THIS HAZARDOUS WEATHER OUTLOOK IS FOR PORTIONS OF SOUTHWEST NORTH CAROLINA...EAST TENNESSEE AND SOUTHWEST VIRGINIA.

DAY ONE...THIS AFTERNOON AND TONIGHT... A FAST MOVING LOW PRESSURE SYSTEM WILL BRING COLDER AIR AND THE POTENTIAL FOR SOME LIGHT FREEZING RAIN AND SLEET MAINLY ALONG THE NORTHERN CUMBERLAND PLATEAU AND THE CUMBERLAND MOUNTAINS OF SOUTHWEST VIRGINIA LATE TONIGHT.

HEAVY ICE ACCUMULATIONS WILL BE POSSIBLE BEFORE SUNRISE. LIGHT ICE AND SNOW ACCUMULATIONS ARE EXPECTED.

DAYS TWO THROUGH SEVEN...MONDAY THROUGH SATURDAY... THE POTENTIAL FOR WINTRY PRECIPITATION WILL CONTINUE ALONG THE NORTHERN CUMBERLAND PLATEAU AND THE CUMBERLAND MOUNTAINS OF SOUTHWEST VIRGINIA INTO MONDAY...AND WILL SPREAD EAST ACROSS THE REMAINDER OF CENTRAL EAST AND NORTHEAST TENNESSEE AS WELL AS SOUTHWEST VIRGINIA. On 3/3/14, officers of the Johnson City Police Department responded to Blevins Pharmacy, 1301 N. Roan Street to a reported robbery.

At approximately 5:00 p.m., a white male entered the business and demanded prescription medication. The male subject was wearing a mask and sunglasses to conceal his identity. He retrieved an undetermined amount of medication and then left the store on foot. It is believed, that he got into a vehicle parked nearby and fled the immediate area.

On 03/04/2014, Officers of the Johnson City Police Department arrested Ricina B Patrick, a 26 year old female, of 103 Sequoyah Dr Johnson City, TN.  Officers responded to a domestic violence incident.  The victim stated that he had been threatened with a knife by Ricina Patrick.  When officers made contact with Ricina Patrick, she did have the knife in her possession.  Ricina Patrick was charged with Aggravated Assault-Domestic.  Ricina Patrick was transported to the Washington County Detention Center; arraignment is set for 03/04/2014 at 1:30 pm with a bond set in the amount of $15,000.

     On March 03, 2014, at approximately 5:013 p.m., the Bevins Pharmacy located at 1301 N. Roan Street, Johnson City was robbed by a white male subject wearing a mask. The incident was caught on the pharmacy’s video surveillance cameras and the robber is described as a white male, approximately 5’10” to 6’0” tall, weighing approximately 150-170 pounds with brown hair. The robber was wearing blue jeans, an olive green colored jacket with a hood, dark colored shirt and shoes and a black mask and sunglasses. sticker on the bill of the The male brandished an unknown caliber handgun and demanded narcotics from the clerk. After obtaining an undisclosed amount of narcotics, the subject fled the area on foot north before seen getting into a silver colored Dodge Dakota truck.

On 3/4/14, at approximately 12:06 a.m., officers responded to Austin Springs apartments on a report that several shots were fired in the parking lot. Upon arrival officers found that a shooting had taken place in the parking lot of 293 S. Austin Springs Rd. During an altercation, several shots were fired by a resident of the apartment complex. As a result, one person received a single gunshot wound to the abdomen.

As a result of the shooting, Investigators of the Johnson City Police Department arrested Joshua A. Stevens (293 Austin Springs Rd., Apt 95, 19 years old) and charged him with attempted 2nd degree murder, reckless endangerment and possession of schedule IV narcotics for resale.

Stevens was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of $200,000 bond. Arraignment is scheduled for 9:00 a.m. on 3/5/14 in Washington County General Sessions Court.

The investigation into this incident is continuing.

On 03/05/14, Officers of the Johnson City Police Department arrested Paul Robert Perkins (3413 10th Ave Southwest Ave Hickory NC 28602) for Theft of Property over $60,000.00.  

The arrest stems from an investigation in which Perkins is accused of participating in the theft of jewelry from Dempsey Jewelers on January 29, 2014. Perkins was originally arrested in North Carolina and extradited back to Tennessee to face these charges associated with his involvement in this theft.

Perkins is being held in lieu of a $100,000.00 bond in the Washington County Detention Facility and is scheduled to appear in Washington County General Sessions Court on 03/06/14/at 1:30 pm. The investigating is continuing with an additional arrest pending.

On 03/05/14, officers of the Johnson City Police Department arrested Sarah B. Edwards (1400 Orleans Street #421, 36 years old). The arrest stems from an investigation into a suspicious vehicle at Winged Deer Park in the early hours of the morning. While speaking with Edwards and another occupant, officers were able to smell the odor of marijuana coming from the vehicle. After further investigation, officers located several hydrocodone pills, along with marijuana and other drug equipment. Edwards was placed under arrest for possession of a controlled substance for resale, simple possession of schedule VI, and unlawful drug equipment. Edwards was taken to the Washington County Detention Center where she is being held on a $12,000.00 bond. Edwards is scheduled to appear in Washington County General Sessions Court on 03/06/14 at 1:30 p.m.

On 03/06/14, Officers of the Johnson City Police Department arrested Marshall B. Hoilman (1210 West Park St, Erwin TN 37650) for Hindering Secured Creditor over $1,000.00. 

The arrest stems from an investigation in which Hoilman is accused of obtaining a title loan from Tennessee Best Title Loans, 2011 N Roan St on 12/13/2013 which Hoilman made no payments on. The vehicle in which the loan was obtained upon could not be located by Tennessee Best Title Loans for repossession and was discovered to have been taken out of state by Hoilman.

Hoilman is being held in lieu of a $5,000.00 bond in the Washington County Detention Facility and is scheduled to appear in Washington County General Sessions Court on 03/07/14/at 1:30 pm.

On March 6, 2014, officers of the Johnson City Police Department arrested Joshua L. Bradley (216 Virgil Avenue, Kingsport, 25 years old) and charged him with shoplifting, possession of schedules I and II for resale, and possession of unlawful drug paraphernalia.  The arrest stems from an investigation into a shoplifting that occurred at the Wal-Mart located at 2915 W. Market Street.  Bradley is currently being held in the Washington County Detention Center in lieu of a $13,000 bond. He is scheduled to appear in Washington County General Sessions Court on March 7, 2014 at 10:00 a.m.

     On 3/5/14, Investigators of the Johnson City Police Department arrested Brian Beco, 213 W. Woodrow Ave. Apt. C, Jonesborough, 31 years old, and charged him with aggravated burglary, aggravated robbery and theft of property over $1,000. The arrest stems from the investigation into a robbery which occurred just before midnight on 3/3/14, at 293 Austin Springs Rd. Apt. 95. After robbing the residents, Beco left the scene in a vehicle.  He was located later by officers and placed under arrest for the aforementioned offenses. Brian Beco was transported to the Washington County Detention Center, where he is being held in lieu of an $80,000 bond. Arraignment is set for 1:30 p.m. on 3/6/14 in Washington County General Sessions Court.

      On 3/7/14, Investigators of the Johnson City Police Department arrested Bradley Dean Peterson, 824 Dyer St., Johnson City, 23 years old, and charged him with Attempted 2nd Degree Murder. The arrest stems from an investigation into a shooting which occurred on 2/27/14, in the downtown area of Johnson City. Upon arrival, officers discovered that the victim, Dustin Gibson had received a gunshot wound.  He was transported to the Johnson City Medical Center.  Statements were taken from several witnesses who observed Peterson and Gibson get into a verbal altercation at 150 West State of Franklin Road. During the altercation a firearm was discharged striking Gibson in the lower torso.  Peterson was found by officers on 3-6-14 and was transported to the Johnson City Medical Center for treatment of injuries he had prior to being stopped by officers of the Johnson City Police Department. Upon his release, Peterson will be transported to the Washington County Detention Center in lieu of a $100,000 bond. Arraignment will be determined upon his release from the Johnson City, Medical Center. The investigation into this incident is continuing.

On 3/6/14 at approximately 5:30 P.M.  Investigators of the Johnson City Police Department’s Special Investigation Squad conducted a traffic stop on E Fairview Ave at N Broadway St. As a result of the traffic stop Andrew Isaiah Stephens 1707 Todd Dr Johnson City, TN 37601 (Age 20) was found to be in possession of 32 grams of marijuana and drug paraphernalia.

Stephens is charged with Possession of a Schedule VI Narcotic for Resale and Unlawful Drug Paraphernalia.

Stephens was transported to the Washington County Detention Center where he is being held in lieu of a $11,000.00 Bond. Stephens arraignment is set for 3/7/14 at 10:00 P.M.

As a result of the investigation Rashad  E. Feggans  311 4th Ave Jonesborough, TN. (age 37) was arrested for the sale of Sch II narcotics.

 

Feggans was transported to the WCDC where he is being held in lieu of a $10,000 bond. Young was transported to the WCDC where she is being held in lieu of a $10,000 bond. Young’s arraignment is scheduled for 1:00 p.m. on 03/10/14 in Washington County General Sessions Court.

     On February 13, 2014, officers of the Johnson City Police Department began an investigation into a reported missing 19 year old Johnson City man. Jeramy T. Kazen of 268 W. Main Street #13, Johnson City, Tennessee was reported missing after being last seen on February 7, 2014 at a residence on Plymouth Road. The investigation had revealed few credible leads on the man's possible whereabouts.

     On March 8, 2014, a resident of Blue Ridge Apartments located at 2560 Plymouth Road reported seeing something suspicious floating in a retention pond behind this apartment complex. A closer examination with assistance from the Johnson City/Washington County EMS and their Dive Team Unit revealed a body of a white male in the retention pond. After recovering the body, it was identified as being that of Jeramy T. Kazen, who was identified through several distinctive tattoos as described by family members.

     The body of Jeramy T. Kazen was taken to the William Jenkins Forensic Center for an autopsy to determine the cause of death. The investigation into this matter is continuing.

On 3/10/14, officers of the Johnson City Police Department arrested Holly R. Hughes (103 Osbourne Rd. Johnson City, TN, 24 years old) and charged her with being a Habitual Motor Offender.

At approximately 8:00 p.m., officers observed a black Chrysler 200 driving on Milligan Hwy. with no headlights on. Officers stopped the vehicle and identified the driver as Holly Hughes. A records check of Ms. Hughes’s license revealed that she was declared a Habitual Motor Offender due to her past driving history which includes two Driving Under the Influence.

Police arrested Ms. Hughes , and transported her to the Washington County Detention Center, where she is being held on a $5000.00 bond. Arraignment is set for 1:30 p.m. on 3/10/14 in Washington County General Sessions Court.

      On February 13, 2014, officers of the Johnson City Police Department began an investigation into a reported

 

missing 19 year-old Johnson City man. According to family members, Jaremy T. Kazen of 268 W. Main Street

 

# 13, Johnson City was last seen leaving a party on Plymouth Road on February 7, 2014. Since then, the

 

investigation failed to reveal any credible leads into Kazen’s disappearance or possible whereabouts.

 

   

     On March 8, 2014, a resident of Plymouth Ridge Apartments, located at 2560 Plymouth Road, Johnson City

 

observed something floating in a retention pond behind a set of apartments at this location. With assistance from

 

the Johnson City/Washington County EMS and members of their Dive Team Unit, Investigators were able to

 

identify the item in the retention pond as being the body of a caucasian male. After removing the body, it was

 

identified as being the missing 19 year-old male, Jaremy T. Kazen. Investigators were able to identify the body

 

from distinctive tattoos that were described by family members.

 

    

      The body of Kazen was taken to the William L. Jenkins Forensic Center where an autopsy will be

 

completed to determine the cause of death. The investigation into this matter is continuing.
