On 11/3/19, officers of the Johnson City Police Department arrested Victor W. Shepherd (184 Forest View Dr., 26 years old) and charged him with Driving Under the Influence, Violation of Tennessee Implied Consent Law, Possession with Intent to Distribute a Controlled Substance, Possession of Methamphetamine with Intent to Distribute, and Unlawful Possession of Drug Paraphernalia.
At approximately 3:30 a.m., officers responded to a reckless vehicle in the area of Roan St. Officers observed the vehicle driving in a manner consistent with the driver being intoxicated. Officers stopped the vehicle on the suspicion of DUI. The driver, Mr. Shepherd, was found to have slowed responses, slurred speech, red bloodshot eyes, and emitted the odor of alcohol. Mr. Shepherd refused any Standardized Field Sobriety Testing and refused to comply with the Tennessee Implied Consent Law. Officers later found a large amount of marijuana and methamphetamine in the vehicle along with other paraphernalia.
Mr. Victor W. Shepherd was placed under arrest and transported to the Washington County Detention Center, where he is awaiting a bond hearing. Arraignment is set of 1:30 p.m. on 11/4/19 in Washington County General Sessions Court.
