On 11/30/15, the Johnson City Police Department arrested Harley Howard, (w/m, 25 years old, of 141 Valley Circle Gray, TN) and charged him with one count of Forgery over $500 and one count of Theft of Property over $500. The arrest is the result of an investigation into a report filed by the victim who stated that one of her personal checks had been forged and passed at a bank in Johnson City. Mr. Howard is currently being held in the Washington County Detention Center in lieu of a $10,000.00 bond. Arraignment is scheduled for 12/01/15 at 10:30 a.m. at Washington County General Sessions Court.
