   On 08/21/17, officers of the Johnson City Police Department arrested Osama Marrero (1213 Cora Ln. Johnson City, TN 37601, 39 years old) and charged him with one count each of Motor Vehicle Theft, False Reporting, and DORL 1st.

   The arrest is the result of an investigation at 3111 Browns Mill Rd (Walmart), for a report of suspicious activity. Officers were informed that a Hispanic male was attempting to enter several vehicles within the parking lot of Walmart. After leaving the scene Mr. Marrero was located across the street at Comfort Suites in a 2003 Lincoln Aviator that he had taken without permission from its owner.  Mr. Marrero was placed under arrest and transported to the Washington County Detention Center, where he’s being held in lieu of a $16,000 bond.  Arraignment is set for 1:30 p.m. on 08/22/17 in Washington County General Sessions Court.

On 08/21/2017 at approximately 0015 hours, officers of the Johnson City Police Department were dispatched to 2223 Signal Drive in reference to a shooting.  Upon arrival, officers located the victim and resident, Kenneth M. Minasian, 22 years of age, lying on the kitchen floor with a gunshot wound to his torso.  Evidence at the scene indicated that an attempted robbery had occurred and that Mr. Minasian had exchanged gunfire with the suspect.  Mr. Minasian was transported to the Johnson City Medical Center Hospital where he is still receiving treatment for his injury.

Approximately one hour after the shooting and attempted robbery occurred, a person arrived at a local hospital with a gunshot wound to his forearm.  The investigation into his shooting revealed that he was the suspect involved in the attempted robbery and shooting of Mr. Minasian and he was struck during the exchange of gunfire.  The investigation into the shooting is still underway and charges against the suspect will be placed upon his release from the hospital.

On 8/22/17, the Johnson City Police Department arrested Christopher Lamar Moore Jr. (60 Shiloh Rd., Greeneville, TN, 19 years old) and charged him with especially aggravated robbery.

On 8/21/17, officers responded to an incident at 2223 Signal Dr. During this incident, the victim and Moore were both struck in an exchange of gunfire. The victim was transported by EMS to a local hospital for treatment of his injuries and is listed in serious condition. The investigation revealed that Moore left the scene and arrived at a separate area hospital for his treatment. Through the course of the investigation, it was determined that Moore was present at the scene of the crime in an apparent robbery attempt. The investigation is ongoing. 

On 8/22/17, Moore was taken into police custody and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 8/23/17 in Washington County General Sessions Court.

   On 08/23/17, Officers of the Johnson City Police Department arrested Robert White (183 Keith Road, 50 years old) and charged him with Filing a False Police Report.

   At approximately 1600 hrs., on 08/22/17, Officers responded to the Scotchman, 149 S. Broadway St. in reference to a stolen motor vehicle being reported by Mr. White.  Upon further investigation, it was discovered that Mr. White had falsely created the incident, in retaliation against his girlfriend for a prior incident and his vehicle had not been stolen.

   Police located Mr. White at a residence on Greenwood Dr., where he was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 08/24/2017 in Washington County General Sessions Court.

On 8/24/17, the Johnson City Police Department arrested Jason Wells Ball (44 years old, 401 ½ Montreat Rd, Black Mountain, NC) on two counts each of burglary and theft under $1,000.

On 12/12/16 and 12/19/16, officers responded to reports of a subject who entered rooms at Johnson City Eye Clinic that were closed to the general public and stole prescription eye drops. Ball was developed as a suspect and warrants were obtained for his arrest.

On 8/24/17, Ball was extradited from Buncombe County, NC after being incarcerated on unrelated charges in that jurisdiction. He was booked into Washington County Detention Center and is being held in lieu of $30,000 bond. His arraignment is set for 1:30 pm on 8/25/2017 in Washington County General Sessions Court.

                On August 25, 2017, Jonathan Sluder, M/W, 29 years of age, no address listed, was arrested upon his release from the Johnson City Medical Center.  He was served with outstanding warrants for Aggravated Assault and Resisting Arrest.  Mr. Sluder was involved in a police standoff on August 23, 2017, in the downtown Johnson City area.  Officers were attempting to take  him into custody on the Aggravated Assault warrant, stemming from an incident on August 21, 2017.   Mr. Sluder is being held at the Washington County Detention Center in lieu of a $26,000 bail.  He is scheduled to appear in Washington County General Sessions Court on Monday, August 28, 2017, at 1:30 pm.

On Saturday, August 26, 2017, at approximately 3:35 pm., officers of the Johnson City Police Department arrested Christopher Jones (21 years old from Johnson City, TN) on the charges of Shoplifting, Evading Arrest, Vandalism, and Aggravated Criminal Trespassing.

The arrest was the result of an investigation into a shoplifting incident at the Wal-Mart on Browns Mill Rd. Officers attempted to apprehend Jones after he had shoplifted from the store. When attempting to apprehend him, he fled on foot and after a brief foot pursuit he ran into a van, causing extensive damage. Upon further investigation it was determined that he had previously been trespassed from the location for shoplifting.

 

Jones was arrested and transported to the Washington County Detention Center where he is being held on a $13,000 bond. His arraignment is set for Monday, August 28, 2017, at 1:30 pm in Washington County General Sessions Court.

On 08/26/17 at 2:49 a.m., officers of the Johnson City Police Department arrested 48 year old Sean Buchanan, 1909 Cherokee Rd. Apt 16, Johnson City, TN; 41 year old Donna Livesay, 1909 Cherokee Rd. Apt 16, Johnson City, TN; 26 year old Brittany Nave, 1613 Broad St, Elizabethton, TN; and 31 year old Anthony Parton, 1909 Cherokee Rd. Apt 16, Johnson City, TN, charging them with Burglary of Motor Vehicle. Mr. Buchanan was also charged with Simple Possession.

Johnson City Police received a call at Timber Ridge Mobile Home Park, 3211 Mayfield Dr. stating that four individuals were going through a vehicle. When JCPD officers arrived on scene, they saw Mr. Buchanan, Ms. Livesay, Ms. Nave, and Mr. Parton going through the front seats, back seats, and trunk of a white Toyota. They insisted that they were going through the vehicle to retrieve a cell phone owned by Ms. Livesay. The owner of the vehicle, the victim, stated that the suspects did not have permission to be inside the vehicle, and they did not even know who the individuals were. As officers were inventorying the Ms. Nave’s vehicle before it was towed due to it blocking a driveway, property of the victim was found inside the suspects’ vehicle. The suspects were arrested, and when Mr. Buchanan was searched, 10 Cyclobenzaprine pills were found on his person without a prescription.

Ms. Livesay, Ms. Nave, and Mr. Parton were arrested and transported to the Washington County Detention Center, where they currently being held in lieu of a $10,000 bond. Mr. Buchanan was arrested and transported to the Washington County Detention Center, where he is currently being held in lieu of a $11,000. An arraignment is set for 08/28/17 at 1:30 p.m. in Washington County General Sessions Court.

                On 8/28/17, officers of the Johnson City Police Department arrested Jeffrey L. Palmer (General Delivery, 37 years old) and charged him with Auto Burglary. At approximately 01:10 a.m., officers responded to the Johnson City Medical Center parking lot where complainants advised that a male and female were possibly stealing items from a truck. Officers made contact with Mr. Palmer at an intersection near the Medical Center. Witnesses arrived on scene and gave testimony and identified Mr. Palmer. Jeffrey Palmer was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment is set for 1:30 p.m. on 8/28/17 in Washington County General Sessions Court.

On 08/28/17 at 8:46 p.m., officers of the Johnson City Police Department arrested 54 year old Thomas Godfrey, General Delivery, Johnson City, TN, charging him with Fugitive from Justice.

Mr. Godfrey was located while Johnson City Police Officers were patrolling the area of 100 E. Maple St., due to complaints of homeless individuals sleeping on and littering the proper of Johnson City Public Schools Central Office. Mr. Godfrey was loitering at the side doors to the building, and it was discovered that Mr. Godfrey had a misdemeanor warrant out of Bristol, VA for Violation of Probation for a Larceny Charge.

Mr. Godfrey was arrested and transported to the Washington County Detention Center, where he is currently being held without bond. An arraignment is set for 08/29/17 at 1:30 p.m. in Washington County General Sessions Court.

On 08/29/17 the Johnson City Police Department arrested Zachary Hileman (28 yrs old, 135 Cloverdale Ln) and charged him with Theft of Property (Motor Vehicles) over $1,000 and Adult Contributing to the Delinquency of a Child.  The arrest stems from an investigation into the theft of a Chevy S10 and utility trailer from Econo Lodge, 207 E. Mountcastle, on 08/01/17.   Pictures of the suspect from surveillance video were distributed through social media, which led to numerous responses and the subsequent identification of Mr. Hileman and the 14 yr old juvenile involved as well.  Mr. Hileman is being held in the Washington County Detention Center in lieu of an $11,000 bond.  He is scheduled for Arraignment in General Sessions Court on 08/30/17 at 1:30 pm.

On 08/30/2017, Officers of the Johnson City Police Department arrested Cody Smith (no home address, 26 years old) and charged him with Car Jacking, Aggravated Assault, and Driving on Revoked license 2nd offense.

On 08/29/2017, at 5:53pm, Officers of the Johnson City Police Department responded to 2810 W Market St, (Mr Transmissions), in reference to a motor vehicle theft. Officers met with the complainant, business owner of Mr Transmissions. He advised a white male approached the business on foot and stole a 2006 Dodge Dakota that was in the parking lot to be worked on. The owner of the business witnessed Smith stealing the truck and went out in the parking lot to intervene. Smith sped away in the stolen truck while dragging the business owner through the lot as he attempted to stop the theft. The owner was thrown from the vehicle and sustained minor injuries. He was treated at the Johnson City Medical Center for his injuries and released. Video surveillance cameras captured the entire incident. Images of the suspect was placed on social media accounts and the suspect was identified as Cody Smith from tips being called in to the Criminal Investigations Division.

On 08/30/2017 at approximately 12pm, an officer of the Johnson City Police Department spotted the stolen truck abandoned in the Johnson City Medical Center Parking lot near the Ronald McDonald House. Officers of the Johnson City Police Department canvassed the area and located the suspect a short distance away where he was taken into custody without incident.

Smith was transported to the Johnson City Police Department to be interviewed and was subsequently arrested and transported to the Washington County Detention Center, where he is being held pending a bond being set.  Arraignment is set for 1:30 p.m. on 08/31/2017 in Washington County General Sessions Court.

    On 08/29/17, officers of the Johnson City Police Department arrested Amber Lynn Emmett , 29 years old and Whitney Michelle Parkey, 28 years old (3808 W Cumberland Ave Middlesboro, KY). They both were charged with felony shoplifting.

At approximately 7:45 p.m., officers responded to 2011 N Roan St, Belk’s Men’s Store, on a shoplifting.  Loss prevention said that they observed both suspects select various children’s clothing and place them on strollers that they had with three small children and go into a dressing room.  Amber Emmett exited the dressing room with none of the clothing that she had entered with.  Whitney Parkey then  exited the dressing room without any of the clothing that she had taken in.  Loss prevention checked the dressing room for the clothing and none of the items were there.  The two suspects exited the store passing all points of sale. Loss prevention stopped the two suspects at that time and located the items inside a backpack sitting under the stroller. 

Amber Lynn Emmett and Whitney Michelle Parkey were transported to the Washington County Detention Center, where they are being held on a $5,000 bond each. Arraignment is set for 1:30 p.m. on 08/30/17, in Washington County General Sessions Court.

On 8/31/17, the Johnson City Police Department arrested Magan Loggans (594 Bobby Hicks Hwy., 36 years old) and charged him with being in possession of methamphetamines with intent to resale and possession of drug equipment.

The arrest comes as a result of an investigation into a possible shooting incident that occurred on 2/1/17. Loggans was seeking treatment at Franklin Woods Hospital, where he reported that he had been accidentally shot in the leg. During the course of the investigation, a container was located in Loggans vehicle that contained methamphetamine and other drug paraphernalia.     

On 8/31/17, Loggans was arrested and transported to the Washington County Detention Center, where he is being held in lieu of an $11,000 bond. Arraignment is set for 1:30 p.m. on 8/31/17 in Washington County General Sessions Court.

On 8/21/17, officers of the Johnson City Police Department responded to an attempted robbery at 2223 Signal Drive

where the resident, Kenneth Minasian, 22 years of age, was found to be suffering from a gunshot wound. The suspect

in the attempted robbery and shooting, Christopher Moore, was later arrested and charged with especially aggravated

robbery.

 

During the course of the investigation, it was revealed that the attempted robbery was drug-related. On 8/31/17, investigators

arrested Kenneth Minasian and charged him with possession of marijuana for resale, possession of unlawful drug paraphernalia,

maintaining a dwelling where controlled substances are kept or sold, possession of a firearm during the commission of a

dangerous felony, and violation of the drug-free school zone law.

 

Mr. Minasian is currently being held in the Washington County Detention Center in lieu of a $10,000 bond. He is scheduled to

be arraigned in Washington County General Sessions Court on 9/1/17 at 1:30 P.M.

The Johnson City Police Department has partnered with the Tennessee Highway Safety Office to place additional officers on the streets this Labor Day weekend on the lookout for impaired drivers.  The THSO is providing grant overtime funding for Johnson City officers to conduct these DUI enforcement patrols aimed at removing impaired drivers from the road during this busy holiday weekend.

 

The Tennessee Department of Safety and Homeland Security reports that 182 motorists lost their lives in alcohol-related traffic crashes on Tennessee roadways in 2016.  Johnson City reported a total of four traffic fatalities in 2016, but none were alcohol-related.  The Johnson City Police Department arrested four suspected impaired drivers during the 2016 Labor Day weekend.  While no traffic fatalities were reported, the JCPD did investigate two alcohol-related crashes resulting in motorist injuries.  One of these alcohol-related crash injuries involved an underage motorist.

The Johnson City Police Department reminds everyone that buzzed driving is drunk driving.  Getting behind the wheel after even just one too many drinks can lead to disaster.  Of the 289 injury crashes investigated by the Johnson City Police Department so far in 2017, 38 (13.1 percent) have been alcohol-related.  Working together, we can reduce crashes, injuries, and deaths on Johnson City roadways.

On Monday, September 4, 2017, at approximately 12:12 am, officers of the Johnson City Police Department arrested Lorri Lohse (43 years of age, 209 W Fairview Ave, Johnson City, TN) on the charges of Manufacture/Delivery/Sale of Methamphetamine and Unlawful Possession of Drug Paraphernalia. 

The arrest was the result of an investigation during a traffic stop. Lohse was the passenger in a vehicle that had been driving down W. Market St. without headlights.  A consented search of that vehicle yielded multiple syringes, pipes, and 21 individual baggies of methamphetamine totaling 4.5 grams all in her purse.

Lohse was then arrested and transported to the Washington County Detention Center where she is being held on a $11,000 bond. Her arraignment is set for Tuesday, September 5, 2017, at 1:30 pm in the Washington County General Sessions Court.

     On September 1st 2017, officers of the Johnson City Police Department arrested Todd Douglas, 42 yr old, 3115 Indian Ridge rd, Johnson City, and charged him with Aggravated Assault. The arrest stems from a domestic dispute between Mr. Douglas and his wife.

 

     Mr. Douglas was taken into custody and transported to the Washington County Detention Center where he is currently being held on a $50,000 bond. An arraignment is scheduled for September 5th 2017 in Washington County General Sessions Court.

On 09/06/2017, officers of the Johnson City Police Department arrested Matthew Dye (no known address, 19 years of age) and charged him with 2nd Degree Murder.

At approximately 1:19 am, officers responded to 222 E. Maple St, Johnson City, in reference to a stabbing.  Upon their arrival, officers located a 41 year-old male victim laying in the yard with a single stab wound to the back.  Emergency medical personnel attempted life-saving procedures on the victim, but he was pronounced deceased on the scene.

Through the investigation, it was determined that an altercation occurred between the victim and Mr. Dye resulting in the victim being stabbed in the back.  Mr. Dye fled the scene on foot but was located a short time later by patrol officers at the Quality Inn parking lot on S Roan St.   Mr. Dye was transported to the Johnson City Police Department where he was interviewed and confessed to the stabbing.  Mr. Dye was then transported to the Washington County Detention Center where he is being held in lieu of a $100,000 bond.  Arraignment is scheduled for 1:30 pm on 09/06/2017 in Washington County General Sessions Court.

On 9/5/17, officers of the Johnson City Police Department arrested Brandon L. MIller (415 Cash Hollow Rd., Johnson City, Tn.,32 years old) and charged him with being a Felon in Possession of a Firearm and Possession of Stolen Property

            At approximately 9:53 a.m. on 9/5/17, officers went to 1209 Division St to serve a warrant on Brandon Miller. Upon arrival at the residence, Officers observed Miller laying asleep on the couch. After being allowed in to the residence, Officers took Miller into custody without incident. A search of Miller’s belongings was conducted incident to arrest. In a backpack, officers located a Glock 40 caliber pistol. A check of the pistol revealed it was stolen out of Carter County. It was also discovered that Miller is a convicted Felon out of Carter and Washington counties.

Police arrested Mr. Miller and he was transported to the Washington County Detention Center, where Miller is being on a $11,000 bond.  Arraignment is set for September  6th at 1:30 p.m., in Washington County General Sessions Court.
