On 07/04/2019, officers of the Johnson City Police Department arrested Billy Ray Riley (602 University Pkwy., 61 years old) and charged him with attempted especially aggravated robbery.
On 07/03/2019 at approximately 11:30 p.m., officers responded to a report of an assault at 202 Delaware St. During the investigation, Mr. Riley was discovered to have struck the victim in the head with a blunt object, causing the victim to lose consciousness and fall to the ground. While on the ground, Mr. Riley tried to steal the victim’s wallet and the cash it contained, but was unsuccessful. The victim was transported to the Johnson City Medical Center for treatment, where he was admitted for observation and is currently in stable condition.
Mr. Riley is currently being held in the Washington County Detention Center on a $50,000 bond with arraignment set for Friday July 5th, 2019 at 10:30 a.m. in Washington County General Sessions Court.
