SUBJECT:             Aggravated Assault         DATE:    08/09/2015         TIME:    23:38 p.m.

On 08/09/2015, officers of the Johnson City Police Department arrested Jonathan E. Colunga (703 E. Fairview Ave., 23 years old) and charged him with Aggravated Assault and Unlawful Possession of a Firearm and Omar Ortiz (1108 E. 8th Ave., 24 years old) and charged him with 3 counts of Aggravated Assault.

 

At approximately 11:28 p.m., officers responded to the intersection of E. Myrtle Ave and Crown St. in reference to a disturbance.  Witnesses told officers that a gold pick-up truck driven by Ortiz, attempted to run over Colunga his girlfriend and his 1 year old son following an argument.  As Ortiz approached in his truck Colunga pulled out a loaded .22 revolver and fired 4 shots in the air. Officers apprehended Colunga on scene and found him to be concealing a loaded .22 revolver.  Officers located the Ortiz in his pick-up truck a short time later and initiated a traffic stop.

Both subjects were arrested and transported to the Washington County Detention Center. Colunga is being held in lieu of a $16,000 bond and Ortiz is being held lieu of a $60,000 bond.  Both arraignments are set for 1:30p.m., on 8/10/15 in Washington County General Session Court.

SUBJECT: Aggravated Burglary, Aggravated Assault          DATE: 08/09/15          TIME: 4:30p.m.

On 08/09/15, officers of the Johnson City Police Department arrested Dustin Gibson (33 years old, of 1515 Magnolia Ave, Knoxville) and charged him with Aggravated Burglary and Aggravated Assault.

 

At approximately 6:30 p.m., officers responded to Clark Manor Apartments on a call of a fight in progress. Upon speaking to the involved parties, it was determined that Gibson had stopped by the apartment complex to pick up his son. An argument ensued between Gibson and the new boyfriend of the child’s mother. After Gibson kicked open the door of the residence, a physical fight ensued and the victim suffered injuries to his head and face from a broken coat hanger.

 

Gibson was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $50,000 bond.  Arraignment is set for 08/10/15 at 1:30 p. m. in Washington County General Session Court.

SUBJECT: Aggravated Robbery Arrests         DATE: 08/11/15          TIME: 4:30 a.m.

On 08/11/15, officers of the Johnson City Police Department arrested Cody Hughes, age 21, of 200 Fagan Rd, Johnson City, Emily Brumit, age 19, of 98 Mill Run, Dunlap, TN and Emily Morris, age 19, of 104 Dove Meadows Lane, Unicoi, TN on charges of Aggravated Robbery.

At approximately 9:35 p.m., officers responded to Downtown Square, 150 W State of Franklin Rd on a reported armed robbery of an individual. Upon speaking to the victim and a witness it was determined that the suspects had robbed the victim at gunpoint and fled the scene in a vehicle prior to officer’s arrival. A vehicle description was given to other officers and within minutes it was spotted on S. Roan St near the Unicoi County line.  The vehicle was eventually stopped inside Unicoi County by JCPD officers with the assistance of the Unicoi County Sheriff’s Office and the Tennessee Highway Patrol. The suspects were taken into custody and a loaded pistol was recovered.

All three (3) suspects were placed under arrest and transported to the Washington County Detention Center and are being held in lieu of a $50,000 bond.  Arraignment is set for 08/11/15 at 1:30 p. m. in Washington County General Session Court.

On 7/29/15, Investigators with the Johnson City Police Department arrested Josh Cody Vermillion (W/M, 22 yoa, General Delivery, Kingsport) on charges of Auto Burglary and Theft of Property under $500.00.

On 6/7/15, Officers with the Johnson City Police Department received a report of an Auto Burglary that occurred at 2120 S. Roan Street, Johnson City, Tennessee.  The victim reported that his stereo equipment had been stolen out of his vehicle while he was at work.  Video footage was obtained from the parking lot and the defendant was later identified as the suspect through continued investigation. 

On 7/29/15, the defendant was located at the Sullivan County Detention Center where he was being held on unrelated charges.  The defendant was charged with Auto Burglary and Theft of Property under $500 and remained in the custody of Sullivan Co.  He is scheduled to appear on 8/31/15 at 1:30 pm in Washington Co. General Sessions Court.

On 08/13/15, Officers of the Johnson City Police Department arrested Joshua Charles Lowe 34 yr. old male residing at 150 Danny Mathes Rd, Elizabethton TN, 37643.

The arrest stems from an investigation into a report that on 07/20/15 Lowe is accused of stealing a pull behind trailer. The trailer was located on 08/11/15 at an address in Piney Flats, TN where it had been sold to a third party.

Joshua Charles Lowe is charged with Theft of Property over $1,000.00. He is currently being held in the Washington County Detention Facility on a $10,000.00 bond and is scheduled to appear in Washington County Session Court on 08/13/15 at 1:30 PM.

On 8/13/15, Investigators with the Johnson City Police Department arrested Lawrence David Boggs (W/M, 26 yoa, 1112 Carroll Creek Rd. #24, Johnson City, TN) on a charge of Theft of Property over $500.

On 4/10/15, Officers with the Johnson City Police Department received a report of a theft that occurred from 3206 Bristol Hwy.  The victim reported that a former employee fraudulently cashed two paychecks at two separate banks and received $959.67 to which he was not entitled.  A warrant was issued for the defendant at that time.

On 8/13/15, the defendant, Lawrence Boggs was located and taken into custody by JCPD Officers and transported to the Washington Co. Detention Center where the warrant was served.  He is being held on a $5,000 bond and is scheduled to appear on 8/14/15 at 1:30 pm in Washington Co. General Sessions Court.

On 8/12/15, Investigators with the Johnson City Police Department arrested Anthony Michael Whitehead (W/m, 35 years old, 145 Kings Mountain Rd, Johnson City) on charges of Auto Burglary and Theft of Property under $500.

On 7/18/15, Officers with the Johnson City PD received a report of an Auto Burglary that occurred at 105 Creekside Dr.  The victim reported that while his vehicle was parked at 105 Creekside Dr., someone entered it and stole various auto parts from the trunk along with a purchase receipt for one of the parts.  The victim then learned that the vehicle part had been returned to Advance Auto Parts in Johnson City for a refund.  Continued investigation found Anthony Whitehead to be a suspect and he was later identified as the subject who returned the victim’s property to the store.

On 8/6/15 a warrant was obtained for Anthony Whitehead on charges of Auto Burglary and Theft under $500.  On 8/12/15, the defendant was located and taken into custody by Deputies with the Washington Co. Sheriffs Department.  He was transported to the Washington Co. Detention where the warrant was served.  He is being held on an $11,000 bond and is scheduled to appear in Washington Co. General Sessions Court on 8/13/15 at 1:30 pm.

On 08/13/15, at 10:31 p.m., officers of the Johnson City Police Department were dispatched to Saint John’s Episcopal Church, 500 N. Roan St. on a report of a suspicious person.  When officers arrived they found 27 year old Luke Hutchison, 309 Quail Dr., Johnson City, in the back of the church with fresh cuts on his arms.  Further investigation revealed that Mr. Hutchison had broken windows in the back of the church and was attempting to gain entry when he was surprised by the police.  Mr. Hutchison was arrested and transported to the Washington County Detention Center where he was charged with burglary.  He is currently being held under a $10,000 bond and is awaiting arraignment in Washington County General Sessions Court.

On 8/13/15 at approximately 9:17 pm officers of the Johnson City Police Department arrested Allen Mayo, 45 years of age, of 112 W. Pine St, Apt #1, Johnson City, and charged him with Robbery and Theft of Property under $500. 

The arrest occurred after officers were dispatched to the area of Spring St. and W. Pine St. in reference to a fight in progress.  Upon arrival, officers located a female victim at the scene along with a witness.  Officers were advised that the victim attempted to leave the residence where she and her boyfriend, Mr. Mayo, reside together.  Officers determined that Mr. Mayo did not want the victim to leave the residence and ran after her.  After the victim refused to return home, Mr. Mayo grabbed the victim by the throat, threw her to the ground, and took her wallet.  When the witness attempted to call 911, Mr. Mayo took her cell phone and fled the scene.  Officers later located Mr. Mayo hiding in a closet inside the couple’s apartment.  After Mr. Mayo was taken into custody, officers also served an outstanding warrant issued for his arrest for Theft of Property under $500 and Fraudulent Use of a Credit Card.

Mr. Mayo was transported to the Washington County Detention Center and is being held in lieu of a $55,000 bond on all charges.  An arraignment is set for 8/14/15 at 10:30 am in Washington County General Sessions Court.

On 08/17/2015 at approximately 3:20 a.m., officers of the Johnson City Police Department responded to a domestic dispute at 1201 Afton St. Upon the officers arrival, the suspect had fled the scene on foot. He was located and taken into custody a short time later. Investigation revealed that the suspect who was intoxicated had been involved a verbal dispute with a family member. The suspect then retrieved a firearm from a bedroom and began waving the firearm around in a threatening manner toward other family members.  The suspect was identified as Deion C. Hartley, WM, 23 years of age, of 1201 Afton St. Johnson City, TN 37601. Hartley was charged with five counts of Aggravated Assault (Domestic,) Unlawful Possession of a Weapon, and Public Intoxication. Hartley was transported to the Washington County Detention Center where they will be held on a $50,000 bond. An arraignment is set for 08/18/2015 at 1:30 p.m. in Washington County Sessions Court.

On Monday, August 17, 2015 at approximately 1900 hours, Officers of the Johnson City Police department arrested Brittany Ford, age 23, of 1496 Old Knoxville Hwy, Greeneville, TN, on charges of Felony Shoplifting and Possession of a Legend Drug without a Prescription. Officers responded to 2011 North Roan St after loss prevention apprehended Ms. Ford for shoplifting items totaling a felony amount. Officers also found pills in Ms. Ford’s possession that she had no prescription for. Ms. Ford was transported to the Washington County Detention Center where she is held in lieu of a $6,000 bond. Ms. Ford has an arraignment set for Tuesday, August 18, 2015 at 1:30 pm in Washington County General Sessions Court.

On 8/18/15, investigators of the Johnson City Police Department arrested Betty Baker (2701 S Roan St lot 5, Johnson City, 44 years old) charging her with theft of property over $1,000.

 

On 8/11/15, officers reported an embezzlement that occurred at 2701 S. Roan St., Heritage Trailer Park. Baker was an employee of the property management group that manages the park. She allegedly took cash deposits for rent, but did not turn them in to the bank over a two month period. 

 

On 8/18/15, Baker was taken into custody at her residence. She was arrested and transported to the Washington County Detention Center where she is being held in lieu of a $10,000 bond. Arraignment is set for 1:30 p.m. on 8/19/15 in Washington County General Sessions Court.

On 08/16/2015 Officers of Johnson City Police Department responded to The Johnson City Jail at 601 E. Main St. Officers received information that someone was supposed to attempt to bring narcotics to an inmate while visiting. Officers met with Joshua Linebarger, D.O.B. 10/30/85, of Knoxville, TN. and Terry Sanders, D.O.B. 7/24/68, of Oak Ridge, TN. After they arrived at the jail and delivered bags for an inmate, Officers checked the bags and located narcotics inside a container. After an investigation into the incident Officers arrested Joshua Linebarger for introduction of contraband into a penal facility and Terry Sanders for Conspiracy to introduce contraband into a penal facility. Both Linebarger and Sanders have a $5000.00 bond and are scheduled to appear in Washington County General Sessions Court on 08/17/15 at 1:30 pm for arraignment.

On 8/17/15, officers of the Johnson City Police Department arrested a juvenile charging him with false reporting.

 

On 8/5/15, the juvenile initiated a report with the Johnson City Police Department saying that he had been struck by a vehicle while walking through the parking lot of 1420 E. Main St. The investigation revealed that the juvenile lied about the entire incident.

 

On 8/17/15, the juvenile was issued a citation for filing a false report and released to his guardian. He is scheduled to appear in Washington County Juvenile Court on 8/28/15 at 9:00 a.m.

On 8/19/15, Investigators with the Johnson City Police Department arrested Chelsea Michelle Isbell (Johnson City, 24 years old) charging her with auto burglary (2cts) and theft under $500 (2cts)

 

Officers with the Johnson City Police Department received reports of two separate auto burglaries that occurred on 7/18/15 and 8/14/15.  Both victims reported that their TN driver’s licenses and other items were taken from their vehicles.  On 8/18/15, Officers received reports of Shoplifting from Lowes, 180 Market Place Blvd. and J.C. Penney, 2011 N. Roan St.  The suspect committing the thefts was in possession of one the stolen driver’s licenses.  She was identified and a warrant was issued for her arrest.  Upon her arrest, it was discovered that she was in possession of the second driver’s license and other property that had been reported stolen.

 

On 8/19/15,  Isbell was transported to the Washington County Detention Center, where she is being held on a $12,000 bond. Arraignment is set for 1:30 p.m. on 8/20/15 in Washington County General Sessions Court.

JCPD News Press Release - Moore arrest

                On 8/20/15, officers of the Johnson City Police Department arrested Todd Moore, 41 years old, 2531 Park Ave., Johnson City, on charges of public intoxication, possession of narcotics without a prescription, unlawful possession of a weapon, and felony reckless endangerment.

                On 8/20/15 at approximately 10:45 AM, officers were dispatched to the area of the By-Lo Market, 2307 Watauga Rd., in reference to a man with a gun.  When officers arrived at the scene they found Mr. Moore outside the store.  The subsequent investigation revealed that Mr. Moore had apparently walked to the By-Lo Market carrying a 12 gauge shotgun.  When Mr. Moore arrived at the store he left the shotgun and ammunition unattended at the entrance to the store while going inside to shop.  Officers also determined that Mr. Moore was under the influence of an unknown substance at the time of the incident and when officers searched him they found he was in possession of prescription drugs for which he did not have a prescription. 

                Mr. Moore was arrested and transported to the Washington County Detention Center where he is currently being held on a $3,500 bond.  His arraignment is scheduled for 8/21/15, 9:00 AM, in Washington County General Sessions Court.
