On 2/1/17, officers of the Johnson City Police Department arrested Joshua Wayne Russell (410 Asheville Ave., Mount Carmel, Tn., 36 years old) and charged him with worthless checks under $500 (12 cts.) and forgery under $500 (12 cts.).
On 9/9/17, officers responded to Appalachian Community Federal Credit Union, 5034 Bobby Hicks Hwy., in reference to multiple forged checks. Joshua W. Russell was found to have recently opened up an account with the bank. He then cashed multiple checks on that account and received the money from those transactions. The checks were later returned and found to have been written on a closed account belonging to someone else. The account holder’s name was reported to have been forged on all 12 documents that were fraudulently cashed by Russell.
On 2/1/17, officers arrested Joshua W. Russell after he was transferred to the Washington County Detention Center from the Sullivan County Jail where he was being held on unrelated charges. Russell is currently being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 2/2/17 in Washington County General Sessions Court.
