   On 9/30/16, officers of the Johnson City Police Department arrested Shawn E. Williams (229 Roberts St., Harriman ,Tn., 28 years old) and he was charged with Felony Possession of Schedule VI for Resale and Unlawful Drug Paraphernalia.

At approximately 12:30 a.m. on 09/30/16, officers of the Johnson City Police stopped an older model Chevrolet Caprice for a traffic infraction. During the stop officers detected the overwhelming smell of marijuana emitting from the vehicle as well as a scale in plain view. Officers then questioned the driver of the vehicle who was identified as Shawn Williams about the smell. Williams admitted that there was a small amount of marijuana inside the vehicle and officers conducted a probable cause search. Inside the vehicle officers located a small baggie of a leafy green substance that was determined to be marijuana and a US Postal box that contained a felony amount of liquid THC, which is a Schedule VI controlled substance. Officers then conducted a search of Mr. Williams and located a large sum of money.  Police arrested Mr. Williams, and he was  transported to the Washington County Detention Center, where he is being held on a $11,000 bond . Arraignment is set for 09/30/16, at 10:30 a.m., in Washington County General Sessions Court.

On 09/30/2016, Officers of the Johnson City Police Dept arrested Harrison Osborne, 30 years old, of 1312 Orleans St for Theft over $1000. The arrest stems from an auto burglary that occurred within the City of Johnson City in July of 2016 where a rifle was reported stolen. Information was received and gathered by Investigators and a search warrant was subsequently obtained to search 1312 Orleans St, Johnson City, the residence of Harrison Osborne. During that search Investigators recovered the stolen rifle. Another rifle was recovered that was stolen out of Washington County. In the garage, Investigators recovered a motorcycle that was reported stolen out of Kingsport, TN in April of 2016. Osborne was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $10,000 bond until arraignment on Monday, October 3rd, 2016 @130 pm.

On 10/01/2016, officers of the Johnson City Police Department arrested John M Clement (414 E Mountainview Rd, 31 years old) and charged him with Aggravated Assault (Domestic).

The arrests stems from the investigation of a domestic disturbance, during which the victim stated Clement took a large pocket knife and threatened bodily harm.

Clement was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.  Arraignment is set for 10/03/2016 at 1:30 p.m. in Washington County General Sessions Court.

Felony Arrest Jesus A Hernandez

On 09/30/2016, officers of the Johnson City Police Department arrested Jesus A Hernandez (206 Big Valley Dr, 20 years old) and charged him with Speeding, Driving on Suspended License 2nd, Financial Responsibility, and Felony Evading.

The arrests stems from a traffic violation in which Mr. Hernandez was traveling at 75 MPH in a 45 MPH zone.  Officers attempted to stop the vehicle however Mr. Hernandez continued driving and turned off his lights in an attempt to elude capture.  Officers continued to follow Mr. Hernandez to his residence where it was also discovered that he did not have a driver license or insurance on the vehicle.

Hernandez was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of an $11,000 bond.  Arraignment is set for 10/03/2016 at 1:30 p.m. in Washington County General Sessions Court.

    On 10/3/16, officers of the Johnson City Police Department arrested Brad A Millsap (147 Woodland Cir., Jonesborough ,Tn., 39 years old) and he was charged with Aggravated Domestic Assault, Kidnapping, Sexual Battery, and Interference with Emergency Calls.  At approximately 3:45 p.m. on 10/3/16, officers of the Johnson City Police were dispatched to 2316 Browns Mill Rd/Interstate Inn in reference to an unknown disturbance. Upon Officers arrival, they located a female with severe facial trauma. The female claimed that her boyfriend, Brad Millsap, had assaulted her. Due to the victim’s extensive injuries she was rushed to the Johnson City Medical Center.  Officers then obtained a warrant for Mr. Millsap’s arrest for Aggravated Assault and he was taken into custody after a standoff with JCPD SWAT. Officers conducted a follow up investigation with the victim, in which she detailed the events that led up to the assault. She told police that she was held against her will and Mr. Millsap attempted to force himself sexually on the her. Officers then obtained additional warrants on Millsap for Sexual Battery, Kidnapping, and Interference with Emergency Calls. Millsap was served with those additional warrants while residing at the Washington County Detention Center.  He is being held on a $95,000 bond . Arraignment is set for today, 10/04/16, at 1:30 p.m., in Washington County General Sessions Court.

On 10/5/16, the Johnson City Police Department arrested Jeremiah Lee Collins (32 years old, 3311 Martindale Dr.) on a charge of motor vehicle theft.

On 9/12/16, a moped was stolen from 111 Glen Stone Ct and Collins was identified as a suspect. Investigators determined Collins to be the individual shown in security camera images retrieved from the scene at the time of the offense.

On 10/5/16, JCPD investigators served Collins with the arrest warrant at Washington County Detention Center, where he had previously been booked on unrelated charges. The felony charge carried a $5,000 bond and arraignment is scheduled for today at 9 a.m. in Washington County Sessions Court.

On 10/6/16, officers of the Johnson City Police Department arrested James Davis, (age 23), 302 Royal Circle, Apartment 43, and charged him with selling a counterfeit controlled substance. The arrest comes after a short investigation into Davis and the sale of illegal drugs.

Mr. Davis was placed under arrest and transported to the Washington County Detention Center, where he was being held in lieu of a $5,000 bond. Arraignment was set for 9:00 A.M. on 10/7/16 in Washington County General Sessions Court.

SUBJECT:  Felony Arrest - Richardson                     DATE:  10/08/16                                TIME:  5:14 a.m.

On 10/08/16, officers of the Johnson City Police Department arrested Michael Richardson (3917 Thornton Dr., Kingsport, TN, 49 years old) and charged him with Public Intoxication, Resisting Arrest, and Introduction of a Controlled Substance into a Penal Facility.      

 

At approximately 3:27 a.m., officers responded to Capone’s, 227 E. Main Street in Johnson City in reference to a disturbance.  Upon arrival, officers made contact with Mr. Richardson, who was accused by the establishment staff of causing a disturbance.  As officers attempted to investigate the incident, Mr. Richardson attempted to start a verbal argument with the employees.  His behavior continued to worsen, forcing officers to place him in custody for Public Intoxication.  Richardson then attempted to resist the arrest and was charged accordingly.  While being booked into the Washington County Detention Center, Richardson was found to be in possession of a small amount of cocaine which resulted in an Introduction of Contraband into a Penal Institution charge.  

 

He is being held at the Washington County Detention Center in lieu of a $6,500 bond.  Richardson is due to appear for his arraignment at 1:30 p.m. on 10/10/16 in Washington County General Sessions Court.

On 10/09/16 at approximately 12:55 p.m, officers of the Johnson City Police Department responded to the vicinity of S. Roan St and Plymouth Rd to investigate a possible single vehicle crash.  Upon arrival, investigation revealed that a vehicle had been traveling north on S. Roan St.  The vehicle left the roadway on the right side, ultimately striking a fence and a couple of trees.  The driver was pronounced dead at the scene.  Further investigation revealed that the crash occurred a few days ago.  Due to this circumstance, an autopsy has been ordered to determine the positive identification and cause of death for the driver.  The investigation is currently being conducted by the Traffic Crash Reconstruction Team of the Johnson City Police Department.  More information will be released pending the autopsy results from the forensic pathologist.

On 10/10/16, Officers of the Johnson City Police Department arrested Jamie Depew (712 Lamont St., Apt. 5, Johnson City, TN, 30 years old) and charged him with Aggravated Assault and Aggravated Burglary.

At approximately 11:00 p.m., officers responded to Lamont St. in Johnson City in reference to a disturbance.  Upon arrival, officers made contact with the victim who stated that a male subject unknown to her entered her apartment uninvited and made threats to harm her.  He then demanded that she call him a cab while brandishing a box cutter.  In fear for her safety, the victim complied and called the suspect a cab; he then left the residence.  Using the description and information given by the victim, Depew was located a short time later and placed under arrest for the listed charges. 

He is currently being held at the Washington County Detention Center in lieu of a $70,000 bond.  Mr. Depew is due to appear in court for his arraignment at 1:30 p.m. on 10/11/16 in Washington County General Sessions Court.

On  10/11/16, the Johnson City Police Department arrested  Timothy Wayne Gray, Jr. (285 Bulldog Miller Rd., Jonesborough, 30 years old) and charged him with aggravated assault. 

The arrest comes as a result of an investigation into an assault that occurred on 09/14/16 at Cook Out, 1206 W. State of Franklin Rd. Through the course of the investigation, Gray was identified as the suspect in the assault causing serious injury to another person.

On 10/11/16, Gray was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond. Arraignment is set for 1:30 p.m. on 10/12/16  in Washington County General Sessions Court.

On 10/12/16 , the Johnson City Police Department arrested  Rebecca Richardson (160 Hilltop Rd. Johnson City, 34 years old,) and charged her with theft of property over $1,000.

The arrest comes as a result of an investigation into a theft from a residence at 100 Dotwood Ct. on 09/23/16. Through the course of the investigation, Richardson was identified as the suspect in the theft.

On 10/12/16, Richardson was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 10/13/16 in Washington County General Sessions Court.

On October 12, 2016, Officers of the Johnson City Police Department arrested Michael V Bristol, 44 years of age, of 1411 E Watauga Ave, Johnson City, TN following numerous reports of thefts and credit/debit card frauds that occurred within the City of Johnson City. Over the course of the investigation, Detectives with the Johnson City Police Department obtained a total of nine warrants for separate offenses that occurred on different dates and at different locations. Michael Bristol also had numerous other warrants on him from several surrounding agencies for similar offenses. Bristol was located on October 12th at the Value Place Hotel in Johnson City where he was taken into custody without incident. Bristol was served with the outstanding warrants charging him with a total of 22 counts of Identity Theft, 12 counts of Credit Card Fraud, 8 counts of Theft under $500, Forgery, Auto Burglary, and Evading Arrest. Bristol was transported to the Washington County Detention Center. Bristol has a total bond on the nine warrants of $254,000 and arraignment is scheduled on all charges in the General Sessions Court of Washington County on October 13, 2016 at 0900am.

At approximately 6:45 p.m., officers responded to Walmart on W. Market Street in reference to a shoplifter. Store personnel stated that Laforge had placed merchandise into plastic bags and passed all points of sale without paying for the items.  Laforge is being held at the Washington County Detention Center, in lieu of a $5,000 bond. Arraignment is set for 10/14/16 at 1:30 p.m. in Washington County Sessions Court.

At approximately 6:45 p.m., officers responded to Walmart on W. Market Street in reference to a shoplifter. On 10/14/16, the Johnson City Police Department arrested Donald O'Neal Myers III (Miami, FL, 29 years old) and charged him with identity theft (8 cts.), credit card fraud (8 cts.), and criminal simulation (8 cts.). Marcus Anthony Drummond (Palmetto Bay, FL, 26 years old) was also arrested and charged with criminal simulation (8 cts.).

 

The arrests came after the Johnson City Police Department began investigating a series of credit card frauds throughout Johnson City on 9/24/16. Photographs were obtained of the suspect and distributed throughout surrounding jurisdictions and the media. On Friday, 10/14/16, the suspect was observed at Target, 2116 N. Roan St. Officers were able to respond and take Myers and Drummond into custody. Myers was identified as the suspect using altered/cloned credit cards throughout Johnson City during the listed time period. Drummond had evidence on him that resulted in his charges.

 

On 10/14/16, Donald O'Neal Myers III was transported to the Washington County Detention Center, where he is being held in lieu of a $165,000 bond. Marcus Anthony Drummond was transported to the Washington County Detention Center, where he is being held in lieu of a $80,000 bond. Arraignment is set for Myers and Drummond for 9:00 a.m. on 10/17/16 in Washington County General Sessions Court. The investigation is ongoing.

    On Oct. 15, 2016, at approx. 5:42pm, officers responded to 109 Broyles Dr. in reference to checking the

welfare of a subject in the parking lot.  Upon arrival, there were 4 subjects located.  A records check of the

subjects showed that Christopher Allen Bennett (w/m, 31yrs. old, 1403 Hwy. 1137 in Cawaood, KY) had an

active warrant out of Jonesville, VA, for two counts of violation of probation with full extradition. 

Bennett was placed in to custody and charged with being a Fugitive from Justice for a Crime in Another State. 

He was transported to the Washington County Detention Center where his bond hearing is set for 10-17-16,

at 1:30pm, in Washington County General Sessions Court.

    On 10/17/16, officers of the Johnson City Police Department arrested Jillian M Laby (317 Depot St Apt 1., Jonesborough ,Tn., 24 years old) and she was charged with Possession of Methamphetamine for Resale and two counts of Unlawful Drug Paraphernalia.  On 10/4/16, officers of the Johnson City Police Department stopped  a vehicle where Jillian Laby was the driver. During the traffic stop, Laby told officers that she had a syringe in her purse. Officers then searched her purse and located a used syringe and a black digital scale. Officers then conducted a search of the vehicle a located a felony amount of Methamphetamine on the floorboard of the vehicle.  The investigation was ongoing, and on today’s date, police located Ms. Laby at her residence and she was transported to the Washington County Detention Center on the outstanding warrant. She is being held on a $12,000 bond and arraignment is set for 10/17/16, at 1:30 p.m., in Washington County General Sessions Court.
