On 07/20/2020, officers of the Johnson City Police Department arrested Carlos Lowe (201 Blackley Creek Rd., Limestone, 28 years old) and charged him with shoplifting-theft of property and burglary.
On 07/20/2020, at approximately 8:13 p.m., officers responded to 3111 Browns Mills Rd., Wal-Mart Supercenter, in reference to a shoplifting subject. Mr. Lowe had concealed numerous items inside of his purse and had passed all points of sale without rendering a total payment of $190.00. Additionally, asset protection provided a signed notification of restriction from Wal-Mart on 10/30/2015. Furthermore, Lowe has a prior shoplifting conviction from 04/20/2016.
On 07/20/2020, officers placed Lowe under arrest at Wal-Mart Supercenter. He was taken into custody and transported to the Washington County Detention Center, where he is being held in lieu of a $2,000 bond. Arraignment is set for 1:30 p.m. on 07/21/2020 in Washington County General Sessions Court.
