On Sunday, January 26, 2020, the Johnson City Police Department arrested 20 year old Matthew Austin Woodyard, 153 Crockett Rd., Jonesborough, TN, and 26 year old Antonio Eduardo Santos, 2701 Schumway Dr., Johnson City, TN.  Both Woodyard and Santos were charged with Aggravated Burglary, Aggravated Robbery, Aggravated Cruelty to Animals, Burglary (Auto), and Theft of Property under $1,000.

The arrest comes as a result of an investigation into a home invasion robbery reported at 140 Faith Circle in Johnson City.  The victim of the robbery reported two masked men entered his residence by force, both brandishing weapons, and demanded his property and then fled the scene.  During the crime, the victim’s dog was struck in the face with a machete as it attempted to ward off the intruders.  The dog was transported to a local animal hospital where it was treated for injuries sustained.

Information provided by the victim led police to 1444 Milligan Hwy, where some of the victim’s property was recovered.  Additionally, information was collected that led to Santos and Woodyard being arrested for the crime.

A records check revealed Mr. Santos had an outstanding arrest warrant for Theft of Property over $1,000 (Motor Vehicle), Felony Evading Arrest, Driving on a Revoked License, and Stop Sign Violation.  The outstanding warrant was served on Mr. Santos.

Mr. Woodyard and Mr. Santos were placed under arrest and transported to the Washington County Detention Center.  Mr. Woodyard is being held in lieu of a $38,000 bond, while Mr. Santos is being held in lieu of a $48,000 bond.  Arraignments have been scheduled for Monday, January 27, at 1:30 p.m., in Washington County General Sessions Court.

On 1/27/20, officers of the Johnson City Police Department arrested Danny J. Whitson (104 Jones Circle, Erwin, TN 37650, 23 years old) and charged him with identity theft, criminal impersonation x2, and possession of drug paraphernalia.

 

At approximately 1:30 a.m., officers observed a vehicle with an inoperable tag light and initiated a traffic stop. Mr. Whitson was seated in the rear seat on the driver’s side of the vehicle. When officers attempted to identify Mr. Whitson, he initially gave officers two names and dates of birth that were not attached to a tangible identity. Mr. Whitson then provided a last name and date of birth that belonged to a family member. Mr. Whitson was eventually identified due to personal documents inside the vehicle and it was discerned that Mr. Whitson attempted to conceal his identity due to outstanding arrest warrants.

 

Mr. Whitson was arrested, ultimately charged with identity theft, two counts of criminal impersonation, and possession of drug paraphernalia. Mr. Whitson was transported to the Washington County Detention Center where he is being held on a $13,000 bond. Arraignment is set for 1:30 p.m. on 1/27/20 in Washington County General Sessions Court.

On 1/27/20, officers of the Johnson City Police Department arrested  Jennifer Byrd (607 South View Drive, 40 years old) and charged her with  domestic aggravated assault.

 

At approximately 7:50 p.m., officers  responded to a residence on South Boone St in reference to a domestic disturbance.  The victim advised he had been assaulted by Ms. Byrd.  The victim had visible injuries from the assault including marks where he had reportedly been choked.

 

Ms. Byrd was placed under arrest for domestic aggravated assault. Ms. Byrd was transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond.  Arraignment is set for 1:30 p.m. on o1/28/20 in Washington County General Sessions Court.

On 1/28/20, officers of the Johnson City Police Department issued a warrant for the arrest of Jonathon W. Maroney (130 Alexander Ferry Ln., Greeneville, TN, 40 years old) charging him with carjacking.

At approximately 10:00 p.m. on 1/27/20, officers responded to McDonald’s (1710 W. Market St.) in reference to a vehicle theft that had just occurred. Upon arrival, officers spoke with the victim and ultimately discerned that Mr. Maroney had taken the vehicle from the victim at knife point. The vehicle was abandoned in Greene County, and Mr. Maroney was eventually taken into custody by the Greeneville Police Department for public intoxication at a location not far from where the vehicle was abandoned.

Greeneville Police transported Mr. Maroney to the Greene County Detention Center where he is being held pending service of the warrant for his arrest. Once the warrant is served, Mr. Maroney will be transported to the Washington County Detention Center, where he will be held on a $25,000 bond. Arraignment is set for 1:30 p.m. on 1/29/20 in Washington County General Sessions Court.

                On 01/28/20, at 12:40 p.m., officers of Johnson City Police Department arrested Joshua Rosenbaum, 23, 348 Littleton Rd, Jonesborough, TN, 37659 and charged him with Criminal Simulation.

                The arrest stems from an investigation on 05/07/2019 around 11:35 p.m. from the McDonald’s at 5016 Bobby Hicks Hwy. Employees informed officers that Mr. Rosenbaum attempted to use a counterfeit $100 bill to pay for his order. Mr. Rosenbaum left the business before officers arrived, and the employees gave the counterfeit bill to officers. A warrant was taken out on Mr. Rosenbaum for Criminal Simulation.

                On 01/28/2020 around noon, Mr. Rosenbaum visited the Jonesborough Police Department. While he was there, Jonesborough officers ran his information and discovered that Mr. Rosenbaum had a warrant out of Johnson City. Jonesborough officers detained Mr. Rosenbaum until a Johnson City officer arrived to their department to take him into custody.

Mr. Rosenbaum was arrested and transported to the Washington County Detention Center, where he is being held on a $10,000 bond. An arraignment is set for 01/29/20, in Washington County General Sessions Court.

On 1/28/20, officers of the Johnson City Police Department arrested Nathan Wells (246 Monarch Ct., 28 years old) and charged him with one count of theft of property over $1,000

At approximately 9:40 p.m. on 1/28/20, officers were on patrol in the Walmart parking lot when they noticed an older model Honda Civic that appeared to be spray painted. Upon checking the registration, officers discovered that the vehicle was stolen out of Washington County. Mr. Wells was in possession of the vehicle when officers approached it.

Police took Mr. Wells into custody due to being in possession of the stolen vehicle. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond. Arraignment is set for 1:30 p.m. on 1/29/20 in Washington County General Sessions Court.

On 01/28/20, the Johnson City Police Department arrested two individuals in relation to a vehicle theft that occurred at 506 W. Highland Rd. in October 2019.  Dino Austin (46 yrs. old, 502 Magnolia Ave, Johnson City) and Timothy Ricker (55 yrs. old, 204 E. Watauga Ave, Johnson City) were both charged with Auto Theft over $1,000.

The victim reported her vehicle, a Subaru Impreza, stolen while she was hospitalized the week of October 11th.  The investigation revealed Mr. Austin and Mr. Ricker sold the vehicle for scrap at Davis Recycling.

Both subjects are being held in the Washington County Detention Center in lieu of a $1,000 bond each.  They are scheduled for Arraignment in General Sessions Court on Wednesday 01/29 at 1:30 pm.

On 01/29/20, the Johnson City Police Department arrested Misty Harris (132 Webb Ln, Erwin, 43 years old) and charged her with aggravated robbery.

The arrest comes as a result of an investigation into a robbery that occurred on 11/15/19 at a residence on Wilson Ave. The victims reported that Misty Harris stole property from the residence while threatening them with a knife. An arrest warrant was issued for Misty Harris.

On 01/29/20, Misty Harris was located and arrested and transported to the Washington County Detention Center in lieu of a $5,000 bond.  She is scheduled for Arraignment in General Sessions Court on 01/30/20 at 1:30 pm.

On 01/30/20, the Johnson City Police Department arrested Eric Kent (37 years old, 144 Rolling Acres Dr). Mr. Kent was charged with two counts of burglary, theft over $1,000, and theft under $1,000.

This arrest comes as a result of two investigations. On 11/14/19, Eric Kent was seen on camera at Lowe’s Hardware in Johnson City. Mr. Kent selected several tools valued at over $1,000 and placed them in the garden area. Mr. Kent was seen on camera later that night making forcible entry to the garden area and taking the tools. A warrant was obtained for Mr. Kent charging him with burglary and theft over $1,000.

On 01/24/20, Eric Kent was seen on a residential camera tampering with a Kawasaki UTV. Upon further investigation, it was found that the ignition to the vehicle was missing. Mr. Kent was identified and a warrant was issued for his arrest charging him with burglary and theft under $1,000.

On 01/30/20, Eric Kent was placed under arrest and booked into the Washington County Detention Center, where he was held in lieu of a $14,000 bond.  Mr. Kent’s arraignment is set for 01/31/20 in Washington County Sessions Court.

On 01/20/20 officers of the Johnson City Police Department arrested Jon Jones (603 Bingham St, Elizabethton, TN, 37643, 33 years old) and charged him with Theft Under $1000 and Credit/Debit Card Fraud Over $1000.

On 11/01/19 officers made contact with the victim. She stated that she was shopping at Old Navy and left her purse when she left. Victim stated that when she returned to the store her purse was missing. The victim soon noticed fraudulent charges on her checking account. Officers identified Jon Jones as the person making charges on her account.  

Officers located Jon Jones on 01/20/31. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $2,000 bond. Arraignment was set for 9:30 am on 01/21/20.

                On 1/29/2020, Investigators with the Johnson City Police Department Special Investigation Squad arrested Richard Owens, 52 years old, 902 N Barton St., for two counts of sale of methamphetamine.

                During the month of January, Investigators opened an investigation into the distribution of methamphetamine by Richard Owens. As a result of this investigation, Mr. Owens was charged with two counts of sale of methamphetamine.

                Richard Owens was located and arrested on 1/29/2020. He is currently being held on a $10,000 bond. His arraignment is scheduled for 1/30/2020 at 1:30 PM in Washington County Sessions Court.

On 01/31/2020, the Johnson City Police Department arrested Patrick Ray (1202 Greenfield Dr. Johnson City TN, 18 years old) and charged him with three counts of Criminal Simulation, three counts of Forgery, one count of Theft of Property over $2,500.00, and one count of Theft of Property under $1,000.00.

The arrest comes as a result of an investigation into a counterfeit check being passed at Regions Bank (208 Sunset Dr). Ray arrived at Regions Bank and tried to cash a check in the amount of $800.00. Bank employees immediately realized the check to be counterfeit and called police. Upon police arrival and following examination of the check, the check was determined to be counterfeit. Further investigation revealed that Ray cashed the same type of check the previous day and received $800.00. It was also revealed that Ray had a counterfeit check deposited to his personal bank account earlier this month in the amount of $5,304.10. 

Ray was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $71,000 bond. Arraignment is set for 1:30 p.m. on 02/03/2020 in Washington County General Sessions Court.

On 01/18/2020, officers of the Johnson City Police Department arrested Benjamin L. Hyatt (2819 Emory Ln. Johnson City, TN 37604, 37 years old) and charged him with one count each of Methamphetamine Possession, Simple Possession, Evading Arrest, Shoplifting under $1000, Criminal Trespassing, and Criminal Simulation.

The arrest is the result of an investigation for a report of a shoplifting occurring at 3111 Browns Mill Rd. Upon arrival officers made contact with the complainant who alleged that Mr. Hyatt shoplifted from the business before attempting to leave the premise. Mr. Hyatt was alleged to have stolen work boots and printer ink valued at about $99. Mr. Hyatt was detained at the front exit and knives were removed from his person. While being escorted to the loss prevention office Mr. Hyatt attempted to elude police by evading arrest on foot.  However Mr. Hyatt was apprehended within 20 feet of the front entry/exit doors. Once in the loss prevention office Mr. Hyatt was discovered to be in possession of Methamphetamine, other drugs, and counterfeit currency. Mr. Hyatt was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $23,000 Bond. His arraignment hearing is set for 01:30 p.m. on 01/21/2020 in Washington County General Sessions Court.

On 02/05/20 officers of the Johnson City Police Department arrested Kyle Miller (Johnson City, Tennessee,

39 years old) and charged him with Theft Over $2500.

On 01/25/20 the victim left her purse at the Johnson City Public Library. When she returned to get her purse it was missing. The victim had approximately $2,200 cash in her purse, along with approximately $300 in gift cards, a cell phone and multiple credit cards. Surveillance video showed a white male take the purse. Kyle Miller was identified as the suspect.

Officers located Miller on 02/05/20. He was placed under arrest and transported to the Washington County Detention Center, where he is being held in lieu of a $4000 bond. An arraignment is set for 09:30 am on 02/06/20.

On 02/08/2020, officers of the Johnson City Police Department arrested Charles W. Widener (3406 W. Market St., Apt 148, 48 years old, and charged him with public intoxication, disorderly conduct, unlawful paraphernalia, and felony possession of methamphetamine.

 

At 8:33 p.m., officers responded to the Park ‘N Stay Inn in reference to a male subject threatening other residents. On arrival, officers observed Mr. Widener, who appeared to be under the influence of substance, outside of his apartment yelling profanity and threatening remarks. When officers made contact with Mr. Widener, he stepped out of his apartment and became belligerent. He was placed under arrest at that time. During a search of his person officers found a bag containing approximately 1 gram of methamphetamine and a glass pipe.

 

Mr. Widener was placed under arrest and transported to the Washington County Detention Center where he is being held in lieu of a $12,000 bond. Arraignment is set for 02/10/2020 in Washington County General Sessions Court.

On 02/08/20, officers of the Johnson City Police Department arrested Zayra Arzate Bello (8221 Bettina Rd. Raleigh, NC, 23 years old). Bello was charged with Criminal Simulation, Criminal Impersonation, and Attempted Theft.

Officers responded to 2122 N Roan St, Verizon, in reference to a woman attempting to obtain an IPhone 11 on a fraudulent account. Bello was also using a fraudulent identification card and credit card as well to upgrade her phone. Officers discovered the name on the identification was false and the identification document being used was forged. When confronted by officers she provided a North Carolina driver’s license identifying her as Zayra Arzate Bello.

Zayra Arzate Bello was taken into custody and transported to the Washington County Detention Center where she is currently being held in lieu of a $16,000 bond. Arraignment is set for 02/10/20 1:30p.m. in Washington County General Sessions court.

On 2/9/20, officers of the Johnson City Police Department arrested a juvenile and charged her with Criminal Impersonation, Consumption of Alcohol Under the Age of 21, Possession of Tobacco by a Minor, and Possession of a Scheduled Drug for Resale.

At approximately 2:00 a.m., officers responded to Capone’s to check the surrounding premise for a juvenile female who was reported as a runaway from Kingsport, Tennessee. The juvenile was located in a vehicle on Main Street where she provided officers with a false identity. The juvenile was found to be openly consuming alcohol and consuming tobacco products. Subsequent search revealed drugs individually packaged for resale. 

Police detained the juvenile and issued the juvenile a citation in lieu continued custody for her listed charges. She was released to a custodial guardian awaiting a court date in Johnson City Juvenile Court.

On 2/11/20, officers of the Johnson City Police Department arrested Donna M. Whitson (2905 Antioch Rd., 36 years old) and charged her with altering/falsifying/forging plates, simple possession of schedule II, simple possession of methamphetamine, and possession of unlawful drug paraphernalia.

At approximately 8:30 AM officers were conducting school zone enforcement at North Side Elementary School when they observed a white Nissan Maxima traveling south on N. Roan St. at a high rate of speed. Officers locked the speed of the vehicle at 24 miles per hour in a 15 miles per hour school zone and initiated a traffic stop wherein Ms. Whitson was identified as a passenger of the vehicle. The registration decal bearing the year of the tag was falsified and Ms. Whitson stated that both the tag and vehicle belonged to her, and she was aware that the tag was bad. In addition, Ms. Whitson consented to a search of the vehicle where 1.1 grams of a clear crystalline substance believed to be methamphetamine was located as well as seven oxycodone tablets and several items of drug paraphernalia.

Ms. Whitson was placed under arrest with officers ultimately charging her with altering/falsifying/forging plates, simple possession of schedule II, simple possession of methamphetamine, and possession of unlawful drug paraphernalia. Ms. Whitson was transported to the Washington County Detention Center where she is being held on a $10,000 bond. Arraignment is set for 1:30 PM on 2/12/20 in Washington County General Sessions Court.
