On Thursday, January 16, 2014 Cheyenne C Lowery, W/M, 30, 170 Hall Rd, Jonesborough, TN was arrested by officers of the Johnson City Police Department and charged with failure to illuminate tag, driving on revoked license 2^nd offense, violation of financial responsibility law, possession of prohibited weapon, possession of drug paraphernalia and possession of a schedule VI controlled substance- for resale (marijuana). The arrest is the result of a traffic stop after the vehicle he was driving was observed on S Greenwood Dr without any illumination for the license plate. During the stop, a record check revealed that Lowery’s license is revoked due to a prior DUI and that he had one previous driving on a revoked license incident. During the investigation, a zip lock bag containing two separate baggies of a leafy green substance was found on his person. Another separate baggie containing a leafy green substance was also found on Lowery, along with a digital scale and “brass knuckles.” The three separate baggies of the leafy green substance had a combined weight of approximately 16.6 grams. He was also found in possession of $972 cash in his wallet in assorted denominations. Lowery was subsequently placed in custody and transported to the Washington County Detention Center where he is being held in lieu of a $23,000 bond. He is scheduled to appear in General Sessions Court on January 17, 2014 at 10:30am. The $972 cash and vehicle were seized.
