    On Wednesday, March 22, 2017, officers of the Johnson City Police Department arrested Brandon D. Martin,

23, of 106 Chevallier Road, Deville, LA, on a charge of being a Fugitive From Justice. Martin was located on East Oakland

Avenue and through a computer check, a warrant issued by the Francois County, MO, Sheriff’s Office for

Larceny was located.  Full extradition was requested. Martin taken into custody and transported to the Washington County

Detention Center and he awaits a bond hearing in General Sessions Court on 03-22-17, at 1:30.

On 3/21/17, the Johnson City Police Department arrested Sharon Ann Rollins (210 Broyles Dr., 47 years old) and charged her with (3 cts.) forgery, (2 cts.) theft under $1,000 and possession of stolen property under $1,000.  

The arrest comes as a result of an investigation that began with checks that were stolen from the victim’s vehicle on 3/13/17. On 3/21/17, police were notified by bank employees of Rollins trying to cash one of the victim’s checks that had been taken from his car. Rollins was taken into custody at the bank. During the course of the investigation, it was determined a total of three checks were fraudulently written to Rollins from the victim’s checking account.   

On 3/21/17, Rollins was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of an $18,000 bond. Arraignment is set for 1:30 p.m. on 3/22/17 in Washington County General Sessions Court.

Traffic Crash-Update

     On March 18, 2017 at about 11:55 am, officers of the Johnson City Police Department responded to a vehicle crash with serious injury on Cherokee Rd. at Spice Hollow Rd.  Upon arrival, officers found that a 2003 Toyota Tundra truck was traveling south on Cherokee Rd. just past Spice Hollow Rd.  The vehicle left the roadway to the left, struck a utility pole and went down an embankment, coming to a rest in a pasture.  The driver, Steven Bennett, age 67, 2205 Dry Creek Rd., Johnson City, TN,  received serious injuries from the crash and was transported to the Johnson City Medical Center Hospital where he is listed in critical condition.  A six year old juvenile was a passenger in the vehicle and was uninjured.  Both occupants were properly restrained by seat belts and child booster seat. 

UPDATE:   On March 22, 2017, the driver of the Toyota Tundra, Steven Bennett, died from his injuries he received in the crash from March 18, 2017.  The Johnson City Police Department is requesting that if anyone witnessed this crash, please contact the police department at 423-434-6125 if they have any information.  The crash is continuing to be investigated by the Johnson City Police Department Traffic Homicide Team.

On 3/22/17, officers of the Johnson City Police Department arrested Zena Lee Buchanan (Johnson City, TN., 46 years old) and charged her with (5 cts.) identity theft.

 

On 7/20/16, officers met with the victim of a reported credit card fraud at the Johnson City Police Department. The victim reported that her purse went missing while she was in Kingsport, TN. Soon after the victim’s purse was found to be gone, she checked with her bank and discovered that someone was using her credit card. A total of 5 unauthorized charges were made on her credit card that were at Roadrunner locations in Johnson City.  Video was obtained from those Roadrunner transactions, and Zena Buchanan was identified as a suspect.

 

On 3/22/17, officers with the Sevierville Police Department arrested Zena Buchanan following a traffic stop in their jurisdiction. Buchanan was then picked up by the Washington County Sheriff’s Office and transported back to the Washington County Detention Center, where she is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 3/23/17 in Washington County General Sessions Court.

On 03/25/2017, officers of the Johnson City Police Department arrested Khalil Scott, 612 Pactolas Road, Johnson City, TN, 21 years old, and charged him with one count each of Aggravated Assault (Domestic) and Theft over $1,000.

 

At approximately 7:30 a.m., 911 was contacted in reference to an assault.  Upon arrival, officers made contact with a victim who stated that her boyfriend, Khalil Scott, choked her and punched her after an argument.  The suspect took a phone, laptop, cash, and a debit card from the victim with a total value of $1,350 and left the scene.  Scott was located in his vehicle at the Roadrunner Market at 2900 North Roan Street at 8:00 a.m. and taken into custody.

 

Khalil Scott is currently being held in the Washington County Detention Center in lieu of a $60,000 bond. His arraignment hearing is set for 03/27/2017 at 1:30 p.m. in Washington County’s General Sessions Court.

Felony Arrest

On 03/26/2016, officers of the Johnson City Police Department arrested Lawrence G Musa, 141 Garden Dr., Johnson City, TN., 40 years old, charging him with Felony Evading, and Speeding.  The arrest stems from traffic enforcement efforts, during which Officers observed a vehicle traveling at 66 MPH in a 45 MPH zone.  The driver of the vehicle failed to stop, and officers declined to pursue for safety reasons.  Following an investigation, officers determined that Mr. Musa was the driver of the vehicle and obtained a warrant for his arrest.  Mr. Musa was subsequently located and taken into custody.

Musa was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a 10,000 bond.  Arraignment is set for 03/27/2016 at 1:30 p.m. in Washington County General Sessions Court.

On 03/26/2017, Officers of the Johnson City Police Department arrested Jack K. Britt (304 Carter Sells Rd, Johnson City, TN, 53 years old) and charged him with Aggravated Domestic Assault and Aggravated Domestic Vandalism.

At approximately 12:19 a.m., officers were dispatched to the listed address in reference to a Domestic Assault. Officers made contact with the victim who stated that the suspect, Jack Britt, held her down by her arms and slapped her across the face. She also stated that he poured bleach all over her as well as the living room carpet. Mr. Britt was also alleged to vandalize other household items, to include kitchen cabinets and a cedar chest, totaling approximately $2000.00 worth of damage.

He is currently being held at the Washington County Detention Center in lieu of a $10,000 bond. Mr. Hundley is due to appear in court for his arraignment at 1:30 p.m. on 03/27/2017 in Washington County General Sessions Court

On 3/26/17, the Johnson City Police Department arrested Preston Neal (2560 Plymouth Rd, Johnson City, TN, 26 years old) and charged him with aggravated assault and attempted theft of property under $1,000.
On 3/12/17, officers of the Johnson City Police Department responded to an assault at Target, 2116 N Roan St. An employee of Target suspected Preston Neal of shoplifting and asked to see his receipt when he was exiting the store. While the employee was speaking to Neal, Neal punched the employee in the face causing serious injury.
Preston Neal was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $51,000 bond. Arraignment was set for 1:30 p.m. on 3/27/17, in Washington County General Sessions Court.

                     On the 03/28/17 at 11:17am officers of the Johnson City Police Dept. arrested Robert Jones, 72, 885 W. Main St. Apt# 102, Johnson City, Tn. and charged him with being a Fugitive From Justice. The arrest stems from an investigation involving several trespassers at 855 W. Main St. At the scene officers spoke with Mr. Jones and discovered the he was wanted by the Clark County Nevada Sheriff’s Dept. The Clark County Court had issued a Bench Warrant for Fraud for Mr. Jones with extradition back to Nevada to answer the charge. Mr. Jones was transported to the Washington County Detention Center where he is being held under without a bond pending an arraignment in the Washington County Sessions Court on the 03/28/17 at 9:00am.

On 3/27/17, the Johnson City Police Department arrested Ricky David Wilson (55 years old, 69 Woodlyn Rd) on two counts of Aggravated Burglary and one count of Theft Over $1,000.
On 3/5/17, officers responded to burglaries at 303 E Oakland Ave and 305 E Oakland Ave in which household appliances and other items were taken. Later that date, Wilson was found to be in possession of a portion of the stolen property.
0n 3/27/17, Wilson was arrested and subsequently booked into Washington County Detention Center in lieu of $50,000 bond and is scheduled for arraignment on 3/28/2017 at 1:30 p.m. in Washington County Sessions Court.

On 03/28/17, officers of the Johnson City Police Department arrested Jessica L. Brown  (502 Lamont St.  Johnson City, TN, 27 years old) and charged her with Aggravated Domestic Assault, Simple Possession and Unlawful Drug Paraphernalia. On 03/28/17 at approximately 7:50 a.m., Ms. Brown had an argument with her ex-husband and struck him with a wooden pole.  The victim called 911. Officers responded to 502 Lamont St. and found the wooden pole in the floor that was used to hit the victim causing minor injuries to him. I placed Ms. Brown under arrest for Aggravated Domestic Assault. Further investigation revealed Ms. Brown had concealed illegal narcotics and drug paraphernalia. Ms. Brown is currently being held at Washington County Detention Center on a $40,000 bond. An arraignment is set for 1:30 p.m. on 03/29/2017 in Washington County General Sessions Court.

On 3/28/17, officers of the Johnson City Police Department arrested Johnny R. Mcnabb (2703 Highway 107,

19 years old) and charged him with possession of methamphetamine for resale and theft under $1,000.00.

 

At approximately 8:30 p.m., officers responded to a shoplifting at 3111 Browns Mill Rd. Walmart Loss

Prevention Officers had detained Mr. Mcnabb for concealing merchandise then leaving the store past all

points of payment. A search of Mr. Mcnabb found him in possession of crystal methamphetamine and

and several small plastic bags.

 

Mr. Mcnabb was placed under arrest and transported to the Washington County Detention Center,

where he is being held in lieu of an $11,000.00 bond. Arraignment is set for 1:45 p.m. on 3/29/17 in

Washington County General Sessions Court.

Felony Arrest Victor Gonzalez

On 03/29/17, officers of the Johnson City Police Department arrested Victor Gonzalez (910 W. Watauga Ave, Apt 314, 22 years old) and charged him with Aggravated Domestic Assault.

At approximately 6:05am, officers responded to the Roadrunner Market, 901 W. Walnut St, where they made contact with the victim. The victim stated that she got into an argument with her boyfriend, Gonzalez at his apartment over their possible infidelities. During that argument Gonzalez chocked the victim. The victim was able to leave the apartment and called police once she reached the store. The victim received injuries that where visible to the investigating officers.

Gonzales was placed under arrest at his apartment and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 03/29/17 at 1:30 p.m. in Washington County General Session Court.

                On 03/30/17, officers of the Johnson City Police Department arrested Amy Rosenbaum, 32 years old, 101 Clover Run Rd., Jonesborough, on charges of possession of methamphetamine for resale and possession of drug paraphernalia.

                On 03/30/17, officers located a stolen vehicle in the parking lot of the 11E Motel, 3500 W. Market St.  Officers went to a room at the motel in an attempt to locate the suspect who had been driving the vehicle.  While at the room, officers made contact with Amy Rosenbaum.  During the course of the investigation, officers found a backpack belonging to Ms. Rosenbaum which contained crystal methamphetamine and drug paraphernalia.

                Ms. Rosenbaum was placed under arrest and transported to the Washington County Detention Center where she is being held on an $11,000 bond.  Her arraignment is scheduled for 03/31/17, at 9:00 AM.

    On 03/29/17, at 3:37 p.m., officers of the Johnson City Police Department arrested Robert S. McCurry, 54, 903 Embreeville Rd. Unit 1, Johnson City Tn. and charged him with identity theft, forgery under $500, and theft of property under $500.

    The arrest stems from an investigation into a theft that occurred on 10-10-16 from Lowes, 180 Marketplace Blvd.  During that incident, Mr. McCurry had identified himself as another person and was issued a misdemeanor citation for theft in that name and released.  Investigating officers later learned that Mr. McCurry had used the name of another person during the arrest and was able to positively identify him as the person that had committed the theft.  The investigating officer then obtained a warrant for the arrest of Mr. McCurry for identity theft, forgery, and the original theft from Lowes. 

    On 3/29/17, officers located Mr. McCurry at his residence where he was taken into custody.  Mr. McCurry was transported to the Washington County Detention Center, where he is being held in lieu of a $16,000 bond.  An arraignment is set for 03/30/17, in Washington County General Sessions Court.

Crosswhite was  charged with Felony possession of Schedule II (methamphetamine), Felony possession of Schedule III (various pills) 2 counts, Felon in possession of a firearm, Possession of a firearm during commission of a dangerous felony and Theft of property ( 10,000 or over) .

Crosswhite was placed under arrest and transported to the Washington County Detention Center. Crosswhite is being held in lieu of a $100,000 bond. Arraignment for Crosswhite is set for 9:00 a.m. on 3/31/2017 in Washington County General Sessions Court.

On 3/31/17, the Johnson City Police Department arrested Jason King (138 Fairridge Rd., 32 years old) and charged him with (4 cts.) auto burglary and (3 cts.) theft under $1,000. 

The arrest comes as a result of an investigation into several auto burglaries that occurred during the early morning hours of 3/31/17. Several reports were taken from the area of Hollywood Ln and nearby Royston St., where several vehicles were burglarized. While police were still on scene, a resident of this community alerted officers of a man asleep in her vehicle. The vehicle was ransacked, as were the others. The man was identified as Jason King.    

On 3/31/17, King was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $43,000 bond. Arraignment is set for 1:30 p.m. on 4/3/17 in Washington County General Sessions Court.

JCPD News Release fatal crash

On 03/30/17, officers of the Johnson City Police Department responded on a fatal crash that occurred near 3026 South Roan St.

At approximately 3:40 pm, officers received a call concerning a vehicle that had run off of Interstate 26 and crashed into the building at 3026 S Roan St. When emergency personnel arrived it was discovered that the driver of the vehicle, identified as Rachel L. White, 521 Spoone Ave. Morristown, TN, 31 yrs old, had suffered a fatal injury during the crash. There were a total of two occupants in the vehicle, and the passenger, identified as Suzanne M. Cozad, 235 Boring Chapel Rd. Johnson City, TN, 43 yrs old, was transported to the Johnson City Medical Center where she was listed in stable condition.

The Traffic Homicide team was called out and assumed the investigation. Alcohol or drug use is not currently suspected in the crash, however, speed, distracted driving, and lack of seatbelt use appear to be factors. The investigation into the crash is ongoing.

    On 4/1/17, officers of the Johnson City Police Department arrested Casey H. Howren (3505 Bondwood Circle , Johnson City, Tn., 26 years old) and she was charged with Felony Possession of Methamphetamine  for Resale, Simple Possession of Schedule II, Unlawful Drug Paraphernalia, and Improper Display of Registration .  At approximately 12:24 a.m. on 4/1/17, officers conducted a traffic stop on a blue Honda Civic due to the license plate not matching the car. Officers made contact with the driver and sole occupant of the car who was identified as Casey Howren. While speaking with Howren, officers asked consent to search her vehicle which she denied. Officers  then utilized their narcotics canine, which alerted to the vehicle for narcotics.  A search of the vehicle yielded a felony amount of methamphetamine, a small amount of Subutex, syringes, a digital scale, and new baggies.  Police arrested Ms. Howren, and she was transported to the Washington County Detention Center, where he is being held on a $12,000 bond. Arraignment is set for Monday, April 3rd at 1:30 p.m., in Washington County General Sessions Court.
