On 10/27/2019, officers of the Johnson City Police Department arrested Calvin Q Phillips of 357 Virgil Ave. Kingsport, TN 37665, 31 years old) and charged him with one count each of Felony Reckless Endangerment, Evading Arrest, Resisting Stop Frisk, Unlawful Possession of a Weapon, and Possession of a Handgun While Under the Influence.
The arrest is the result of an investigation for a report of a fight in progress at Overtime Sports & Social. Upon arrival officers made contact with security who advised that a black male had brandished a handgun then waived it at a crowd of people while making threats. Officers located a male subject several feet away matching the clothing and description of the armed person. Officers attempted to make contact with the subject who was later identified as Mr. Phillips. When directed to stop for a frisk Mr. Phillips became argumentative, resisted instructions for a stop frisk, and fled on foot when officers made an attempt to conduct a frisk search for a weapon. Officers pursued on foot and captured Mr. Phillips a short distance away. A Smith & Wesson M&P was located in the parking lot of Applebee’s that was discarded by Mr. Phillips as he fled on foot through that area.
Mr. Phillips was placed under arrest and subsequently transported to the Washington County Detention Center, where he is being held in lieu of a $14,000 Bond. His arraignment hearing is set for 1:30 p.m. on 10/28/2019 in Washington County General Sessions Court.
