 On 7/31/17 Johnson City Officers arrested William E Deloach (1119 Bluefield Ave Elizabethton, TN 37643, 32 years old) and charged him with Aggravated Assault, Simple Assault, and Misdemeanor Shoplifting.

 

On 7/31/17 at approximately 5:30pm Officers responded to a call at 2120 S  Roan St, Food City. The resulting investigation revealed that the defendant was approached by Food City management due to suspected shoplifting. The defendant then fled towards the front of the store. Shortly after the defendant fell near the inside shopping cart area. He then pulled out a knife on a store employee. The employee backed away and the defendant continued to flee towards the Food City gas station. Employees continued to follow the defendant as police were dispatched. The defendant then pulled out a pepper spray canister and he sprayed an employee multiple times on the face. The defendant then fled towards a wooded area. He was subsequently located and apprehended by responding officers.

 

The defendant is being held at the Washington County Detention Center on a $20,000.00 bond and he is scheduled to appear in General Sessions Court on Monday 8/1/17 at 1:30pm.

On 08/01/17, the Johnson City Police Department arrested Terry Ricky Nelson, (60 years old, of 2212 Marbleton Rd. Unicoi, TN) and charged him with one count of Criminal Simulation over $1000 and one count of Theft of Property over $1000. 

The arrest is the result of an investigation into a report that was filed by the complainant who stated that Mr. Nelson deposited a check into his account and began to withdraw money.  The complainant advised that the check was later found to be counterfeit.

Mr. Nelson is currently being held in the Washington County Detention Center in lieu of a $20,000.00 bond.  Arraignment is set for 08/02/17 at 1:30 p.m. in Washington County General Sessions Court.

On 8/2/17, officers of the Johnson City Police Department arrested Cynthia West (2701 S Roan St Lot 213., Johnson City, Tn., 31 years old) and she was charged with Child Neglect, Public Intoxication, Simple Assault, Resisting Arrest, and Criminal Impersonation .

At approximately 8:34 p.m. on 8/2/17, officers were dispatched to 2700 S Roan St in reference to a found child that was approximately two years old wearing nothing but a dirty diaper. Upon arrival to the area, Officers were contacted by two citizens that located the child wandering around the vacant parking lot close to S Roan St with no adult supervision. The witnesses advised they had been with the child for about twenty minutes, and when they couldn’t find the child’s parents, they called 911. Officers canvassed the area and located a white female that appeared to be under the influence of an unknown substance. The female advised she was looking for her child that Officers had just located. While speaking with the female, she attempted to use false names and even advised she was God at one point. Officers attempted to take the female into custody and she pulled away in an attempt to get away. Officers then placed the female in the back of the police vehicle were she became combative again by kicking the doors and windows. Officers opened the door to the police vehicle and the female kicked the officer multiple times. The female’s true identity was discovered from her neighbor and she was identified as Cynthia West.   

Police arrested Mrs. West, and she was transported to the Washington County Detention Center, where she is being on a $13,500 bond. Arraignment is set for Thursday August 4th at 1:30 p.m., in Washington County General Sessions Court.

On 8/2/17, Investigators of the Johnson City Police Department arrested Tyrese M. Jones (18901 Shiawassee Dr., Detroit, MI, 26 years old) and charged him with burglary and theft over $60,000.

 

On 11/11/16, the Johnson City Police Department responded to Best Buy, 3222 Peoples St. in reference to a Burglary. The investigation revealed that several unknown suspects entered the business by cutting a hole in the roof. The suspects then lowered themselves onto a display case and removed over $160,000 worth of Apple merchandise.  The suspects then left the business undetected. Further investigation revealed the offenders left behind several pieces of evidence, to include DNA. Mr. Jones was identified as a suspect after the DNA results were obtained from evidence left behind.

 

On 8/2/17, Jones was taken into custody in Michigan and transported to the Washington County Detention Center, where he is held in lieu of a $60,000 bond. Mr. Jones is scheduled for his first appearance in Washington County General Sessions Court on Thursday 8/3/2017 at 1:30 PM.

On 8/3/17, the Johnson City Police Department arrested Nathaniel Fields (1907 Triangle Rd. Apt 6, 21 years old) and Michael Crowe (1907 Triangle Rd. Apt 6, 23 years old). Fields was charged with aggravated burglary and simple possession. Crowe was charged with aggravated burglary.

 

The arrest comes as a result of an investigation into a residential burglary that was reported at 1907 Triangle Rd. Apt 2 on 8/3/17. Through the course of the investigation, Fields and Crowe were identified as the suspects in the incident.

 

On 8/3/17, Nathaniel Fields and Michael Crowe were placed under arrest and transported to the Washington County Detention Center. Fields is being held in lieu of a $21,000 bond, and Crowe is being held on a $20,000 bond. Arraignment is set for 10:30 a.m. on 8/4/17 in Washington County General Sessions Court.

On 8/6/17, officers of the Johnson City Police Department arrested Sheena Oxner (General Delivery, 32 years old) and charged her with Possession of Schedule II & Schedule VI Drugs and Unlawful Drug Paraphernalia.

On 8/6/17 at 6:50 a.m., officers responded to 11E Motel, 3500 W. Market St. when a female called 911 stating that her clothes had been stolen. Officers made contact with Sheena Oxner in room #36, where the caller had been staying, and asked permission to help locate the missing clothes. Oxner permitted entry into the room and Officers located numerous items of drug paraphernalia, a baggie of a green leafy substance with a Marijuana smell and two small baggies of a white powdery substance consistent of Methamphetamine lying on the dresser in plain sight. Oxner was taken into custody and transported to Washington County Detention Center, where she is being held on a $12,000 bond.  Her arraignment is scheduled for Monday, August 7, 2017 at 1:30 p.m.

On 08/07/2017, officers of the Johnson City Police Department arrested David Warren (2085 Chuckey Hwy, Chuckey, TN, 34 years old) and charged him with Criminal Simulation and Misdemeanor Shoplifting.

 

At 5:55 a.m., officers responded to the Roadrunner Market, 1702 W. Market St, in reference to a white male attempting to pass a counterfeit $100. Upon arrival officers learned that Warren attempted to purchase gas with a fake $100. He also shoplifted two candy bars. 

                  

Warren was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  Arraignment is set for 08/08/2017 at 1:30 p.m. in Washington County General Session Court.

On 08/08/17, officers of the Johnson City Police Department arrested William A Bishop (1413 Valley View Dr., Johnson City, TN; 26 years old) and charged him with one count of Embezzlement over $1000.

The arrest is the result of an investigation at Dick’s Sporting Goods (2011 N Roan St). According to the Loss Prevention Officer, Mr. Bishop embezzled $1151.75 worth of merchandise through fraudulent returns. Over the course of a few weeks, Mr. Bishop fraudulently returned multiple Yeti coolers and other various merchandise. He was given gift cards worth the returned value of the merchandise.  As a result of the investigation, a warrant was obtained for Mr. Bishop charging him with Embezzlement Over $1000. Officers responded to Mr. Bishop’s residence where he was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.  His arraignment hearing is set for 1:30 p.m. on 08/08/17 in Washington County’s General Sessions Court.

On 08/04/17, officers of the Johnson City Police Department arrested Steve L Bristol (1411 E Watauga Ave, Johnson City, TN 37601, 68 years old) and charged him with one count of Aggravated Assault Domestic.

The arrest is the result of an investigation into a report of an Aggravated Assault that occurred at 1411 E Watauga Ave.  Upon arrival to Sycamore Shoals Hospital, officers made contact with a victim. She alleged that Mr. Bristol had assaulted her and strangulated her after an argument they had turned into physical violence. The victim had to be treated at the hospital for her injuries which included bruises and abrasions. Due to the injuries, a warrant was obtained for Mr. Bristol. At the residence, Mr. Bristol was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $30,000 bond. An arraignment hearing is set for 01:30 p.m. on 08/07/17 in Washington County Court.

On 08/08/17, officers of the Johnson City Police Department arrested Sherman E Love (General Delivery., Johnson City, TN; 35 years old) and charged him with one count of Theft of Property (motor vehicle) over $1000.

The arrest is the result of an investigation of a stolen vehicle at Roadrunner Market (2900 N Roan St). According to the victim, he allowed his son to borrow his truck, a 1992 Chevy Silverado 1500 (valued  at $4500). His son alleged that he picked up Mr. Love from the Haven of Mercy and gave him a ride. The victim’s son stopped at the Roadrunner and went inside of the business to make a purchase. The son alleges that he left the keys in the vehicle since Mr. Love waited outside. When the son made his purchase and returned to the vehicle, it was missing along with Mr. Love. Sometime later, Mr. Love was discovered with the stolen vehicle.  As a result of the investigation, Mr. Love was placed under arrest and is charged with one count of Theft of Property (motor vehicle) over $1000. Mr. Love was transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  His arraignment hearing is set for 1:30 p.m. on 08/08/16 in Washington County’s General Sessions Court.

On 8/9/17, officers of the Johnson City Police Department arrested Demarcus Hightower (200 E Watauga Ave., Johnson City, Tn., 30 years old) and Roberta L Reed(225 Jack Bradley Rd., Elizabethton , Tn., 42 years old) Hightower was charged with Sales of Schedule VI(marijuana) , Felony Possession of Schedule II(Crack Cocaine) for Resale, and Unlawful Drug Equipment. Reed was charged with Felony Possession of Schedule II(Crack Cocaine) for Resale.

            At approximately 1:34 p.m. on 8/9/17, officers were dispatched to 825 W Walnut St. in reference to a disturbance. Prior to arrival, officers were advised that two females were fighting in the parking lot and one was in a silver Kia car. As officers arrived on scene they observed the vehicle leaving and a traffic stop was conducted. As Officers approached the vehicle, they were overcome by the odor of marijuana emitting from the vehice. Officers had all occupants exit the vehicle.  Demarcus Hightower was found with a large sum of currency and a black digital scale in his pocket.  A probable cause search of the vehicle was conducted after a police K9 alerted to the vehicle. Inside the vehicle officers found a felony amount of crack cocaine and some marijuana in the front compartment of the vehicle.

Police arrested Mr. Hightower and Ms. Reed and transported them to the Washington County Detention Center where Hightower is being on a $21,000 bond. Ms. Reed is being held on a $10,000 bond.  Arraignment is set for today the 10th at 1:30 p.m., in Washington County General Sessions Court.

On 08/11/2017, officers of the Johnson City Police Department arrested Robert Ingram (3804 Roanoke Ave, Newport News, VA, 52 years old) and charged him with being a Fugitive from Justice.

At approximately 2:14 p.m., officers responded to the area of 225 S. Commerce St, in reference to a woman walking in the middle of the road interrupting traffic. Upon arrival officers located the woman and after speaking with her it was determined that she was in need of help due to her altered mental state. Officers transported her back to her residence to make contact with her boyfriend, Ingram. While entering Ingram into the report a NCIC hit showed that he had an active warrant out of Virginia for failure to appear for grand larceny. 

 

After confirming the warrant with Virginia authorities Ingram was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a bond hearing.  Arraignment is set for 08/14/2017 at 9:00 a.m. in Washington County General Session Court.

On 08/13/17, officers of the Johnson City Police Department arrested Kevin Fitts (159 Bolton Rd. Greeneville, 47 years old) and charged him with 1 count of Aggravated Burglary, 8 counts of Auto Burglary, and 1 count of Theft of Property over $10,000.

 

Officers were dispatched to 604 Woodhaven Drive earlier this date in reference to a suspicious vehicle. Upon arrival they encountered a man rummaging through a vehicle, who was identified as Kevin Fitts. The resulting investigation revealed that several auto burglaries had occurred during the early morning hours, along with a residential burglary at 716 Woodhaven. Fitts was also determined to have stolen a vehicle from 1905 Knob Creek Rd. #9. Mr. Fitts was treated at the Johnson City Medical Center Hospital after he was arrested, and later released.

 

Fitts is being held in the Washington County Detention Center on a $140,000 bond and is set to be arraigned in General Sessions Court on 08/14/17 at 1:30 p.m. 

 

This investigation is ongoing and additional charges are pending.

                On August 14, 2017, officers of the Johnson City Police Department arrested Christopher M. Garland, 26 yrs old, of 1006 Bayless Rd, Jonesborough TN, and charged him with Criminal Trespassing, Convicted Felon in Possession of a handgun, Possession of stolen property, Schedule VI Drug Violation and Unlawful Drug Paraphernalia. 

     The arrest occurred after officers responded to Baymont Inn & Suites, 2606 N. Roan St. in reference to an Unwanted Guest.  Mr. Garland was located asleep inside a room that was not supposed to be occupied. During the investigation two firearms, 7.6 ounces of Marijuana and Drug Paraphernalia were located in the room. One of the firearms had been recently stolen from a residence in another jurisdiction.

     Mr. Garland is currently being held at the Washington County Detention Center on a $25,000 bond.  He is scheduled to appear in Washington County General Sessions Court on August 15, 2017, at 1:30 P.M.

On 08/14/17, officers of the Johnson City Police Department arrested Dana R. Evans (General Delivery, 38 years old) and charged her with being a Convicted Felon in possession of a Handgun and Drug Paraphernalia.

At approximately 11:00 a.m., officers responded to 1209 Division St. Complaints received to 911 advised that Ms. Evans was in the area threatening the residents with a gun. Upon arrival officers found Ms. Evans at 1209 Division St with a concealed 9mm pistol in the waistband of her pants. Ms. Evans was also in possession of items consistent with drug use.

Ms. Evans was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $11,000 bond. Arraignment is set for 1:30 p.m. on 08/15/17 in Washington County General Sessions Court.

                     On the August 12th 2017 at 7:40pm officers of the Johnson City Police Dept. Arrested Gary Taylor 222 E Maple St, Johnson, TN and charged him with Aggravated Domestic Assault and Resisting Arrest.

The arrest stems from an investigation involving a domestic dispute at 222 E Maple St. At the scene officers discovered that Mr. Taylor had physically assaulted his wife by choking her.

Mr. Taylor was transported to the Washington County Detention Center where he is being held on a $10,000. His arraignment is set in Washington County Sessions Court on August 14th 2017 at 1:30 Pm

On 8/15/17, the Johnson City Police Department arrested Kevin Fitts (159 Bolton Rd., Greeneville, 46 years old)and charged with auto burglary (5 cts.).

 

The arrest comes as a result of an investigation into several auto burglaries that were reported in the area of Beech Dr. and University Pkwy. on 9/13/16. Through the course of the investigation, Fitts was identified as the suspect in the incident.

 

On 8/15/17, Kevin Fitts was served with the warrants at the Washington County Detention Center, where he is being help on unrelated charges. Fitts is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 8/16/17 in Washington County General Sessions Court.

     On 08/16/2017 at 8:13 A.M., officers of the Johnson City Police Department arrested Tony Boyd, 45 years old, and Nicole Calhoun, 35 years old, both residing at 119 Humphries Drive, Telford TN.  The arrest stems from an investigation into a shoplifting at Walmart, 2915 W Market Street, which occurred on 8/16/2017. The complainant reported to officers that Ms. Calhoun and Mr. Boyd concealed items inside a hand bag while placing other items in a shopping cart. They proceeded to exit the business with $2,145.58 worth of merchandise before being stopped by officers beyond the point of sale. Ms. Calhoun provided a false name and date of birth to officers but was later identified. She had also been trespassed from the business.

     Mr. Boyd was arrested and transported to the Washington County Detention Center on the charge of felony shoplifting. He is currently being held in lieu of a $5,000 bond. Ms. Calhoun was arrested on the charges of felony shoplifting, criminal impersonation, and criminal trespassing. She is being held in lieu of a $7,000 bond. An arraignment is scheduled for 08/17/2017 in Washington County General Sessions Court.

     On 08/17/17, at approximately 4:00 pm, officers of the Johnson City Police Department arrested 64 year old Michael R. Foster, 1500 Bell Ridge Rd. #31, Johnson City and charged him with domestic aggravated assault.

     The arrest occurred after officers responded to 1500 Bell Ridge Rd in reference to an assault.  Upon arrival, officers met with a female who stated her husband had assaulted her with a beer glass.  The husband, identified as Michael Foster, then fled the scene on foot.  The victim had a large laceration on her head and was transported to the Johnson City Medical Center for treatment where she was treated and released.

     Police located Mr. Foster in the woods behind the apartment complex.  He was placed under arrest and transported to the Washington County Detention Center, where he is currently being held in lieu of a $5,000 bond.  His arraignment is set for 08/18/17, 10:30 am, in Washington County General Sessions Court.

   On Friday, August 18, 2017, at approximately 8:15 pm., officers of the Johnson City Police Department arrested Pauline Dean, 40 years of age, from Church Hill, TN, on the charges of Shoplifting and Identity Theft. The arrest was the result of an investigation into a shoplifting incident at the Wal-Mart on Browns Mill Rd. While conducting the investigation, Dean continuously provided false information to officers about her identity in an effort to not be arrested. Once her true identity was discovered, Dean was arrested and transported to the Washington County Detention Center where she is held on a $6,000 bond. Her arraignment is set for Monday, August 18, 2017, at 1:30 pm in Washington County General Sessions Court.
