On 8/29/2014 at approximately 1330 hours, officers of the Johnson City Police Department arrested Robert E. Winters, w/m, 51 years old, of Elizabethton, TN for 6th Offense DUI, 7th Offense Driving on Revoked License, and Leaving the Scene of an Accident. Winters was stopped after leaving the scene of a minor automobile accident at W. Market St. and N. State of Franklin Rd. During the investigation, it was discovered that Winters’ driver’s license is revoked for DUI in the state of Tennessee. Winters is being held in the Washington County Detention Center pending a bond hearing in Washington County Sessions Court on Tuesday, September 2, 2014 at 1:30 pm.
