 2006 Cadillac CTS that had been stolen from 1109 E. Eighth Ave. on 11/8/17. While on scene, officers observed items in the possession of Lowe and McKinney that were stolen in a recent auto burglary. 

 

On 11/16/17, both were transported to the Washington County Detention Center. Lowe is being held in lieu of a $16,000 bond. McKinney is also being held in lieu of an $11,000 bond. Arraignment is set for 10:00 am on 11/17/17 in Washington County General Sessions Court.

      On 11-18-17, The Johnson City Police Department arrested Dusty Miller (105 Creekside Dr., Johnson City TN., (32 years old), Cameron Boyd  (105 Creekside Dr., Johnson City TN., (28 years old) and Holly Ashby (208 Happy Valley Rd. #2 Johnson City, TN.(28 years old) charging each with one count of Aggravated Robbery and one count of False Imprisonment. 

    The arrests are the result of an investigation into the assault and robbery of a known acquaintance of the three. The female victim was transported to the Johnson City Medical Center for evaluation and treatment of significant head and facial trauma after being repeatedly struck and kicked by Miller, Boyd and Ashby. The victim was also threatened with a firearm and forcibly disrobed to prevent her from leaving the residence. The victim's personal property, including cash and prescription medications, was stolen by the three defendants.

      Dusty Miller, Cameron Boyd and Holly Ashby are currently being held in the Washington County Detention Center, each in lieu of a $51,000.00 bond. They are scheduled to be arraigned on 11-20-17 at 9:00 a.m. in Washington County General Sessions Court.

On 11/18/17, Mr. Hall made contact with the Johnson City Police Department with a desire to turn himself in.  Arrangements were made and Mr. Hall was, subsequently, arrested and charged with Attempted Second Degree Murder.  He is currently being held in the Washington County Detention Center under a $100,000 bond.  His arraignment is set for

On 11/20/17, the Johnson City Police Department arrested Christopher Johnson (222 E. Maple St., 31 years old) and charged him attempted aggravated burglary and aggravated assault.

 

The arrest comes as a result of an investigation into a neighbor dispute that occurred near Johnson’s residence on 9/23/17. Through the course of the investigation, Johnson was identified as one of the suspects in the incident.

 

On 11/20/17, Christopher Johnson was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $40,000 bond. Arraignment is set for 1:30 p.m. on 11/21/17 in Washington County General Sessions Court.

On 11/20/17, the Johnson City Police Department arrested Christopher Johnson (222 E Maple St., 31 years old) and charged him with aggravated burglary, and aggravated assault.

 

The arrest comes as a result of an investigation into a burglary and assault that occurred at 804 Claiborne St. on 9/23/17. Through the course of the investigation, Johnson was identified as a suspect in the incident.

On 11/21/17, the Johnson City Police Department arrested William Necessary (26 Kilday Ln., Greeneville, TN, 26 years old) and charged him with burglary and theft of property under $1,000.

 

The arrest comes as a result of an investigation into an auto burglary that occurred at 901 W. Walnut St. on 9/4/17. Through the course of the investigation, Necessary was identified as the suspect in the incident.

 

On 11/21/17, William Necessary was arrested at the Washington County Detention Center, where he is currently being held in lieu of a $11,000 bond. Arraignment is set for 1:30 p.m. on 11/22/17 in Washington County General Sessions Court.
