SUBJECT: Felony Drug/Weapon Arrest                  DATE: 4/19/17                   TIME: 1:00 p.m.

    On 4/19/17, officers of the Johnson City Police Department arrested Joshua A Walker (126 Dennis Cove Rd., Hampton, Tn., 32 years old) and he was charged with Felony Possession of Crack Cocaine for Resale, Going Armed during the Commission of a Felony, Simple Possession, and Unlawful Drug Paraphernalia .  At approximately 9:00 a.m. on 4/19/17, officers were dispatched to 1001 S Roan St, the Sunoco gas station, in reference to a male passed out behind the wheel of a vehicle. Upon arrival, officers located a single occupant of a blue Toyota Corolla passed out. Upon initial observation, officers observed a handgun on the passenger seat, used syringes, and a glass pipe on the driver’s lap. Officers awoke the driver who was later identified as Joshua Walker and he was immediately detained. Officers searched Walker and found a felony amount of Crack Cocaine on Walker’s person, along with a baggie of marijuana and pills.

Police arrested Mr. Walker, and he was transported to the Washington County Detention Center, where he is being held on a $22,000 bond . Arraignment was set for, Thursday the 20th at 1:30 p.m., in Washington County General Sessions Court.

    On 04/18/17, Officers of the Johnson City Police Department arrested Quinton Rogers (123 E Highland Rd, 32 years old) and charged him with Attempted Aggravated Arson, Aggravated Assault, and two counts of Reckless Endangerment.  At approximately 7:30 a.m., Officers responded to 444 W Chestnut St, Apt #2, in reference to a disturbance. Upon on arrival Officers discovered that the suspect had left the scene. The victim advised that her ex-boyfriend, Quinton Rogers, was standing on her porch with a jug of gasoline and a lighter when the victim’s current boyfriend took the trash out. At that point Mr. Rogers started pouring gas on the victim’s boyfriend, around the door, and inside the residence while attempting to ignite the lighter at the same time. The victim’s boyfriend picked up a metal pipe and knocked the lighter out of Mr. Rogers hand. A physical altercation ensued.  The female victim grabbed her 3 year old son and ran into the bedroom. The boyfriend took the altercation back outside, pushing Mr. Rogers off of the porch. The boyfriend then ran back into the residence and locked the door.

   After obtaining a warrant, officers located Mr. Rogers at his mother’s house at 123 E Highland Rd. Mr. Rogers was hiding in the garage under a BMW. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 04/19/17, in Washington County General Sessions Court.

Traffic Crash Postings

Good morning friends.


For those that miss our live traffic crash post, we have not forgotten you. The free service we utilized has gone silent and it now appears gone for good. I am testing a different method to automatically post our traffic crashes.

Below are two real examples of a new service we are experimenting with.

In this first one on Hairtown Rd. You will see the location, then below that, you see WC which stands for Washington County, and the ten code of 1045 which means crash without injuries.

In the second one, aside from the location, you see a JC that means it is Johnson City and the ten code is 1046 which indicates an injury is suspected.

We will see how this service works, this new method will delay the notices somewhat.

    On 4/20/2017, officers of the Johnson City Police Department arrested Crystal Wells (1 Trivet Concourse #7), 32 years old, and charged her with False Reporting.  At approximately 9:30 a.m. officers attempted to serve an arrest warrant on a person who frequently resides at Ms. Wells residence. Ms. Wells spoke with officers regarding the suspect’s whereabouts, and she consistently stated that he was not inside her residence. After further questioning, and multiple times being told by Ms. Wells that the person was not there, officers observed the suspect inside, towards the rear of the residence. Ms. Wells then shut the door in the officer’s face and refused to open the door back up. After a couple of minutes the suspect came out of the house and gave himself up.  Police took the wanted suspect into custody, and placed Ms. Wells under arrest as well.  Ms. Wells was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 10:30 a.m. on 4/21/2017, in Washington County General Sessions Court.

     On 04/20/17, at approximately 7:00 P.M., officers of the Johnson City Police Department arrested Dalvin J. Stephens  (1401 Colony Park Dr. Apt. 7,  Johnson City, TN, 24 years old) and charged him with Aggravated Domestic Assault. On 04/18/17 at approximately 7:20 p.m., officers responded to the Johnson City Medical Center in reference to a male who had gone into the women’s restroom in the Emergency Room waiting area and assaulted a female. Officers made contact with the female victim in the Emergency Room and found that she was bruised and bleeding from her nose. The victim’s husband, Dalvin Stephens fled on foot after he assaulted the victim. The investigation revealed the victim had been assaulted at their residence numerous times throughout the day and the victim stated that Dalvin Stephens tried to drown her in the bathtub causing her to lose consciousness. Officers obtained a warrant for Dalvin Stephens and he was located on 4/20/17 at 200 Cedar Point Rd. Johnson City, where he was taken into custody. Dalvin Stephens  is currently being held at the Washington County Detention Center on a $50,000 bond. An arraignment is set for 1:30 p.m. on 04/21/2017 in Washington County General Sessions Court.

On 04/16/2017, officers of the Johnson City Police Department arrested Danny J. Whitson (104 Jones Cir, Erwin, TN, 37650, 20 years old) and charged him with Possession with Intent to Sell.

At 12:17 a.m. officers were in the area of Mint Hill Apartments looking for a male who had intentionally cut himself with a knife. Officers located Whitson in the parking lot of Mint Hill Apartments. He had several fresh cut marks on his left arm.  Officers initially detained Whitson to transport him to Johnson City Medical Center for an evaluation. Once he arrived at the Med Center, Whitson was taken to the Emergency room. While being processed, Officers discovered over 40 xanax bars concealed in Whitson’s pants.  Once he was cleared by medical personnel, Whitson was arrested for Possession with Intent to Sell.

Whitson was placed under arrest and transported to Washington County Detention Center, where he was given a $10,000.00 bond. He was arraigned on 04/17/2017 and has a hearing set for 04/25/17 at 1:30 p.m. in Washington County General Sessions Court.

     On April 26, 2017, the Johnson City Police Department’s Special Weapons and Tactics (SWAT) Team and Explosive Ordnance Disposal (EOD)Team assisted the First Judicial District’s Drug Task Force and the Tennessee Bureau of Investigation in serving a search warrant at 715 E. Fairview Avenue. An explosive entry  was used to breach the residence which created several large audible sounds emitting from the area around the 700 block of E. Fairview Avenue in the early morning hours. This is part of an ongoing investigation. Any further questions relating to this incident should be directed to the Public Information Officer (PIO) of the Tennessee Bureau of Investigation, Leslie Earhart.

On 4/26/17, officers of the Johnson City Police Department arrested Nicole Hattie Baumgardner (2740 Siam Rd. Elizabethton, TN., 25 years old) and charged her with hindering a secured creditor under $1,000.

 

On 10/11/16, Nicole Baumgardner applied for a title loan at Southern Finance, 1613 W. Market St., Johnson City, TN. Her vehicle was used to secure the loan. No payments were ever made to Southern Finance. The vehicle couldn’t be located by Southern Finance after no payment was made on the title loan.

 

On 4/26/17, officers of the Johnson City Police department arrested Nicole Hattie Baumgardner after she came to turn herself in. She was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 4/26/17 in Washington County General Sessions Court.

On 4/27/17, the Johnson City Police Department arrested Carl S. Dixon (141 E. Market St., Johnson City, 69 years old) and charged him with aggravated assault.

 

On 4/26/17, officers of the Johnson City Police Department responded to the John Sevier Center, 141 E. Market St., in reference to a medical call, where EMS personnel were treating the victim for injuries related to a stabbing. The investigation revealed that the victim had an altercation with Carl Dixon who produced a knife and stabbed the victim in the abdomen and arm. The victim was transported to the Johnson City Medical Center, where he underwent surgery for his injuries and is listed in stable condition. Carl Dixon and a witness was located and transported to the Johnson City Police Department.

 

On 4/27/17, Carl Dixon was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $15,000 bond. Arraignment is set for 1:30 p.m. on 4/27/17 in Washington County General Sessions Court.

     On 4/26/2017 officers of the Johnson City Police Department arrested Amanda Shepherd, 34 years old, 507 Kaywood Ave, Mount Carmel, on charges of failure to yield, driving on a suspended license, possession of drug paraphernalia, and identity theft.

     On 4/26/2017, at approximately 12:30 PM, an officer performed a traffic stop on Ms. Shepherd’s vehicle after she pulled in front of a vehicle on E. Springbrook Dr., and nearly caused a collision.  When the officer made contact with Ms. Shepherd and requested her driver’s license, she provided a relative’s identification in an attempt to hide her identity.  Officers determined her true identity after a search of her vehicle was conducted and her actual identification card was located.  During the search of the vehicle, officers also found drug paraphernalia.

     Ms. Shepherd was placed under arrest and transported to the Washington County Detention Center where she was held on an $11,000 bond.  Her arraignment is scheduled for 4/27/17, 1:30 PM, in Washington County General Sessions Court.

      On April 24, 2017 Officers of the Johnson City Police Department responded to a possible overdose at a residence. Officers were able to identify Jacob T. Bradshaw ( 21 years old of Piney Flats, TN) as the subject of concern. After a further investigation into the potential overdose of Mr. Bradshaw, Officers located a large amount of illegal narcotics. Mr. Bradshaw was released from the hospital and charged with Felony Possession of Schedule II(methamphetamine) for resale, 2 counts of Possession of Schedule II (crack cocaine and Oxycodone pills) for resale, Possession of a firearm during the commission of a dangerous felony, Simple possession Schedule II(cocaine), and Unlawful drug paraphernalia. Jacob T. Bradshaw was transported to the Washington County Detention Center where he was being held on a $32,000 bond. Mr. Bradshaw had a court appearance at Washington County General Sessions Court on April 25th, 2017 at 1:30 p.m.

     On 04/26/17, at approximately 1:00 PM, officers of the Johnson City Police Department arrested 34 year old Ashley Harold and 36 year old Ronald Haren, both of 860 Pardee St., Johnson City.

 

     The arrests occurred after officers were given information that a male subject was inside the apartment that was possibly wanted by several agencies on outstanding warrants.   Officers made contact with Ms. Harold inside the apartment who stated no one else except another female was inside the residence.  After further investigation, officers discovered Mr. Haren inside an upstairs bedroom.  Ms. Harold then attempted to conceal Mr. Haren’s identity by giving a false name and SSN of the male subject.  Mr. Haren was ultimately identified and was taken into custody on outstanding warrants out of Johnson City, Washington County, and Carter County.  As a result of giving false information to officers in the performance of their duties, Ashley Harold was charged with a felony charge of false reporting.

 

     Ronald Haren’s original charges in Johnson City occurred December 15, 2015, after he crashed a vehicle at S. Roan St. and Quarry Rd.  He had in his possession a set of brass knuckles and drug paraphernalia.  A records check revealed Mr. Haren had been charged three other previous times with driving on a revoked license.  In addition, Mr. Haren had no insurance on his vehicle.  He was transported to the Johnson City Medical Center where he was treated.

 

     Both Harold and Haren were transported to the Washington County Detention Center where they are currently being held.  Arraignments are scheduled in Washington County General Sessions Court.

On 4/27/17, the Johnson City Police Department arrested Tammy Smith (201 Dalewood Rd., 38 years old) and charged her with Criminal Simulation.

 

The arrest comes as a result of an investigation into counterfeit money being passed at 417 E Main St on 04/26/17. Through the course of the investigation, Smith was identified as the suspect in the incident.

 

On 4/27/17, Tammy Smith was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 10:00 a.m. on 4/27/17 in Washington County General Sessions Court.

On 4/30/17, officers of the Johnson City Police Department arrested Lee M. Peifley (38 years old, 1185 W. Mountain View Rd., JC) and charged him with Attempted Second Degree Murder and Aggravated Assault. 

 

At approximately, 1:06 a.m., officers of the Johnson City Police Department responded to a shooting at 1185 W. Mountain View Rd. The victim, Peifley’s wife, was found to have been shot in the chest with a firearm during a domestic disturbance. The victim’s mother was also present during the incident and alleged that Peifley threatened to shoot her as well. The victim was transported to the hospital and is being treated for non-life threatening injuries.   

 

Lee Peifley was arrested without incident and transported to the Washington County Detention Center, where he is being held in lieu of a $150,000 bond. Arraignment is set for 1:30 p.m. on Monday, 5/1/17, in Washington County General Sessions Court.

On 5/02/17 officers of the Johnson City Police Department arrested John Dehart, (62 years old), of 1101 Henry St, Johnson City, TN 37601. Mr. Dehart was charged with Aggravated Assault.  At approximately 10:45 p.m., officers were dispatched to 1101 Henry St, Johnson City, TN 37601 concerning an assault that had just occurred. 

As a result of the investigation, officers were advised Mr. Dehart threw victim into the street and struck her multiple times with a metal cane (Victim was bleeding from her leg and experiencing pain in her abdomen.) Witnesses on the scene intervened to stop the assault and called 911. The victim was treated at the scene, as well as, transported to the Johnson City Medical Center. The victim was subsequently released. 

Mr. Dehart was placed under arrest for Aggravated Assault and transported to the Washington County Detention Center. Mr. Dehart is being held in lieu of a $10,000 bond. An arraignment is set for 1:30 p.m. on 5/03/17 in Washington County General Sessions Court.

The Johnson City Police Department will be placing additional officers on the streets this Cinco de Mayo weekend on the lookout for impaired drivers.  These high visibility patrols will be conducted in partnership with the Tennessee Highway Safety Office “Booze It and Lose It”

campaign.  The Tennessee Highway Safety Office is providing grant overtime funding for Johnson City officers to conduct these DUI enforcement patrols aimed at removing impaired drivers from the road during this holiday weekend.

 

“Police officers see the loss people endure when a tragedy occurs as the result of driving under the influence of alcohol or drugs,” said Chief Mark Sirois. “We will do all we can to get drunk or drugged drivers off our roadways, and we count on the public’s help in making safe roadways a reality every day.”   

 

Getting behind the wheel after even just one too many drinks can lead to disaster.  Although Tennessee’s legal blood alcohol concentration (BAC) limit is .08, even a slight alcoholic “buzz” that’s well below legal limits can be unsafe for drivers and lead to an arrest for impaired driving.

 

The Johnson City Police Department arrested eight DUI suspects over the past two Cinco de Mayo holiday weekends.  Before celebrating Cinco de Mayo this year, make a choice between drinking OR driving. If you choose to drink, designate a sober, reliable driver to get you home safely. If you’re planning on driving, commit to not drinking.

 

“Safe roadways are often about choices,” Chief Sirois added. “The choice you make could save a life.”

 

Grant is funded by the Tennessee Highway Safety Office.

On 5/4/17, the Johnson City Police Department arrested Amie Jo Johnson (1021 Fall Creek Rd., Blountville, 27 years old) and charged her with attempting to obtain narcotics by fraud.

 

On 5/2/17, the Johnson City Medical Center called police to report that a female came into the E/R complaining of knee pain and used a fictitious name. Prior to police arrival, the female left without receiving treatment. The investigation revealed the true identity of the female as Amie Jo Johnson. 

 

On 5/2/17, Johnson was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 5/5/17 in Washington County General Sessions Court.

The Johnson City Police Department is pleased to announce that applications are now being accepted for the Department’s Junior Police Academy. The Academy will be geared toward area youth, both males and females, between the ages of 14 and 18. The Academy will be held at the Johnson City Police Department Training Grounds during the week of July 10-14, 2017.

 

The program will focus on youth and young adults who have an interest in the law enforcement profession. It has been designed to take the mystery out of police procedures and policies while informing and educating the cadets involved toward police officers and their role in society. The cadets will attend a 40-hour course climaxing in a team-oriented competition that involves skills, knowledge, and abilities they have learned through interesting and knowledgeable instruction.

 

During their week of instruction, the cadets will experience what it is like to go through a real police academy and, although not as comprehensive or demanding, the cadets will learn the same skills. It will also aid in adding potential participants to the Johnson City Police Department’s Explorer Program.

 

The Junior Police Academy is a once-in-a-lifetime opportunity for a hands-on learning experience for young people in topics such as Crime Scene Investigations, Traffic Stops, DUI Enforcement, Police Use-of-Force, teen driving education, and earning their CPR/First Aid certification as well as learning about the Johnson City Police Department’s Explorer Program.

 

Anyone interested in participating in this academy can contact Officer Jaeda Burkey through Johnson City Police Department’s Records Division (423) 434-6125, Glenda Aschenback at (423) 434-6122, or come by the Records Division to pick-up an application. Deadline for applications will be June 26, 2017.  Each class is limited to 25 students.

On 05/05/17 officers of the Johnson City Police Department arrested Michael W Parr (169 E Grand Ave, Johnson City, TN), 27 years old, charging him with aggravated burglary, and public intoxication.

 

At approximately 01:45am Officers responded to 71 Cherry St. Apt 305 in reference to unwanted guests. Upon arrival, officers made contact with the victim who advised he heard a knock on his door and when he answered, the suspect unlawfully entered his apartment without permission. He stated the suspect then advanced toward him in a threatening manner causing him to back up in his kitchen. At this time he grabbed a knife for self-defense and told his roommate to call 911. The suspect left before officers arrived, but was apprehended nearby in the area.

 

The suspect was then placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a 20,500 bond. Arraignment is set for 10:30am on 05/05/17 in Washington County General Sessions Court.

On 05/4/17, officers of the Johnson City Police Department arrested Paul Hawkins (General Delivery, Johnson City, TN), 38 years old and charged him with Theft over $1000.

On April 29, 2017 just after midnight officers with the Johnson City Police Department responded to 105 W. Main St. regarding a motor vehicle theft. The victim said he went into a restaurant and when he returned his 2010 Nissan Altima was gone. Around 12:30 AM the vehicle was located abandoned at 213 University Parkway and it had been crashed. Just after 1:00 AM officers responded to the area of University Parkway and Knox Street regarding a suspicious male trying to flag down passing motorists. The suspicious male, Paul Hawkins, told officers he thought someone had drugged him and said he needed to go to the hospital. Mr. Hawkins was transported to a local hospital. A subsequent search of the crashed stolen vehicle revealed property with Hawkins name on it. A warrant was obtained for the arrest of Paul Hawkins. Mr. Hawkins was located and taken into custody on 05/4/17 and charged with theft over $1000.  He was taken to the Washington County Detention Center where he is being held in lieu of a $5000 bond. He’s scheduled for arraignment in General Sessions Court on May 5, 2017 at 1:30 PM.
