On 07/25/15 at approximately 7:36, pm., officers of the Johnson City Police Department arrested Rene Pavon Ramirez, 39 years old, 1120 Arnold Rd Greeneville, TN charging him with one count of Felony Shoplifting.

 Officers responded to 2915 W Market St., to Super Wal-Mart on a male suspect trying to push out a grocery cart full of merchandise. Upon arrival officers made contact with the male in the loss prevention office. Wal-Mart loss prevention said that Rene Pavon Ramirez placed the merchandise in the grocery cart and walked passed all points of sale and out the front entrance.

He is being held in Washington County Detention Center on a $5,000 bond. He has a court appearance in Washington County Sessions Court on 07/27/15 at 1:30.

   On Saturday, July 25, 2015, at approximately 8:45 pm, officers of the Johnson City Police Department arrested Christi Bland-Raitt, 45 years old, 608 Hazel St, Johnson City, TN, for driving under the influence and two counts of reckless endangerment. The arrest was the result of a welfare check at Zaxby’s restaurant on N. Roan St where it was determined that Christi Bland-Raitt was intoxicated while operating her vehicle with children. Bland-Raitt was taken into custody and transported to the Washington County Detention Center on a bail of $11,000 with an arraignment set for Monday, July  27th, 2015, at 1:30 pm in the Washington County General Sessions Court.

On 07/28/15, officers of the Johnson City Police Department arrested Amy J Feagins (1805 Happy Hill Rd, Kingsport, TN; 35 years old) and charged her with one count of Felony Shoplifting.

Upon arrival, officers found Amy Feagins detained by JC Penny’s loss prevention employees. According to the employees, she placed $502, respectively, worth of merchandise (clothing and jewelry) in a handbag and placed other merchandise into her purse. Amy Feagins then exited the business with the handbag and her purse passing all points of sale without paying or attempting to pay for any of the items. As a result of the investigation, Amy Feagins was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Her arraignment hearing is set for 1:30 p.m. on 07/29/15 in Washington County’s General Sessions Court.

Felony Arrest of Kevin Lee Dugger

On 7/30/15, investigators of the Johnson City Police Department arrested Kevin Lee Dugger (Johnson City, 30 years old) and charged him with 2 counts of aggravated burglary and 2 counts of theft over $500.

This most recent arrest comes as a result of a continuing investigation into multiple home burglaries in the Johnson City area. Two apartments were burglarized at 1825 E. Lakeview Dr. on 7/3/15. An eyewitness account was able to help aid in the identification of Dugger as the perpetrator of these burglaries.   

Dugger is already being held at the Washington County Detention Center on related charges. Dugger was served with this warrant and continues to be held in lieu of an additional $50,000 bond. Arraignment is set for 10:30 a.m. on 7/30/15 in Washington County General Sessions Court.

On 7/30/15, investigators of the Johnson City Police Department arrested Donna Peretti (185 Golf Course Rd, Unicoi, 48 years old) charging her with theft of property over $500.

 

On 5/24/15, officers were called to Wal-Mart, 3111 Browns Mill Rd., where Peretti was an employee. Management advised that they observed Peretti , who was working as a cahier, assist others in stealing merchandise by placing the merchandise in a bag without scanning it in the register. Management advised that the thefts went back to March of 2015.

 

On 7/30/15, Peretti was taken into custody and she was transported to the Washington County Detention Center where she is being held in lieu of a $5,000 bond. Arraignment is set for 10:30 a.m. on 7/31/15 in Washington County General Sessions Court.

On 7/30/15, officers of the Johnson City Police Department arrested Johnathon Williams (124 West Drive, Gray; 27 years old) and charged him with driving on a suspended license, unlawful drug paraphernalia, simple possession/casual exchange, and 2 counts of felony possession of narcotics for resale.

At approximately 1:20 p.m., officers initiated a traffic stop on Johnathon Williams, who was known to have a suspended driver’s license.  During the course of the stop, a police K9 unit responded to the scene and alerted on the vehicle.  While searching the vehicle, marijuana, a large amount of MDMA, and methamphetamine, was found.  In addition, a syringe was located on Williams’ person.

Williams was transported to the Washington County Detention Center, where he is being held on a $13,000 bond. His arraignment is set for 10:30 a.m. on 7/31/2015 in Washington County’s General Sessions Court.

On 07/30/15, officers of the Johnson City Police Department arrested Christopher Young (2110 E. Unaka Avenue, Johnson City; 40 years old) and charged him for being a fugitive from justice.

Shortly after 9 a.m., officers responded to the Office of Probation and Parole, 195 Freckles Court, in reference to a violation of probation. Upon arrival, officers made contact with Young who was found to have an outstanding warrant in Florida for failing to meet the conditions of his probation. With authorization from the state of Florida, Young was transported to the Washington County Detention Center to await extradition. Young’s initial court appearance is set for 07/31/15 at 10:30 a.m. in Washington County’s General Sessions Court.

On 07/30/15 at approximately 5:35 p.m, officers of the Johnson City Police Department responded to the intersection of Bristol Hwy and Carroll Creek Rd. in reference to a fatal crash investigation.  Upon arrival, investigation revealed that a 76 year old female, Maxie Hughes of 104 Marbleton Rd in Unicoi, was traveling on Carroll Creek Rd.  She then attempted a left turn onto Bristol Hwy and was subsequently struck by a vehicle traveling south on Bristol Hwy.  Ms. Hughes was properly restrained at the time of the crash and alcohol is not believed to be a factor in the crash. The investigation is being handled by members of the Johnson City Crash Reconstruction Unit.

On 7/30/15 at approximately 6:50 PM officers of the Johnson City Police Department responded to a domestic dispute between two roommates at 2012 Leeland Rd.   There officers made contact with 28 year old Carl Bartley. It was determined by witnesses’ at the scene that Bartley had pushed and struck his roommate after a verbal altercation.  Once separated by bystanders Bartley had took possession of a machete and threatened to kill the victim. There were no serious injuries and Bartley was arrested and charged with aggravated assault domestic.  Bartley was transported to the Washington County Detention Center and is currently being held on a $25,000 bond. He is scheduled to appear in Washington County General Sessions Court on 7/31/15 at 130 PM.

On 08/01/2015 at approximately 4:30 A.M., officers of the Johnson City Police Department arrested Mark Harned, 57 yoa, of 1006 Henry St., Johnson City, TN, and charged him with Aggravated Domestic Assault. The arrest occurred after officers responded to a call for service in regards to a white male armed with a rifle in the 1100 block of Henry St. It was determined through the investigation that Harned used the rifle to threaten his girlfriend.  Harned was transported to the Washington County Detention Center where he is being held in lieu of a $50,000 bond and is scheduled to appear in Washington County General Sessions Court on 08/03/15 at 1:30 p.m. to be arraigned.

On 08/02/2015, at approximately 1:00 pm, officers responded to John Sevier Center, 141 E Market St, in reference to a dispute and alleged threats with a weapon. Vernon Ralph Depew, 50, a resident at John Sevier Center, was subsequently arrested and charged with Aggravated Assault following an investigation that revealed he threatened to shoot his neighbor. Officers recovered a weapon in Depew’s possession matching the description given by the victim. Depew was booked into Washington County Detention Center under a $5,000 bond. His arraignment is set for 08/03/2015 in Washington County Sessions Court.

On Monday, August 3, 2015, at approximately 1445 hours, Officers of the Johnson City Police Department arrested Heather Greer, age 35, of 1407 Rufus Rd, Kingsport, TN, on charges of Possession for Resale of a schedule VI drug, Controlled Substance Analogues, Maintaining Dwelling for Controlled Substance or Distributing, and Simple Possession. The arrest was the result of an investigation into possible drug activity at 101 W. Springbrook Drive. Officers made contact with Ms. Greer in a room to investigate the complaint and discovered a large amount of paraphernalia in plain view inside the room along with marijuana packaged for resale and gravel alpha PVP. Ms. Greer was transported to the Washington County Detention Center on a $26,000 bond with an arraignment set for Tuesday, August 4, 2015, at 1:30 PM in the Washington County General Sessions Court.

On 08/04/2015, officers with the Johnson City Police Department arrested Brittany Thomas, 26 year old female, 466 Thomas Rd, Bristol, TN, and charged her with Shoplifting over $500.00.

At approximately 5:00 p.m., officers were dispatched to 3111 Browns Mill Rd on a complaint of a shoplifter. Contact was made with Loss prevention who told officers that they were observing a female who would soon be leaving the store with a buggy full of merchandise. Contact was made with Thomas who had left the lawn and garden section of Wal Mart with stolen merchandise. Employees from Wal Mart confirmed the shoplifted amount was greater than $500

Brittany Thomas was arrested and transported to Washington County Detention Center, where she is currently being held on a $5,000 bond. She is scheduled to be arraigned in Washington County General Sessions Court on 08/05/2015, at 1:30 p.m.

On 05/05/15, officers of the Johnson City Police Department arrested Billie Ray Collins (116 W. Walnut St), 67 years old and charged him with Habitual Motor Offender, Driving on Revoked License multiple offenses, Speeding, and Failure to provide Insurance.

At approximately 3:25 p.m., officers were conducting speed enforcement in the Mountain View Elementary School zone. Mr. Collins was clocked with Laser traveling westbound on King Springs Rd. at Grand Ave. Extension going 26 M.P.H. in a 15 M.P.H. school zone. Once contact was made with Mr. Collins it was determined that his license is currently revoked for DUI and he had been declared a Habitual Motor Offender by the state of Tennessee in 2011 and he was unable to provide proof of insurance. 

Mr. Collins was transported to the Washington County Detention Center where he is being held in lieu of $6,000 bond. Arraignment is set for 1:30 p.m. on 08/06/15 in Washington County General Sessions Court.

 On 8/05/15, investigators of the Johnson City Police Department arrested Haleigh B. Brown (206 Edward St. Kingsport, 20 years old) and charged her with Unlawful Drug Paraphernalia, Possession of a Controlled Substance Analogue with Intent to Resale, Simple Possession of Schedule III, and driving offenses. 

On 8/05/15 at approximately  8:45 p.m., officers conducted a traffic stop on a Gold Chevy Malibu for speeding. Haleigh B. Brown was identified as the driver. A police canine was utilized and alerted to the odor of illegal narcotics. During the search of the vehicle investigators located approximately 23 grams of suspected Alpha PVP “ Gravel”, several Schedule III pills, and various items of narcotics paraphernalia related to the use and sale of Alpha PVP.  Ms. Brown was taken into custody and transported to Washington County Detention Center, where she is being held on a $12,000 bond. Arraignment is scheduled for Thursday August 06, 2015 at 9:00 a.m.

On 8/6/15, investigators of the Johnson City Police Department arrested Albin Joseph Turnquist (616 N Barton St, 32 years old) and charged him with theft over $500. 

The arrest comes as a result of an investigation into the theft of a waffle maker from Waffle House, 510 N. State of Franklin Rd., on 6/22/15. Turnquist was subsequently identified from the video surveillance that shows him taking the property from the rear stoop of the business.  

On 8/6/15, Turnquist was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 8/7/15 in Washington County General Sessions Court.

On 8/6/15, officer of the Johnson City Police Department arrested Darrell Thomas (Telford, 41 years old) charging him with theft of property over $1,000 and (5 cts) forgery.

 

The arrest is the result of an investigation into the reported theft of the victim’s checks from her home in Telford.  Five of the stolen checks were discovered to have been forged and passed at a bank in Johnson City. The victim’s loss was over a thousand dollars.

 

On 8/6/15, Thomas was arrested on unrelated charges by the Washington County Sheriff’s Office.  He was subsequently charged with the theft and forgery of the victims checks.  Darrell Thomas is currently being held in the Washington County Detention Center in lieu of a $19,000.00 bond.  Arraignment is set for 9:00 a.m. on 8/7/15 in Washington County General Sessions Court.

On 08/01/2015, at approximately 12:41am, officers of the Johnson City Police Department arrested Michael A. Gillespie (712 Carter Sells Rd., Apt. 15., Johnson City, 21 years old) and charged him with one count of Domestic Aggravated Assault, one count of Simple Domestic Assault, and one count of Domestic Vandalism. The arrest was the result of an investigation into a disturbance at Carver Housing, 535 Washington Ave. 

Upon arrival, the investigation revealed that Mr. Gillespie’s ex-girlfriend resides at the residence with her children. Mr. Gillespie had been at the residence during the day and was intoxicated. An argument began between he and the female victim. According to victim and witness statements, Mr. Gillespie assaulted his ex-girlfriend by striking her in the face and choking her. During the incident, the female victim’s 8 year old son attempted to pull Mr. Gillespie off his mother. Mr. Gillespie reportedly bit the juvenile on his right wrist. Mr. Gillespie then went outside and destroyed several flower pots belonging to the female victim. Officers observed red marks on the females face and throat area and also on her son’s right wrist. Broken flower pots were scattered outside the residence.                                                                                                                                                                                                                     

Mr. Gillespie was arrested and transported to the Washington County Detention Center without incident.  He is being held in lieu of a $12,000 bond. Arraignment is set for 1:30 pm. on 08/03/15 in Washington County General Sessions Court.
