On May 5th, 2017 Officers of the Johnson City Police Department charged Malcolm Duey, 23 year old male (no known address with Theft over $60,000.

On July 29th, 2016, Jason Howze, owner and operator of the “Noli” food truck, reported the theft of his Homesteader trailer.   Thanks to a massive outpouring of support on social media, the trailer was recovered in Mars Hill, NC on 08/02/16.  Eleanor Black was detained at the scene of where the trailer was recovered and was subsequently charged with Theft over $60,000.  Ms. Black’s boyfriend, Malcolm Vincent Duey (23 yrs old, no known address) was developed as a suspect at the time of the trailer recovery.  Forensic evidence was collected from the trailer at the time of the recovery and sent to the TBI Crime Lab for analysis.  In January 2017, the results came back from the Crime Lab, linking Malcolm Duey to the theft of the trailer.  In March 2017 a Presentment was issued on Malcolm Vincent Duey through a Washington County Grand Jury, charging him with Theft over $60,000.  On 05/05/17, Deputies with the Washington County Sheriff’s Office extradited Mr. Duey from Bradley County Jail, transported him to Washington County Jail, and served him with the Presentment.  Mr. Duey is currently being held in lieu of a $25,000 bond in the Washington County Detention Center awaiting a hearing in Criminal Court.

On 5/1/17, officers of the Johnson City Police Department arrested Michael Copenhaver, 28 years old, General Delivery, Johnson City, TN and charged him with Fugitive from Justice out of the state of Virginia.

At approximately 7:50 p.m., officers responded to 429 North State of Franklin Road (Walgreens) on a shoplifter. The manager of Walgreens advised officers that Michael Copenhaver came into the store and started to open merchandise. Store employees observed Copenhaver
take clothing items into the bathroom and when he came out, he was wearing them. When store employees confronted Copenhaver, he became irate and left the store wearing the clothing items. Officers made contact with Copenhaver in the parking lot across the street from
Walgreens. After an investigation, it revealed that Copenhaver had a warrant out of the state of Virginia.

Copenhaver was placed under arrest and was transported to the Washington County Detention Center, where he is being held without bond.

On 5/1/17, Officers of the Johnson City Police Department arrested Bradley Muncy, 331 Gray Station Road,
32 years old, and charged him with aggravated assault.

At approximately 9:19 p.m., officers responded out of the victim’s apartment complex (The John Sevier Center,
141 East Market Street) on a fight that was occurring on the sidewalk. Victim advised officers that his friend,
Bradley Muncy, had assaulted him with his guitar. The victim had a laceration on his head from the guitar and
received medical attention on scene. Witnesses on scene advised officers that Mr. Muncy became irate and was
verbally threatening the victim until he assaulted him.

Officers located Mr. Muncy out in front of the victim’s residence, 141 East Market Street. He was placed under
arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $20,000
bond. Arraignment is set for 9:00 a.m. on 5/9/17 in the Washington County General Sessions Court.

     On Sunday, May 07, 2017, at approximately 2:02 AM, officers of the Johnson City Police Department arrested Tevis M. Dorsey, 21 years of age, 3344 Chateau Circle North, Southaven, MS, on the charges of Possession with the Intent to Distribute (Schedule VI) and Unlawful Drug Paraphernalia. The arrest was the result of an investigation by officers into a call from a motorist to check the welfare of the occupants of a vehicle stopped in the road. The investigation revealed there was approximately 43 grams of marijuana in the vehicle where Mr. Dorsey was sitting. Mr. Dorsey was then arrested and transported to the Washington County Detention Center where he is being held on an $11,000 bond. His arraignment is set for Monday, May 8, 2017, at 1:30 pm in the Washington County General Sessions Court.

On 05/08/2017, officers of the Johnson City Police Department arrested Terrance R. Harvey (27 years old, of 182 W. Jackson St. Gate City, VA) for being a Fugitive from Justice. 

At approximately 8:30 a.m., Mr. Harvey made contact with an officer at Police Headquarters.  During the conversation, it was discovered that he had a full extradition warrant for his arrest out of Desoto County, Mississippi.   

Mr. Harvey was placed under arrest and transported to the Washington County Detention Center without incident.  He is being held without bond so that he can be taken into custody by Desoto County, Mississippi deputies.

    On 05/07/17, at 8:25 p.m., officers of the Johnson City Police Department arrested Tommy D. Osborne, 43, General Delivery, Johnson City, Tn. and charged him with Aggravated Assault.

    The arrest stems from an investigation into a 911 call that was received at approximately 7:49 p.m. from Mr. Osborne’s girlfriend. She told the 911 operator that Mr. Osborne had attacked her at S. Roan St. and  

Quarry Rd. Johnson City Police officers arrived on scene and observed that Mr. Osborne and his girlfriend both had fresh bruises and scratches on their faces. As a result of the investigation it was concluded by

officers that Mr. Osborne had strangled his girlfriend using his hands and his girlfriend had scratched his face in self-defense, to get out of his grip. Due to Mr. Osborne strangling his girlfriend, he was placed under

arrest for Domestic Aggravated Assault.

    Mr. Osborne was transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond.  An arraignment is set for 05/08/17, in Washington County General Sessions Court.

     On 5/8/2017 officers of the Johnson City Police Department arrested Velma J. McKeehan (78 years old, 800 Swadley Roada) on the charges of: Driving on Revoked License 1st offense, Leaving the Scene of an Accident, and False Reporting.

On 4/12/17 at approximately 11:10 pm, officers responded to 321 W Walnut St in reference to a hit and run crash.  Witnesses stated they observed a minivan back into a sedan parked on the lot, and then leave the property.  The witnesses were able to obtain a tag number and attempted to confront the driver.  The tag number was traced to the Defendant, who during interviews stated she was not the individual driving the minivan at the time of the crash.  A photo lineup was conducted with the witnesses, who identified the Defendant as the driver of the minivan at the time of the crash.  Investigation revealed the Defendant’s driving privileges have been revoked since 5/20/1995, with the original reason for revocation being conviction for DUI.  A warrant was issued for the Defendant for Leaving the Scene of an Accident, Driving on Revoked License 1st offense, and False Reporting due to her misleading statements during the investigation.

The Defendant arrested and transported to the Washington County Detention Center where she is being held in lieu of a $3,000 bond.  Arraignment is set for 1:30 pm on 5/9/17 in Washington County General Sessions Court.  Her vehicle was also seized according to state law pending a seizure hearing.

On 5/9/17, the Johnson City Police Department arrested Justin Smith and charged him with Aggravated Burglary.

The arrest comes as a result of an investigation into a burglary that was reported in the late night hours on 5/3/17 that occurred at 533 Washington Ave. Police were contacted after a neighbor at this location saw a person entering the window of a nearby apartment. Police arrived on scene and detained Smith who was observed running from the area of the burglary. Smith was charged with other offenses at that time. Further investigation into the incident developed Smith as the perpetrator to the burglary as well. 

 Smith was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $20,000 bond. Arraignment is set for 1:30 p.m. on 5/10/17 in Washington County General Sessions Court.

     On 5/9/17, the Johnson City Police Department arrested Amanda Vaughan (930 Sugar Hollow Rd, Piney Flats, 29 years old) and charged her with robbery.

 

On 2/6/17, officers of the Johnson City Police Department responded to a robbery of an individual at 321 Hickory Bluff in Johnson City. Vaughan and another individual were named as suspects in the robbery and a warrant was issued for their arrest.

 

On 5/9/17, Amanda Vaughan was released from the Carter County Detention Center, where she was being held on unrelated charges. Vaughan was transported to the Washington County Detention Center, where she is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 5/10/17 in Washington County General Sessions Court.

On 5/9/17, the Johnson City Police Department arrested Christopher McInturff (33 years old, 203 Cherokee Mountain Rd.) and charged him with attempted theft over $1,000, vandalism over $1,000 and shoplifting under $1,000.

The arrest comes as a result of an investigation into vandalism reported having occurred at 2914 W Market St sometime during the overnight hours of 3/9/17. The victim stated she had left her truck at this location the previous day and when she returned this evening, found it had been heavily damaged from being pried and with broken windows. The investigation developed McInturff as the perpetrator of the vandalism after it was learned he shoplifted a tool from the store at this same location and used it to try and make entry to the victim’s vehicle.  

McInturff was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $16,000 bond. Arraignment is set for 1:30 p.m. on 5/10/17 in Washington County General Sessions Court.

     On 05/10/17, the Johnson City Police Department arrested Keith Shane McNabb (746 Cash Hollow Rd, 26 years old) and charged him with one count of Theft of Property under $1000 and four counts of Identity Theft.  The arrest is the result of an investigation into a report that was filed by the victim who stated that his wallet had been stolen and used several times in Johnson City.  Mr. McNabb is currently being held in the Washington County Detention Center on a $45,000.00 bond.  Arraignment is set for 10:30 a.m. on 05/11/17 in Washington County General Sessions Court.

On 5/9/17, the Johnson City Police Department arrested Richard Wayne Wright (46 years old, General Delivery) and Robert Brett Thomas (34 years old, General Delivery) on charges of Aggravated Burglary and Theft Over $1,000.

On 5/7/17, the residence at 2108 Buffalo Rd. was burglarized and items including jewelry, electronics, appliances, tools and clothing were taken.

Wright and Thomas were identified as suspects and both were located on 5/9/2017 and arrested. They were subsequently booked into Washington County Detention Center in lieu of $25,000 bond and were scheduled for arraignment on 5/10/2017 at 1:30 p.m. in Washington County Sessions Court.

                On 5/11/2017 officers of the Johnson City Police Department arrested Nathaniel Vaughan, 867 Dyer St, 20 years old, on charges of possession of schedule VI narcotics for resale, maintaining a dwelling where narcotics are sold, and possession of drug paraphernalia.

                On 5/11/2017 at approximately 11:35 PM, a subject ran from an officer in Keystone Housing after the officer attempted to place him under arrest for simple possession of narcotics. Prior to the officer attempting to arrest him, the subject was seen leaving 867 Dyer St. Officers subsequently went to the apartment and made contact with the resident, Nathaniel Vaughan. While in the apartment, officers smelled an odor of marijuana. During a search of the apartment, marijuana and paraphernalia used in the distribution of narcotics was found.

                Mr. Vaughan was placed under arrest on the above charges and transported to the Washington County Detention Center where he is being held on a $20,000 bond. His arraignment is scheduled for 5/11/2017 at 1:30 PM in Washington County Session Court.

On 5/10/17, the Johnson City Police Department arrested Matthew Cradic (1334 N. Pickens Bridge Rd., 28 years old) and charged him with aggravated assault and domestic assault.

The arrest comes as a result of an investigation into a domestic incident that happened at approximately 11:00 am on 5/10/17 at 204 W. Poplar St. During this incident, Cradic broke out the windows of his wife’s vehicle with a firearm. The vehicle was occupied at the time by his wife and another person.  

On 5/10/17, Cradic was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 5/11/17 in Washington County General Sessions Court.

On 5/10/17, officers of the Johnson City Police Department arrested Rodney Brown (20 years old, of Johnson City) on a presentment from Washington County Criminal Court, charging him with possession of crack cocaine for resale. When arrested, Brown was found to have additional crack cocaine on his person.

 

Brown was transported to the Washington County Detention Center where he was being held in lieu of a $35,000 bond. He is scheduled for arraignment on 5/13/17 at 9:00 AM in Washington County General Sessions Court, and will appear in Washington County Criminal Court at a later date for the presentment.

On 5/11/17, officers of the Johnson City Police Department arrested Paul B Dean (715 E Fairview Ave. Johnson City, Tn., 35 years old) and charged him with Felony Possession of Methamphetamine for Resale, Unlawful Drug Paraphernalia, Driving on Suspended License, and Improper Display of Registration.

At approximately 3:30 a.m. on 5/11/17, officers of the Johnson City Police stopped a green GMC Jimmy on University Pkwy because the license plate did not match the vehicle.  Officers made contact with the driver who was identified as Paul B Dean. Officers asked Dean if there was anything illegal in his vehicle and he admitted to having some syringes.  A probable cause search of the vehicle was conducted and officers located two digital scales which had a white residue on them. Upon further investigation, officers discovered that Dean had an active warrant out of Washington County and he was taken into custody. A check of Dean’s license revealed his driving privileges are Suspended in the State of Tennessee. A search of Dean incident to arrest was conducted and officers located a used syringe in his sock as well as a large sum of currency in his pockets. Dean was then transported to the Washington County Detention Center where jailers located a felony amount of methamphetamine located in his sock.     

Mr. Dean is being held in the Washington County Detention Center in lieu of a $12,000 bond . Arraignment is set for today the 11th at 1:30 p.m., in Washington County General Sessions Court.

     On Saturday, 05/06/2017, at approximately 10:11 pm, Officers of the Johnson City Police Department attempted a traffic stop on a blue Mazda 6 passenger car, which the vehicle failed to stop and fled. Further investigation revealed the vehicle was registered to Wesley Clouse. On Tuesday, 05/09/2017, at approximately 03:00 am, Officers arrested Wesley Clouse, 21 years of age, 522 Care Ln, Johnson City, TN, on the charges of Evading Arrest, Driving on a Revoked License, Running a Stop Sign, and Running a Red Light. Investigation revealed Mr. Clouse also had an active warrant for Violation of Probation out of Washington County. Mr. Clouse was transported to the Washington County Detention Center, where he is being held on a $2,000 bond. His arraignment is set for Wednesday, May 10, 2017, at 1:30 pm in Washington County General Sessions Court.

Attempted Kidnapping

On 05/11/17 at approx. 1545 hours, officers of the Johnson City Police Department responded to 2800 block of S. Roan Street in reference to the attempted abduction of a 10 year-old female.  The incident occurred shortly after the child had exited the school bus at approximately 1530 hours and was nearing her residence.  The suspect approached the child and grabbed her wrist before she was able to free herself and run to her residence.  The suspect ran to an older model gold or tan vehicle with four doors and fled the scene traveling south on S. Roan Street.

 

The suspect is described as a white male, possibly in his early 40’s, with short brown hair and a short brown beard.  He is believed to be of medium build, approximately 5’9” tall, and have pale skin.  The suspect was last seen wearing a red shirt and baggy blue jeans.

On 5/16/17, officers of the Johnson City Police Department arrested a juvenile (Johnson City, 17 years old) and changed him with burglary.

 

On 5/7/17, officers responded to the Circle A Convenience Store, 912 W. Market St., in reference to a reported burglary. Entry was forced into the business by breaking out a window. Numerous packages of cigars and lighters were stolen during the incident. The suspect was later found to be in possession of the stolen property.

 

On 5/16/17, the suspect was brought to the Johnson City Police Department. He was issued a citation in lieu of continued custody for the burglary. The juvenile was released back to his parents. A preliminary court date is set for 9:00 a.m. on 5/26/17 in Johnson City Juvenile Court.
