On 4/4/17, investigators of the Johnson City Police Department arrested Randall Keith Bradley, 55 years of age, of 1400 Orleans Street, Johnson City, and charged him with 2nd degree murder.

 

On 10/31/16, officers of the Johnson City Police Department responded to 1305 St. Louis St., where Otis Coy Church was found murdered in his residence. Investigators spoke with several members of the community and surrounding neighborhood and were able to locate a witness who identified Bradley as being in the area at the time of the murder.  Mr. Bradley was interviewed and evidence collected at the scene which was sent to the Tennessee Bureau of Investigation (T.B.I.) Crime Lab and ultimately linked Mr. Bradley to the murder. The T.B.I. Crime Lab is continuing to test evidence and there is no available time-line for the results. 

 

On 4/4/17 Mr. Bradley was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $100,000 bond. Arraignment is set for 1:30 p.m. on 4/5/17 in Washington County General Sessions Court.

On 4/4/17, the Johnson City Police Department arrested Kenneth Mardis Jr. (89 Red Fox Ct, Telford, TN, 43 years old) and charged him with forgery under $500.

 

On 2/29/16, the victim reported that Mardis stole two checks from their residence in Washington County, TN, while he was completing work at their home. One of the checks was forged and cashed in Johnson City, Regions Bank, 1212 E. Watauga Ave.

 

On 4/4/17, Kenneth Mardis Jr. was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $1,000 bond. Arraignment was set for 1:30 p.m. on 4/4/17 in Washington County General Sessions Court.

On 4/4/17, investigators of the Johnson City Police Department arrested Lemar Q. Gipson (2801 W. Walnut St., 54 years old) and charged him with violation of sex offender residential/work restrictions.

 

On 3/31/17, the Johnson City Police Department was contacted by the Tennessee Board of Probation and Parole. Investigators were advised that Gipson, as a condition of his parole, wore a GPS device to monitor his location. On this date between 2:46 pm and 2:53 pm, Gipson was 406 ft. away from Woodland Elementary School, Indian Ridge Rd., minutes prior to the dismissal of students. Gipson was then tracked to Asbury Optional High School, Indian Ridge Rd., where he remained from 3:12 pm until 3:30 pm.

 

A restriction of the Sex Offender Registry, TCA 40-39-211d, prohibits the offender from being within 1,000 ft. of the property line of a school, or any other named location, when the offender has reason to believe that children under the age of 18 are present without having a specific or legitimate reason for being there.

 

On 4/4/17, Lemar Q. Gipson was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 4/5/17 in Washington County General Sessions Court.

On 4/4/17, officers of the Johnson City Police Department arrested Michael R. Foster (1500 Bell Ridge Rd. Apt 31, 64 years old) and charged him with aggravated domestic assault and resisting arrest.

At approximately 2:15 p.m., officers responded to the victim’s apartment. She advised that Mr. Foster, her boyfriend, had threatened her with a knife at 1500 Bell Ridge Rd. before she called the police from a neighbor’s apartment.

Police made contact with Mr. Foster at his apartment. He refused to open the door but eventually opened it and officers were able to apprehend him. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of an $11,000 bond. Arraignment is set for 1:45 p.m. on 4/5/17 in Washington County General Sessions Court.

On 4/5/17, the Johnson City Police Department arrested Luther Warren (1795 King Springs Rd., 43 years old) and charged him with criminal simulation (7 cts.) and theft of property under $1,000.

The arrest comes as a result of an investigation where a male suspect purchased a vehicle using counterfeit money at 222 E. Maple St. on 3/4/17, and then sold the vehicle several days later. Through the course of the investigation, Warren was identified as the suspect in the incident.

On 4/5/17, Luther Warren was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of an $8,000 bond. Arraignment is set for 1:30 p.m. on 4/6/17 in Washington County General Sessions Court.

On 04/06/2017, officers of the Johnson City Police Department arrested Lindsey Shuffler (208 South Hills Dr apt A, Elizabethton, 30 years old) and James Colt Scalf (111 Bishop Hollow Rd, Elizabethton, 33 years old) charging both with burglary and theft over $1000.

The arrest stems from an investigation into a burglary that occurred at 408 N State of Franklin Rd, Johnson City in the early morning hours of 04/06/17. The two were caught on surveillance cameras entering several locked offices throughout the medical facility and stealing numerous items.

Arrest warrants were issued on the two defendants.

Police located Shuffler at her residence in Elizabethton where she was taken into custody and transported to Police Headquarters and interviewed. In addition to the burglary that occurred on 04/06/17, Shuffler was also charged with an additional six other burglaries that had occurred at the same business over the past few months. Investigators have been working on identifying her as the suspect since this string of burglaries began. Shuffler is charged with seven counts of burglary, five counts of theft under $1000 and two counts of theft over $1000. Her total bond on all warrants is $87,000.

Scalf was located at his residence and taken into custody and transported to the Washington County Detention Center. Scalf is charged with one count of burglary and one count of theft over $1000 and is being held in lieu of a $11,000 bond.

Both arraignments are set for 9:30 am, 04/07/2017 in the Washington County General Sessions Court.

On 04/06/17, the Johnson City Police Department arrested Tamara Ashley Mays, 25 years old, of 340 W. 42nd St. #433 New York, NY and charged her with Criminal Simulation (11cts) and Theft of Property under $500 (11cts).  The arrest is the result of an investigation into a report that was filed which stated that Ms. Mays was using eleven different credit cards that she had created using other individuals account information.  Ms. Mays is currently being held in the Washington County Detention Center in lieu of a $75,000.00 bond and is scheduled to appear in Washington County General Sessions Court on 04/07/17 at 09:30 a.m.

On 04/05/2017, Officers of the Johnson City Police Department arrested Takeitha Morley, (804 Hickory St, Elizabethton, 32 years old) charging her with Embezzlement/theft over $10,000. The arrest stems into an investigation into reports of forged checks taken from A&E Frame and Body where Morley was employed as an administrative assistant. The investigation revealed Morley wrote several unauthorized checks since January to herself and cashed them. On 04/05/2017, Morley was located at her residence by Elizabethton Police Department and transported to the Johnson City Police Department to be interviewed.

Morley was then transported to the Washington County Detention Center and being held in lieu of a $10,000 bond with arraignment set for 09:30 am, 04/06/2017.

National Public Safety Telecommunications Week - Recognizing our 911 Operators


National Public Safety Telecommunicators Week is April 9-15, 2017. The Johnson City Police Department would like to recognize the outstanding and dedicated service of the Washington County Emergency Communications District (or simply Washington County 911), and convey sincere gratitude to all of the dispatchers, call takers, management, and staff of our Washington County 911 center (WC911.org). 

The Washington County Emergency Communications District has been providing Enhanced 911 and public safety dispatch services to the 120,000-plus residents of Washington County (including the incorporated areas of Johnson City and Jonesborough) for 29 years. 

In 2016, Washington County 911 answered 245,817 calls. This figure includes 911 and administrative, business, and information calls. About 114,139 were 911 calls.  The WC911 entered 184,566 calls into the computer-aided dispatch system. Of the 184,566 calls, 79,762 (43%) were for the Johnson City Police Department. Washington County 911 employs 46 people in full-time and part-time capacities.

WC911 call-takers can be counted on 24/7/365 to step in and get callers the help they need, provide panicked callers with cardiopulmonary resuscitation instructions, or provide instructions on delivering a baby. Call-takers might even experience the delicate task of helping to talk down a suicidal caller. 

Please join us in extending a heartfelt thank you to our emergency dispatchers. Without their commitment every day, public safety services could not do their job.

    On 4/11/17, at 11:46 pm, officers of the Johnson City Police Department arrested 55 year old Ricky D. Wilson, 69 Woodlyn Rd, Johnson City, and charged him with Burglary.  The arrest was the result of a 911 call reporting a man was seen breaking into a trailer at the Haven of Mercy 218 N. Broadway St.  Upon arrival officers found Ricky Wilson inside the trailer.  There was damage to the metal door frame which appeared to have been pried open, a window was broken, a water heater was found lying on its side, still partially attached to the water lines, and a set of bolt cutters were lying beside the water heater.  A wooden shelf on the wall was broken and a small safe with a piece of the shelf attached to it was found on the floor.  Wilson was arrested and charged with Burglary.  Wilson is being held in the Washington County Detention Center under a $10,000 bail with an arraignment scheduled for 4/12/17, at 1:30 pm, in Washington County General Sessions Court.

On 04/11/17, officers of the Johnson City Police Department arrested Bonita D. Valdes (121 Lynn Rd, 41 years old) for possession of methamphetamine following an investigation of shoplifting and theft of property at Walmart located at 3111 Browns Mill Rd Johnson City, TN.

At approximately 1:28 p.m., officers responded to a shoplifting at Walmart at 3111 Browns Mill Rd in which Loss Prevention personnel had the suspect in custody. During the shoplifting and theft of property investigation, officers located narcotics on Bonita Valdes’ person. Ms. Valdes was placed under arrest and transported to the Washington County Detention Center, where she is charged with shoplifting, theft of property, and possession of methamphetamine. She is currently being held in lieu of a $12,000 bond. Arraignment is set for 1:30 p.m. on 04/12/17 in Washington County General Sessions Court.

On 04/12/17, Officers of the Johnson City Police Department arrested John Brinkley (561 Gray Sulphur Springs Rd, 78 years old) and charged him with Aggravated Assault.

On 04/11/17 at approximately 11:10, officers responded to 125 Judge Gresham Rd, Food City, in reference to a crash involving a pedestrian. Officers arrived on scene and after checking on the pedestrian involved, Officers located the driver in the parking lot. After identifying the driver as Mr. Brinkley, Officers completed a crash report and released both parties from the scene. After review of the video it was determined the driver, Mr. Brinkley, intentionally swerved into the pedestrian and a warrant was obtained. On 04/12/17, John Brinkley was served with a warrant charging him with Aggravated Assault, he is being held at the Washington County Detention Center on a $10,000 bond.  Mr. Brinkley is due to appear in court for his arraignment at 1:30 p.m. on 04/13/17 in Washington County General Sessions Court.

On 4/12/17, the Johnson City Police Department arrested Ricky Wilson (55 years old, 69 Woodlyn Rd.) on three counts of burglary, four counts of theft under $1,000 and possession of stolen propertyunder $1000.

Between 03/19/2017 and 04/11/2017, multiple burglaries and thefts were reported in the 1100 block of E. Myrtle Avenue. Wilson was developed as a suspect and several stolen items were recovered and linked to Wilson.

0n 4/11/17, Wilson was arrested on separate burglary charges and booked into Washington County Detention Center. He was subsequently served on 04/12/2017 with the above listed charges and is being held in lieu of $35,000 bond.

On 4/13/17, the Johnson City Police Department arrested Lora Ann Morgan (691 Cash Hollow Rd., 31 years old) and charged her with Criminal Simulation.

 

The arrest comes as a result of an investigation where a counterfeit bill was passed at 400 N. Broadway St. on 4/10/17. Through the course of the investigation, Morgan was identified as the suspect in the incident.

 

On 4/13/17, Lora Ann Morgan was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $11,000 bond. Arraignment is set for 1:30 p.m. on 4/14/17 in Washington County General Sessions Court.

     On Saturday, April 15th, 2017 at approx. 6:00pm, Officers of the Johnson City Police Dept. arrested Mr. James Bradley, age 32, for driving on revoked license, felony possession of Schedule VI drugs, and having expired registration. Mr. Bradley was stopped for an expired registration tag and through the investigation of the stop, was found to be revoked out of Washington County Court for failure to pay fines. Mr. Bradley also had a felony possession of marijuana in the vehicle. Mr. Bradley is being held at the Washington County Detention Center under a $11,000 bond. Mr. Bradley is awaiting a hearing in Sessions Court on 04/17/2017 at 1:30 pm.

On 04/17/2017, officers of the Johnson City Police Department arrested Jeffery W. Hammonds (General Delivery, Johnson City, TN; 46 years old) and Casey E. Miller (2009 E Watauga Ave., Johnson City, TN; 33 years old) and charged them both with Aggravated Burglary.

On 04/17/2017 at approximately 12:25 am, officers responded to a burglary in progress at 504 E Myrtle Ave.  Upon arrival officers observed two males running from the residence one carrying several large items.  They were both located in the vicinity and identified as Jeffery W Hammonds and Casey E Miller.  It was discovered that both Hammonds and Miller broke the glass at the side of the house and made entry to the residence while the home owner was inside asleep.  They left the property with approximately $800 in tools, hunting equipment, and a pistol.  All property was recovered and both Hammonds and Miller were arrested.

 

Jeffery W Hammonds and Casey E Miller are currently being held in the Washington County Detention Center in lieu of a $20,000 bond. Their arraignment hearing is set for 04/17/2017 at 1:30 p.m. in Washington County’s General Sessions Court.

On 4/14/17, the Johnson City Police Department arrested Emma Lee Boone (19 years old, 1 Mel Circle #2) and charged her with (70 cts.) criminal simulation.

The arrest comes as a result of an investigation into a purchase of a vehicle that was made with counterfeit currency. On the evening of 4/13/17, the victim reported that he met with Boone in the parking lot of the Walgreens, 606 N. Broadway St., to sell her a car that he had posted with various online sources. After the transaction was concluded, the victim realized he had been paid with a very large amount of fake money. Boone was identified as the person that gave the counterfeit bills to the victim as payment.

On 4/14/17, Boone was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $30,000 bond. Arraignment is set for 1:30 p.m. on 4/17/17 in Washington County General Sessions Court.

On 4/16/17, the Johnson City Police Department arrested Katina Arnold (1142 Huffine Rd., 44 years old) and charged her with (1 ct.) auto burglary and (6 cts.) attempted credit card fraud under $1,000.

The arrest comes as a result of an investigation into an auto burglary that occurred on the night of 2/26/17 at 150 W. State of Franklin Rd., Johnson City. The victim left his car parked at this location for a short time and when he returned, he found a wallet containing multiple credit cards had been stolen. The cards were used at various ATM machines in Johnson City, immediately following this theft, in attempts to withdraw money from the victim’s account. Katina Arnold was identified as one of the perpetrators attempting these withdrawals.    

On 4/16/17, Arnold was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $17,000 bond. Arraignment is set for 1:30 p.m. on 4/17/17 in Washington County General Sessions Court.

    On 4/18/17, officers of the Johnson City Police Department arrested Jonathan E Parkins (502 E Maple St. , Johnson City, Tn., 32 years old) and he was charged with Reckless Endangerment and Possession of a Firearm While Under the Influence .  At approximately 7:50 p.m. on 4/11/17, officers were dispatched to 502 E Maple St in reference to a check welfare . Officers were told that Jonathan Parkins maybe suicidal and a family member wanted him  checked. Upon arrival at the residence officers attempted to make contact with Parkins, however he wouldn’t come to the door. Officers then heard a gunshot from inside the residence and forced entry was made into the apartment. Officers located Parkins in a bedroom holding a handgun.  Officers convinced him to give up his weapon and he was taken into custody. He had fired the round toward the hallway, into the floor.  Parkins ,was under the influence of alcohol and medication.  At that time, he was then transported to the medical center for a mental health evaluation.

    On today’s date, warrants were obtained for Parkins and he was placed into custody and transported to the Washington County Detention Center.  He is being held on a $11,000 bond . Arraignment was set for, Wednesday the 19th at 1:30 p.m., in Washington County General Sessions Court.

    On 04/16/17, at 3:39 p.m., officers of the Johnson City Police Department arrested David M. Reed, 19, 500 Elizabethton Hwy, Bluff City, Tn. and charged him with Criminal Simulation.

    The arrest stems from an investigation into a call from a Domino’s Pizza employee about a subject attempting to pay for an order using three counterfeit $20 bills. The employee stated that when he confronted the suspect about the money being fake, the suspect told them to take the order back and stated he would show up to Domino’s Pizza later this day to pay for the pizza. Officers went to 2819 Emory Ln #42, where the order had been placed. When officers knocked on the door, it was answered by Mr. Reed who matched the description of the suspected. He admitted that he attempted to pay for the order with counterfeit currency and gave officers five counterfeit $20 bills. Based on the evidence Mr. Reed was taken into custody for Criminal Simulation.

    Mr. Reed was transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.  An arraignment is set for 04/17/17, in Washington County General Sessions Court.
