On 9/12/16, the Johnson City Police Department arrested Mara Cadena (23 years old), charging her with felony vandalism.

 

On 1/2/13, the victim reported that more than $500 in damage had been done to her vehicle. The investigation led detectives to obtain a warrant for Cadena, charging her with the incident.

 

On9/12/16, Cadena turned herself to the Johnson City Police Department. She is being held at the Washington County Detention Center in lieu of a $5,000 bond. Arraignment is scheduled for 9:00 a.m. on 9/20/16 in Washington County General Sessions Court.

On 09/12/2016, the Johnson City Police Department arrested Laura Lynn Mobley, 39 years old, of 343 Highway 91 Apt. B1 Elizabethton, and charged her with five counts of Identity Theft and five counts of Theft of Property under $500.  The arrest is the result of an investigation into a report filed by the victim who stated that her credit card had been stolen from her residence and used several times in Johnson City.  Laura Mobley is currently being held in the Washington County Detention Center in lieu of a $55,000.00 bond and is scheduled for an arraignment in Washington County General Sessions Court  on 09/13/2016 at 10:00a.m.

On 9/18/16, the Johnson City Police Department arrested Charles Bartz (282 Delmer Salts Rd., Gray, TN, 37 years old) and charged him with two counts of burglary and one count of theft of property over $500.

 

On 9/15/16, officers of the Johnson City Police Department responded to a burglary at 2516 S. Roan St. A red Ford ZX2 was seen at the scene of the burglary.

 

On 9/18/16, officers of the Johnson City Police Department responded to a hit and run crash at Founders Park. The vehicle, a red Ford ZX2, was found by officers and stopped at 137 W. Market St. The driver, Hope Dunford, was arrested and charged with DUI, driving on a suspended license, and leaving the scene of an accident. Her passenger, Charles Bartz, had a warrant out of Johnson City Juvenile Court for failure to pay child support. Bartz also matched the description of the suspect from the burglary at 2516 S. Roan St. While officers were on the scene of the traffic stop, an attempted burglary was reported at 1914 S. Roan St. Bartz was transported to the Johnson City Police Department and interviewed. Bartz admitted to both of the burglaries.

 

On 9/18/16, officers of the Johnson City Police Department responded to another attempted burglary at 2516 S. Roan St. that occurred earlier in the day. Bartz and Dunford were identified as the suspects in this attempted burglary as well.

 

Charles Bartz was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $25,000 bond. Arraignment is set for 1:30 p.m. on 9/19/16 in Washington County General Sessions Court. Charges are pending against Dunford and Bartz in the attempted burglary that occurred at 2516 S. Roan St. on 9/18/16.

On 9/16/16, at 2:00 p.m., Officers with the Johnson City Police Department arrested Michael Everett Fisher (508 Pardee St., Johnson City, 54 years old) and charged him with possession of schedule 4 controlled substance with intent to sell or deliver.

 

On 9/12/16, Investigators with the Johnson City Police Department began working with Federal Authorities after a postal package, which was mailed from overseas to the defendant, was found to contain 2,000 Diazepam pills. 

 

On 9/16/16, Michael E. Fisher was arrested and transported to the Washington County Detention Center, where he was held in lieu of a $10,000 bond.  Arraignment is set for 1:30 p.m. on 9/19/16 in Washington County General Sessions Court.

On 9/17/16, the Johnson City Police Department arrested Kevin Fitts (46 years old) and charged him with auto burglary, theft under $500, theft over $500, credit card fraud, and identity theft.

The arrest comes as a result of an investigation into a series of auto burglaries that occurred in the early morning hours of 7/19/16 in the area of Plantation Dr. and Dalton Dr. Fitts was identified as a suspect after using a debit card that was stolen from a vehicle.  

On 9//17/16, Fitts was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $55,000 bond.  Arraignment for Fitts was held on 9/19/16 at 1:30 in Washington County General Sessions Court and he is scheduled to appear again at 1:30 p.m. on 9/26/16.

On 9/20/2016, at approximately 3:15 p.m., Johnson City Police Department officers and investigators responded to a call of a shooting in the area of Washington Avenue in Johnson City Public Housing.

One victim was treated at Johnson City Medical Center and released.

The investigation is ongoing at the time of this release, with witnesses and potential suspects being interviewed. A press conference will be held at the Johnson City Municipal and Safety Building at 10:30 a.m. on 09/21/2016.

Felony Arrest of Mary Winter Attempted 1st Degree Murder

                On September 20, 2016, at approximately 6:10 pm, Officers of the Johnson City Police Department responded to 107 Sequoyah Dr, Johnson City on a report of a shooting. Officers arrived and located a male victim laying in the driveway with a gunshot wound to the upper left chest and another gunshot wound to the upper left arm. Also on the scene, officers located the victim’s wife, Mary Winter, age 42, of the residence who admitted to shooting her husband and was immediately taken into custody and transported to the Johnson City Police Department for questioning. Mrs. Winter gave a confession to the shooting and was subsequently charged with Attempted 1st Degree Murder, (domestic related). The victim was immediately transported to the Johnson City Medical Center by EMS where he is currently listed in stable condition in ICU. Mary Winter is being held in the Washington County Detention Center in lieu of a $75,000 bond, with arraignment scheduled for September 21, 2016 @ 130pm.

On September 20, 2016, the Johnson City Police Department arrested Kevin Darrell Fitts, 46 years old, of 159 Bolton Rd. Greeneville, TN and charged him two counts of Identity Theft, two counts of Theft of Property under $500, one count of attempted Identity Theft, and one count of attempted Theft of Property under $500.  The arrest is the result into two reports that were filed by two separate victims.  Both victims reported that their credit cards had been stolen from their vehicle then later used in Johnson City.  Mr. Fitts is currently being held in the Washington County Detention Center in lieu of a $6,000.00 bond and is currently awaiting his arraignment which is scheduled for September 21, 2016 at 1:30 p.m.

Shooting Arrests of James Davis - Spencer Moore - Joseph Anderson

On 9/20/16, the Johnson City Police Department arrested James Davis (1400 Orleans St., 23 years old) and Spencer Moore (2007 E Fairview Ave., 20 years old), charging both with attempted 1st degree murder and especially aggravated robbery.

 

On 9/20/16, the Johnson City Police Department responded to 555 Washington Ave. on a shooting. Witnesses on the scene were able to assist with descriptions of vehicles that left the scene that were involved in the shooting. Ultimately, the victim, Treston Madison (Johnson City, 20 years old), was located on a traffic stop and found to have a gunshot wound to his leg. He was transported to the Johnson City Medical Center where he was treated and released. Further investigation revealed the identities of the suspects as well as a description of the vehicle they fled in. That vehicle was located, where Davis and Moore were taken into custody without incident.

 

On 9/20/16, Davis and Moore were transported to the Washington County Detention Center, where both are being held in lieu of a $75,000 bond. Arraignment was scheduled for 9:00 a.m. on 9/21/16 in Washington County General Sessions Court.

 

On 9/21/16, the Johnson City Police Department arrested Joseph Anderson (Greeneville, Tn. 24 years old) and charged him with attempted 1st degree murder and especially aggravated robbery. Anderson turned himself in after learning that arrest warrants were issued for his arrest.

 

On 9/21/16, Anderson was transported to the Washington County Detention Center, where he is being held in lieu of a $75,000 bond. Arraignment is scheduled for 9:00 a.m. on 9/22/16 in Washington County General Sessions Court.

On September 19thth at about 8:00 pm, Investigators arrested Christopher G. Wynne, (2305 S. Greenwood Dr., Johnson City,) 31 years old, and charged him with nineteen counts of fraudulent use of a credit card and nineteen counts of identity theft. Investigation revealed that Wynne assumed the identity of a family member with a similar name. Wynne then went to Lowe’s on at least nineteen occasions and used the victim’s account. Wynne fraudulently charged approximately $1861. Wynne turned himself in at the Washington County Detention Center where he was held on a $50,000 bond. Wynne’s first appearance in General Sessions Court was September 20th at 9:00 A.M.

                On September 23, 2016, at 4:37 am, officers of the Johnson City Police Department responded to Monarch Apartment complex, 1109 University Pkwy, Johnson City in reference to a stabbing. Upon arrival, officers located one victim suffering from a stab wound to the lower back. The victim was transported to the Johnson City Medical Center for treatment and is expected to recover. The Criminal Investigation Division responded and processed the scene for evidence and interviewed witnesses. Through the investigation, it was discovered that a fight had occurred between several people in the parking lot of Monarch Apartments and during the altercation, one victim was stabbed in the back. Investigators were able to identify a suspect through witness interviews. The suspect was identified as Samuel Cauthren, 21 years old, and was located at his residence of University Edge Apartments, 914 W Watauga Ave, apt 113, Johnson City. Cauthren was transported to the Johnson City Police Department to be interviewed and subsequently charged with Aggravated Assault. Cauthren was transported to the Washington County Detention Center where he is being held in lieu of a $50,000 bond with arraignment set in the Washington County General Sessions Court on September 26, 2016 at 130 pm.

On 09/21/16 at 2:26 a.m., officers arrested Tyler Cunningham (28yrs old, 26 Heritage Hills Dr. Greeneville, TN), and charged him with Theft from a coin-operated machine/device (TCA 39-14-103) over $500.00, Theft from coin-operated machine/device (TCA 39-14-103) under $500.00 (2 counts), and Possession of burglary tools (TCA 39-14-701). 

 

The arrest is the result of an investigation into three separate incidents at Kaylee’s Laundromat, 2530 E. Oakland Ave.  On 09/15/16, 09/18/16, and 09/22/16, this business was entered and each individual machine was entered and the cash and change removed.  The offender was able to enter the machines without damaging the locking mechanisms.  Video surveillance and eyewitness accounts lead to officers responding to the scene at 2:26 a.m. and taking Mr. Cunningham into custody.         

 

He was transported to the Washington County Detention Center without incident where his total bond was set at $12,000.00, and an Arraignment Hearing was scheduled for 09/23/16 at 10:30 a.m. in Washington County General Sessions Court in Jonesborough, TN.

On 9/26/16, investigators arrested Myra Marie Goodyear (2418 Vines St., 27 years old) on a charge of filing a false police report..

On 9/19/16, Goodyear reported a vehicle theft from her residence. The subsequent investigation led to the determination that Goodyear had falsely reported an offense that did not occur.

On 9/26/16, Goodyear was arrested and booked into Washington County Detention Center, where she is being held in lieu of $1,000 bond Arraignment is set for 9:00 a.m. on 9/27/16 in Washington County General Sessions Court.

Johnson City Fire marshals and Police investigators continue to investigate Sunday night’s fire at the General Mills property, 500 W. Walnut St.

“We are retrieving and logging evidence, which is a time-consuming process in a space that size and with that much debris,” said Sgt. Don Shepard of the Police Department’s Criminal Investigation Division. “Fire marshals and Police investigators are also interviewing witnesses and others who were nearby at the time of the fire.”

Sgt. Shepard confirms that there is still a person of interest in the case but charges have not yet been filed.

“We believe that our investigation will provide some answers sooner rather than later,” he said.

The Fire Marshal’s Office and Police are requesting the public’s help with the case. On Thursday, September 29, 2016, Officers with the Johnson City Police Department arrested Eleanor Black, 36 years old, of 1226 Hightop rd, Maggie Valley, NC for Theft over $60,000. This arrest is the result of an investigation that began on July 28, 2016 into the theft of the “Noli” Food Truck trailer from the parking lot behind Downtown Farming located at 221 Cherry St, Johnson City, TN. Video surveillance and a tablet left on the scene of the theft, led investigators to believe the trailer was taken to the Asheville, NC area. Through media assistance and social media, the public was made aware of the theft and subsequently a citizen spotted the trailer in the Mars Hill area of NC on August 02, 2016. The trailer was recovered by Investigators with the Johnson City Police Dept and returned to the owner at that time. During the recovery of the trailer, Investigators spotted a female driving the suspect vehicle through the parking lot that the trailer was recovered. A traffic stop was conducted on the suspect vehicle the female driver was detained for questioning. It was then discovered that the black Suburban that she was driving had been reported as stolen out of South Carolina. The driver identified herself as Rhonda Proffitt. She was arrested for being in possession of the stolen vehicle in Madison County, NC. An arrest warrant was obtained by Investigator Jaynes of the Johnson City Police Dept for theft over $60,000 and a hold was placed on her in the Madison County Jail. It was then discovered that Rhonda Proffitt was an alias name and her true identity is Eleanor Black who is wanted out of multiple States on numerous other charges.  On 09/28/2016, Ms Black waived her extradition rights and on 09/29/2016 she was extradited to Tennessee and transported to the Washington County Detention Center where she is being held on a $50,000 bond with arraignment set for 09/30/2016 at 130pm in the General Sessions Court of Washington County.

On Thursday, September 29, 2016, Officers of the Johnson City Police Department arrested Zackery Toney, 22 years old, of 1308 Lynwood Cir, Johnson City, TN for Filing a False Police Report. The arrest stems from an investigation into a shooting incident that occurred on the early morning hours of September 27th, 2016, where Zackery Toney was found at the Johnson City Medical Center, suffering from a non-life threatening gunshot wound to the leg.  Zackery Toney reported to police that he was shot while walking near the Cherry St parking lot.  Further investigation revealed that the details of the shooting incident were false. A warrant was obtained for Filing a False Police Report for Zackery Toney. Toney was taken into custody on September 29th, 2016 and transported to the Washington County Detention Center where he is being held on a $5000 bond. His arraignment is scheduled for Friday, September 30, 2016 at 1030am.

On 9/28/16 at approximately 4:20 P.M., Officers of the Johnson City Police Department responded to a shoplifting call at 2915 West Market Street, WalMart. Upon arrival, officers found that Kassandra Messer, DOB 6/25/1971, of 211 N Highland Ave, Greeneville, TN, had pushed a shopping cart of items, totaling $708.00, out of the store. Ms. Messer was also found to be trespassing. Ms. Messer was charged with Felony Shoplifting and Criminal Trespassing. She was transported to the Washington County Detention Center where she is being held in lieu of a $5,000 bond with an arraignment set for 9/29/16 at 1:30 pm in Washington County Sessions Court.

On 9/29/16, Investigators of the Johnson City Police Department arrested Jeremiah Coleman (age 33) residing at 318 Highland Ave. Investigators served a search warrant and an arrest warrant for the sell of Schedule II narcotics (Crack cocaine) two counts and Maintaining a dwelling for controlled substance or distributing.  

Mr. Coleman was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $30,000 bond. Arraignment is set for 1:30 p.m. on 9/30/16 in Washington County General Sessions Court.

On 9/29/16, Investigators of the Johnson City Police Department arrested Tyrell Hill (age 27) residing at 318 Highland Ave. Investigators were serving a search warrant at 318 Highland Ave and encountered Mr. Hill. Mr. Hill was found to have an active warrant for Failure to appear out of Washington County. A felony amount of Schedule II narcotics( crack cocaine) was located in Mr. Hill’s possession.   

Mr. Hill was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 9/30/16 in Washington County General Sessions Court.
