On 023/06/18, officers of the Johnson City Police Department arrested Clyde Rand (322 Race St, 36 years old) and charged him with Manf/Del/Sell Controlled Substance, Simple Possession, Unlawful Drug Paraphernalia.
At approximately 1:31 am, officers conducted a consensual encounter in the parking lot of 1900 S Roan St (Quality Inn). Officers made contact with Mr. Rand who was in the driver’s seat of a red Chevrolet Caviler. Officers received consent to search Mr. Rand’s vehicle. Upon searching the vehicle officers discovered approximately 10.5 grams of methamphetamine, 3 grams of marijuana, 3 glass pipes, 1 black scale, approximately 60 small baggies, and clear tubing with white residue inside.
Mr. Rand was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $12,000 bond. Arraignment is set for 1:30 pm on 03/06/18 in Washington County General Sessions Court.
